The AUAB meeting held today, the 25th January, 2019 has decided to organise a three day strike from 18.02.2019. The decisions of the AUAB meeting, and also the charter of demands are as below:

Decisions

Considering various ground realities, the meeting decided to call on all the Executives and Non-Executives of BSNL to go on a three day strike from 18.02.2019.
Street corner meetings are to be organised throughout the country for 5 days from 11.02.2019, and mobilise the support of the general public for the strike demands.
Press meetings are to be organised at circle and district levels on 12 or 13 February.
To meet all political parties, for mobilising their support for the demands especially, the revival of BSNL.
Demands

Implementation of 3rd Pay Revision with 15% fitment.
Allotment of 4G spectrum to BSNL, as per the proposals submitted by the BSNL Management.
Revision of pension to BSNL retirees w.e.f. 01.01.2017.
Payment of pension contribution by BSNL as per the government rule.
Settlement of the left out issues of the 2nd Pay Revision Committee.
a) Approval for BSNL’s Land Management Policy without any delay.
b) Expeditiously complete the mutation and the process of transferring of all assets to BSNL, as per the Cabinet decision taken on the eve of the formation of BSNL.

Extend financial support to BSNL, to ensure financial viability, as per the decision taken by the Group of Ministers, at the time of formation of BSNL. Issue letter of comfort for BSNL’s proposals for taking bank loans.
Scrap the proposal for outsourcing for the maintenance of BSNL’s mobile towers.

Modi Government utterly failed on settling unemployment problem

One area where the Modi government has utterly failed is tackling the unemployment issue. During the election campaign in 2014, Modi focussed on settling the unemployment problem by creating 2 crore jobs every year. Leave alone two crore, the government has been unable provide at the rate of two lakhs employment every year. Such a low position on employment was never there.

It is certain that Modi and BJP will announce so many election promises this time also. But nobody is going to believe. Many of those who voted him last time is certain to vote against him on employment, farmers’ issues etc. etc.

Pensioners and outsiders as office bearers of workers’ Unions / Associations?

A question has been raised by some comrades/friends that what is the necessity of pensioners/outsiders being elected as office-bearers of workers’ unions and associations in central government establishments, PSUs etc.? Is it not against the interest of the workers? Is it not denying the workers their legitimate right to lead their own organisations? Some other connected questions are also being raised.

The principle that the workers themselves should be the leaders of their organisations is correct and not wrong. Then why, most of the unions/associations are having retirees/outsiders as leaders of the movement.

It has got historical and practical reasons. Take for example the case of central government employees. The first to be organised in India were the Railway as also Posts and Telegraph workers. The pioneers of the P and T trade union movement like Tarapada Mukherjee, Henry Barton, Dada Ghosh, K.G.Bose and others were all either removed / dismissed from service, jailed, punished for their trade union activities. V.G.Dalvi, who organised the Postmen in 1919 was an Advocate, who could not be departmentally punished for his trade union activities. Secondly electing office bearers from outside trade union leaders, including M.P.s, gave the benefit that the employees issues could be directly raised in the Parliament etc.Hence since 1946, and especially after 1954 when NFPTE was formed, NFPTE itself and most of its affiliated unions elected sitting M.P.s as their President and sometimes other office-bearers also. This gave much benefits to the workers in raising their demands with the government and fighting against victimisation after the 1960, 1968 strikes etc. when lakhs of workers were victimised and sent out of service. The marathon discussions in Parliament on the issues of the P and T workers, victimisation etc is a shining example. This was the case with Railway Unions also. In the NFPE and NFTE, this system continued till the 1990s, when the Central government issued new recognition rules under which no retired employee could function as office bearer of the service unions. Due to strict implementation of the rule, on retirement, the office-bearer became a non-office-bearer. The union had to elect a working employee to the post.

In the PSU unions, not only pensioners but outsiders are also allowed to be office-bearers. Outsiders can be elected to the extend of 33% of office-bearers. Pensioners are included in the category of workers and can be elected without any limit. In the private establishments, usually some of the leaders are from central trade unions only so that they are always in the mainstream of workers. They have full trade union rights, unlike government employees.

Retired leaders are elected as office bearers since the workers feel that their past experience in the trade union movement or service unions enable them to lead the movement better. Some are reelected even after retirement for respect for their past service. It is due to this that a small percentage of retired workers continue to lead the organisations.

Ultimately, it is the workers who decide that who are to be the office-bearers of the union. Nobody needs to have any grudge when the conferences democratically elect the retired employee or outsiders as office bearers. However, restricting the number to the minimum is always preferred since that will enable the workers themselves to lead their organisations and decide their own destiny.

A further question is raised by some friends. Whether any worker can be elected as office-bearer of the pensioners’ unions/associations? Personally I am for this idea that young and energetic workers can be elected as office-bearers who can help a lot. In fact, in most of the government departments and PSUs, the pensioner organisations have been formed with the help of the unions of workers. In BSNL, the workers organisation BSNLEU took initiative in forming the pensioners association, AIBDPA.

Resolution adopted in the 9th All India Conference of BSNLEU,
on Pension Revision for BSNL Retirees.

This 9th All India Conference of BSNL Employees Union held at Mysuru from 17th to 20th 2018 welcomes
the assurance given by the Honorable Minister for Communications, Sri Manoj Sinha, on 3.12.2018 in
the meeting held by him with AUAB (All Unions and Associations of BSNL), for delinking pension
revision for the BSNL pensioners from pay revision of serving employees . This Conference demands for
immediate approval for this delinking.
This Conference further demands that the pension revision be done for the BSNL Pensioners from
1.1.2017 as well as those retired after 1.1.2017, on the basis of 15% increase on basic pension plus
119.8% DA , on par with the IDA Pay Revision ordered by DPE on the basis of 3rd PRC
recommendation.
This Conference demands the DoT and Government of India for automatic revision of pension on the
basis the highest fitment benefit granted in IDA pay revision for executives in future also.

PENSION REVISION- MEETING WITH ADDITIONAL SECRETARY, DoT
General Secretary, Com.K.G.Jayaraj met Shri.Anshu Prakash, the new Additional Secretary , Department of Telecommunications on 10-12-2018 and congratulated for assumption of charge and thanked him for taking a very positive and active role in the discussion held by the Hon’ble Minister of Communications with AUAB leaders on 03-12-2018.

General Secretary brought to his notice that now that the DoT has agreed to delink wage revision for pension revision, it should be revised from 01-01-2017 with 15% fitment, recommended by the 3rd PRC, as had been done at earlier occasion with effect from 01-01-2007. A detailed letter in this regard was also handed over to him. The Additional Secretary stated that it will be considered at the appropriate time and a meeting is proposed to be held with the AUAB leaders on next week.

NCCPA Dharna at Nagpur

At the call of NCCPA, on the 10 point charter of demands, the Vidharba Coordination Committee of CG Pensioners Associations, organized the Dharna in front of CGO complex at Nagpur. Comrade B.P. Petkar the General Secretary of the COC presided. Comrade K.Ragavendran the Deputy Secretary General NCCPA inaugurated. Many leaders with their members participated representing Defense, BSNL, Postal Accounts and other CG departments. Confederation, State Government and Public Sector leaders also addressed. Comrades Gurmeet Singh GS JCTUA; A.S.Dagde leader of State Govt employees & pensioners; Nilesh Nasare GS Vidharba Confederation COC; Dhandre GS Postal Audit & Accounts Pensioners Association and many other leaders addressed. Comrade Subash Pande CITU Secretary Amravati greeted and extended solidarity on behalf of central trade unions. Comrade N.D.Wakodiker leader of Zilla Parishad Pensioners too addressed.

AIBDPA Circle Executing Committee Meeting at Bengaluru

Com.V.A.N.Namboodiri, Advisor inaugurated the Karnataka Circle Executive Committee Meeting held at PGM office Auditorium, Bengaluru on 22-11-2018. He explained the main issues of wage revision ,pension revision, 4G spectrum to BSNL, Medical issues and protection of BSNL and the importance of the struggles of AUAB including the proposed indefinite strike from 03-12-2018. He appealed that as before, the pensioners have to join the struggles and make the strike a resounding success. Com.Tatapati, Vice President controlled the proceedings. Com. Muddaiah, Circle Secretary welcomed and presented the report for the interim period since the last CEC which was adopted after discussion. Com.A.Sampath MP inaugurated the 5th biennial circle conference of Kerala at Com.S.Madanan nagar, (Sopanam Auditorium), Kollam on 11th November,2018 with an educative and inspiring speech. The two day conference started with flag hoisting by Com.V.A.N.Namboodiri, Advisor followed with offering floral tributes to the martyrs . Com.R.A.Nair , Circle President presided. The inaugural session was addressed by Chief Guest Shri.D.Manoj, Controller of Communication Accounts, Coms.C.Santhoshkumar, Circle Secretary, BSNLEU, T.Santhoshkumar, Circle Secretary, SNEA, Venkateswaran(CGPA), N.Chandrasekhara Pillai (AIPRPA), N.R.Somasekharan Nair(CCLU) and R.Padmanabhan Nair (BSNL Security Staff Union). Com.V.Rajendra Babu, Mayor and Chairman, Reception Committee welcomed and N.Sasidharan Nair, General Convenor, Reception Committee proposed vote of thanks.

The subject session held in the afternoon on 11-11-2018 was inaugurated by Com.K.G.jayaraj, General Secretary with a detailed speech covering all the issues of the pensioners. Com.N.Guruprasad, Circle Secretary presented the biennial report. Thereafter a very useful seminar was held with Com.P.V.Chandrasekharan , Patron as moderator. The seminar was inaugurated by Com.P.K.Gurudasan, veteran leader and former minister of Kerala. The subject , ” Social security of elders in the neo-liberal period” was presented by Shri.Alexander Jacob, Former DGP of Kerala in an effective and admirable manner. Coms.C.C.Pillai, former Secretary General,NFPE and P.K.Muraleedharan, Convenor,NFPE,Kerala. Com.K.Damodaran, Organising Secretary welcomed and Com.K.Mohanan Pillai, Joint Convenor, Reception Committee thanked.

When the session resumed on 12th morning, Com.K.J.Sanalkumar, Treasurer presented the biennial audited accounts. In the discussion that followed, 32 comrades participated which was replied by both the General Secretary and Circle Secretary.Then the report and accounts were adopted . 479 delegates from all districts participated.

Office bearers were elected unanmously with Com.R.A.Nair (President) Com.N.Guruprasad,(Circle Secretary) and K.J. sanalkumar (Tresurer). A 13 member Circle Womens Committee with Com.Lusy Isac as Convenor was also elected. Resolutions were adopted on important issues.

The Reception Committee with Com.V.Rajendra Babu (Chairman) and N.Sasidharan Nair made excellent arrangements for the successful conduct of the conference.

Organise massive rallies on 14th November 2018 – AUAB

Organise 14th November rallies massively, and as preparatory to the forthcoming strike.
As per the call of the AUAB, massive rallies are to be organised on 14.11.2018, demanding implementation of the assurances given by the Hon’ble Minister of State for Communications, in the meeting held with the AUAB on 24.02.2018, on the issues of 3rd pay revision, pension revision, allotment of 4G spectrum and payment of pension contribution on the actual basic pay. It must be specifically noted that, in the meeting held on 02.11.2018, between the AUAB and the Secretary, Telecom, not much progress was seen in the main demand of 3rd Pay Revision. In this connection, all leaders and comrades are requested to make note that, the AUAB has already informed the Secretary, Telecom, that, strike would be organised if the demands are not settled by 30.11.2018. Hence, all circle and district unions are requested to take every step to ensure the total participation of the Non-Executives and Executives, in the rallies to be held on 14.11.2018. It is also requested to display maximum number of banners, flex boards, etc., to attract the attention of the general public to our demands, most importantly issues related to allotment of 4G spectrum, the pro-private policies of the government, financial revival of BSNL, etc.

Dharna by BSNL Unions and Associations on 30th October 2018

BSNL employees and officers as per the call of the All Unions and Associations of BSNL (AUAB) will sit in dharna on 30th October 2018 in front of Offices / exchanges demanding immediate Wage revision and Pension Revision w.e.f. 01-01-2017, Payment of Pension contribution only on the basis of actual pay, Allotment of 4G Spectrum to BSNL and Implementation of the recommendations of the 2nd PRC in respect of superannuation benefits to BSNL directly recruited employees.

The Communications Minister had assured in February 2018 itself, when the workers went on agitation, that the demands will be favourably considered and the DOT was asked to initiate the formalities. However, nothing happened during these months. Hence the present action programme.

AIBDPA, the mighty organisation of the BSNL and DOT Pensioners have extended its full support and solidarity to the struggle. As usual, large number of pensioners will also participate.
