The Central EPF Commissioner, New Delhi has fixed a meeting with the BSNLCCWF and BSNL Management at 11.00 on 24 September to discuss about the ‘Deployment of Contract/Casual Workers for perennial nature of jobs in BSNL’ at the EPFO office. This is a preliminary meeting before the meeting of the Parliamentary Standing Committee on Labour on 29th September 2014 on the same subject for which also BSNLCCWF has been invited to provide evidence.
Comrades are requested to intimate the details about the implementation of the EPF to the Casual and Contract Workers in BSNL in their respective circles.

Karnataka Casual /Contract Workers on the forward March

While I was attending the District Conference of BSNLEU Bangalore Circle Conference, BSNLCCWF Circle Secretary, Com. Mahantesh, Com.Cheluvaraj, All India Vice-President and a few other leaders of the BSNLCCWF came and met me. We discussed about the issues and the organisation.
Karnataka unit, through continuous struggles have advanced much and the management and the contractors have been compelled to concede the rights of the workers and implement minimum wage, EPF, ESI etc. The victimised workers have been taken back. There are still some more issues to be settled and those are being attended to by the union. Com.C.K.Gundanna, Circle Secretary BSNLEU is the Circle President of BSNLCCWF and all help is being given for the settlement of the issues. My Hearty Congratulations to the Karnataka Comrades!
Com.Mahantesh remitted Rs. 15,000/- towards the CHQ quota of membership. CHQ is financial difficulty and this remittance has come in time of need.
We hope other units also will remit their quota without delay.

Meeting with the CMD BSNL

Coms. V.A.N.Namboodiri, Convener, Forum, President BSNLEU and BSNLCCWF and Animesh Mitra Dy.GS BSNLEU and Vice-President, BSNLCCWF met Shri A.N.Rai, CMD BSNL on 11th August and discussed with him about the serious concern of the employees on the M/s Deloittee Committee recommendations on retrenchment of about 70,000 employees, engaging of executives on contract basis, centralising the SSA activities to circle, reducing 330 SSAs to a mere 167, discontinuing Sr.TOA cadre etc. A letter by Forum demanding a detailed discussion on the full report as also intimating the Forum decision to organise Lunch Hour Demonstration on 12th and 21st August was handed over to CMD. Another letter demanding immediate collection of Rs. 41 crore due from the private telecom companies for sharing of BSNL towers.
The issue of non-implementation of labour laws like minimum wage, EPF, ESI etc. to the contract labour engaged in various SSAs was also raised with the CMD.
CMD assured to look in to all the matters and take necessary action.

Meeting with GM (Admn) BSNL on Casual and Contract Workers issues

Coms. V.A.N.Namboodiri, President, BSNLEU and BSNLCCWF, Animesh Mitra, Dy.GS BSNLEU and Vice-President BSNLCCWF and Lalan Sah met Shri A.K.Sanghal, GM (Admn) and discussed about the non-implementation of labour rules with regard to minimum wages, EPF, ESI etc. in many SSAs. Several letters were also given to the GM(Admn), indicating the violation of the orders in various SSAs. GM(Admn) assured to take action in the matter.
The question of office for BSNLEU in Corporate office, holding of the Circle Council in C.O.,selection of coach, Manager etc. for the sports, holding of the Welfare and Sports Committee etc. were also discussed. GM(Admn) assured early action in all these matters.

Mysore Contract Labour win their Demands

The contract labour under the leadership of the BSNLCCWF went on a strike in Mysore demanding that clarification should be given on the nature of work ( unskilled, skilled etc) in the tender itself so that the worker on cable work etc. will get higher wages. After five days of the strike the management agreed and after discussion with the union issued the required clarifications. Accordingly the contract workers engaged in cable work will get higher wages.
My Hearty Congratulations to the workers and leaders of BSNLCCWF at Mysore for their struggle and success.

Insurance Bill will not be taken today in Rajya Sabha

The strong protest and opposition from the opposition parties had its effect. The Insurance Bill proposing to increase FDI from 25% to 49% in the Insurance Sector, which was proposed to be taken today in the Rajya Sabha, is not in the list of bills for today. The NDA Government could not get sufficient numbers to support in Rajya Sabha where it is in minority.
The All India Insurance Employees Association has called for strike on the day on which the Insurance Bill will be taken for discussion. BSNLEU, AIBDPA and BSNLCCWF have given full support to the decision and will organise support actions.

Massive Meeting at Vellore

BSNLEU, AIBDPA and BSNLCCWF jointly organised a massive meeting attended by more than 250 comrades at vellore on 31st July 2014. The meeting venue was decorated with banners and festoons of all the three unions. The Meeting was presided over by Com.V.Elumalai, District President of AIBDPA. District Secretary, Com.Jothi Sudanthiranathan welcomed the participants who have from all parts of the District. All the leaders on the dais were honoured by offering shawls. AIBDPA All India Organising Secretary Com. R.Arumugham, Circle Secretary, AIBDPA Com. C.K.Narasimhan and District Secretary BSNLEU Com.C.Gnanasekharan addressed. Com. Palani, District President, BSNLCCWF and other leaders were present.
Com.V.A.N.Namboodiri, President BSNLEU & BSNLCCWF and Advisor AIBDPA in his address spoke in detail about the demands raised by the three unions as also the struggles that have been organised in the past. The necessity of unity and strong organisation was stressed.
Com. R.Anbazhagan, Dist. Org. Secretary proposed vote of thanks.

Meeting with CMD BSNL on Casual Contract Labour issues.

Com.V.A.N.Namboodiri, President BSNLEU and BSNLCCWF, Com.P.Abhimanyu, General Secretary BSNLEU and Vice-President BSNLCCWF, Com.Tapas Ghosh Secretary General, BSNLCCWF and Com.Animesh Mitra, Dy. Secretary General BSNLEU and Vice-President BSNLCCWF met shri A.N.Rai, CMD BSNL, and discussed about the major issues of the casual and contract workers, including regularisation of casual and contract workers, Payment of Minimum of the BSNL  payscale to TSM and Casual workers, Payment of minimum wages to  contract workers, implementation of EPF and ESI Schemes and other connected matters. The unions leaders conveyed their unhappiness in the undue delay in settling the issues. The question of eligibility for the casual workers to appear for the casual labour was also discussed. With regard to the non-payment of minimum wages, CMD asked the union representatives to to point out some of the SSAs, where these are not implemented, so that he can check the fact. The CMD heard the union service patiently and assured to consider the issues.

The Union leaders also pointed out the undue delay in payment of GPF advances, causing much difficulties to the concerned staff. CMD assured to look in to the matter.

Meeting of CEC of BSNLCCWF

BSNLCCWF on struggle path.
The meeting of the available members of the Central Executive Committee of BSNL Casual and Contract Workers Federation held at New Delhi on 21st July 2014 has decided to continue with the struggle programmes already decided by the Bhubaneswar CEC Meeting and postponed due to the General elections. Com. V.A.N.Namboodiri, president, presided. Com. Tapas Ghosh, Secretary General presented the report of activities.
The following are the Charter of Demands:
1) Regularisation of Left-out Casual labours and Contract workers.
2) Casual labour wage to be the same as the lowest wage in BSNL, instead of that of DOT.
3) Minimum Wage as per Government Orders to be implemented to the contract workers,
including higher wages for semi-skilled, skilled and highly skilled and as per A,B and C class
cities. Wages to be paid through account/cheque in time. Even if contractor changes, the
same workers should continue.
4) Implementation of Social Security measures like EPF, ESI, Gratuity, Bonus.
5) HRA / Quarters to be allotted to casual contract workers.
6) EPF Account to be opened by the Principal Employer instead of by contractor.
7) Issue of Identity Cards by BSNL Management.
8) BSNL Management should take necessary steps to improve the services by procuring
sufficient equipment to enable expansion and development.
9) Equal Pay for Equal work for contract workers.
10) Vacate Victimisation- Reinstate all the retrenched workers.
11) Recognise BSNL Casual and Contract Workers Federation.

Action programme
1. Dharna at SSA office – 26th August 2014
2. March to CGM Office – 25th September 2014.
3. March to CMD BSNL Office- 15th October 2014.
4. If the issues are not settled call will be given for strike the date for which will be decided later.
