THE REPLY GIVEN IN PARLIAMENT ON BSNL/MTNL REVIVAL BYTHE MINISTER OF STATE (IC) OF THE MINISTRY OF COMMUNICATIONS & MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI MANOJ SINHA)
We are reproducing below, the reply given by the Communications Minister in the Parliament on 02-08-2017. The reply clearly indicae the mindset of the government. Instead of formulating a revival plan and assisting BSNL, the Minister is finding justifications for the present situation.

REPLY BY MINISTER:

(a)Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) were earning profits since their inception until 2008-09. However, their financial condition has been affected due to various reasons. Major reasons are as follows:
•One time upfront cost of spectrum for 3G and BWA (Bandwidth Wireless Access) required to be
paid in 2010 for the amount of Rs.11097.97 crores by MTNL and Rs 18500.38 crores by BSNL
which has eroded their reserves. MTNL had to take the loan to meet this expenditure. This has
created financial stress on both PSUs.
•Both PSUs are also burdened with salary payments of the legacy DOT (Department of
Telecommunications) employees, who are now working as absorbed employees in these PSUs.
•The market dynamics have changed in last 5 to 6 years in telecom sector because of the entry of more number of operators, which have covered major market share and put lot of pressure on the revenues of these PSUs.
•Both the PSUs could not invest timely in upgradation of their infrastructure.

•BSNL is providing telecom services in non-profitable areas like remote and hilly regions in various states e.g. Himachal Pradesh, Uttarakhand, Jammu & Kashmir, North East, Chhattisgarh,
Andaman & Nicobar Islands and Lakshdweep Islands.
•Both the PSUs have to follow the prescribed guidelines and procedures which sometimes leads
to inherent delays.
•MTNL is providing its services only in Delhi and Mumbai Service Areas unlike other major
Telecom Service Providers (TSPs).
Government has taken various steps to make BSNL and MTNL viable in the background of stiff
competition in the telecom sector by:
•Refund of surrendered BWA (Broadband Wireless Access) spectrum in two service areas held by MTNL and in 6 service areas held by BSNL. Under this head, Rs. 4533.97 crore has been
refunded to MTNL through bonds and Rs. 6724.51 crore has been refunded to BSNL through
budgetary resources.
•The pension liability of MTNL for its staff who got absorbed from DoT, has been taken over by the Government.
•Notional loan of Rs. 1411 crore to BSNL which was due to be paid to the Government was
waived-off.
•Financial support of Rs. 492.26 crore has been given to MTNL on account of liability arising from levy of Minimum Alternate Tax (MAT).
•Refund of Rs. 458.04 crore to MTNL and Rs. 169.16 crore to BSNL on account of surrender of
CDMA (Code Division Multiple Access) spectrum.

Government has also assigned some projects to BSNL, namely:
•Comprehensive Telecom Development Plan for the North-Eastern Region for provision of mobile services in uncovered villages in Arunachal Pradesh and two districts of Assam at estimated project cost of Rs. 1975.38 crore and implementation of Transmission-Media Plan for North Eastern Region at an estimated cost of Rs.295.97 crore on 10.9.2014.
•Implementation of providing mobile connectivity in 2199 identified locations in Left Wing
Extremism (LWE) affected areas at an estimated cost of Rs. 3567.58 crores on 4.6.2013.
•Implementation of Comprehensive Telecom Development plan for Andaman & Nicobar Islands
and Lakshadweep Islands through augmentation of satellite connectivity/bandwidth at an
estimated cost of Rs. 120.49 crores on 7.11.2014.
(b) & (c)At present, there is no proposal for merger of BSNL and MTNL. However, based on the
financial results of MTNL for the financial year 2016-17, MTNL has been classified as “Incipient
Sick CPSE” as per Department of Public Enterprise (DPE) Guidelines. As per the DPE guidelines,
Department of Telecommunications has to formulate revival/restructuring/closure road map for MTNL, the process of which has been initiated.

BSNL is turning the corner – A report by Economic Times

A report in the Economic Times regarding the improvement of BSNL is reproduced below:
How state-run telco BSNL is turning the corner. The company, headed by Anupam Shrivastava, who took over in January 2015, has been given a task by the telecom minister Manoj Sinha who took over from Ravi Shankar Prasad in July 2016 in a ministry reshuffle, to increase market share and bring back the telecom PSU into profits.
State-owned service operator Bharat Sanchar Nigam Limited (BSNL) is aggressively trying to turn around telecom business, and in the course of last two years, has brought various strategies to core, apart from consumer mobile business which has seen a heightened competition after the foray of new player Reliance Jio Infocomm in September last year.
The company, headed by Anupam Shrivastava, who took over in January 2015, has been given a task by the telecom minister Manoj Sinha who took over from Ravi Shankar Prasad in July 2016 in a ministry reshuffle, to increase market share and bring back the telecom PSU into profits.
The telco, however, had a two-fold task in hand that includes maintaining the market share from erosion amidst stiff competition and falling tariffs, and turn profitable by devising strategies to make best use of its large-spread telecom infrastructure.

BSNL that offers pan India telephony services except in the lucrative markets of Delhi and Mumbai, had earnings before interest, taxes, depreciation and amortization (EBIDTA) of Rs 672 crore in 2014-15 and Rs 3854 crore in 2015-16.​

By 2018-2019, BSNL will be back again in profits, Shrivastava said, and attributed growing data demand, infrastructure sharing and lesser salary outgo impact and declining debt to equity ratio as the main drivers for a road to profitability.

The state-owned telecom operator has Rs 3,200 crore of debt as of March 31, 2017 which is nearly 10% of its topline. The company, according to the top executive is aggressively aiming to bring it down to zero in next two years with a slew of measures.

Competitive plans

In the wake of increasing competition and consumers’ growing tilt towards data, state-driven telco had not much options but to match its voice and data offerings to that of private sector rivals to safeguard its market share.

With its consumer base largely spread in tier-II or semi-urban areas and rural regions, a tariff to suit cost-sensitive subscriber base has always been one of the top priorities for the governmnent-driven operator. The data rates of all service providers fell sharply making voice calls virtually zero or for a fixed payment as soon as new comer Reliance Jio Infocomm made its way into the Indian telecom landscape.

Anticipating the consumer drift towards new entrant Jio, offering unlimited voice and data via its all IP-based network, BSNL has become the first telco to respond quickly and introduced competitive tariff that include Rs 249 a month scheme. The new plan BB 249 includes unlimited data usage with no FUP (fair usage policy) limit with free voice calls for six months. In June, the telco has also launched ‘BSNL Chaukka 444‘ scheme, a prepaid pack that allows 4GB of data per day with a validity of 90 days.

Earlier, Shrivastava said that the telco was fully prepared to match tariff with what rivals including Jio had to offer, and added that it would continue to provide affordable mobile service plans to its consumer base. The tariff strategy, however, led BSNL to keep its subscriber base intact even at a time when private sector rivals saw a massive customer erosion from the disruptive foray of billionaire Mukesh Ambani-owned Jio.

“All our plans are made in such a way that customers would not leave our network. Our market share slightly improved last year,” BSNL chairman Shrivastava said.

Network sharing

Telecom network sharing is a new revenue stream for the state-run telco which had in 2015 embarked on a strategy to capitalize on idle infrastructure— be it active or passive— and has put intra-circle roaming (ICR), bandwidth, dark fibre, and mobile tower on the table.

The company said that ‘co-opetition’, which is a collaborative competition, would continue to be its important strategy in order to earn from its unused or underutilized resources.

However, a majority of revenue, according to it, is coming from tower sharing that has contributed close to Rs 1,000 crore in 2016-17.

BSNL’s collaboration strategy, initiated in 2015, generated about Rs 1,500 crore in additional revenue in 2016-17 through active and passive telecom infrastructure sharing with incumbent telecom service operators.

“We will continue to focus on collaborative approach and look to double the revenue to Rs 3,000 crore this year,” BSNL top executive said, adding that private sector players have evinced major interest in tower sharing.

As a part of business revival plan, the telco has also entered into 2G intra circle roaming pacts with Bharti Airtel, Vodafone India and Aircel while Mukesh Ambani-owned Reliance Jio Infocomm partnered BSNL for 2G and 4G services in September 2016.

Asset monetization

The telco has shortlisted surplus land parcels which it believes could be used to garner additional capital by way of leasing them out. The company has already submitted a proposal to monetize eight properties particularly in Delhi and Mumbai that may fetch around Rs 2,000 crore.

However, the entire exercise is being done by KPMG which is telco’s consultant to evaluate 15,000 land parcels covering Ahmedabad, Jaipur, Lucknow, Pune, Chennai, Kolkata, Mumbai and Delhi, among others. The valuation is pegged at Rs 65,000 crore, which is a massive increase from a book value of Rs 975 crore, a decade ago.

The monetization plan itself has a potential to give a huge capital boost to the telecom PSU, however the company aims to use valuation as its net worth in books.

MVNO business

With the government releasing mobile virtual network operator (MVNO) guidelines in June 2016, BSNL is looking to tap this opportunity to put its under-utilized network to use specially in semi-urban and rural regions.

The telco has identified MVNO business as one of the key potential areas although the tariffs in the recent past have come down sharply making such as business bit unviable. MVNO business allows incumbent telcos to offer voice minutes and data bandwidth to retailers in bulk to further resell.

“We expect to get Rs 500 crore from the VNO business annually which will increase incrementally,” Shrivastava said, adding that MVNO gives an opportunity and the BSNL Board has already identified it as a good revenue driver.

Enterprise business

The telco is focusing to strengthen its enterprise business and aims it to contribute at least 30% of the overall revenue. BSNL has over 20,000 business customers including large public sector firms such as the Reserve Bank of India and State Bank of India.

With a Wi-Fi initiative, telco plans to tap potential in places of historical, tourism and religious significance. The business model, however, is still in pipeline, BSNL plans to deploy a total of 1 lakh Wi-Fi hotspots by March 2019, a part of it would be operationalized through the Universal Service Obligation (USO) fund and revenue sharing venture.

Satellite phone business

The state-driven telecom major has recently forayed into a satellite-based voice and data services in collaboration with Inmarsat, a global satellite network, and plans to offer commercial services from 2018. BSNL has aggressive plans to provide satellite phone calls to private companies and persons, as well as offer in-flight communication (IFC) services via air carriers as well as make Internet and voice calls viable in ships, providing a new revenue stream altogether.

Shrivastava said that the telco has already received due approvals from the Ministry of Home Affairs (MHA) and the Department of Telecommunications (DoT), and added that BSNL has become a sole licensee to provide satellite-based services. Inmarsat has already installed its equipment at company’s premises after being tested for law enforcement purposes.

Salary outgo

The state-run telecom has a mammoth outgo of close to 50% of its annual revenue towards meeting salary expenses of its staff. In 2015-16, the telecom company spent nearly Rs 15,000 crore in salary disbursements for an employee base of more than 200,000.

Private sector rivals including market-leader Bharti Airtel and India’s second-largest telco Vodafone India have 20,000 and 13,000 employees respectively, and they spend around 5% of their revenues on salaries. BSNL has now realized salary outgo, as a major force pulling it back although the VRS (voluntary retirement scheme) aimed to bring down headcount, is however, on hold considering a major spend is required to meet the plan.

Telco’s workforce, however, stands at 196,162 as on April 30, 2017. Backed by steady reduction in staff costs, it aims to achieve significant savings in next two years.

“Nearly 10% staff goes off the rolls every year as they achieve retirement. We are not filling up new positions and it could eventually help us in increasing operational profit,” the top executive added.

Human Chain Prgoramme a big success

The human chain programme organised by the All Unions and Associations in BSNL with the support of sister trade unions was a great success all over the country. The demand included the dropping of formation of tower company and immediate wage revision of the employees w.e.f. 1st January 2017. Tens of thousands of workers participated including the pensioners and the casual and contract workers. Congratulations to all the comrades.
The government should accept the demands failing which the workers will go on a two days strike on 12-13 December 2017.

75,000 jobs lost in Telecom last year

The telecom sector is in crisis after the entry of the Reliance Jio. More than 75,000 jobs have been lost last year. In BSNL, about 10,000 workers are retiring every year year with out any filling up of the posts. Government is not at all worried. Fresh Recruitment in BSNL has become an immediate task.

National Telecom Policy (NTP) by 2018 February – Communications Minister

The Press Report released by Communications ministry is given below. According to this, the Government will finalize the New Telecom Policy -2018 by February 2018. NTP (1994)and NTP (1999)have both granted increased favours to the private companies and discriminated BSNL. It is certain that the NTP -2018 will not be different, especially since all the private telcos are demanding for more and more more concessions after the entry of Reliance Jio.

NEW DELHI, NOVEMBER 7:
The Telecom Ministry hopes to finalise the new national telecom policy by February 2018. It is planning to seek public comments by December-end.

Addressing mediapersons here, Telecom Minister Manoj Sinha also said the BharatNet project is going on at a faster pace, and firms such as Airtel, Reliance Jio and Vodafone are ready to provide services to rural areas. Under BharatNet, the Centre plans to provide broadband connectivity to 2.5 lakh gram panchayats (GPs).

“Telecom services providers have come forward for utilising BharatNet connectivity. Airtel has shown interest in 10,000 GPs for taking 1 Gbps connectivity on lease, while Reliance Jio, Vodafone and Idea are interested in taking 100 Mbps connectivity on lease in about 30,000, 2,000 and 1,000 GPs, respectively,” Sinha said.

“The rolling out of services by TSPs in these GPs is expected to trigger the village-level ecosystem, thereby widening the extent to cover more number of GPs in near future. This will give an impetus to broadband facilities in rural India.”

Sinha said that as of November 5, optical fibre cable connectivity has been achieved in 1,03,275 GPs by laying fibre for 2,38,677 km. GPON (Gigabit-capable Passive Optical Networks) equipment have been installed in 85,506 GPs, and 75,082 GPs are services ready.

For asymmetrical bandwidth between blocks and GPs, the charges per annum varies from ₹700 per Mbps for up to 10Mbps to ₹200 per Mbps for 1 Gbps. However, for symmetrical bandwidth between blocks and GPs, annual charges have been prescribed as ₹1,000 per Mbps up to 10Mbps, and ₹500 per Mbps for 100 Mbps. Tariff for any intermediate bandwidth will be calculated on pro-rata basis.

National Telecom Policy 2018.

The government is in the process of formulating the National Telecom Policy 2018, it is reported.

The National Telecom Policy 1994, initiated private entry in Telecom. NTP -1999/2000 gave many subsidies to the private operators. NTP-2006 continued the same policy and in fact resulted in cancellation of BSNL tenders for mobile lines. What will the proposals in the NTP – 2018? May be more benefits to the private operators and injustice and ignoring the PSUs BSNL and MTNL?

In his letter to Com.V.A.N.Namboodiri, Convener Joint Forum and General Secretary BSNLEU, dated 04-01-2006, just before the start of the strike on 4/5 January, then Secretary DOT has given written assurance that “the views of the union will be duly considered as and when the draft of the telecom policy is formulated.” This was in addition to the assurance that there will be no disinvestment of BSNL and also that there will be no unbundling of the copper cables. The strike was withdrawn on the basis of these assurances in the last minute.

As such, the government is committed to hear the views of the unions/associations in BSNL on the formulation of the next Telecom Policy which is expected by next year.

There need not be any delay in Pension Revision of BSNL retirees

The last two Pension Revisions of the BSNL retirees were ordered after the wage revision of BSNL employees and after many struggles. IDA Pension revision is established after the last two pension revisions.

The government is committed to pay the full pension of BSNL retirees after the 21-22 April 2015 Strike, discussion with Secretary DOT and the clear order dropping the 60:40 condition.  Now during the discussion of AIBDPA leaders with CMD on 26th October, he had stated that the BSNL Board yesterday had decided for wage revision of BSNL employees with 15% fitment. We congratulated the CMD for the great decision.

Under these circumstances, there is no need for any delay in the Pension revision of BSNL retirees. During the meeting with the Secretary DOT on 25-10-2017 by the AIBDPA leaders, the demand for immediate pension revision of BSNL retirees with 15% was raised and she was in a positive mood.

It is our demand that there should not be any delay for the pension revision of BSNL pensioners w.e.f. 01-01-2017.

The ITS Officers should support the struggle of the BSNL Unions and Associations.

The agitation started by the Unions and Associations in BSNL for grant  of wage revision from 01-01-2017 and against formation of separate Tower Company is fully justified and appreciated.

Except the top management and the ITS Officers, almost all are are united in the struggle. Just like the future of the employees, the future of the ITS is also dependent upon the future existence of BSNL. If BSNL does not exist, what will happen to them? They may be sent back to government, where it will be difficult even to find an office,nay a table and chair for them. The benefit they get from BSNL will all be over. Even otherwise ITS is part of the BSNL family.

It is therefore necessary that the ITS officers also should join the struggle of the workers to save BSNL by stopping the formation of Tower Company etc. It is hoped that the ITS Association will rethink and support the demands of the workers.

BSNL employees on war path for wage revision.

BSNL employees under the leadership of ‘All Unions and Associations’ in BSNL, has started a series of agitational programmes demanding wage revision from 01-01-2017 and also against formation of separate tower company. The second demand is for saving BSNL and the first is for doing justice to the hard working employees, who have flown the flag of BSNL high and strong.
THE FIRST PROGRAMME WAS ORGANISED TODAY, 16th OCTOBER BY HOLDING MASSIVE DEMONSTRATIONS IN FRONT OF BSNL OFFICES/EXCHANGES. Despite the anti – BSNL stand of the government and the cut-throat competition by the biggest corporate in the country, Reliance, BSNL continues to march ahead only with the whole hearted dedication of the workers and the management. The stand of the DOT and the Communications Minister denying wage revision is not acceptable. The justifications for the wage revision have been fully submitted to the DOT and government by the Unions and Associations.

The government should not forget that despite its decision to disinvest and sell shares of BSNL, it could not be implemented due to the strong opposition of the workers. It is the same with the VRS which the government wanted for one lakh workers. The latter completely rejected VRS. The government could not implement its decision to unbundle its copper cables before the strong protest of the workers. Though the management and the government tried to deny a decent wage revision to employees w.e.f. 01-01-2007, through continuous struggles, they could achieve the same. This is the glorious history of BSNL workers.

If the government/DOT/Management do not concede the demands, the entire BSNL workers will be on war path. Unity and further unity is required to win the big battle. If no wage revision takes place, the future of the existing employees, the present and future pensioners and the BSNL direct recruitees will be bleak. Hence not only the employees, but the pensioners also have to completely join the struggle being organised by the workers. Of course, the government need not wait for grant of pension revision to the BSNL pensioners on the basis of the III PRC, since the pension is fully paid by the government and not the BSNL.

Unions and Associations in BSNL forge Unity for struggles

The following information posted in the BSNLEU Website is a welcome step for further unity and struggles for achieving the immediate demands of the workers and improving BSNL. We congratulates all the unions and associations for this unity.

“CHQ is extremely glad to inform that historic decision is taken in the all union/association meeting, held at New Delhi today, to settle the Wage Revision issue and to stop the Subsidiary Tower Company. General Secretaries/Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, AIGETOA, SEWA BSNL, BSNL MS, BSNL OA, ATM and TOA BSNL participated in the meeting. Marathon discussion took place, on the ways and means to strengthen unity. It was felt by all that unity should be strengthened to settle Wage Revision and also to stop the formation of Subsidiary Tower Company. Finally, unanimous decision was taken to function under the single banner of “All Unions and Associations of BSNL”. Other decisions taken in today’s meeting are as follows:-

Unanimous decisions taken in the all union/association
meeting held at New Delhi today.
(1) Hereafter, the unions and associations of BSNL will function under the single banner of
“All Unions and Associations of BSNL”, for conducting struggles on common issues
such as settlement of wage revision and stopping the formation of Subsidiary Tower
Company.
(2) Notices to be issued to the Management / government will be signed by all the general
secretaries of the unions and associations.
(3) The following issues are identified for immediate struggle and settlement.
a) Settlement of Wage Revision from 01-01-2017 and settlement of left out issues of
the 2nd PRC, viz., Superannuation benefits of the Directly Recruited employees.
b) Stopping formation of the Subsidiary Tower Company.
(4) The following agitational programme are decided to settle the above issues:-
a) Demonstration at Corporate Office, circles and SSAs on 16-10-2017.
b) Human Chain at Corporate Office, circles and SSAs on 16-11-2017.
c) Memorandum to be submitted to all the MPs by 15-11-2017.
d) Two day strike on 12th and 13th December, 2017.
e) Indefinite Strike is to be organised thereafter, if the issues are not amicably
settled. The date of the indefinite strike will be announced subsequently.
(5) Next meeting of the All Unions and Associations will be held at 11:00 hrs on 23.10.2017, at BSNL MS office.
