Convention of SWAS as well as on VII Membership Verification was held at Mangaluru, Karnataka on 5th April 2016.Com.Krishna Rao, District President BSNLEU presided. A good number of employees including AIBDPA members were present Com.V.A.N.Namboodiri, Patron and Founder General Secretary of BSNLEU inaugurated the Convention. He spoke about both on SWAS and connected matters as also the achievements of BSNLEU in the last 12 years after it got recognition and called the employees to vote for BSNLEU in the VII Membership verification. Coms. M.C.Balakrishna, AGS, C.K.Gundanna, Circle Secretary, B.P.Narayana, Circle president, Venugopalan Nambiar, Circle Vice-President, Muddiah, Circle Asst. Secretary, Pasha, Dist. Secretary, J.V.Keshav and other comrades addressed.
Com.V.A.N.Namboodiri was given a traditional welcome by the Circle/District Union. Senior comrades like Harischandra Rao (Former Circle Secretary, Karnataka Circe), B.N.Rao, Advisor, AIBDPA were present in the dias.
The Convention declared to make the verification a big sucecss.

Meeting at Udupi

A Joint Convention of SWAS programme and VII Membership Verification was held at Woodlands Auditorium Udupi on 4th April 2016. Though being a branch, Udupi comrades under the leadership of Com. Chitralekha, Branch Secretary, organised more than 200 workers. Com. Ammanna, Branch president, presided. Com. V.A.N.Namboodiri, Patron and founder General Secretary, BSNLEU, inaugurated the Convention. Coms. C.K.Gundanna, Circle Secretary, Karnataka Circle, B.P.Narayana, Circle President, M.C.Balakrishna, AGS, Venugopalan Nambiar, Circle Vice-President, Muddayya, Circle Asst. Secretary, B.Krishna, Dt.President, Tanvir Pasha, H>D>Pai, Balakrishna Shetty, Dist. Secretary, CITU and other leaders addressed. A good umber of AIBDPA comrades and women comrades participated. Com. Namboodiri in his inaugural speech called upon the workers to make both the programmes successful. Udupi has a good majority of BSNLEU members. All the leaders and senior pensioners was honoured by the house.

At least 50% IDA should be merged immediately

After the 2007 wage settlement in BSNL and other PSUs which continues with 10 year wage revision (BSNLEU had demanded 5 year wage revision), the IDA has gone up to 112.4% w.e.f. 01-01-2016. Wage revision is due from 01-01-2017, but the DPE has not issued any guidelines in the matter, either in the case of executives or non-executives. Employees are put to much hardship due to the high cost of living and due to the non-merger of IDA. At least, half of the DA should be merged immediately, with out waiting for the wage revision.

Though the VII CPC has submitted its report to the Government on the pay scales of the central government employees w.e.f. 01-01-2016, the latter has neither implemented it nor given any merger of the DA as used to be given.

The delay is unwarranted and unjustified. We demand the government to take necessary decision in the matter and order merger of at least 50% DA to the PSU employees, including BSNL.

9th Convention of Telecommunication Employees Association of Nepal (TEAN)

The 9th Convention of the Telecommunication Employees Association of Nepal (TEAN) is being held at Nepalganj from 28th to 30th March 2016. Com. Balbir Singh, President, BSNLEU, will be attending the convention as per the invitation of TEAN.

BSNLEU and TEAN have been always in close relationship for the last one decade or more. Both are the biggest unions in the telecom sector in their own countries and share a progressive out-look. They are part of the main stream of the working class. The delegates from TEAN had been attending All India Conferences of BSNLEU and delegates from BSNLEU attending the Conventions of TEAN. As General Secretary of BSNLEU, I have attended these conventions three or four times. I still remember the warm reception they gave to all of us delegates while in Nepal. We have also made maximum efforts to welcome them during their visits to India. Office-bearers have changed on both sides, but the ties remain strong.

Nepal has moved forward from a Hindu kingdom to a social secular democratic republic like India. We welcome the change and congratulate the people of Nepal and TEAN, who contributed for the welcome change.

We  convey our Warm Greetings and Best Wishes to the delegates and leaders who are attending the Convention and for the success of the Convention!  Let the close relationship continue and strengthen further!

Executives and Non-Executives

The Central government employees were earlier grouped in to four classes viz. Class I, Class II, Class III and Class IV. Sometimes the classification was as Group A, Group B, Group C and Group D. ICS/ IAS, IFS, IRS, ITS etc. all India services were in a higher rank starting from Class I/Group A.

After the VI Central Pay Commission, the Group D/ Class IV in Central Services is being eliminated by upgrading eligible officials to Group C/Class III and no further recruitment in class IV/Group D.

In Public Sectors like BSNL, MTNL etc. the classification is Group A, Group B (Executives) and Non-Executives (which comprises of the earlier Group C & D).

Thus the Group D & C are merged in to one, the non-executives, which is a correct decision. Now, the question arises: Whether there is any need for a division between the executives and non-executives.

The name non-executive itself is a negative one – it means one who is not an  executive. But the fact is that they are employees/workers, who also execute work. In fact they are not non-executives, but executives only. There is full justification that the division of names in to executives and non-executives should go. This discrimination is part of the British oriented superiority cult which has been continued by the Government of India. It is just like the khaki uniform supplied to the Class IV earlier to show that they are inferior. Now in the PSUs, all the officials from the top to the bottom are wearing the same uniform. It is so in many corporate concerns.

In such a situation, is it necessary to continue the name of non-executives? It is time for the government, PSUs, Private sector etc.to drop the name non-executive and have a common name for all the workers/employees.

The last SSA level Convention in Kerala Circle in connection with the Membership verification was held on 24th March evening at Kannur, the strong hold of BSNLEU. About 300 comrades participated. Contract workers and pensioners also attended. The convention ws presided over by Com. Ravindran, Kodakkad, SSA President. Com.P.V.Rajan, Dist. Secretary, BSNLEU gave the welcome speech. Com. P.Asoka Babu, Vice-President, V.A.N.Namboodiri, Patron, K.Mohanan, Circle Secretary, M.Vijayakumar, CHQ Org. Secretary, P.Manoharan, Circle Asst. Secretary, M.T.Nanda Kumar, Circle Vice-President, K.Shyamala, Convener, Dt. Mahila Committee, K.V.Jayarajan, DS, Calicut and other leaders attended and addressed.

Kannur has got about 79% vote last time. The workers assured that not only they will cross 80% but it will further increase. A good number of direct recruited employees were also in the convention.

Communications minister Ravi Shankar Prasad is always speaking about BSNL and assurances of the Govt. for its revival.

Words are not sufficient. Action is required. Kindly see that the Rs.6,700 crore spectrum refund charges, Rs.1,250 crores sanctioned by the USOF for the loss making rural services and the Income Tax refund coming to about Rs. 10,000 crores be mad available to the BSNL at the earliest so that the PSU can purchase equipment and expand the services.

More than 300 workers, including Pensioners and casual contract workers attended the meeting held at Thrissur, Kerala, on 23rd March 2016, in connection with the Verification of membership in BSNL. Com.A.A.Jose presided. District Secretary BSNLEU, Com. Sanakaranarayanan welcomed the gathering. Com.V.A.N.Namboodiri, Patron, BSNLEU inaugurated. Com.P.Ashokababu, Vice-President, A.V.Kuriakose, Circle President, K.Mohanan, Circle Secretary, M.Vijayakumar, CHQ Org. Secretary, K.Krishnan Kutyy, CWC Member, Janaky, Mahila Committee, Denny, Secretary SNATTA and other leaders attended and addressed. From the speeches it was clear that Thrissur will increase the BSNLEU support in the oncoming verification.

A largely attended Convention of BSNL employees was held at Kollam in the afternoon of 21st March 2016. Com. D.Abhilash, District President, BSNLEU, presided. Com. C.Muralidharan Pillai, Dist. Secretary welcomed all the comrades. Com.V.A.N.Namboodiri, Patron BSNLEU inaugurated the convention and spoke about importance of the present verification and the need to ensure more than 50% support. Com.P.Asoka Babu, CHQ Vice-President explained in detail about the issues and the present tasks. Coms. P.V.Chandrasekharan, Patron, AIBDPA, Pratap Kumar, AGS, CHQ, Vijay Kumar. Org. Secretary CHQ, A.V.Kuriakose, Circle president, Gopakumar, Circle Vice-President, K.Mohanan, Circle secretary, Jyoti Lakshmi, ACS, R.Aravindakshan Nair, CHQ Treasurer, AIBDPA and other leaders attended and addressed. The meeting was attended by a good number of contract workers and pensioners.

Revolutionary Greetings on BSNLEU Day!

22nd March 2016 is the 15th Birth Day Anniversary of BSNL Employees Union. It was formed in the National Convention of Telecom workers held at Visakhapatnam in A.P. on 21-22 March 2001. Seven all India unions in telecom sector merged themselves to form BSNLEU. Senior leaders, Coms. Sisir Bhattacharjee and Moni Bose were elected as Patrons, J.N.Mishra as President and V.A.N.Namboodiri as General Secretary.

The BSNL workers achieved many gains under the leadership of BSNLEU in these 15 years. Many struggles were organized on the demands of the workers, against attack on workers, against the anti-worker policies of the government and for the revival of BSNL.

BSNLEU has won in all the last 5 membership verifications and continues to be the main recognized union. It represents more than 50% of the total non-executive workers in BSNL. It is expected that it will get more than 50% vote in the present verification and will be the sole bargaining agency in BSNL.

It organized the BSNL-DOT Pensioners through AIBDPA. BSNLCCWF was formed for the casual contract workers. These three unions/associations are jointly working for the benefit of the regular workers, contract workers and pensioners. BSNLEU is part of the main stream of the workers’ organizations in the country.

BSNLEU CEC meeting at Ahmed Nagar has called upon the circle/Branches to celebrate and observe 22 March by holding meetings, rallies etc. and explain the role of BSNLEU in the working class movement.

BSNLEU is the inspiration of the BSNL Workers.

Our motto is “Unity for Struggle; Struggle for Unity; Unity and Struggle for Progress.”

BSNLEU Zindabad! Working Class Unity Zindabad!
