FORUM OF BSNL UNIONS /ASSOCIATIONS

Meeting of Forum held on 5th February 2015

A meeting of the Forum of BSNL Unions/Associations was held on 5th February 2015 at BSNLMS Office. Com. P.Abhimanyu, GS, BSNLEU presided. Com.V.A.N.Namboodiri, Convener, reported about the action taken after the last meeting of the Forum. He intimated that the BSNL Management has called for a meeting with the Forum on 9th February 2015 on the issue of the Revival of BSNL as per the letter given by the Forum. About 100 M.P.s of various political parties have been addressed with details of our demands and for taking up them with the Government. Central TUs and independent Federations  have been addressed seeking support and solidarity. Conventions as part of Save BSNL Campaign have been conducted in Chennai, T.Nadu, Lucknow, UP (East), NE-I, NE-II. Dates for the convention have been decided for Karnataka and Kerala. Other circles are yet to decide.. This is urgently required. Kerala and T.Nadu circles have already collected lakhs of signatures to be submitted to the Prime Minister on the day of Parliament March.  After detailed discussion, the following decisions were taken:

  1. Parliament March on 25th February 2015

Arrangements for the March, like Mini Lorry, Mike, Forum Banners, and Placards etc. to be arranged. Com. Suresh Kumar, GS BSNLMS is entrusted for the arrangement of the procession and connected matters. Placards will be prepared by SNEA and Banners by the Convener. M.P.s and leaders of CITU, AITUC, BMS, INTUC and HMS will be invited to address the March. Posters have to be printed and circulated in advance. Notice of the Parliament March is to be issued to the BSNL Management.

  1. Indefinite Strike from 17th March 2015.

The preparations at the Circle levels for the Save BSNL Campaign have not started seriously. In some circles, even the signature campaign has not started. There should be very serious and immediate preparation for the strike. Circular should be issued by the General Secretaries to the circles and also contact them for immediate joint preparation for the strike. A joint Circle Executive Committee meeting of all unions should be held at Ahmedabad to ensure that the strike takes place in Gujarat Circle.

  1. Next meeting on 09-02-2015

A meeting of the Forum will be held immediately after the meeting with the BSNL Management on 9th February 2015.

Forum Meets today to finalise the programme for the Parliament March

A meeting of the Forum of the BSNL Unions/Associations is meeting today, 5th February 2015 at BSNLMS Office Delhi at 03.00 PM to finalise the programme for the Parliament March on 25th February demanding Revival of BSNL and connected issues.

All Unions have been requested to participate. The BSNL Management has called for a meeting with the Forum at 03.00 PM on 9th February on the same issue. All unions are expected to participate.

The new CMD BSNL, Shri Anupam Srivastava, has called upon the CGMs  to fast track the developmental activities and improve the profits. He has also addressed letters to the unions in this respect. Another circular has been issued for ensuring punctuality.

We appreciate the initiative of the CMD. We hope that this process and initiative will be continued and put in to action.

Hold the SAVE BSNL Conventions urgently

So far only three circle level conventions of SAVE BSNL CAMPAIGN have been conducted. They are in T.Nadu, Chennai and UP (East). A few others as in Punjab and Kerala are fixed. What about other circles? The General Secretaries and Circle Secretaries are requested to take the matter seriously and organise the same at the earliest, so that the message goes down effectively amongst the workers.

The collected signatures from the people should be arranged and sent to the Convener at the earliest so that the same can be presented to the Prime Minister on the day of the Parliament March on 25th February 2015.

According to a latest report on industry, it is stated that out of the total 39.74 crore workforce in the country, only 4.97 crores are in the formal sector leaving 34.77 crore in the informal sector.

Even in the formal sector, out of the 4.97 crores, 2.88 crore are temporary workers. In the informal sector most of the workers are temporary only. Thus the temporary workers/ contract workers form more than 90% of the workforce. Most of these workers are denied minimum wage, social security measures like EPF, ESI etc. and have no job security at all.

The ruling parties, mainly Congress and the BJP, never took care about these toiling workers. They are continuously exploited for the benefit of and for maximizing the profits of the rich and powerful.

The sustained struggles of the 11 Central Trade Unions have focused on the seriousness and urgency of the issues to be settled. The struggle of the casual and contract workers in BSNL is part of this great struggle for survival.

A meeting of the Forum of BSNL Unions/Associations will be held on 5th February 2015 at 1500 hours at the BSNLMS office to finalise the preparations for the Parliament March on 25th February and connected matters.

The SAVE BSNL, SAVE INDIA Campaign has started in right earnest in some circles like Kerala, TNadu, Karnataka, A.P..,W.Bengal, Kolkata etc. The Conventions have been held in T.Nadu, Chennai and UP(E) so far. The Conventions for Punjab and Bihar are fixed. Other Circles are also requested to hold the conventions urgently.

The collected signatures be sent to the Convener, Forum at the earliest so as to prepare them for submitting to the Prime Minister on the day of the Parliament March.

New Delhi, Feb 1 :  Irked by the government’s 10 per cent stake sale in Coal India Ltd (CIL), trade unions have warned of a ‘non-cooperation drive’ to protest against the disinvestment and other issues.

A decision in this regard would be taken by the central trade unions of coal industry during a meeting expected to be called in a couple of days, a senior union leader said.  (PTI)

Discrimination against BSNL customers by private telecom operators scrapped by Supreme Court. A report in CNBC

Telcos have lost a differential tariff case dating back to 2008 at the Supreme Court. The private telcos charged higher for calls to BSNL, MTNL   customers in states like Maharashtra, West Bengal, Tamil Nadu and Uttar Pradesh. However, calling the move as arbitrary, the apex court said that customers cannot be differentiated based on call origination. The Telecom Regulatory Authority of India (TRAI) has asked telcos to set aside extra amount collected.(courtesy :CNBC TV)

Shri Anupam Shrivastava, the newly appointed CMD BSNL, has appealed to the Unions/Associations to co-operate in strengthening BSNL and improving BSNL services. We are happy that he has given such an appeal and taken the Unions/Associations in to confidence.

The Forum of BSNL Unions/Associations had always wanted good co-operation and co-ordination between the management and the workers for improving the services and expansion. It has also suggested many proposals for the same. We hope that CMD will take all these in to consideration and act taking the workers in to confidence. Words have to be converted in to action and results will come.

SAVE BSNL, SAVE INDIA – Are 50+ workers unable to work, unable to get trained in the new technology or unable to hard work? No, Absolutely Not !

The BSNL Management and the Government are making a big propaganda that one of the reasons for the poor service of the BSNL is the old age workers who are above 50 and are incapable to digest the new technology and are physically unfit. Hence they continue their arguments that all these workers should take VRS and leave BSNL. BSNL have asked the government for the funds for providing VRS to these 50+ workers.

This argument will seem to be correct at the first instance. Some of our comrades are also being caught in the trap. Let us examine to what extent this is correct.

1. During the last few decades, the average period of life span has increased considerably. The retirement age has been increased for Central/state/PSU etc. to 60 from 58 about 18 years back. The senior IAS officers, Judges and such personnel are allowed to continue service up to 65 years or so and allotted heavy responsibilities. The rule makers, Members of Parliament / MLA etc. are mostly above 50+ or so. Top Military, Navy, Air Force officers are all above 50.

This clearly indicates that 50+ is not an old age at all. Mentally and physically they are capable  of attending efficiently to their entrusted duties.

2. Let us specially think about the physical work. The workers in agriculture,  construction of buildings, bridges, roads etc., are not only young men, but also workers having age of more than even 60. The pilots, drivers of trains, vehicles, boats etc. are also not limited to young men. The same with the drivers and operators of army trucks and defence vehicles.

2. Are BSNL employees who are above 50 or so incapable to attend to their works whether physically or mentally ? Absolutely NOT.  They are also capable of attending to their job effectively as in the other sectors/areas as mentioned above.

3. The important issue is that the BSNL employees/Workers should be given suitable training in the new technology and services continuously. Even without any formal training, these senior workers are capable of using mobile applications, internet, face-book, mobile banking and other related online activities. During the conferences, I have seen myself, how our senior comrades are effectively using the new technology. If they have learnt these, there is no reason why they will not learn the new technology in their own telecom sector? May be a few employees may be slow in acquiring new technology. That is  a fact in every sector. But the majority can certainly absorb the technology, if sufficient training is given. It is only because they are not given suitable training, that the present weakness continues.

4. This is a challenge to the employees of BSNL. In the name old age whether they are to be treated as incapable and sent out through VRS as per the policy of the government and BSNL Management or whether they should be given sufficient training and retraining and made them to fit to the new technology. The second option means, the workers face the challenge of new technology and win. In case of those who are not able to physically attend to certain works, casual contract workers, who are comparatively young can be utilised, as is already being done.

The BSNL workers are not prepared to accept defeat and fall in to the traps of the government and the management. The challenge is to be taken effectively and show them and the people that BSNL workers are in the forefront to provide a better service to the nation. BSNL workers have made impossible in to possible in the past and they will do the same in future also.
