After the Memorandum by the Forum of BSNL Unions/Associations has been submitted to the Finance Minister, Chairman of the Group of Ministers on Revival of BSNL and MTNL and other members of the Group, the Forum leaders have been meeting the Members of Parliament of various parties and requesting them to take up our case with the government and the Group of Ministers.

The Forum has already submitted to / met and discussed the Memorandum with Com. Sitaram Yechury, Basudeb Acharya, P.Karunakaran, Tapan Sen ( all CPI(M), Dr. Sanjeeva Reddy (Cong.), Gurudas Dasgupta (CPI), Sushama Swaraj, Arun Jaitely (BJP) and all Members of Parliament from Delhi State. Forum has asked the Circle/District leaders of the Forum to meet the MPs of their area, submit the memorandum to them and request them to take up the matter with thew GoM and also with the government.

The Press statement issued by the Convener has been published in some dailies. Peoples’ Democracy, Weekly Organ of the CPI(M), has published a good write-up on the Memorandum. Forum leaders at all levels are requested to give maximum publicity to the issues of BSNL and the demands raised in the Memorandum.

Forum Makes Concrete, Practical Proposals

 THE Forum of BSNL Unions & Associations submitted, on may 10, 2013, a memorandum to the group of ministers appointed to look into the issue revival of Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL), the two public sector telecom companies.

 The memorandum underlined the fact that the BSNL is a 100 per cent government owned company, and that at one stage it was converted from a government department into a public sector undertaking (PSU). Despite the cut-throat competition which the BSNL has been facing from the private operators, resulting in grave financial difficulties for it, it is the only telecom company that provides landlines and also a majority of mobile lines in lakhs of villages and remote areas. Though this is a loss making proposition, the BSNL has been doing it as part of the government’s policy of providing universal services. Moreover, the BSNL has been fulfilling its duty in spite of the government’s strange behaviour of unduly favouring the private players and trying to throttle the growth and expansion of BSNL operations in order to enable the private players to augment their profits.

In view of the critical situation thus facing the BSNL, the said forum has made some proposals and raised some demands through its memorandum.

The forum has suggested that the top management, which mainly comprises some officers of the Indian Telecom Service, are at present on deputation to the BSNL, and are not interested in the wellbeing of the company. Therefore they should either be absorbed in the BSNL or repatriated back to the department of telecommunications (DoT) in order to ensure efficient and committed leadership. The forum also opined that recruitment of capable management personnel, as also promotion of efficient officers, is very much required.

Another proposal is that compensation for the loss-making rural services should be ensured. For this purpose, the ADC which was stopped some years back should be restored and liberal assistance provided from the USO Fund.

The main reason for the loss accruing to the BSNL during the last four years is the equipment crunch. When the government resorted to cancellation of a tender for equipment needed for 45.5 million mobile lines in 2007, it was the starting point of the process to make the BSNL go down. Further, cancellation of another tender regarding 95 million lines, two times cancellation of a tender for five million lines etc, crippled the BSNL as it impacted its capability to provide new connections. Had these many mobile lines been made operational, the BSNL could well have competed with the private companies as it was doing well till 2007. Hence the forum thinks it is necessary that a mechanism for procurement of equipment must be evolved in order to enable quick purchases while of course ensuring accountability.

The Forum of BSNL Unions & Associations has also demanded that the BSNL must be reimbursed the Rs 18,500 crore of licence fee charges for 3G and BWA spectrum, since it was imposed on the BSNL without giving any opportunity to select the circles, etc. It has already offered return of the BWA spectrum. The forum said the government must not wait for a re-auction for refunding the amount.

The government has been collecting a very huge amount from the BSNL towards the pension contribution. While the government had already issued orders to collect pension contributions based on the actual basic pays of the employees, pension contributions from the BSNL are collected on the maximum of the pay-scale. This is unfair and has been causing a huge burden on the BSNL. This must be rectified and contribution on the actual basic pay only must be collected.

The government has collected interest at the high rate of 14.5 per cent and penalty from the BSNL towards a notional loan of Rs 7,500 crore which was never given to the BSNL. The forum has demanded that this must be refunded to the BSNL and the injustice undone.

The BSNL must also be exempted from payment for the additional spectrum already granted. It must be mandatory for all the central and state government departments as well as the PSUs to take telecom services from the PSUs, viz the BSNL and MTNL, as was directed in the case of Air India. This will address the security concerns also.

The forum also demanded that the seven telecom factories under BSNL must be modernised to manufacture telephone instruments modems, batteries, cables, optic fibre cables etc, so that the huge prices being paid to private companies could be reduced and the available staff in these factories could be fully utilised.

Another important demand of the forum was that the Telecom Advisory Committee (TAC) must be disbanded at all levels, as it has outlived its utility in the present competitive situation and is only causing huge but unnecessary expenditures to the BSNL.

The forum has expressed its strong protest against any proposal for disinvestment of the BSNL or for the so-called voluntary retirement scheme (VRS), which will only destabilise the BSNL. This is quite clear from the experience of the MTNL where VRS and disinvestment have taken place more than once.

Many other suggestions for reviving the BSNL, improving its service and restoring its earlier position are also included in the memorandum. Copies of the memorandum have been sent to the prime minister, all members of the committee including communication minister, secretary of the DoT and CMD of the BSNL as well.

The Forum of BSNL Unions & Association has urged the group of ministers and the government to consider the above suggestions and take positive decisions so that the BSNL could be revived and strengthened. (Courtsey: Peoples’ Democracy 19th May Issue)

The Forum of BSNL Unions/Associations has served notice for Indefinite Strike with effect from 12th June 2013 demanding implementation of the Strike Agreement of 12th June 2012 on grant of 78.2% IDA fixation to employees. Copies of the Notice signed by the unions/associations were also submitted to the Secretary, DOT, Chief Labour Commissioner, Director (HR) BSNL and GM(SR) BSNL.

Forum meets CMD on revival of BSNL

The leaders of the Forum of BSNL Unions/Associations met the CMD BSNL today, 14th May  as part of its decision meet the BSNL Management, Secretary DOT, Ministers, MPs etc in order to garner support for the revival of BSNL and necessary action in this connection. The leaders explained in detail about the main issues, the need for the BSNL management to present its case without fear or shyness and vigorously push up its demands with the DOT/Government. CMD also agreed to the suggestions and also assured that all out efforts will be made in this connection.

All the MPs in Delhi has been contacted by the Delhi comrades and memorandum given to them. In the same way, our comrades at all SSA/Circle levels should meet the local MP and submit the memorandum and also present our case effectively with the request that the issue may be brought to the notice of the GoM and the government.

Telecom – Refund for surrendered spectrum to BSNL, MTNL

It is reported that DOT has recommended to the Group of Ministers headed by P.Chidambaram, Finance Minister, that BSNL and MTNL be refunded the amount for the surrendered spectrum by them. The amount will come to Rs. 6,275 Crore for BSNL and Rs. 4,534 to MTNL.

The recommendation is based on the fact that no mention was made when the spectrum was allotted to the PSUs that they will not be refunded if the spectrum is surrendered as was made in the case of the private operators. Both the PSUs are in loss for the last four years and the GoM is to find out ways and means to revitalise and revive them.

The Forum of BSNL Unions / Associations have already submitted many suggestions/proposals for the revival of the PSUs, in which one of the demands is the same as above.

Forum meets senior Members of Parliament on Revival of BSNL

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions / Associations met Coms. Basudeb Acharya, Leader of CPI(M) in Lok Sabha, P.Karunakaran, Dy. Leader CPI(M) in Lok Sabha, Sitaram Yechury, Leader of CPI(M) in Rajya Sabha, Tapan Sen, M.P. and General Secretary CITU and gave copies of the Forum Memorandum to Finance Minister  and requested for taking up the case with the latter for conceding the suggestions made therein. They patiently heard the issues and assured that the issues will be seriously dealt with.

Convener also went to meet Dr. Sanjeeva Reddy, Member of Parliament and President INTUC, but he was not available. The Memorandum was handed over to INTUC  office. The Memorandum was handed over to the AITUC office, since Com. Gurudas Dasgupta, Member of Parlaiment and General Secretary AITUC was also not present.

The Forum has requested all the General Secretaries of the Unions/Associations to direct their Circle/District Secretaries to jointly meet the Member of Parliament of that area, submit the copy of the memorandum and request them to take up the case with the Finance Minister and Group of Ministers.

We should take this as an immediate task and ensure that all the MPs are met and issue brought to their notice. The report of the meetings should be intimated to the General Secretaries, which will be brought to the notice of the Forum. Wide publicity be given in the press/media also for our suggestions.

The Forum of BSNL Unions/Associations have submitted its Memorandum with suggestions to the Finance Minister, the Chairman of the Group of Ministers formed for the revival of BSNL and MTNL. It is already posted in the websites of all the unions. The Forum is trying to meet the Finance Minister and other members.

The Circle, District Secretaries can take printed copies of the same, meet the Members of the Parliament and request them to take up the matter with the central government for improving BSNL.

The BSNL Unions/Associations of the Forum have jointly issued an appeal to all the BSNL employees to actively participate in the agitational programmes chalked out demanding implementation of the agreement on 78.2% IDA fixation. Demonstrations on 22nd May, Dharnas on 5th June and Indefinite strike from 12th June are the programmes. We have to make the strike 100% strike literally ensuring that all the BSNL offices/exchanges are completely closed on the strike days.

Face the Challenge squarely

As every one knows, BSNL is at cross roads. The continued loss for the last four years, the market share coming down, scarcity of funds, scarcity of equipments and above all the discriminatory and anti-PSU policy of the government has resulted in the bad days for BSNL. All understand this. What is the remedy?

How to improve, revive and strengthen BSNL is the challenge. BSNL has gone down, but it has still got more than sufficient strength to come back and take its position in telecom sector. Put all our strength and fight to change the anti-PSU policy of the government. A positive and efficient management is the next requirement. It is not that the present top management is not capable, but they lost their moral authority due to various negative action it has taken with regard to the growth of the company. A deputationist management is not the present requirement. Young, talented and committed leadership is the need of the hour.

The workers and their unions/associations have a very big role to play. While fighting for changing the government policy and for a better management, they have to rally the workers effectively for providing a better service, even within the present limitations of equipment crunch etc. At the local level continued pressure should be put on the field level management to ensure that the faults are removed in time, new connections are given and also the equipments function effectively. They should also ensure that is co-ordination between the management and the workers so that problems are solved quickly.

The challenge to improve BSNL is before us. The Challenge should be converted in to an opportunity and save BSNL. It is possible.
