Congratulations Tamil Nadu Comrades ! Rs.10,53,900 collected for Contract Workers Relief Fund !

As per the call of AIBDPA CHQ to collect donations to Contract Workers Relief Fund, AIBDPA districts of Tamil Nadu had dedicatedly collected funds and the total amount received up to 17.04.2020 is Rs.10,53,900 (Rs. Ten Lakh fifty three thousand and nine hundred only). The amount is being disbursed to the contract workers at district levels, mostly in kinds jointly with BSNLEU. The collections district wise is given below:-
(1) Vellore – Rs.2,00,250 (2) Coimbatore – Rs.1,40,000 (3) Erode – Rs.1,44,150 (4) Thoothukudi – Rs.1,22,000 (5) Tirunelveli – Rs.77,000 (6) Cuddalore – Rs.71,000 (7) Pondicherry – Rs.60,800 (8) Chennai – Rs.48,900 (9) Coonoor – Rs.45,000 (10) Nagercoil – Rs.38,000 (11) Tiruchy – Rs.24,300 (12) Kumbakonam – Rs.12,000 (13) Salem – Rs.5,000 (14) Madurai – Rs.65,500. BSNL appeals to employees for donation of one day salary to PM CARES.

BSNL management has appealed to its employees to donate one day wages to the Prime Minister’s Relief Fund ‘PM CARES’. The amount will be deducted from the salary of the employees except from those who  give in writing not to deduct . Copy of appeal is given below:

Sub: Voluntary contribution by the Employees of BSNL in PM CARES FUND in view of the spread of
COVID-19 pandemic in India.
Sir,
In view of the spread of COVID-19 pandemic in India, it has been decided with the approval of
competent authority that the BSNL employees be requested to rise to the occasion and as a goodwill
gesture contribute to strengthen the fight against COVID-19. Therefore, all employees of BSNL are
requested to contribute voluntarily in PM CARES Fund as per following:
(i) One day salary (Basic Pay + DA) by Executives and Non Executives (absorbed, unabsorbed,
directly recruited and working on deputation in BSNL)
(ii) Two days salary (Basic Pay + DA) by Board of Directors
These deductions will be made from the salary of April 2020.
2. As the above contribution is purely voluntary, those employees who do not wish to contribute
may intimate their unwillingness to the respective DDOs in writing before 25.04.2020. The concerned
DDOs shall deduct the amount as per paragraph 1 above from the salary of all employees except those
employees who give their unwillingness in writing. This amount should be booked under the appropriate
Head of Account.
3. The payment of the consolidated amount of contribution to the PM CARES Fund shall be made
centrally by BSNL Corporate office. Therefore, the amount so worked out may be intimated to CBB
branch of BSNL Corporate office.
4. The contribution so made would qualify for 80G benefits for 100% exemption under the Income
Tax Act.

Whether it is natural calamity, outside aggression etc, it is always the government and  Public Sector units which are in the fore-front to save the people and the country.

The period of Covid 19  has proved the fact once again.

Govt should consider these and strengthen PSUs, instead of destroying them.

BSNL starting preparations for 4 G Services – Good!

As per a report in the ‘Financial Express’, BSNL is preparing for 4G services. The report is given below:

“State-run BSNL has started the process to roll out 4G services across the country with an outlay of around Rs 11,000 crore. The company has come out with a tender for installing 50,000 new 4G sites in north, east, west and south zones and around 7,000 new sites for Delhi and Mumbai zones (for MTNL) entailing an investment of Rs 8,697 crore. The last date for vendors to apply for contracts is May 8 and bids will be opened on May 9. Apart from that, around 43,000 2G and 3G sites of the company will be upgraded to 4G, costing another Rs 3,500-Rs 4,000 crore.

According to the bidding document, the company with the lowest evaluated price of the technically and commercially responsive bids (L1) will be given the choice to select any three of the five zones for which the tender has been floated. The L2 bidder, thereafter, will be given the choice to select any one of the remaining two zones at L1 price.” (Courtesy: Financial Express)

Casual Contract Labour issue raised in Parliament by Com.K.K.Ragesh, M.P. (Kerala) on 29-11-2019 supported by many other M.P.s

NON-PAYMENT OF WAGES TO CASUAL CONTRACT LABOURERS OF B.S.N.L.,

KERALA SHRI K.K. RAGESH (KERALA): Hon. Chairman, Sir, the casual contract labourers of BSNL have not been paid wages for the last ten months. Last month, in Kerala, two workers committed suicide due to non-payment of wages. One Ramakrishnan, an employee working as a sweeper in BSNL, after completing all his work, committed suicide inside the office as he had not been paid wages for the last ten months by BSNL. Not just in Kerala, but throughout the country, casual contract labourers in BSNL have committed suicide. Ten such workers have already committed suicide in our country. I would request the Government to listen to the agony of casual contract labourers, because yesterday the hon. Minister while responding to the issue said that it was due to the contractors. In fact, BSNL did not pay the contractors and that is why contractors were not in a position to pay the workers. Apart from non-payment of wages to the workers, massive retrenchment is also going on. The Government had decided to reduce 80 per cent of the regular workers and also 50 per cent of the contract workers. That means, regular workers are compelled to take VRS and one lakh jobs have already been lost. Fifty per cent of the contract labourers have been asked not to work. Then, who would work, Sir?

MR. CHAIRMAN: What is your suggestion?

SHRI K.K. RAGESH: I don’t know if BSNL is going to be wound up. My point is that since the inception of BSNL, thousands of contract workers have been working on meagre wages. We don’t know what would be the future of those poor workers. I would request the Government to intervene immediately and ensure payment of wages to the BSNL workers, which is due for the last ten months. Otherwise, we would be witnessing mass suicides among the poor casual contract workers.

MR. CHAIRMAN: Let us not hope such a thing happens.

Funds released by DOT for payment of Ex-gratia to BSNL VRS retirees.

After much delay, DOT has released the funds for payment of first installment of Exgratia amount to VRS retirees in BSNL, coming to Rs. 4,156 crore. According to the order dated 26th March, the payment is to be made within 21 days and that this fund can not be used for any other purpose.
In the present circumstances of COVID-19, maximum efforts on the part of BSNL is required to ensure that the payment is made in time.

COVID – 19. Centre should fund BSNL immediately.

The Nation is making all preparations to face COVID-19 and 21 days Lock Down has been declared by the central government. Government has advised people to stay at home. Now people will be using mobile, phone etc. in a large way to get the information and to contact their near and dear ones. Most of the govt employees and others are working from home.

In this situation, BSNL has the scope to increase its subscribers and also to improve the facilities. Govt should allocate funds, allot 4G Spectrum and plan future activities with the unions and associations, so that better and more efficient service can be given and also expanded.

Pay wages of BSNL contract workers with arrears

After implementation of VRS for 78569 employees by BSNL, the PSU has made good savings monthly. The salaries of February 2020 which was in pending for the employees will be shortly paid and by next month, the salary will be paid in time as per management’s statement. Well and good!

What about the wags of the contract workers which have not been paid for the last one year ? 10 workers have committed suicide unable to bear the pain of seeing their families starved. We demand the management that now the position of BSNL is improving, do not delay the payment of wages to the workers. The one year wages be paid at the earliest.

Corporate Office issues fresh instructions to tackle the situation that has arisen due to COVID-19

The BSNL Corporate Office has issued emergency instructions to tackle the situation that has arisen due to COVID-19. The highlights of these instructions are as follows:-

A control room is formed at Corporate Office with five senior level officers. Similar control rooms are to be opened in all circles.
Telecommunications being an essential service, telephone Exchanges, OFC networks, BTSs, BFC, MSC, DSAMs and OLTs, MPLS, etc., are to be maintained.
Staff on emergency duty should be provided with masks and sanitisers. Proper arrangement for water and soap should be made in all buildings.
In cities where lockdown is ordered, CSCs need not be operated.
In all other cities also, customers visiting CSCs are to be discouraged. Skeleton staff to be followed. Customers are to be encouraged for online payments.
Contingency fund is released to the circles. CGMs are empowered to utilise them.

BSNLEU appreciates the Corporate Management for issuing proper instructions to ensure maintenance of BSNL’s services and also safety of the employees. All circle and district unions are requested to ensure implementation of these instructions fully. CHQ also requests all the leaders and comrades to ensure that maintenance of our networks and provisioning of BSNL’s services are carried out effectively.
