‘Hindustan Teleprinters – A Pride of the Nation’
This was the caption given to an article in the Tele-Traffic review, official organ of the T.III union in its April 1962 issue. It was fully correct. The Hindustan Teleprinters Limited, a Public Sector Unit of the Central Government, was started on 14th December 1960 at Guindy, about 16 miles away from Madras Central Railway Station. It was intended to manufacture Teleprinters, but at the initial stage it assembled the parts of teleprinters imported from the Italian Company Olivetti. Teleprinters were intended to be manufactured at a later stage. At the starting of the PSU, most of the officers and many of the employees were taken from the P&T Department only. The target was for manufacture of 1000 machines in a year. This was the period when the telegraphs were growing steadily as a mass communication system. Another PSU, Hindustan Machine Tools Limited (HMT), manufactured many of the machines required for the Hindustan Teleprinters.
Hindustan Teleprinters Ltd. continued as an active supplier to P&T Department. However, after the neo-liberal policy started during the 1990s and the growth of the telephones and introduction of mobile services, the importance of telegraphs declined and the PSU became loss making. It continued for some more years, but was the situation could not be improved. However, the contribution of the Hindustan Teleprinters in the growth of communications system in India will ever be remembered.

“No Marriage” and “Peep Holes”

Discrimination against women was much more earlier than at present. It took many forms. A few incidents can be cited to understand how women were ill-treated and abused in the earlier days:

1. In P&T Department during British Rule, the Telephone Operators were not allowed to marry. There was a ‘No Marriage’ condition you have to agree to get the job and keep it. In some cases, one increment was given in lieu of marriage.It continued for some time even after India got independence. The women workers under the leadership of the then unions fought against it. After the adoption of the Constitution of India, this ugly condition became untenable. Gradually the condition was removed.

2. But the same condition continued in the Airlines for the Air Hostesses. It was only about two three decades back that after a court verdict, that this system was discontinued. However, the Airlines tried to ground them after certain years of service. Now that is also stopped.

3. The pharmaceutical and other private concerns in Bombay earlier had a clause in their employment contract that women employees should not marry. It was called the ‘no marriage clause’. The women workers went on struggle against this inhuman condition and these private managements were compelled to remove the same.

4.In USA, there was a provision for “Peep Holes” in wash rooms and offices in the Post Offices, through which the inspectors spied upon the postal employees. This was most degrading to the staff. A long drawn struggle and campaign was organised by the National Association of Letter Carriers in the 1950s, after which the authorities were compelled to discontinue the “peep holes” in Post Offices.

Times have changed much. But still the discrimination against women and girls continue in many ways. It is the responsibility of each and every one to fight against this discrimination and for equal justice for men and women.The working class should be in the front of this great struggle.

Strike on 29th July 2016 by Bank Employees against merger, privatisation

The United Forum of Bank Unions (UFBU), which consists of 9 bank unions, has called for one day strike on 29th July 2016 against the privatisation of IDBI Bank and the merger of affiliated banks with SBI. The merger and privatisation will result in retrenchment of a large number of casual workers, closure of many branches and inconvenience to he staff.

We extend support and solidarity to the strike and the bank workers.

Private Telecom companies questioned by PAC on under- statement of AGR

The six major telecom companies viz. Airtel, Tata Teleservices, Reliance Communications, Idea Cellular, Vodafone and Aircel were questioned by the Public Accounts Committee about the understatement of Adjusted Gross Revenues (AGR) of Rs. 46,405.75 crore so as to cheat the government in paying the revenue share. The companies did not have any genuine explanation.Government has lost more than 12,000 crore revenue share from this cheating.

Why the Telecom Department and the government did no take any action in this respect, despite the cheating during 2006-07 to 2009-10 is a matter of concern.

AIBDPA meets Communications Minister

Com.V.A.N.Namboodiri, Advisor, AIBDPA met the new Communications Minister Shri Manoj Sinha and congratulated him and paid respects. He mentioned about the role of the unions in the improvement of BSNL services and gave some suggestions also in the matter. He thanked for the settlement of 78.2% IDA pension fixation by the government. He further requested that the pension revision issue of the BSNL retirees with out going to the Cabinet needs to be settled early.

Com. Namboodiri met the Minister along with NFPE leaders Com. Giriraj Singh, President and Com. R.N.Parashar Secretary General, who were also there to meet the Minister. They congratulated the Minister and focused the issues of the Postal Services and how it can be made profitable. Certain operational requirement were also mentioned by them.

The Communications Minister patiently heard all and assured that he will study all issues and will do the needful.

Com. V.A.N.Namboodiri, Advisor, AIBDPA today, 14th July 2016, met Shri J.S.Deepak, Secretary, DOT and thanked him for the settlement of the 78.2% IDA fixation as also getting withdrawn the condition of 60: 40 in payment of pension. He also spoke about the need to ensure pension revision for the BSNL retirees, whenever there is wage revision for BSNL employees, with out the need to approach the cabinet. He agreed to look in to the matter.

Com. Namboodiri also met Smt. Annie Moraes, Member (Finance), DOT and thanked her for the effort in settling the above issue. He asked the Member (Finance) to ensure that the order on 78.2% is issued without further delay. She said that the file is with her and the orders will be issued at the earliest.

Com.Namboodiri, Advisor, AIBDPA met Shri N.K.Yadav, Member (Services), and thanked him also. The issue of Pension revision of BSNL retirees was discussed in detail. He assured that the matte will be seriously attended to. He stated that the pension revision issues of both MTNL and BSNL are pending.

AIBDPA is trying to gt the 78.2% IDA pension fixation orders at the earliest.

India Post Philately Company?

The Government is on the move to bifurcate the philately business from India Post by forming a separate company for doing business in philately. Government has indicated that it will be a 100% government owned limited company.

It is clear that this move by the government is to privatise India Post part by part. First, the profitable portion of the business should be bifurcated and then privatised for the benefit of the corporates and big business. The revenue from this segment has been increasing every year and in 2015-16 it has been Rs. 39.88 crore increased from the Rs. 32.85 crore of 2014-15.

Forum leaders meet Shri Manoj Sinha, Minister of State for Communications.

The members of the Core Committee of the Forum, viz., com. P. Abhimanyu, Convenor, com. Prahlad Rai, GS, AIBSNLEA and com. K. Sebastin, GS, SNEA, called on Shri Manoj Sinha, Hon’ble Minister of State for Communications. The representatives welcomed the MoS(C) by offering bouquet and shawl. They made a brief presentation to the Hon’ble MoS(C) on the efforts being taken by the Forum of BSNL Unions and Associations for the revival of BSNL. They explained about the “Service With A Smile” programme of the Forum, currently being implemented by the Non-Executives and Executives of BSNL. Further, the representatives sought the intervention of the Hon’ble MoS(C) to ensure the next pension revision for the BSNL retirees. They also requested that pension contribution by BSNL should be calculated based on actual basic pay and not on the maximum of the payscale. The Hon’ble MoS(C) told the Forum representatives to give these issues in writing, and assured that they would be taken care of.(Courtesy: BSNLEU Website)

78.2% IDA Pension fixation

Com.V.A.N.Namboodiri, Advisor, AIBDPA met the  concerned officers in DOT with regard to the issue of orders on 78.2% IDA Pension fixation. Since there is a transfer of the incumbent in the post of Dir (Estt), the order is yet to be issued. It is expected that the same will be issued today or tomorrow.
