Today the CMD BSNL and Director HR met the AUAB leaders. The AUAB representatives told the Management that, they are prepared to accept 3rd Pay Revision with 5% fitment, as offered earlier by the DoT. However, they demanded that this commitment should be given in writing by the DoT, so that the AUAB can consider deferment of the strike. Even this demand of the AUAB is not accepted. Further, the DoT has also diluted it’s earlier assurance to give DA neutralisation. The DoT is demanding that the AUAB should call off the strike, in view of the terror attack in Pulwama. The Secretary, Telecom, has put a condition that she would not meet the AUAB leaders, unless they call off the strike. Immediately after the meeting with the BSNL Management, all the General Secretaries of the AUAB met and decided to go ahead with the strike. The AUAB has also decided to exempt J&K circle from the strike, to ensure maintenance of services, in the backdrop of the terror attack. The AUAB requests all the circle and district unions to organise the strike powerfully.

Comrade N.J.Iyer, former President of NFPTE, long time time General Secretary of R.III. union and a respected leader of the central government employees passed away on 13th February 2000. He was a militant leader and was arrested and jailed during National Emergency. He has written detailed history of the P and T Movement.
Com. S.K.Vyas, the legendary leader of the central government employees and pensioners and long time Secretary General of Confederation of Central Govt. employees and Workers as also that of National Co-ordination Committee of Pensioners’ Association (NCCPA) left us on 13th February 2015. In uniting the central government employees, bargaining with the government on the issues of CG employees and leading the struggles – there is no parallel for him.
I was fortunate to work with both of them and get guidance and advice from them. They have been role models of trade union functioning. They were examples of high thinking and very simple living.

It has been decided that the casual contract workers in BSNL will go on 3 days strike from 18th February, 2019, to achieve the genuine demands of casual contract workers. Strike notice is issued to CMD BSNL on 4th February, 2019 with a copy to CLC New Delhi. No retrenchment, allotment of fund release to pay the 3-6 months pending wages to contract workers, Rs. 18,000 wage and Gratuity for all are the main issues of the 9 points charter of demands. It is a great opportunity for us that the AUAB has given a call for strike on the same days to save BSNL and 3rd PRC issue. So let us organise a good campaign programme among the contact and casual staff to involve the workers in the strike. On 12th February, 2019, we will meet CLC on the same issue. CPI(M) general secretary Sitaram Yechury alleged on Friday that Prime Minister Narendra Modi had consistently undermined the Air Force and the Defence Ministry to benefit his “cronies” in the Rafale deal.
Yechury’s comments come after a report in The Hindu newspaper claimed that the Defence Ministry had raised strong objections to “parallel discussions” conducted by the Prime Minister’s Office (PMO) during the negotiations over the Rs 59,000-crore Rafale deal between India and France.
“Modi has consistently undermined the Air Force & Defence Ministry in the Rafale deal for corruption, to benefit his cronies. His actions have hurt the public exchequer & damaged national security. These facts have been hidden from Supreme Court where a review petition is pending,” Yechury tweeted.
“The PM must take responsibility for the loss to the exchequer, violation of procedure to get far fewer fighter jets than what Air Force wanted. All just to help cronies,” the Communist Party of India (Marxist) leader said.
Yechury alleged that the “wires in this scam go straight to the top man”. “For whose benefit was Modi undermining defence ministry & Air Force? Why was IAF’s Deputy Chief forced to write to Modi’s PMO to stop ‘parallel negotiations’ with France?” The Left leader asked.
“We have always said Modi is directly involved in corruption & cronyism in this ? 59,000 crore Rafale scam,” he added.
The Centre has strongly denied any wrongdoing in the fighter jet agreement with France, with Defence Minister Nirmala Sitharaman dismissing the media report on the deal as “flogging a dead horse” and slamming the Opposition for playing into the hands of “vested interests”.(Courtesy: Ganashakti)

The article by Shri N.Ram on Rafale deal with authentic details and evidences in the Hindu has put the Modi Government on sticky grounds. Neither the central government is able to defend properly nor able to put their facts correct.
There is no doubt that more facts exposing the government is going to come. This will be one major issue in the coming general elections.

‘Replying to supplementaries in the Lok Sabha,Communications Minister Manoj Sinha said that the government is also considering equipping MTNL and BSNL to start providing 4G services’. He also stated that the government is seriously looking for a revival plan for state owned MTNL.'(Press report – Telecom – Economic Times).
The people and workers want action, not statements. Allotting 4G Spectrum immediately is a must.

CHQ wishes to caution our comrades about the rumours being spreaded by mischievous elements. Many rumours are being floated by these miscreants, against the AUAB, demands and the strike. The intention of these black-legs is to sabotage the united movement, which is mobilising the employees for the strike. CHQ fervently appeals to our comrades not to help these miscreants, in spreading rumours. Any message which is not sent by the district, circle unions or the CHQ, should not be forwarded to anyone. During the strike discussion with the Hon. Minister of Communications, the AUAB leaders were given assurances on the major demands of the workers. But none of the same has been implemented and undue delay is taking place in taking decisions. This is completely unacceptable to the workers and pensioners.
The AUAB has been compelled to call for strike for 3 days w.e.f 18th to 20th February and the strike notice has been given by the affiliate unions/associations. In addition, the BSNLCCWF, the federation of the casual and contract workers has also given strike notice.
It is demanded that the issues raised by the AUAB and the unions are discussed and settled at the earliest failing which, the govt. will have to face the massive strike and the wrath of the workers.

The Second World Congress of TUI ( Pensioners and Retirees) will be in Bogotá, Columbia on 27-29 February 2019. Comrade K.G.Jayaraj, General Secretary, will be attending the Congress representing AIBDPA. Coms. K.K.N.Kutty (NCCPA) and K.Raghavendran (AIPRPA) are also expected to attend. Though I am a Committee member of TUI’s Technical Committee and invited, I am not able to attend due to health reasons.
It is hoped that the World Congress will seriously discuss about the attacks on the pension and other pensionary benefits world wide and take necessary resolutions and programmes.
