Veteran P and T leader Com.CMN Nambissan Passed away

Com.C.M.N.Nambissan (94), veteran leader of P &T workers, passed away yesterday night at Kozhikode. He was under treatment and was staying at his son’s home.
The funeral will take place in the afternoon at Mavoor Road electrical crematorium.
Com.CMN was in the forefront of organising the line staff workers in South India. He has been Circle Secretary of NFPTE PMG office Madras.
He was a dedicated all India leader and had to sacrifice a lot.
I convey my heartfelt condolences to the bereaved family.
His son Shri PMT Nambissan Phone No.9495556630.

First Pay Commission

When was the first Central Pay Commission  formed and who were the members?

The First Pay Commission for the Central Government employees was formed on 10-5-1946, when the British were the rulers of India. The following were the members of the CPC:

Chairman : Justice Justice Srinivasa Varadachariar, Justice of the Federal Court.

Members : 1. Mr. Hussain Imam, Member Council of State 2. Mr.N.V.Gadgil, B.A.LLB, MLA, 3. Mr. Frank Anthony, MLA 4. Lt. Col. Dr. J.C.Bhatacharjee, MLA  5. Mr. N.M.Joshi  6. Mr. C.V.Srinivasa Rao.

The Commission submitted its report on 30th April 1947.

Visit the Past (23) – Which are the early trade unions in India?

Very clear and detailed information are not available about the  formation of the first trade union in India. But there are some indications in the old records, papers etc. Accordingly the following information is given:

  1. The Bombay Mill Hands Association formed in 1890.
  2. The Amalgamated Society of Railway Servants of India and Burmah formed in 1897.

This information was published in an article in Times of India (1958).

Indian Telegraph Association was formed in 1908 by Henry Barton, Postal Clubs which got converted in to All India Post and RMS Union(including Burmah) was formed by Babu Tarapada Mukherjee at the same time and All India Postmen and Lower Grade Staff Union was formed in 1919 by V.G.Dalvi. Merging all these and other existing unions National Federation of P and T Employees was formed on 24th November 1954.

P and T Unions have been some of the first Unions formed in India. The first central trade union, AITUC was formed in 1920.

Organise mighty demonstrations against Trinamool attacks on BSNLEU office.

BSNL Employees Union CHQ has called upon its Branches/SSAs to organise powerful protest demonstrations on 24th August 2016 against the cowardly attack on BSNLEU W.Bengal Office by the Trinamool goons a few days back. The union office, which is inside the CTO Building, Calcutta  has been ransacked and the workers there attacked. The BSNL Management has to immediately file FIR against these goons as also bring this to the notice of the Central government since a crucial office under security has been gate-crashed and union office ransacked.

Organise the demonstrations with massive participation and explain to the workers the attacks on the trade unions in W.Bengal by the Trinamool goons. It is also clear that the police is not taking action probably on the directions of the government.

We will not tolerate attack on our union and union workers! The government and the BSNL Management should take immediate action against the culprints and esnure the security f the workers.

Vedanta Group wants purchase of balance shares of BALCO and Hindustan Zinc.

During Bajpayee government BALCO and Hindustan Zinc Limited was handed over to Vedanta  Group through strategic sale. 51% in BALCO and more shares  in HZL was sold at that time. Vedanta Group now wants all the shares to be purchased so that it will get control of all the assets of the company without any government control. The UPA government did not take any decision in the matter earlier. Such handing over will be against the interest of the nation and the workers. It should not be allowed.

Move to disinvest Air India

The central government is moving for disinvestment of Air India, if the reports in the papers are any indication. On the plea of reducing the loss of the company, the Air India wants to sell shares to the extend of Rs.10,000 crores. This is nothing short of gradually increasing the disinvestment of Air India with the programme of privatisation in future.

Visit the Past (22) – How the NFPTE unions functioned?

The functioning of National Federation was systematic and a model for any trade union to emulate. Certain factors impressed me very much. Some of them I will share with our comrades:

  1. NFPTE since its inception was holding its Federal Council (All India Conference) every year. The Federal Council is constituted by the Secretary General and office-bearers of the Federation, the General Secretaries of the affiliated nine unions, and the Federal Councillors elected from the All India Unions on the basis of its membership. There will be serious discussion and decisions are mostly taken unanimously, but some times by voting also.
  2. The All India Conferences of the affiliated unions also were held annually.
  3. The reporting of the Federal Council and All India Conferences were in detail and educative. The discussions were item wise. The entire proceedings are published in detail, with the name of the person participating, the points raised by him/her, and the decision taken in the matter after conclusion of the debate. On each and every issue there used to be discussion. This was not new to NFPTE. In the UPTW, earlier organisation, it was the same way. Photoes of important leaders participating in the debate are also published. Going through the report, it is almost felt, that you are participating in the Conference.
  4. In most of the FCs /AICs, many nominations for office-bearers are proposed and sometimes contest takes place. Who all contested, who proposed and seconded them, how many votes they received etc. are all noted in detail. The Presidents of the Federation and Unions were mostly Members of Parliament or well known TU leaders. Coms. S.M.Banerjee, Homi Daji, V.G.Dalvi and many other public figures held these posts. This gradually changed due to directions from the government.
  5. Almost all unions at the initial stage were functioning in the same office viz. 9, Pusa Road, New Delhi. Therefore it was convenient to hold the Federal Executive whenever necessary.
  6. Th journals of the Federation and affiliated unions were published regularly. The discussion in Parliament about CG Employees and P and T, Budget discussions, questions related to P and T, all were fully published with the name of the M.P.s participating in the discussion. It was really interesting that not only the Communist M.P.s, but many others even including MPs of ruling parties were supporting the demands. M.P.s like Coms. A.K.Gopalan, S.M.Banerjee and many others spoke in the Parliament with full and intimate knowledge of the issues and cornered the government.  The minutes of the meetings with the Minister, DG P and T etc. were fully published with the name of the participants.
  7. The receipts and payments of every month, with the quota received from all the branches were published every month.
  8. Good articles on the current affairs will be there. Reports from the international TUs also included. It was surprising that NFPTE had got close connection with so many foreign unions.
  9. In some of the journals ‘Readers Forum’ was included where the workers can raise questions and opinions.
  10. Regularly cartoons were published on the issues of the employees or otherwise. The letters to the Department and replies were published. The Department used to reply  almost all the letters.
  11. In short, once you read the journal, you can have a general understanding of the functioning of the union.
  12. It was a model of TU functioning and that is why the P and T trade union movement further strengthened.

Meeting with CGM UP(East) on Contract worker issues

V.A.N.Namboodiri, President, BSNLCCWF, K.R.Yadav, Vice-President BSNLEU, R.K.Mishra, Circle Prsident, BSNLCCWF and Circle Secretary BSNLCCWF, Jeetlal Maurya, Circle Secretary BSNLCCWF and Haridwar Yadav, BSNLCCWF met CGM UP(East) Shri T.N. Shukla on 19th August 2016 and discussed about the issues of the casual and contract workers. The union representatives pointed out that the CMD orders on Minimum wage, EPF, ESI etc are not being implemented in UP(East) Circle. Only about Rs. 1,500 / 2000 is paid which is only about one-fourth of the minimum wage. The direction of the CMD that the payment is to be made through cheque or to be put in accounts is being violated. EPF and ESI are not implemented. The Union representatives demanded that all these issues should be settled by implementation of the orders of the government and CMD BSNL. The CGM agreed to ensure that orders are got implemented.

2 Sept. Strike Convention at Lucknow

A well attended Strike Convention was held at Lucknow on 20 August 2016 under the auspices of United Forum of BSNL Unions.

Coms. D.N.Tripathi, Circle President BSNLEU and Ajoy Kumar Singh of BSNLMS consisted of the presidium. The convention Hall was full with participants from all over the state. Com.R.K.Mishra, Circle Secretary BSNLEU and Convenor; UF welcomed. All the leaders in the Dias were garlanded and honoured.

Com. Prem Nath Rai, General Secretary CITU UP inaugurated the Convention. He explained in detail the demands raised in the strike. Coms.Balbir Singh President BSNLEU, V.A.N.Namboodiri Patron, R.S.Yadav Vice President, Jeet Lal Maurya, Circle Secy. BSNLCCWF, G.R.Verma, AIBDPA/NCCPA, Balram Singh and other leaders addressed.

The convention adopted a resolution unanimously calling upon the workers to fully participating in the strike. It also condemned the attack on and ransacking of BSNLEU W.B.Circle office by Trinamool goons.

Attack of BSNLEU Office at CTO Kolkatta

We express our strong protest against the cowardly attack of Trinamool goons ransacking the office of BSNLEU at CTO Kolkata. The W.Bengal circle Secretary Com.Animesh Mitra has given call for organising strong protest demonstrations throughout the state.
BSNL Management has got to take action against the attack in its premises.
