Bharat Sanchar Nigam Limited (BSNL), the telecom PSU, has completed 16 years of committed service to the people of this country.

It was on 1st October 2000 that BSNL was formed by separating the service portion from the Department of Telecom. It was against the wish of the employees, but leaders of the three federations agreed for the same on certain assurances from the government.

The first 6-7 years saw the continued growth of BSNL surpassing the private telecom companies, one after another, despite the fact that the latter were granted licence to provide mobile services more than 6 years earlier.The revenue increased up to Rs.40,000 crore, the profit more than Rs.10,000 crore and many new connections increasing every month. This was not to the liking of the private companies and corporates as also the government. The government stopped procurement of equipments by BSNL to provide connections for which there was huge demand, took away all the funds of BSNL on one pretext or another and provided all assistance to the private companies. BSNL did not collapse completely only due to the committed workforce which through sustained struggles and hard work  kept BSNL alive and growing.

After four years of loss, BSNL has got operational profit in 2014-15 which increased in 2015-16 to Rs. 3,000 crore. Still the company is in loss due to the depreciation of about Rs.3,000 crore. The programmes like ‘Customer Delight Month”, ‘Service With A Smile’ etc. initiated by the BSNLEU and Forum and co-ordinated by BSNL Management as also special packets like ‘free night service’  has gradually made the company better and will be profitable by 2018.

But the government continues its anti-PSU policy. On the basis of the report of the Niti-Ayog, government is moving for the strategic sale of BSNL and MTNL. The BJP government wants to close/sell all the PSUs to repay and satisfy the corporates who supported them and donated in the elections.

But the workers will never allow the government to implement its black agenda. 2nd September 2016 strike has been a strict warning to the government.

The number of employees have been reduced since formation of BSNL from  3,50,000 to 2,10,000 due to non-recruiting of staff in the large number of vacancies resulted by retirement.

BSNL Employees Union, which has been the recognised union  from 2004 onwards has taken initiative to organise the executive and non-executive unions under the JAC/ Joint Forum / Forum and fought many battles to keep BSNL alive and to strengthen it. Unfortunately, the Forum is divided now, with NFTE forming another Forum. Separate agitations are being organised for the same demands. Top leaders of all the unions have to discuss and come together as earlier to fight for the revival of BSNL .

when the BSNL and workers celebrate the 16th anniversary of the the telecom PSU, they are faced with many challenges. It is only through the united struggles of the workers and continuous vigil that BSNL can be brought back to its past glory. Let  all the workers and the management dedicate themselves to this noble task. UNITY FOR STRUGGLE, STRUGGLE FOR UNITY AND STRUGGLE AND UNITY FOR PROGRESS!

On this 16th anniversary of the formation of BSNL, we convey our Warm Greetings to all! Let us continue our struggle for better service to the people and safeguarding the interests of the BSNL workers, Pensioners and contract workers, who are the backbone of the company!

AIBDPA Meeting at Hyderabad

A well attended meeting of AIBDPA was held at Hyderabad GMT office premises on 28th September 2016, presided by Com. Ramachandrudu, Circle Secretary AIBDPA. Com. T.Sheshiah, DS, AIBDPA welcomed all. Coms.Sathyanaraya, Chief Patron BSNLEU, Taranath, Asst. Circle Secretary BSNLEU, G.Mohan Reddy, Circle president BSNLEU, senior leader Com. D.Nagamanyam and other leaders were present and addressed. Com.V.A.N.Namboodiri, Advisor, AIBDPA spoke in detail about the issues of the BSNL DOT Pensioners, how the 78.2% IDA Pension fixation and 60:40 issue on pension was settled, organizational matters etc.   The questions raised by the members were answered by Com.Namboodiri.The meeting decided to strengthen AIBDPA by increasing the membership in a big way.

2nd District Conference of AIBDPA Ludhiana, Punjab

The 2nd District Conference of AIBDPA was held on 15th September 2016 at the BSNL Conference Hall, Ludhiana. More than 50 delegates participated. The District President, Com. S.K.Thamman presided. Com. Pritam Chand, District Secretary AIBDPA welcomed and comrades garlanded the guests and office-bearers. Coms. V.A.N.Namboodiri, Advisor, AIBDPA, Balbir Singh, President, BSNLEU, Tarsem Singh, Circle Secretary AIBDPA, Darshan Singh District President, BSNLEU, Avtar Singh, DS, BSNLEU, Shingara Singh ACS BSNLEU, Amarjit Chander, ADS BSNLEU, Budh Singh, Circle Treasurer and other leaders addressed. Com. Namboodiri in his speech narrated the struggles organised by AIBDPA, BSNLEU and Forum on the demand of 78.2% IDA pension fixation and the glorifying role of the AIBDPA in settling the same. He congratulated the pensioners for their active participation. He also mentioned about the major demands of the pensioners, about the role of the senior citizens in the society and the contributions of AIBDPA in this respect. During the last 7 years of its existence, AIBDPA has grown and is the biggest pensioners organisation in BSNL. It is part of the NCCPA and Trade Union International (Pensioners and Retirees). Com. Namboodiri called upon the delegates to strengthen the organisation.

The report and accounts presented by the Dist. Secretary and Treasurer were approved. The office bearers were elected with Com.K.S.Thaman as President and  Com.Pritam Chand as District Secretary.

AIBDPA in the forefront in support of the 2nd September Strike

Members of the All India BSNL DOT Pensioners Association (AIBDPA) fully supported the 2nd September Strike and expressed their solidarity by participating in the demonstrations, processions, dharnas etc. organised on the day along with BSNLEU and BSNLCCWF, whose members have fully participated in the strike. The presence of the senior citizens, who themselves have been the leaders of BSNLEU earlier, gave inspiration to the workers. Many of them are comrades who participated / gave leadership to all the 17 strikes organised since 1991 against the anti-people, anti-worker neo-liberal policy of the government. While only about one crore workers participated in the first strike organised by the Central Trade unions on 29th November 1991, more than 18 crore workers participated in the strike on 2nd September 2016. The Indian working class will continue its struggle against the anti-worker, anti-people policy of the government and on their fully justified demands like minimum wage of Rs.18,000, no privatisation of PSUs, implementation of labour laws to safeguard the interests of the workers, bring down the prices of essential commodities, regularise the contract workers, ensure minimum pension to all etc.

Hearty Congratulations and Thanks to all the senior citizens, AIBDPA members for the solidarity and support extended to the strike!

Succesful 2nd September Strike

The Indian Working Class have once again showed their unity in struggle! The 2nd September Strike has been participated by more than 15 crore workers. In certain states like Kerala and Tripura it was a complete standstill. Workers in all sectors in all states participated in large numbers. As per the reports, this is the biggest working class struggle for the last many decades.

BSNL Employees Union and BSNL Casual and Contract Workers Federation have been preparing for the strike sufficiently in advance by organising conventions, committee meetings etc. It has got good results. In BSNL, most of the workers and casual and contract workers went on strike. The Pensioners under the leadership of AIBDPA organised demonstrations and processions in support and solidarity of the strike. The strike was  for the cause of the entire working class in the country. The demands raised by the Central Trade Unions, Independent Federations and Unions are the issues of the people and the toiling masses. The government can not escape from such justified demands.

While Congratulating the workers for the great struggle, we demand the government to concede the demands immediately, failing which further struggles will take place.

Victory Celebrations by AIBDPA and CORTO, Calcutta Telephones

Massive meeting of AIBDPA and CORTO Calcutta Telephones
Hundreds of BSNL Pensioners under the leadership of AIBDPA and CORTO attended the meeting on 26th July 2016 at Calcutta CTO organized to celebrate the achievement of 78.2% IDA Pension fixation and rescinding of 60% condition on payment of pension by the government. The large CTO hall was fully packed with the pensioners with almost as much pensioners sitting outside the hall.
The meeting was presided over by Coms. Suprya Mitra and B.Chakraborty, Presidents of AIBDPA and CORTO respectively. Coms. Ananta Bhattacharjee, senior leader and all India President AIBDPA, D.Basu, AGS and Secretary CORTO, Swastika Das Gupta, Org. Secretary AIBDPA, Sanjeeb Banerjee, Circle secretary, Calcutta Telephones, Prabir Dutta, Dilip Das, Mihir Das Gupta, Gouri Haldar, Adhir Kumar Sen, Sisir Kr. Roy, Subhashis Roy and other leaders of BSNLEU and AIBDPA were present in the dias / addressed.
Cos. VAN Namboodiri, Advisor and Ananta Bhattacharjee All India President AIBDPA were honoured with flower bouquet and shawls for the great achievement of the pensioners.
Com. VAN Namboodiri in his speech mentioned about the various struggles conducted by AIBDPA and Forum of BSNL Unions and Workers, including the Parliament March by AIBDPA, the 2 days strike called by the Forum, meeting the Minister and Secretary DOT and other agiational programmes for settlement of the issue. Not only the 78.2% IDA pension fixation is settled but also the retrograde order on only 60% liability of government for payment of pension was rescinded. He also spoke about the 2nd September Strike called by Central Trade Unions. AIBDPA has decided to extend support and solidarity to the strike and will organize demonstration on the day along with the striking BSNLEU comrades. He severely criticized the NITI Ayog recommendations for strategic sale of BSNL and MTNL and called for united struggle by the BSNL and MTNL Unions. The need to improve BSNL services was stressed. He touched on VII CPC recommendations, strike given notice of by NJAC of CG Employees, deferment on the assurance of government and connected matters. If issues are not settled and NJAC reiterates the strike call, AIBDPA will extend full solidarity and support. Com. Namboodiri also spoke about other issues of the pensioners.
Other speakers spoke and assured that AIBDPA will be further strengthened in the circle and more subscribers to Telepensioner will be enrolled.

DOT issued orders on the full liability of pension of BSNL retirees, rescinding 60% condition.

After the Cabinet decision on the 78.2% IDA Pension fixation as also pension liability of the government of the BSNL retired pensioners, the DOT has issued a very clear order vide No. 40/2013-Pen(T) dated 20-07-2016 stating that :
(a) The pension liability in respect of employees of DOT/DTS/DTO who retired prior to 01-10-2000 is solely borne by Government of India and the BSNL will have no liability in respect of these employees.
(b) The liability towards pensionary benefits, including family pension to the BSNL employees (excepting those recruited after 01-10-2000), as per sub-rule 22 of Rule 37-A of CCS (Pension)Rules, 1972, lies with the Government of India. The condition that the annual pension liability of the government shall not exceed 60% of the annual receipts to Government from the items specified in the O.M.dated 15-06-2006, is hereby rescinded.
(c) BSNL will continue to discharge pension liability by way of pension contribution in accordance with FR 116.

At last, one long pending problem is clearly solved.

AIBDPA meets Communications Minister

Com.V.A.N.Namboodiri, Advisor, AIBDPA met the new Communications Minister Shri Manoj Sinha and congratulated him and paid respects. He mentioned about the role of the unions in the improvement of BSNL services and gave some suggestions also in the matter. He thanked for the settlement of 78.2% IDA pension fixation by the government. He further requested that the pension revision issue of the BSNL retirees with out going to the Cabinet needs to be settled early.

Com. Namboodiri met the Minister along with NFPE leaders Com. Giriraj Singh, President and Com. R.N.Parashar Secretary General, who were also there to meet the Minister. They congratulated the Minister and focused the issues of the Postal Services and how it can be made profitable. Certain operational requirement were also mentioned by them.

The Communications Minister patiently heard all and assured that he will study all issues and will do the needful.

Com. V.A.N.Namboodiri, Advisor, AIBDPA today, 14th July 2016, met Shri J.S.Deepak, Secretary, DOT and thanked him for the settlement of the 78.2% IDA fixation as also getting withdrawn the condition of 60: 40 in payment of pension. He also spoke about the need to ensure pension revision for the BSNL retirees, whenever there is wage revision for BSNL employees, with out the need to approach the cabinet. He agreed to look in to the matter.

Com. Namboodiri also met Smt. Annie Moraes, Member (Finance), DOT and thanked her for the effort in settling the above issue. He asked the Member (Finance) to ensure that the order on 78.2% is issued without further delay. She said that the file is with her and the orders will be issued at the earliest.

Com.Namboodiri, Advisor, AIBDPA met Shri N.K.Yadav, Member (Services), and thanked him also. The issue of Pension revision of BSNL retirees was discussed in detail. He assured that the matte will be seriously attended to. He stated that the pension revision issues of both MTNL and BSNL are pending.

AIBDPA is trying to gt the 78.2% IDA pension fixation orders at the earliest.

Attack by Canada Post on Postal Workers

The Postal Workers of Canada are in arms against the proposal of the Canada Post to change the defined pension scheme to for an inferior defined pension scheme. Refusing to discuss with the Union, the Canada Post is taking a high handed decision.

The Communist Party of Canada today called on Prime Minister Justin Trudeau to intervene with Canada Post CEO Deepak Chopra to restart negotiations.

The workers are preparing for a serious struggle against the attack on pension.

Our whole-hearted support to the Canadian Postal workers for their valiant struggle!
