BRPSE going to be dissolved? Government wants quick act?

A news report states that the government is considering a proposal to dissolve the Board for Reconstruction of Public Sector Enterprises (BRPSE), according to Heavy Industries Minister Anant Geete.

“We are in discussions to create a new entity for sick PSUs,” he said on the sidelines of a Confederation of Indian Industry (CII) function. According to a government official, a cabinet proposal to shut down the BRPSE is being prepared.
The move is significant. It seems that the government does not want the systematic approach of declaring a PSU sick as at present. It wants for quick disposal of the PSUs and hence the new entity. The private lobby is putting pressure on the government to finish the PSUs and the Modi Government is on the job.

The government can easily make a profitable PSU into loss making as in the case of BSNL, then declare it sick and consequent privatisation or closure. The BRPSE may be being dissolved to quicken the process. Let us wait for the details

Meeting of Forum held on 07-04-2015

A meeting of the Forum of BSNL Unions/Associations of Non-Executives and Executives was held on 07-04-2015 presided by Com.R.N.Pandey, General Secretary, BTEU BSNL. Comrades H.P.Singh (BSNLOA), A.Raj Mouli, Shiv Kumar (NFTE), S.S.Tomar, Virendra Singh (BSNLMS), Swapan Chakraborty (BSNLEU), Revti Prasad (BSNL ATM), Sunil Gautam(SNATTA), Prahlad Rai(AIBSNLEA) and V.K.Sharma(AIBSNLOA) attended.

Com.V.A.N.Namboodiri, Convener, Forum, presented the report on the developments after the last meeting and the agenda to be discussed. The Circular on Strike has been prepared and will be circulated after obtaining the signature of the General Secretaries.  Holding of a Press conference may be considered for wide publicity before the Strike. The Chief Labour Commissioner has fixed conciliation meeting on 09-04-2015 both for the Forum and the BSNL Casual and Contract Workers Federation, who also has called for strike on the same days. The discussion with the DOT on 78.2% IDA fixation for BSNL pensioners was also reported.

The following decisions were taken after detailed discussion:

  1. The preparations for the two days strike on 21-22 April 2015 should continue effectively to make it a complete success. The Circle Conventions, wherever it has not been held so far, should be completed. SSA level conventions also to be held.
  2. The Memorandum signed by the people on Revival of BSNL so far received by the Forum to be  sent to the Prime Minister early.
  3. A letter to be written to the VII CPC on the Pension Revision of BSNL Retirees in addition to the submission /memorandum already presented  by the Pensioners Association.
  4. The affiliated unions/associations of the Forum should participate in the CLC Conciliation meeting on 09-04-2015 at 03.00 PM at CLC Office.
  5. The next meeting will be held at 03.00 PM on 20th April 2015.

Today, 7th April, is the World Health Day declared by the World Health Organisation(WHO). It is the foundation day of the WHO, which was formed in 1948, as part of the United Nations Organisation (UNO). This year the theme of the World Health Day is ” From Farm to Plate, Make Food Safe”.

“New data on the harm caused by foodborne illnesses underscore the global threats posed by unsafe foods, and the need for coordinated, cross-border action across the entire food supply chain. Com.V.A.N.Namboodiri, Advisor, AIBDPA today, 6th April 2015, met Shri S.S.Sirohi, Member(Technology) who is in charge of the Member (Services) also and discussed about the preparation of the Cabinet note on 78.2% IDA fixation. He patiently heard the issue and told that the new incumbent for Member (services) will join tomorrow and the issue will be brought to his notice. Com.Namboodiri met Ms. Annie Moraes, Member (Finance) and discussed the same issue. She assured that the cabinet Note will be finalised without further delay.

Meeting with the CMD BSNL

Com. V.A.N.Namboodiri, President Casual and Contract Workers Federation met Shri Anupam Shrivastava, and discussed about the issues of the casual and contract workers. He gave a letter on the revised rates of the contract workers by CLC and wanted that the same be forwarded to the field officers. He also brought to the notice of the CMD the unjustified retrenchment of the entire 287 workers in Hazaribagh,37 workers of Jamshedpur and 58 workers of Dhanbad and requested for their reinstatement. The brutal victimisation in Jamshedpur was also brought to the notice of the CMD with examples and demanded for the vacation of the same.

The CMD assured favourable consideration and necessary action.

25th Death Anniversary of Com. B.T.Ranadive

BtRanadiveCom.B.T.Ranadive, militant leader of the working class passed away 25 years back on this day, 06th April 1990. He was PB Member of CPI(M) till his death and was the General Secretary of the undivided CPI during 1948- 50. He was also the founder President of CITU.

Though it is 25 years since his death, his contribution to the working class and the progressive forces through out India is well remembered even now. He had attended many of the Conferences of the P&T Unions and I had been fortunate enough to meet and discuss with him the union issues several times. His article have been published in big three volumes by the CITU.

On the occasion of his death anniversary, my Red Salute to Com. BTR!

ESI is being made optional to favour private health Insurance lobby.

The government has called for a meeting of the Employees State Insurance Corporation,the main agenda being to make changes in the rules so that ESI is made optional,instead of compulsory as at present. Now each worker has to deposit 1.75% of salary to the ESIC while the employer will have to deposit 4.75% of the salary. Thus the 6.5% of the gross salary will be in the ESIC and the employee will get all benefit of the scheme including access to its more than 150 hospitals and 1,380 dispensaries.

The private health insurance companies have been putting much pressure of the government to get these funds diverted to them. The Government seems to be succumbing to their pressure and thinking of changing the rules making ESI optional.  This will, in fact, be taking away the existing social security benefits to the workers, exempting the employers from their responsibility and also favouring the private health insurance companies to mop up funds.

This proposed change is part of the neo-liberal policy of the government and has to be strongly opposed.

Dept. of Posts lose Rs. 7 in a Post Card and Rs. 5 in an Inland Cover!

The government has been stating that Department of Posts is in loss. True. But how can it be in profit, when the government is charging the services far below the cost?

A Postal Card by the time it is delivered is costing Rs. 7.53 while it is charged only Rs. 0.50 incurring a loss of more than Rs.7.00  In the same way an Inland Cover costing Rs. 7.48 is sold for Rs. 2.50 causing a loss of about Rs. 5.00.

The Department has to implement the decisions of the government providing services below cost and later the government itself states that the DoP is in loss.

It is almost the same thing with BSNL also. And BSNL is charged with loss. Sufficient support should be given by the government in such cases.
