According to the Tourism Secretary Shri Vinod Zutshi, BSNL and MTNL will be engaged for providing Wi-Fi in about 100 tourist spots in India, including many heritage sites. The sites will be selected within six months and the Tourism Ministry will bear the operational expenses for the first three years, he said.

Let it not be like many assurances given by the government at the time of formation of BSNL, which were withdrawn later.  (Courtesy: ET)

BSNL completes 16 years excellent service to the people! Congratulations to all!

Bharat Sanchar Nigam Limited (BSNL), the telecom PSU, has completed 16 years of committed service to the people of this country.

It was on 1st October 2000 that BSNL was formed by separating the service portion from the Department of Telecom. It was against the wish of the employees, but leaders of the three federations agreed for the same on certain assurances from the government.

The first 6-7 years saw the continued growth of BSNL surpassing the private telecom companies, one after another, despite the fact that the latter were granted licence to provide mobile services more than 6 years earlier.The revenue increased up to Rs.40,000 crore, the profit more than Rs.10,000 crore and many new connections increasing every month. This was not to the liking of the private companies and corporates as also the government. The government stopped procurement of equipments by BSNL to provide connections for which there was huge demand, took away all the funds of BSNL on one pretext or another and provided all assistance to the private companies. BSNL did not collapse completely only due to the committed workforce which through sustained struggles and hard work  kept BSNL alive and growing.

After four years of loss, BSNL has got operational profit in 2014-15 which increased in 2015-16 to Rs. 3,000 crore. Still the company is in loss due to the depreciation of about Rs.3,000 crore. The programmes like ‘Customer Delight Month”, ‘Service With A Smile’ etc. initiated by the BSNLEU and Forum and co-ordinated by BSNL Management as also special packets like ‘free night service’  has gradually made the company better and will be profitable by 2018.

But the government continues its anti-PSU policy. On the basis of the report of the Niti-Ayog, government is moving for the strategic sale of BSNL and MTNL. The BJP government wants to close/sell all the PSUs to repay and satisfy the corporates who supported them and donated in the elections.

But the workers will never allow the government to implement its black agenda. 2nd September 2016 strike has been a strict warning to the government.

The number of employees have been reduced since formation of BSNL from  3,50,000 to 2,10,000 due to non-recruiting of staff in the large number of vacancies resulted by retirement.

BSNL Employees Union, which has been the recognised union  from 2004 onwards has taken initiative to organise the executive and non-executive unions under the JAC/ Joint Forum / Forum and fought many battles to keep BSNL alive and to strengthen it. Unfortunately, the Forum is divided now, with NFTE forming another Forum. Separate agitations are being organised for the same demands. Top leaders of all the unions have to discuss and come together as earlier to fight for the revival of BSNL .

when the BSNL and workers celebrate the 16th anniversary of the the telecom PSU, they are faced with many challenges. It is only through the united struggles of the workers and continuous vigil that BSNL can be brought back to its past glory. Let  all the workers and the management dedicate themselves to this noble task. UNITY FOR STRUGGLE, STRUGGLE FOR UNITY AND STRUGGLE AND UNITY FOR PROGRESS!

At last Cabinet decides to pay Rs, 1,250 to BSNL allotted from USOF

The Union Cabinet has at last approved the allotment of Rs.1,250 crore made by the USO Fund to BSNL towards compensation for the loss being made by the PSU in providing loss making connections in the rural areas and villages. The amount being paid was due in 2012 itself, but was delayed due to non-sanction by the government. At last it is decided now, but with the condition that no further such concessions will be made.

The payment of this amount was one of the important demands of the strike organised on 21-22 April 2015 by the Forum of BSNL Unions/Associations. In the meeting with the Secretary DOT on 1st May 2015 on the strike issues, secretary DOT had assured that all efforts will be made to make the payment at the earliest. But it took one more year afterwards.

Unity for Struggle, Struggle for Unity! Unity and Struggle for Progress!

The non-executives in BSNL have got a lot grievances, whether regarding Bonus, wages, anomalies, stagnation, NEPP etc. etc. Now the non-executives are divided in to three or four groups of unions. Each will claim that they are fighting for the settlement of demands. Division of workers helps the management to deny the rights of the workers. Executives have their own demands.

Same with the revival of BSNL. All the executive and non-executive unions/associations, under the leadership of the Joint Action Committee / Joint Forum / Forum conducted number of struggles and settled many issues, mainly due to united actions. It also stands divided now, with certain unions keeping away. Those who wants to keep away have, of course, their justification.

But the Revival of BSNL and Settlement of the workers’ issues are the concerns of all unions/associations. In such a situation, those comrades/unions who are keeping away from the Forum have to rethink and come back for united action and struggle. This is much more necessary when serious attacks like strategic sale of the company is on the agenda of the government. Unity of action and activities can be done keeping their own identity and independent struggles.

We can well remember the Independence Struggle in which the Congress, Muslim League, Socialist Congress, Congress and other all joined despite their many differences in approach and ideology.

BSNL Market Share increased from 8.54% to 8.65%

Probably for the first time after a long period, the Market Share of BSNL has increased. The increase is from 8.54% to 8.65%, in the fierce competitive sector. Although for the first few years after formation of BSNL, the Market Share was increasing, the advance was stopped after the government cancelled the mobile tenders of 45.5 million, 93 million and also 5 million, one after another after 2007. It is only now once again BSNL could increase its market share.

In monthly growth rate, BSNL has come to the first position during the last few months with providing an average of about 20 lakhs new connections per month.

Hearty Congratulations to the workers and management of BSNL, with whose whole hearted co-operation only, this achievement could be made.

But this is not sufficient.

With its deep pockets of billions of crores of rupees, Mukesh Ambani owned Reliance Jio has started its entry in to 4G with very aggressive announcements. The other private telecom companies are almost shattered to their wits.

CMD BSNL, Shri Anupam Shrivastava has stated that this high level entry of Jio is really a challenge; but BSNL will match the competition in tariff. Already the tariff and plans of BSNL are low and customer friendly. Yes, if needed, it will be made more customer friendly. The management and the workers have to unitedly face the new challenge put up by the Reliance Jio.

Congratulations to all employees and management of BSNL. In August 2016, BSNL has provided a total connection of 23,07,301 which is about 103% of the target fixed for the month. It is only with the wholehearted support of the workers and the management that this achievement could be made. It is to be noted that for the last few months, BSNL has been providing connections above 20 laklhs. This we have to continue. Further better service is also to be provided so that the customers will be happy with BSNL and its workers.

Meeting of PLI Committee today

The meeting of the PLI Committee of BSNL is meeting today. Due to huge loss, the BSNL employees were not paid Bonus for the last few years.

Now that BSNL has improved and has posted operational profit both in 2014-15 and 2015-16, it is a must that PLI (Bonus) should be paid to its employees. Of course, PLI is not based on profit, but on productivity. Productivity has also increased very much. The Management offered Rs. 1,100 in the last meeting of the Committee, which the unions did not accept. Since the Central Government has already fixed the minimum bonus as Rs. 7,000, the BSNL employees also should be paid at least Rs. 7,000 as PLI (Bonus). It is hoped that the Staff Side participating in the deliberations will be able to clinch the issue with the Minimum Bonus of Rs.7,000. The BSNL Management should agree to the fully justified demand of the Staff Side.
