Haryana Circle Convention at Rohtak on 28th April 2014

As per the decision of the Rajkot CEC meeting of BSNLEU, a well attended Circle Convention was held at Rohtak on 28th April 2014 to focus on the issues of anti-worker neo-liberal policies of the government with special reference to BSNL, Communal Harmony and the Charter of demands of the Central Trade Unions. The meeting was held at the spacious Jat Convention Hall. Com. Naresh Kumar, Circle President, BSNLEU presided. Com.M.S.Kadian, Circle Secretary welcomed all those present and briefed about the decision of the CEC to hold the convention etc.
All the District Secretaries present as also some of the Circle Executive Committee members spoke and raised certain issues connected with the subject. Coms. Kuldeep Singh, All India Asst. Treasurer and Hari Krishan Sharma, Circle Secretary AIBDPA greeted the Convention.
Com.V.A.N.Namboodiri, All India President, BSNLEU spoke about the neo-liberal policies being implemented by the government which has put more and misery on the workers and the need to fight it with all might of the workers. He condemned the communalistic propaganda from certain quarters and the need for communal harmony and also about BSNL issues and the demands raised by the Central Trade Unions on which sustained struggles are going on. He also called upon the district secretaries to take initiative to form the BSNLCCWF and AIBDPA, wherever not yet formed.
Com. M.S.Kadian, Circle Secretary handed over Rs. 37,500 to Com. Namboodiri as donation to the KG Bose Bhawan Building Fund.

BSNLEU Haryana Circle is organising the BSNLEU Circle Convention as per the call of the Rajkot CEC Meeting against neo-liberalisation policy of the government, on communal harmony and on the Charter of Demands of the Central Trade Unions on 28th April 2014 at Rohtak. Com. V.A.N.Namboodiri, All India President, BSNLEU will be attending the Convention. Comrades M.S.Kadian, Circle Secretary, Haryana and Kuldeep Singh, CHQ office-bearer and other leaders from Haryana are making all arrangements for the success of the convention.

Meeting of Casual and Contract workers at Jaipur

A meeting of the casual and contract workers engaged in BSNL was held at Jaipur on 25th April 2014. Com. V.A.N.Namboodiri, President BSNLCCWF, Vijay Singh, All India Organising Secretary, BSNLEU, Ashok Pareek, Circle Secretary BSNLEU and other leaders addressed. The issues of the casual and contract workers were explained in detail by Com. Namboodiri.
After detailed discussion, it was decided to organise BSNL Casual and Contract Workers Federation in Rajasthan Circle and Jaipur District. Com. Vijay Singh CHQ Org. secretary was entrusted with the task.

Presentation on Formation of Subsidiary Tower Company.

BSNL Management along with the representatives of M/S KPMG Consultants gave a Presentation today on the ‘Project Unnati’, the proposal for monetising the the BSNL Towers by forming a subsidiary company for managing the ‘Tower business of BSNL. Shri Neeraj Varma, GM SR and Shri Bhandari GM explained the details. All the unions/associations were invited to the presentation.

The Unions’/Associations’ representatives strongly opposed to the proposal for forming the new Tower Company.  They stated that they were not considered before the BSNL Board took the decision on such an important issue which affects the BSNL and the BSNL workers. They opposed the formation since  it is nothing less than separating the tower business from BSNL and later privatising it. The future of the employees who will be deputed/absorbed in the new company will be disastrous.

The Unions/Associations stated their strong protest and asked the available officers to convey the same to the Management.

From the BSNLEU, Coms. V.A.N.Namboodiri, President, P.Abhimanyu, General Secretary, Animesh Mitra, Dy.GS and Swapan Chakraborty, AGS participated.

Change of Designation Committee on 24th April 2014.

The first meeting of the reconstituted ‘Change of Designation  Committee’ entrusted for making suggestions on the subject will be held on 24th April 2014. BSNLEU demanded for the change of designations of the non-executive years back and a committee was appointed for the same. After much delay a report was jointly submitted on the change of designation for RM and TM, signed by the committee (including official side), but it was not approved by the Management. hence the new committee.

We are at a loss to understand why the management has not approved the committee report earlier. If there is no assurance that the management will accept the recommendations of the committee, then why a new Committee. Of course, the union has demanded it.

Let us hope that the Official side and Management will see reason and agree for the changes.

Government disintegrating BSNL?

The UPA Government, according to its policy of neo-liberalisation and privatisation has been making all moves to disintegrate and destruct BSNL to favour the private telecom corporates. Unable to disinvest and impose VRS in the face of strong protests from the Unions, the government, in the name of revival of BSNL, has finalised plans to disintegrate it in another way. The new route is forming of several companies out of BSNL.
BBNL is already formed. The next is the Tower company. The third is the land monetising company. While all these new companies will be having less staff and more revenue, the situation of BSNL will go down. It will have the major portion of the staff, but very less revenue. It will become a loss making company. Then the government can either sell it or even close it transferring all the infrastructure to some corporates.
The question is, whether the 2.5 lakh workforce is going to tolerate this attack on their livelihood and end of a public service which continued for decades?
The answer is an emphatic NO! We will not allow this happen. The united strength of the workers and their unions will foil the government move as they have done in the case of VRS and Disinvestment. Let us be ready for a serious sustained struggle.

Rajasthan Circle Convention at Jaipur.

The Circle Convention of Rajasthan was held at Jaipur on 15
April, 2014 as per call of CHQ. About 300 comrades
attended from all parts of the Circle. Com. Kamal Singh, Circle President, BSNLEU presided. Com. Ashok Pareek,
Circle Secretary welcomed the leaders and the participants. Coms. Vijay Singh, All India Org. Secretary, BSNLEU,
C.S. Sharma, Circle Secretary, BSNLMS, A. Rasheed Khan, AGS, TEPU, K.P. Sharma, President, AIBDPA, S.K.
Anand, Circle Secretary, AIBDPA and other leaders addressed. Com. V.A.N. Namboodiri, President, BSNLEU
addressed the convention and called upon the workers to defend and save BSNL from the onslaught on the
Government and the inept management. He also called upon the workers to put maximum efforts to provide better
service to the customers. He analysed the present situation in the country and the struggles being organized by the
workers under the leadership of all Central Trade Union of which BSNL workers are also a party. The need for
communal harmony was also stressed. The questions raised by the workers were replied/explained by Com.

MOU for 2014-15 between DOT and BSNL – ‘Perform or Perish’.

The Memorandum of Understanding (MOU) between DOT and BSNL for the year 2014-15 has been signed on 27th March 2014, four days before the start of the New Financial year. The targets are moderate and seems to be practicable.
The Very Good Financial Targets for the year 2014-15 is as below:
Sales Turnover : Rs. 29,000 crores
Gross Operating Margin : Rs. 1,180 Crores

In addition the targets for Finalization of policy for organisational restructuring and implementation during the year and other parameters also have been noted. One of these is the Formulation of subsidiary of BSNL Tower Assets with a target date of 31-12-2014. As far as the workers are concerned, they are strongly opposing the formation of a subsidiary company, which is unnecessary and against the interest of BSNL.

On the CAPEX for Capacity Expansion, it has been given a target of additional 100 lakh lines of GSM, OFC of additional 20,000 Route Kms, Replacement of Wireline Exchanges by NGN with 5 lakh Customer migrations etc. Since no dates have been fixed the target date may be 31-03-2015.

Completion of ongoing Projects include the laying of OFC for Defence project (Network for Spectrum) to lay 40,000 Route Kms of Cable, National Optic fibre Network (NOFN) to connect 73,500 Gram Panchayats and also commissioning of 1,200 GSM BTSs.

Targets have been fixed for Productivity and Internal Process, Human Resource Management, Sector Enterprise Specific Parameters including net addition in GSM Mobile Connections (100 lAKH), Broadband Connections( 30 lakhs) implementation of ERP ( 10 Circle) etc.

The Rs. 29,000 crore Revenue Targets have been distributed among the following Verticals: Consumer Fixed Assets (Rs. 12,500 crores), Consumer Mobility ( Rs.13,500 crores) Enterprise Business (Rs. 3,600 crores) and New business ( Rs. 300 crores).

As usual all other conditions of submitting Quarterly Report to the DOT, Annual report to the DPE etc. are mentioned.

The Memorandum of Understanding are signed every year as usual. But what is the fulfilment of the Targets and parameters? According to our information, which may be incorrect also,most of these targets and parameters are never completed. Have they been fulfilled, whether the company, BSNL would have gone in to loss?

In fact, the OFC Project for Defence (NFS) and NOFN would have been finished much earlier according to the earlier Project formulation. The same with the Towers in the naxalite area.

What is plaguing the BSNL is the projects are never fulfilled. These are known to the management, but are never discussed with the 2,50,000 workforce who are also much interested in the better future of the company.

With such a large workforce, with more than 50,000 well trained technical executives and about two lakh committed workers, why the Management is unable to reach the targets fixed after much discussion and planning. There is a certain inertia somewhere in the lines. There is a casual attitude some where. This has got to be changed. Instead of sitting in the office, the majority of the executives and non-executives should be in the field.

Take the workforce also in to confidence in executing and fulfilling the targets. ITS, Executive or Non-Executive – all should realise that unless one’s full energy and effort is not utilised in expansion, development and service, it is difficult for BSNL to survive, leave alone improving.

Our demand to the BSNL Management is to make a detailed Plan for fulfilling the targets, take the workers and their unions /associations in to confidence, discuss with them how to implement the plans even before target dates and then move in to action.Is the BSNL Management capable of doing this exercise ? If so, well and good. However, the workers are determined to ensure that the company survives, strengthens and provide a better service to the nation. And certainly they have to ensure that the Management functions as it should be.

A united and joint effort is sure to win. The people of the country prefer BSNL to any other private telecom provider, because they know that it is not the profit motive that moves BSNL, but the service-motive.

Let Us March Ahead to Provide a Better Service to the Nation!

History of the P and T Trade Union Movement

Dear Comrades and Friends,

As per the decision of the Central Executive Committee of BSNLEU, a Trade Union Class was organised for the leaders and workers at K.G.Bose Bhawan, New Delhi on 7th and 8th of April 2014. I was assigned to take the class on ” History of the Indian Trade Union Movement, with particular reference to the P and T Trade Union Movement”. I took the class which continued for about three and half hours. In fact, the subject needed much more time.

After the class, many comrades came to me, appreciated and suggested that a book be written on the P and T TU movement for the benefit of the new generation. I have been pressed earlier also by many senior leaders and comrades to write a book on the subject. After much thought I have decided to take the stupendous task and challenge. Earlier I have written some articles and small booklets on the subject and had taken classes. But writing a full history is not an easy task. My experiences as a humble worker in the thick of the movement for more than five decades will certainly help me. There are union journals and certain booklets already published on the subject. But a lot have to be studied before preparing a comprehensive book.

Along with the records of the past, the experiences of the living senior comrades and workers are very important. They have to be met for their assistance. That I will do. I request all our comrades to assist me in this regard so that we will be able to produce a full history of the P and T Trade union Movement in India.

Charter of Demands by Non-Executive unions submitted to CMD BSNL

The Joint Action Committee of the Non-Executive Unions/Associations submitted the Charter of Demands to Shri R.K.Upadhyay, CMD BSNL, demanding settlement of the same early. There are 30 important demands placed in the Charter.
The General secretaries of all the signatory unions including Com. C.Singh GS NFTE (President), Com. P.Abhimanyu (Convener) along with Com. V.A.N.Namboodiri, President, BSNLEU met the CMD BSNL and submitted the Charter and demanded early settlement.
