Another attack on Telecom PSUs – ‘Do away with Land Lines’

In an Editorial captioned “Persisting with those Phoney Connections”, The Economic Times dated 2nd January 2014 has stated that it is high time that the land line connections are done away with. It states that the land line telephone ” If any thing is a symbol of old culture of scarcity and elitism in India” and ” It remains largely a government monopoly and, in today’s world, should be counted as a dispensable luxury” in view of the large scale availability of mobile phones, which ” rarely go on the blink and need not be repaired by bribing slothful linemen.” The Editorial concludes with the sentence that ” cutting this mandatory connection to the land line phone can perhaps be considered as an aam aadmi-friendly gesture to ring in the new year.”
This is part of the sinister attack by the corporates and private telcos against the telecom PSUs, BSNL and MTNL. Despite maximum efforts, the private companies could not take away the prominent position of BSNL and MTNL in land lines and Broadband connections. A good part of the revenue of these PSUs come from the above business. The MNCs and corporates want to destabilise the PSUs in one way or other and completely capture the markets, so that they can form cartels and raise the tariff to very high levels to maximise their profits unethically as is being done by the private electricity companies. They want to destroy the telecom PSUs completely. The above mentioned Editorial is part of this diabolical plan.
The land line is not a luxury. It is a necessity. It is a fixed part of the home, the office and any other establishment which can be contacted. it is not necessarily based on individual, but is part of the institution. Broadband connections are provided through the land line connections. The documents connected with landlines are proof of residence etc. Even in developed countries, the landlines exist in a big way. It is not a status symbol but a matter of necessity in the present state of affairs.

The BSNL/MTNL Management as well as the workers have to be fully aware of this new attack and counter the same to save BSNL/MTNL.

The Pension Contribution from BSNL to DOT should be on the actual salary

It has been the continuous demand of the BSNL employees that the pension contribution being paid by the BSNL to DOT in lieu of the Pension being paid by DOT to BSNL absorbed employees should be based on the actual pay and not the maximum of the pay scale which BSNL is compelled to pay now. The Forum of BSNL Unions/Associations has represented to the DOT, CommunicationS Minister, Finance Minister, Group of Ministers for Revival of BSNL and also to the Prime Minister on this matter, but so far the issue was not settled.
Now the Cabinet has decided that the pension of the MTNL employees will be paid by the Government as in the case of BSNL employees. Along with that it is also reported that the pension contribution to be paid by MTNL to DOT will be on the actual pay of the employee. This is good news.
Now the BSNL Management as also the Forum of BSNL Unions/Associations should immediately take with the DOT to change the pension contribution to be paid by BSNL to DOT in the same way. This will save a good amount to BSNL and it is also the correct way.

NC Meeting

The First Meeting after the VI Membership Verification and grant of recognition to both BSNLEU and NFTE was held today, 24th December 2013. The discussion was cordial and the issues were thoroughly discussed. Since all the items could not be discussed due to paucity of time, the pending items will be discussed in next meeting which will be held by first week of April 2014.

The Staff Side of the National Council had a whole day session on 22nd December 2013, in preparation for the meeting of the National Council Meeting going to be held on 23rd instant.
Com.Islam Ahmad, Leader Staff Side presided and Com.P.Abhimanyu,Secretary Staff Side presented the issues to be discussed and other connected matters. it was a lively discussion. Both the recognised unions decided to have maximum co-ordination for settlement of the important issues.

BSNL Board Approves Membership Verification for Executive Associations

It is understood that the meeting of the BSNL Board held yesterday, 19th December, has approved holding of Membership Verification for finding out the majority association/s of Executives in BSNL. The details are yet to be known.
So far the Associations were not recognised. However,facilities were extended to AIBSNLEA and SNEA.

Arbitrary Action of Management in restricting items in National Council unwarranted

The first meeting of the National Council, the negotiating machinery in BSNL, is scheduled to be held on 23rd December 2013. The Staff Side ha given 17 important items for discussion after consultation within the recognised unions.
Now, the Management has circulated the first ten items only as the items for discussion in the NC meeting, dropping the other 7 items.No discussion was held with the Staff Side, either Leader or Secretary. This arbitrary action of the management is unwarranted and is against the convention for the last 12 years since the NC has started.The management did not even discuss the issue with the staff side, which they could have done, if there was some difficulty for them.
The Secretary Staff Side, Com.P.Abhimanyu, has strongly protested against this arbitrary action.
The least the management can do is to immediately correct the indiscretion it has done, by including the dropped items in the agenda of the NC and intimate the same to the staff side members, which will avoid a confrontation, created by the management.

Meeting with CGM Karnataka Circle
Com. V.A.N.Namboodiri, Presidnt BSNLEU and BSNLCCWF along with Coms. C.K.Gundanna, Circle Secretary BSNLEU and President BSNLCCWF Karnataka Circle, Mahantesh, Circle Secretary BSNLCCWF, Praveen Badager, Dist. Secretary , BSNLCCWF Belgaum and Mustak Nadaf met Shri R.K.Misra, CGM BSNL, Karnataka Circle and discussed about the development, expansion and improvement of the services. Com.Namboodiri appreciated the efforts made by the CGM in improving the services and the good relation and co-ordination with the staff unions. Though not in profit, Karnataka Circle has improved its revenue in the last financial year.
The Union representatives also discussed about the non-payment of minimum wages in Belgaum, Raichur etc. as also the non-engagement of the entire 284 contract workers in Belgaum. CGM assured that he will ensure payment of minimum wage as also implementation of social security measures etc.
Meeting with Dy. Chief Labour Commissioner (Central), Karnataka.
Com. V.A.N.Namboodiri, Com. C.K.Gundanna, Com.K.Mahantesh and other comrades met Shri Viswanath, Dy. Chief Labour Commissioner (C), Karnataka and brought to his notice about the problems of the Casual/Contract workers in BSNL Karnataka Circle. He assured to enquire and do the needful in the matter. He also explained to the representatives about the provisions of the Contract Labour etc.

Meeting with CMD BSNL

Com. V.A.N.Namboodiri, President, BSNLEU today, 13th December, met Shri R.K.Upadhyay, CMD BSNL and discussed about the developmental and expansion activities. He also pointed out about need to specially attend to the Jharkhand Circle.
Com. Namboodiri, requested the CMD to be present in the first meeting of the National Council after the VI Membership Verification, as is the practice earlier. The CMD agreed to look in to all the matters pointed out.

Com.V.A.N.Namboodiri, President BSNLEU along with Coms. R.S.Chouhan, CHQ Org. Secretary and Naresh Pal, Circle Secretary, Jharkhand met Shri A.N.Rai, Director (HR) and discussed about the maintenance situation of BTS etc. in Jharkhand. Almost half of the BTS in the circle are not working for thousands of hours due to various reasons. The representatives also brought to the notice of the Director about the the bogus recruitment activities some private parties in the name of BSNL Corporate Office and collecting money for the same. The necessity of taking back the retrenched contract labours in Jharkhand, especially in Hazaribag and Jamshedpur, was also pointed out. Director (HR) assured to look in to the matters.
