Meeting with the CMD BSNL

Com. V.A.N.Namboodiri, President Casual and Contract Workers Federation met Shri Anupam Shrivastava, and discussed about the issues of the casual and contract workers. He gave a letter on the revised rates of the contract workers by CLC and wanted that the same be forwarded to the field officers. He also brought to the notice of the CMD the unjustified retrenchment of the entire 287 workers in Hazaribagh,37 workers of Jamshedpur and 58 workers of Dhanbad and requested for their reinstatement. The brutal victimisation in Jamshedpur was also brought to the notice of the CMD with examples and demanded for the vacation of the same.

The CMD assured favourable consideration and necessary action.

Minimum Wage revised as on 01-04-2015 by the Labour Department

Minimum wage from 01-04-2015

The Ministry of Labour and Employment, Chief Labour Commissioner (C) vide Order No. 1/3(3)/2015-LS has revised the Minimum Wage with effect from 01-04-2015:

The revised rates are given below:(Daily Wage)

Unskilled: A class city ( Rs. 348.00) B class ( Rs. 290.00), C Class (Rs.233.00)

Semiskilled: A Class (Rs. 385.00), B Class (Rs. 328.00), C Class (Rs.272)

Skilled: A Class ( Rs. 424.00), B Class (Rs.385.00), C Class (Rs.328.00)

Highly Skilled: A Class (Rs. 461.00), B Class (Rs. 424.00), C Class (385.00)

The copy of the order is posted in the BSNLCCWF website bsnlccwf.com

All Union functionaries are requested to take up the matter with the GMs for getting it implemented. CHQ has written to the C.O. to get it implemented.

The Chief Labour Commissioner has fixed conciliation meeting at 03.00 PM on 9th April 2015 with BSNL Management and Forum of BSNL Unions and Associations on the Strike Notice issued by the latter for 21-22 April 2015. The meeting will be held at Shakti Bhawan, Rafi Marg, New Delhi – 110001.

The Conciliation meeting on the strike notice issued by the BSNL Casual Contract Workers Federation (BSNLCCWF) on 21-22 April 2015  will also be held at the same date and time.

Minimum Wage in Delhi increased from Rs. 8,632 to Rs. 9,048

In  Delhi, the AAP Government has increased the minimum wage for its skilled workers from Rs.8,632 to Rs. 9,048 per month. The wages for the semi-skilled will be increased from Rs.  9,542 to Rs. 10,010 and for the skilled from Rs. 10,478 to Rs. 10,998. Well and good! But it has to be ensured that it is being paid. The government can not entrust the contractors for the same.

Circle Convention of Casual Contract Workers at Lucknow

A Circle level Convention of BSNL Casual and Contract Workers will be held at Lucknow on 31st March 2015, Which will be addressed by Coms. VAN Namboodiri, President, BSNLCCWF, Com.K.R.Yadav,Vice-President, Com.R.K.Mishra, Circle Secretary BSNLCCWF and Jeet Lal Maurya, CS BSNLCCWF and other leaders. Casual contract workers from all parts of the Circle are expected to attend. The Circle conference held a few months back has decided the programme.

SAVE BSNL, SAVE NATION – (2) – Compensation for loss making connections

At the time of the corporatisation of DOT services to BSNL in October 2000, the government gave three main assurances to ensure its financial viability. (1) Access Deficit Charges (ADC) will be collected from the private telecom companies and the same will be paid to BSNL (2) BSNL have to pay licence fee just like other telecom companies, but the same will be refunded to it and (3) There will be liberal support from the USO Fund for providing universal service (means providing telephone connections in the village and rural areas as part of the governments commitment to provide universal service).  It was also declared at the time of inauguration of BSNL by the then Communications Minister Ram Vilas Paswan that BSNL will be granted the status of Maharatna, which is above Mini Ratna and Navaratna status.

For a few years, ADC was collected and paid to BSNL. Later it was topped. In lieu of it an amount of Rs.1,500 crore was sanctioned and paid in 2011-12 and  an amount of Rs. 1,250 crore was allotted for 2012-13. But so far this latter amount is not paid to BSNL. ADC is completely stopped also.

In the same way, for a few years, the Licence Fee paid by BSNL was refunded. Now the refund is not given.

Though USO Fund was being paid to BSNL, it was far less than required. Approximately an amount of about Rs. 3,000 crore was being received by USOF from all the telecom companies together, but only about an amount of Rs. 200-300 was being paid to BSNL. The fund got accumulated to more than Rs.20,000 crore. Now all the companies are made eligible for USOF and BSNL is getting only a small portion.

With regard to grant of Maharatna, BSNL is granted only Mini Ratna, which in fact, is an insult to such a big company.

By going back from the assurances on financial viability and grant of Maharatna status, which gives more power to the PSU to take decisions etc., the government was making BSNL a loss making company. BSNL is in loss of about Rs. 10,000 crore for providing services in the interior and difficult areas. If the government fully compensate this loss, then the company will be in profit.

The Forum demands that the Government should honour its assurances and continue the support already assured at the time of the formation of BSNL. This is a major demand of the Forum included in the notice for Strike on 21-22 April 2015.

BSNL Employees as per call of Forum of BSNL Unions/Associations are going on strike on 21-22 April demanding steps for the revival of BSNL.

On the same issue as also on the issue of casual and contract workers, BSNL CCWF has also given strike notice for the same days.

Leaders of Forum, Unions, Associations and Casual and Contract Workers Association should co-ordinate together and make the strike a big success.

This is a ‘Do or Die’ situation. Unity in struggle is most important.

Com.Namboodiri demanded that the retrenched workers be reinstated. The entire background was explained to the Member (Service), who agreed to look in to the matter.

BSNL Employees Union Completes 14 Years of Fruitful Service

22nd March 2015 is the 15th Foundation Anniversary of BSNL Employees Union. It was on 22nd March 2001 at Visakhapatnam at the National Telecom Convention that BSNLEU was formed in the benign presence of veteran trade union leader and CITU President Com.E.Balanandan, P and T legendary leader Com.K.Adinarayana and AIIEA General Secretary Com. N.M.Sundaram. The Central Executive Committee of the 7 existing unions in BSNL decided to merge together and formed the new union, BSNLEU. Coms. Sisir Bhattacharjee and Moni Bose as Patrons, J.N.Mishra as President and V.A.N.Namboodiri as General Secretary were unanimously elected as office-bearers of the newly formed union with representatives from all the affiliated unions as office-bearers.

The Forward March of BSNLEU has not been easy. It has been a path of thorns and stones. But with the support of the dedicated workers and leaders, all obstacles were faced with determination. In the first membership verification in 2002, BSNLEU lost recognition for a few thousand votes. But from the second verification in 2004 onwards, it became the majority union and won recognition and continues in that position till date.

In the negotiation with management in the first wage revision w.e.f. 01-10-2000 which was also conversion from CDA to IDA scale, though not recognised, BSNLEU took a pivotal role in preparing the Memorandum as also discussions. The wage agreement was a success, which was won by all the unions together.

After becoming the recognised union in 2004, BSNLEU took up the long pending issues as also put up new and dynamic demands. Within the next few years, it took up the next wage revision, more promotions and other issues. BSNLEU can be proud of that it negotiated  and won a best Wage revision from 01-01-2007, Four Time bound Promotions instead of two promotions, the biggest Group Insurance in the world, Liberal loans from the PSU Banks, gift of watch, regular promotional examinations and so on.  BSNLEU continues to take such important issues of the workers.

But the real contribution of BSNLEU was that it tried and succeeded in bringing all the Unions and Associations of Non-Executives and Executives together to defend the attacks on the existence of the telecom PSU, BSNL. The call for strike in 2006 against the decision of the government to unbundle the cable, compelled the government to give written assurance that it will not unbundle cables, will not implement VRS and will not privatise BSNL. The historic strike on 11th July 2007, compelled the government and management to purchase at least half of the tender of mobile lines, which was cancelled earlier at the behest of the government. Several agitations and campaigns were organised  for the improvement of services  and for purchase of required equipment. The struggle continues even now , with the decision to go on two days strike on 21-22 April 2015 to save and improve BSNL. The massive Parliament March on 25th February was part of this great struggle.

BSNL Employees Union took initiative in the formation of the All India BSNL-DOT Pensioners Association and also BSNL Casual and Contract Workers Federation. Both the organisations have grown and BSNLEU leaders and workers have given all support and solidarity to their struggles. A big change could be made in the condition of the casual and contract workers through sustained struggles.

BSNLEU has been participating in all the struggles called by the 11 Central Trade Unions in the country including the successful 48 hours strike on 20-21 February 2013. It is part and parcel of the trade union movement in the country.

BSNLEU is also part of the World Federation of Trade Unions (WFTU) and its TUI(Public Services). Its representatives have attended world conferences and implemented its decisions sincerely.

The country and the working class are facing serious challenges. The neo-liberal policy and anti-working class actions of the UPA government are being aggressively implemented by the Modi Government. Labour laws are being amended against the working class. Disinvestment and privatisation of PSUs have become the main agenda of the government. Communal tensions are being built up. Naturally, sustained struggles are coming up in every sector to defend the rights of the workers and the common people. There is a great role for the BSNLEU in this context.

As usual, the 15th Foundation Day of BSNLEU is also to be celebrated with holding of meetings, social activities etc. etc. At the same time, the immediate task is to prepare the workers for the 2 days strike on 21-22 April 2015 for the revival of BSNL and a better service to the nation. The Save BSNL Campaign should reach each and every worker and maximum number of people without whose support, our struggle will not succeed.

Let us March ahead with the Red Flag for the creation of a better world!
