Shame India! 30% of population lives under $ 1.90 a day – World Bank.

India has to cover its face with shame. 30%, almost 1/3 of its population are under poverty line, with only $ 1.90 ( about Rs. 126.00) a day. The number comes to about 36 crores. India has got maximum poor people in the world followed by Nigeria, an African country.

The increase in the poor population is mainly due to the pro-rich, pro-corporate policy of both the UPA and NDA governments. Another reason is the low literacy rate which is due to its lack of interest in education by the government. There are only two states which have full literacy, Kerala and Tripura, which are both ruled by Left Parties.

“The Rich becomes Richer and the Poor becomes Poorer” – This is completely true with regard to India. Is it not time to change this sad situation? The political parties, social reformers,  working class, educationists, trade unions – all have to think and act to change this unacceptable situation.

Black Money Declaration – Only by Small Fish

Finance minister Arun Jaitely has proudly announced that 64,285 persons have declared their black money coming to Rs. 65,250 crore. The government will get Income Tax @ 45% of the amount coming to Rs. 29,362 crore. The name of the declarants will not be disclosed. Well and fine!

But certain questions are there. Instead of confiscating the entire black money, why the government is allowing it to be made white money by taking 45% tax only?

From the number of persons and the amount declared, it comes to an average of Rs. one crore or so for a person. This means that the declaration has come from the small fish only. Those big fish having hundreds or thousands of crores of black money have not declared at all. In that respect, the declaration process is a failure. What action the government is going to take against the big fish?

Whether it is NPA, Black Money, Corruption, Cheating, it is only the small fish which are caught in the net. The big fish, the big corporates, super rich, who have contributed much to the election funds etc. will never be caught. They will continue with their big mansions in In India and outside, numerous foreign cars and yachts, planes and helicopters and five star hotels and black money kept safe in the foreign havens.

What Dr. B.R.Ambedkar stated at the time of adoption of Constitution is relevant even today: Constitution has only provided equal vote for all; but there is no equality provided in income, education, job or any other thing.

Hold National Council Meeting of BSNL without further delay

The VII Membership Verification of Non-executive unions in BSNL was conducted on 10th May 2016 and results announced with BSNLEU as the Main Recognised Union and NFTE as the second recognised union.

It is almost five long months, but the management is yet to notify the formation of the National Council. BSNLEU has already given its nominations. (4 seats are kept vacant for its allies). Despite the nominations, BSNL Management has not formed the Council. This is completely unacceptable. Meetings are to be held once in three months. Already the period for one meeting is over.

Management should form the National Council immediately and start discussion. The employees have got a lot of issues which require urgent attention.

Com.V.A.N.Namboodiri, Presidnt BSNLCCWF met Smt. Sujata Ray, Director (HR) BSNL on 3rd October 2016 and discussed issues of casual and contract workers including payment of bonus, Implementation of gratuity to casual workers, wages for the casual labour on the basis of government decision on VII CPC recommendations etc. Com.Namboodiri met Smt. Madhu Arora, GM (Estt.) also and discussed the same issues. Both of them assured that favourable action is being taken for settling the issues. With regard to the pay of casual labour, the Remuneration Committee is looking in to the matter. The gratuity issue will be put in the next board meeting, the date for which is yet to be fixed. It could not be discussed in the meeting held on 28th September.

Govt. should give spectrum free to BSNL for providing 4G Services

BSNL is a PSU converted from the Department of Telecommunications. It has been assured of all assistance at the time of formation.
But what happened later is that all the assurances and assistance were stopped; BSNL reserve funds were confiscated by government on one plea or another; private companies were favoured in all respects – it is a case of giving priority to the private companies.

This attitude of government should change. We demand that the government should financially assist BSNL by at least by Rs. 10,000 crore from the proceeds of spectrum auction It should also allot spectrum free to BSNL .to enable it to provide 4G services to its customers. As a special case, it should waive the licence fee of BSNL.
The Forum of BSNL Unions / Associations  should raise these demands with the government.

Meeting with CMD BSNL on casual contract Labour issues

Com.V.A.N.Namboodiri President BSNLCCWF met Shri Anupam Shrivastava CMD BSNL  on 3rd October 2016 and discussed the following issues:
1. Bonus to Casual and Contract workers – Com.Namboodiri demanded that on the basis of the government orders both the casual and contract workers are eligible for Bonus in 2014-15. BSNL  has approved bonus for regular employees. Bonus should be paid at the earliest. A letter was also handed over in this respect.
2. It was demanded that wages as per VII CPC govt. decisions ie. Rs.18,000 be paid to the casual Labour.
3. The decision on gratuity to Casual Labour though approved by Management is pending decision by BSNL Board. It may be expedited. Gratuity for contract Labour also be given.
CMD assured that all the above issues will be favourably considered and decisions taken.

Spectrum Auction to get at least Rs.5.6 lakh crore

The auction for spectrum proposed today is expected to get at least Rs. 5.6 lakh crore for the Government. It may be more also.

We demand that the government should allot at least Rs. 10,000 crore to BSNL and a similar amount to MTNL for modernisation and purchase of equipment.  The BSNL and MTNL Managements as also the unions and associations should take up the issue with the government. It is the duty of the government to assist these  two telecom PSUs to pass over the present financial crisis and restore its past glory. Simply issuing statements that Government will assist BSNL / MTNL is not sufficient. Action should follow assurances.

EPFO will be Aadhar Based service

Central Provident Fund Commissioner Shri V.P.Joy has stated that all the 4 crore EPF subscribers will be linked with Aadhar by April 2007. Already 1.5 crore accounts are connected and the proposal is to connect the balance 2.5 crore accounts.

The workers who are the account holders should be educated in the new method of operation without delay. (Courtesy: ET)

BSNL and MTNL to provide Wi-Fi in 100 Tourist centres.

According to the Tourism Secretary Shri Vinod Zutshi, BSNL and MTNL will be engaged for providing Wi-Fi in about 100 tourist spots in India, including many heritage sites. The sites will be selected within six months and the Tourism Ministry will bear the operational expenses for the first three years, he said.

Let it not be like many assurances given by the government at the time of formation of BSNL, which were withdrawn later.  (Courtesy: ET)
