On behalf of the BSNLCCWF and Forum of BSNL Unions/Associations, we convey our revolutionary greetings and congratulations to the successful strike of the BSNL Casual and Contract workers for the excellent strike on 21-22 April. The strike was complete in Kerala, T.Nadu, Karnataka, UP (E), Haryana, W.Bengal, kolkata, Assam, North East, Jharkhand, Chhattisgarh and other circles. This is despite the threat by some contractors that those who are striking will be retrenched.

This is one more step in settlement of the issues of the casual contract workers. the casual contract workers have shown that they are fully with the regular employees for the fight for revival of BSNL.

It has been intimated by BSNL Management that the meeting with Secretary DOT to discuss strike demands has been rescheduled and now  will take place at 05.00 PM on 27th April 2015.

The meeting was fixed earlier on 25th April 2015.

The Forum of BSNL Unions/Associations heartily congratulates the BSNL employees, both executives and non-executives for the excellent strike started on 21st April which will continue tomorrow also.

The Strike is complete in Kerala, T.Nadu, A.P., Karnataka, W.Bengal, Kolkata, Assam, Punjab etc as usual. This time the the strike is complete in all other circles like Jharkhand, Chhattisgarh, Gujarat, Rajastan etc.

The workers have understood that this is a “DO OR DIE” struggle for the BSNL employees and BSNL itself. Hence with out consideration of the union or colour of the flag, they came together and struck work.

Inspiring reports are coming from many places where not even a single person, including ITS officers attended.

The National Forum convey its hearty congratulations to all the employees, the organisations and their leaders for the excellent strike.

Forum has approached the Members of Parliament for taking up the issues in the Parliament (Lok Sabha) which is in session.

BSNL Strike started with Full Participation

The 2 Days Strike of BSNL Employees on 21-22 April 2015 has started with full participation of the 2.25 lakh employees, including non-executives and executives.

The strike started from 00.00 hours. The telephone exchanges and telecom offices are completely closed in many places all over India.  Thousands of employees are demonstrating in front of major offices/exchanges raising the demands for revival of BSNL.

The BSNL Casual and Contract workers are also in strike for revival of BSNL and also their own demands like implementation of minimum wage etc.

AIBDPA, NFPE, Confederation of CG Employees and Workers, BEFI, AIIEA and many other sister organisations have participated in the demonstrations declaring support and solidarity to the striking BSNL Workers. We thank them all.

Com.V.A.N.Namboodiri, National Convener and other leaders of the Forum attended and addressed the striking workers at Corporate Office and NTR Circle in Delhi.

Congratulations to the BSNL employees and Casual and Contract Workers, who have made the strike a complete success.

BSNL Casual Contract Workers on Strike to Revive BSNL and to end Exploitation

The BSNL Casual and Contract workers numbering about one lakh will be on Two Days Strike on 21-22 April 2015 demanding Revival of BSNL and also demanding that the labour laws in the country including Minimum Wage, EPF, ESI etc. are to be implemented. Regularisation of the casual and contract workers is another major demand. While the corporate office has issued orders on many issues, but thee are not being implemented at the field level. Brutal exploitation is going on. In many places, even half of the Minimum Wage is not being paid.

BSNL Casual Contract Workers Federation has given the call for strike. All comrades are requested to ensure that the strike is a complete success.

Meeting of BSNL Management with BSNLCCWF on Strike Issues

The BSNL Management held a meeting with the representatives of BSNL Casual and Contract Workers Federation(BSNLCCWF) on 17th April 2015 on the demands raised by the Federation in its strike notice.

Shri Anupam Shrivastava, CMD BSNL, Smt. Sujata Ray (ED Finance), Shri Shameem Akthar, Sr GM(SR), Ms. Madhu Arora, GM( Estt.), Shri  A.Sinha, GM(Admn) and Shri S.S.Agarwal, GM(Pers) attended from the Management. The BSNLCCWF was represented by Coms. V.A.N.Namboodiri, President, Tapas Ghosh, Secretary General BSNLCCWF and Swapan Chakraborty, Dy.GS BSNLEU.

All the issues including regularisation of casual/contract workers, wages, EPF, ESI, Gratuity and other issues were discussed in detail. The leaders strongly demanded for the implementation of the labour laws, minimum wage, EPF, ESI etc.

There is not much improvement on the issues. Hence prepare for the strike in an effective way. Make all joint preparations with BSNLEU and Forum.

Conciliation proceeding on the strike notice by BSNLCCWF on 09-04-2015

Conciliation proceedings were held by the Chief Labour Commissioner, Shri P.P.Mitra at Shram Shakti Bhawan on 09-0-4-2015 on the strike notice issued by the BSNL Casual and Contract Workers Federation on the demands of the casual and contract workers as also on the Revival of BSNL. Senior officers of the Labour Department, DOT and BSNL were present.

Coms.V.A.N.Namboodiri, President, Animesh Mitra, Vice-President and Tapas Ghosh, General Secretary BSNLCCWF presented the issues of the Casual and contract workers effectively. The issues of Revival of BSNL, Regularisation of casual and contract workers, Wages of casual as also contract workers including minimum wage, Social security measures like EPF, ESI, Gratuity and all connected matters were presented. The representatives of the BSNL Management, GM(Estt.) and GM(Admn) replied to the points raised. But no clear decision was intimated about the issues.

The issues raised in the 21-22 April strike called by the Forum were also discussed. There has been no meeting point.

Under such situation, we have to strengthen the preparation for the strike and to ensure that it is a complete success. Each and every worker should participate in the strike.

21-22 April Strike- conciliation

Conciliation by the Chief Labour Commissioner on strike notice issued by Forum

The conciliation meeting called by the Chief Labour Commissioner was held today, 09th April 2015, at the Committee Room of the labour ministry in Shram Shakti Bhawan. Chief Labour Commissioner,  Shri P.P.Mitra  presided. Other senior labour officers were present. From the Forum of BSNL Unions/Associations, almost all the unions/associations were represented.  Officers from the DOT and BSNL including Sr GM (SR), GM (Estt.), GM(Admn) and GM(Restructuring) were present.

After self introduction by all, the Forum leaders were asked to present the case. The 20 point demands of the strike notice were very effectively presented by the Forum leaders. Almost all the comrades participated in presenting the issues.

The issue of refund of Rs. 6,700 crore for surrendered spectrum, Rs.1,250 due  in lieu of ADC already allotted, the urgent need to procure equipments, making it mandatory for Central /State governments/PSUs to take BSNL connections, financial assistance to BSNL as assured at the time of corporatisation through ADC, refund of licence charges, compensation for loss making connections, liberal support from USO Fund, no to merger of BSNL and MTNL, no formation of tower company, need to merge BBNL with BSNL, Pension Revision, Pension contribution on the basis of actual pay instead of maximum of the pay scale, transfer of assets to BSNL, 78.2% IDA fixation for pensioners, 30% superannuation benefits to BSNL recruited employees etc.etc. were presented by the union leaders in a very effective way.

The Director who spoke on behalf of DOT only stated that efforts are being made to pay the refund of the spectrum charges of Rs.6,700 crore and the Rs. 1,250 crore in lieu of ADC. The Management representatives could not give any satisfactory reply on the demands.

The issues of the casual & contract workers were explained by the leaders of BSNLCCWF, who were also invited to the meeting on the strike notice issued for 21-22 April by the BSNLCCWF.

The CLC requested the Forum leaders to defer the two days strike in view of the conciliation and the information given by the DOT and BSNL management representatives.

Since there has been no progress on the issues, the question of deferment does not arise.

Full preparations are to be made for the complete success of the strike. The next meeting of the Forum will be held at 03.00 PM on 20th April 2015.
