Com.V.A.N.Namboodiri, Advisor, AIBDPA met Shri N.K.Yadav, Member (Services) and Smt. Annie Moraes, Member (Finance) on the issue of 78.2% IDA fixation for BSNL Pensioners. Com.Namboodiri expressed serious unhappiness at the inordinate delay. Both agreed to speed up the preparation of the Cabinet Note. From the discussion it can be hoped that the Cabinet Note will be prepared by next week or so.

The strong protest from the Central Trade Unions has compelled the government to take immediate action for the restoration of Rs. 1,000 as Minimum Pension  to those in the EPS Scheme. Many of these EPS subscribers were  getting much less than Rs.1,000 as pension. After  sustained efforts of the trade unions, the government increased the minimum pension to Rs. 1,000 but for one year only, which is over by March 2015. The protest from the CTUs has some result. A cabinet note is being prepared for issue of orders for Rs. 1,000 as Minimum Pension in perpetuity. The orders should be issued before 30th April so that the existing  pension is not reduced.

Early Settlement of Pension Cases – DOT, BSNL issue orders

The sustained efforts on the part of the AIBDPA with the DOT and BSNL for settling the pension cases urgently have got some results. Now the DOT and BSNL both has issued orders and directions to the CGMs/CCAs for early settlement of the  pension cases. The Circle secretaries of AIBDPA and BSNLEU are requested the pursue the case at their level so that the remaining. The orders are put in the websites of BSNLEU and AIBDPA.

Com.V.A.N.Namboodiri, Advisor, AIBDPA today, 6th April 2015, met Shri S.S.Sirohi, Member(Technology) who is in charge of the Member (Services) also and discussed about the preparation of the Cabinet note on 78.2% IDA fixation. He patiently heard the issue and told that the new incumbent for Member (services) will join tomorrow and the issue will be brought to his notice. Com.Namboodiri met Ms. Annie Moraes, Member (Finance) and discussed the same issue. She assured that the cabinet Note will be finalised without further delay.

Every month, hundreds  of BSNL workers are retiring on superannuation. All these comrades have put in their best service for the people of the country for 30-40 years. On this 31st March also many are retiring.

My Best Wishes to all of you Comrades! You have served the country and should be happy. Retirement from service does not mean retirement from all activities. You have to be active which will improve your mind and health.

The meeting of the BSNL Unions and Associations held on 25th March 2015 at BSNLMS Office has reviewed the preparations for the strike and decided to hold state level conventions wherever it was not conducted and also to hold SSA level conventions at all places. Massive campaign should be organised for getting support from the people.

Com. V.A.N.Namboodiri, Patron, AIBDPA today, 20th March 2015, met Shri A.K.Bhargava, Member (Technology) and discussed about the early finanlisation of the Cabinet Note on 78.2% IDA pension fixation for the BSNL Pensioners, who retired before 10-06-2013. While the representatives of the AIBDPA met Shri Rakesh Garg, Secretary, Telecom, last week, he has stated that M(T) has been entrusted with the work.

Com. Namboodiri expressed his serious concern and unhappiness in the extreme delay in preparing the Cabinet Note and stated that already many pensioners have already expired without getting the fixation and more may die, if the issue is delayed further. He also pointed out that while the BSNL pensioners retired after 10-06-2013 had got the fixation, it is denied to all who retired, which is a big discrimination. He demanded for early preparation for the Cabinet Note.

M(T) assured that the matter is being examined and the Cabinet Note will be prepared at the earliest.

BSNL Employees Union Completes 14 Years of Fruitful Service

22nd March 2015 is the 15th Foundation Anniversary of BSNL Employees Union. It was on 22nd March 2001 at Visakhapatnam at the National Telecom Convention that BSNLEU was formed in the benign presence of veteran trade union leader and CITU President Com.E.Balanandan, P and T legendary leader Com.K.Adinarayana and AIIEA General Secretary Com. N.M.Sundaram. The Central Executive Committee of the 7 existing unions in BSNL decided to merge together and formed the new union, BSNLEU. Coms. Sisir Bhattacharjee and Moni Bose as Patrons, J.N.Mishra as President and V.A.N.Namboodiri as General Secretary were unanimously elected as office-bearers of the newly formed union with representatives from all the affiliated unions as office-bearers.

The Forward March of BSNLEU has not been easy. It has been a path of thorns and stones. But with the support of the dedicated workers and leaders, all obstacles were faced with determination. In the first membership verification in 2002, BSNLEU lost recognition for a few thousand votes. But from the second verification in 2004 onwards, it became the majority union and won recognition and continues in that position till date.

In the negotiation with management in the first wage revision w.e.f. 01-10-2000 which was also conversion from CDA to IDA scale, though not recognised, BSNLEU took a pivotal role in preparing the Memorandum as also discussions. The wage agreement was a success, which was won by all the unions together.

After becoming the recognised union in 2004, BSNLEU took up the long pending issues as also put up new and dynamic demands. Within the next few years, it took up the next wage revision, more promotions and other issues. BSNLEU can be proud of that it negotiated  and won a best Wage revision from 01-01-2007, Four Time bound Promotions instead of two promotions, the biggest Group Insurance in the world, Liberal loans from the PSU Banks, gift of watch, regular promotional examinations and so on.  BSNLEU continues to take such important issues of the workers.

But the real contribution of BSNLEU was that it tried and succeeded in bringing all the Unions and Associations of Non-Executives and Executives together to defend the attacks on the existence of the telecom PSU, BSNL. The call for strike in 2006 against the decision of the government to unbundle the cable, compelled the government to give written assurance that it will not unbundle cables, will not implement VRS and will not privatise BSNL. The historic strike on 11th July 2007, compelled the government and management to purchase at least half of the tender of mobile lines, which was cancelled earlier at the behest of the government. Several agitations and campaigns were organised  for the improvement of services  and for purchase of required equipment. The struggle continues even now , with the decision to go on two days strike on 21-22 April 2015 to save and improve BSNL. The massive Parliament March on 25th February was part of this great struggle.

BSNL Employees Union took initiative in the formation of the All India BSNL-DOT Pensioners Association and also BSNL Casual and Contract Workers Federation. Both the organisations have grown and BSNLEU leaders and workers have given all support and solidarity to their struggles. A big change could be made in the condition of the casual and contract workers through sustained struggles.

BSNLEU has been participating in all the struggles called by the 11 Central Trade Unions in the country including the successful 48 hours strike on 20-21 February 2013. It is part and parcel of the trade union movement in the country.

BSNLEU is also part of the World Federation of Trade Unions (WFTU) and its TUI(Public Services). Its representatives have attended world conferences and implemented its decisions sincerely.

The country and the working class are facing serious challenges. The neo-liberal policy and anti-working class actions of the UPA government are being aggressively implemented by the Modi Government. Labour laws are being amended against the working class. Disinvestment and privatisation of PSUs have become the main agenda of the government. Communal tensions are being built up. Naturally, sustained struggles are coming up in every sector to defend the rights of the workers and the common people. There is a great role for the BSNLEU in this context.

As usual, the 15th Foundation Day of BSNLEU is also to be celebrated with holding of meetings, social activities etc. etc. At the same time, the immediate task is to prepare the workers for the 2 days strike on 21-22 April 2015 for the revival of BSNL and a better service to the nation. The Save BSNL Campaign should reach each and every worker and maximum number of people without whose support, our struggle will not succeed.

Let us March ahead with the Red Flag for the creation of a better world!

BSNL issues instructions for timely payment of pension benefits

AIBDPA has been continuously taking up the issue of payment of pensionary benefits at the time of retirement itself. The BSNL had issued necessary instructions also. But in many circles, these are not settled in time and the retiring employees are put to much difficulties. This was taken up with the Member (Finance).

On the day of the Parliament March by AIBDPA on 20th November 2015, the leaders of AIBDPA submitted the demands to the Secretary, DOT and had a detailed discussion with the Member (Finance) in the matter. Now the DOT has directed BSNL for timely settlement of the retirement benefits. BSNL vide its No. 40-06/2015-Pen(B) dated 02-03-2015  has indicated how the retirement settlement process should be taken.

Now it is for the CGMs and CCAs to ensure for the timely settlement. AIBDPA units should take the issue seriously and the settlement are done in time.

Meeting of the Forum held on 27th February 2015

A meeting of the Forum of BSNL Unions & Associations was held on 27th February 2015 at BSNLMS Office, presided over by Com. C.Singh, Chairman, Forum. Coms. A.Rajmouli(NFTE), R.C.Pandey, A.Ganesh, Manoj Kumar Jha(BTEU BSNL), P.Abhimanyu, Swapan Chakroborty, John Verghese(BSNLEU), K.Sebastin (SNEA), Prahlad Rai, P.Venugopal (AIBSNLEA), K.Jayaprakash, Mohinder Singh (FNTO), N.D.Ram, B.Hanumantha Rao (SEWA BSNL), Sunil Gautam (SNATTA), Suresh Kumar, Tomar (BSNLMS), H.P.Singh (BSNLOA) and R.K.Ram (BTU BSNL) participated.

Com. V.A.N.Namboodiri, Convener, Forum, welcomed all and introduced the items to be discussed – Review of the Parliament March and the proposed strike of the BSNL employees. All the union /association leaders participated in the discussion and the following decisions were taken.

  1. The Parliament March on 25th February 2015 was well participated by thousands of employees and was a great success. Comrades from all parts of the country attended with more from the nearby circles. BSNL pensioners and casual & contract workers also attended. The meeting congratulated the employees for the massive participation. The March was addressed by M.P.s and Central TU leaders who fully supported the demands of the Forum and extended solidarity and support. The Memorandum to the Prime Minister, signed by lakhs of people demanding revival of BSNL, was presented by the representatives of Forum. The Parliament March has made a great impact on the workers for going forward with the strike.
  2. The meeting discussed in detail about the preparations for the Indefinite Strike from 17th March 2015 on the demand of SAVE BSNL. It was felt that some more campaign among the workers and public is necessary before the strike. Conventions are yet to be held in many circles. The NDA government is going on aggressively with anti-PSU policies including disinvestment and privatisation of PSUs as also anti-worker policies. These have to be exposed before the people and workers for getting maximum support. Sustained struggles with the support of the people are required for the same. Further, the month of  March is the end of the Financial Year and going on strike at the time will result in many complications for BSNL and its targets, which the Forum wants to avoid.  Considering all the above, the meeting has decided as follows:
  3. Two Days Strike will be organised on 21 -22 April 2015, instead of the proposed Indefinite Strike from 17th March 2015. The Strike notice will be served on the CMD BSNL on 12th March 2015 after holding a massive demonstration in front of BSNL Corporate Office. The Notice will be signed by the General Secretaries and they should be present when serving the notice to the CMD BSNL. Demonstrations should be conducted on the same day at SSA/Circle levels. Wide publicity should be given for the same. Press Conferences to be organised on the day at Circle levels, and if possible at SSA levels.

4. The Signature Campaign will continue till 31st March 2015 and the additional signed Memorandums will be presented to the Prime Minister on that day. The Memorandums should be sent to Com. V.A.N.Namboodiri, Convener Forum, D-7. Telegraph Place, Gole Market, New Delhi – 110001 so as to reach before 31-03-2015.General Secretaries are entrusted with the task of holding the state level convention where it has not been held so far. These include A.P., Maharashtra, A&N, ALTTC, Assam, BRBRAITT, Chhattisgarh, Gujarat, Haryana, H.P., Jharkhand, NTR, Odisha, Inspection Circle, TF Mumbai, TF-Kolkata, Uttarakhand, UP(West) and BSNL C.O. In addition, Joint District level Conventions and Branch General Bodies should he held to spread the message of the demands and the strike. General Secretaries and Circle Secretaries should take initiative for the same and ensure that these are conducted well before the strike.

5. Posters will be got printed for the strike by Forum and circulated wherever required through the General Secretaries. Wall posters can be printed in the local language by the Circle unions.

All out effort is required for making the 2 days strike a complete success. Each and every worker should be contacted and his participation in the strike ensured. Joint effort by all the unions/associations at All India, Circle and SSA level is very much necessary. The Save BSNL Campaign and the 2 Days Strike should be organised effectively and successfully.
