Forum Press Release

FORUM OF BSNL UNIONS / ASSOCIATIONS

D-7, Telegraph Place, Gole Market, New Delhi – 110 001.

Press Release                                                                                                06th January, 2015

Massive three days dharna by BSNL employees

Thousands of BSNL employees sat on dharna to day, 6th January, in front of the offices/exchanges of BSNL demanding immediate action to provide mobile equipments, broadband modem, cables etc. as also installation of BTS/Towers to enable the employees to provide a better service to the customers. The call for organising three day dharna from 6th to 8th January was given by the Forum of BSNL Unions and Associations which is the umbrella organisation of the unions and associations in BSNL.

This is part of the agitational programmes planned by the Forum for improvement of services as also to pressurize the management and the government to take necessary steps to revive BSNL. The entire cash balance of BSNL of more than Rs.40,000 crore has been taken over by the government in the name of a notional loan, high charges for spectrum compared to the charges taken from private companies, dividend etc. leaving BSNL without any funds for purchase of equipments. Even after surrendering the spectrum two years back, the refund of more than Rs. 6,000 crore to BSNL is yet to be paid. An amount  Rs. 1,250 crore allotted from USO Fund for 2012-13 for the loss incurred by BSNL for providing connections in rural area, according to the policy of the government to provide universal connectivity, is yet to be paid. The government which continues to assure that it will not allow BSNL to die, is in fact planning everything to destroy its own company, in order to favour the private companies, who have donated large funds to the election of the ruling and the main opposition party. It is also reported  that some of the ministers in the UPA and NDA governments  have been the advocates of the private telecom companies, before joining the Cabinet and have received hefty sums from them.

BSNL is not having a regular CMD for almost an year. Two important posts of Directors are also vacant. The Forum demands that these posts be filled up immediately so that there will some governance at least. Fresh recruitment is necessary since more than 1,30,000 employees have retired without any substitute. The BSNL Management with ITS officers, who are on permanent deputation from government, at its helm, has no commitment or interest to take the company to better heights. Their commitment to the BSNL can be measured by the fact that a few hundreds of them have joined the rival private telecom companies immediately after their retirement from service, without even waiting for the cooling period to end. Though decision was taken to recruit Management Trainees, the process is yet to be completed.

It is in this context that the Forum of BSNL unions/associations has decided to organise action programmes, including 3 days dharna from 6th to 8th January 2015, a Parliament March on 25th February, Memorandum to Prime Minister and Indefinite Strike from 17th March 2015, if the demands are not settled. Despite notice issued to Secretary, DOT and CMD BSNL, with copy to the Communications Minister, none of them have even called the unions/associations for a discussion in the matter. It is under these circumstances that the Forum has been compelled to continue with its action programmes.

The dharna with massive participation have been organised in all the SSAs and CGM Offices, with a total participation of more than 20,000 workers. In New Delhi, the dharna was organised in front of the BSNL Corporate office, with the participation of more than 300 employees. It was inaugurated by V.A.N.Namboodiri, Convener of the Forum and was addressed by P.Abhimanyu (BSNLEU), Islam Ahmed (NFTE), K.Sebastin (SNEA), Prahlad Rai (AIBSNLEA), Jayaprakash (FNTO) and other leaders. The dharna will continue for two more days.

Support and solidarity to Coal Workers Strike.

Coal workers strike

Five lakh coal workers are going on strike for 5 days from tomorrow, 6th January 2015, against the government decision to de-nationalisation of Coal sector and grant of coal block allotment to the private sector. The Coal sector unions have boycotted the talks called by the government, since the latter is going with the privatisation programme. An Ordinance which  inter alia moves for privatisation/disinvestment is already issued. This big rofit making sector is going to be gifted to the corporates. It can not be allowed.

This is not a fight of the coal workers and their unions alone. It is a fight of the entire working class in the country against the neo-liberalisation, which brings more and more misery to the workers and common people.

The Central Trade Unions have called upon all the unions/associations to extend support and solidarity to the striking workers by holding demonstrations and sending FAX messages to the Prime Minister and Coal Minister demanding immediate withdrawal of the Ordinance and supporting the Coal Workers Strike.

The BSNL workers fully support the coal workers struggle and extend solidarity and support!

SAVE BSNL – IMPROVE SERVICES

Save BSNL - Save Nation

The BSNL executives and non-executives, numbering about 2,50,000 are in a big campaign to SAVE BSNL. The Forum of BSNL Unions/Associations, the umbrella organisation of the unions and associations in BSNL has approached the Government and the BSNL management to take necessary steps, including procurement of necessary equipment, expansion of BTS and other networks for the speedy expansion. It has also demanded the government to implement its assurances on financial viability to BSNL, which was assured at the time of the formation of BSNL. The TRAI has to change its antagonistic  attitude to BSNL. This is one part of the struggle.

At the same time, it is incumbent on the workers to make all out efforts to repair the faults in time, attend to the customers in a helpful and cordial manner, attend to their works in a systematic and efficient manner and dispose of the files without any delay. Due to continuous struggles by the unions/associations, the workers are comparatively better than earlier, including wages and pension. It is only because the BSNL was profitable that the workers got the benefits. If the BSNL goes down, one after another the benefits also will disappear. We have to ensure that BSNL is made profitable.

It is possible that more efficiency can be brought in our work, if we are determined.  Can we just check up our daily work routine and try to improve it.

1. Are you attending to duty at the scheduled hours? If not, can’t you ensure it?

2. Have you cleared all the faults/files/work that have been  entrusted to you today? If not, what is the reason for the delay? When it can be rectified/completed?

3. Have you been able to attend to all the customers approached at the Customer Service Centre? Have you been able to comply with their request / requirement ? If not, what is the reason? Whether these have been brought to your superior for settlement?

4. Whether the subscribers who approached the CSC have been satisfied with your dealing of their requirements?

5. Whether the BTS/Towers in your area is working properly? Is there problem about the range and connectivity? Whether it is being monitored daily?

6. Whether the required equipment are available? If not whether it has been brought to the notice of the Management? What is their reply?

7. What is the income from the services in your SSA in a month? have you got any suggestions to improve the same? Whether you have discussed the same with co-workers and management?

At the end of the day, just make a self assessment of how much work has been done and how much is pending and how it can be completed.

I have no doubt that if all of us workers take 25% extra workload and interest, there will be improvement of the services and also increased revenues.

Let us remember that BSNL and its workers are in danger. Unless we go the extra mile, we will never reach the destination.

We have to SAVE BSNL and we are capable of doing that. Only, that dedication and determination is required. Nothing is impossible. We have made many impossible things in to possible though maximum efforts. Can’t we make BSNL healthy and viable?

YES WE CAN MAKE BSNL PROFITABLE AND PROVIDE BETTER SERVICE.

SAVE BSNL – SAVE NATION!

More PSUs on the Privatisation Route

privatisation

The huge election funds provided by the corporates and big business for BJP is being repaid by the NDA government many fold to the donors. The PSUs, the assets of the country are being handed over to them one after another.

The method is simple. Make the PSUs in to  loss making by any method, just like purchasing more air crafts than required (Air India) or not purchasing equipment for development and expansion (BSNL). There are many other methods. After the profitable company becomes loss making,  it can be handed over the private sharks to make profit for themselves.

Govt. proposes Private Rail Links to Coal Blocks –

Rail Privatisation

The government is moving for privatising the rail links connecting the main railway lines with the coal blocks. With the new allocation of coal blocks and more mining, the rail links are going to be much profitable. When the rails are profitable, why it should be with Railways? It should be only with the private companies, as per government.

So, the existing rail links along with the new links, which they can construct will give a big profit. And of course, the profit should go to the corporates and hence they will be privatised.

Strike by Bank Employees, UFBU

The Chief Labour Commissioner has called for a meeting of the Banks Management  and the Bank Unions in view of the strike call given by the latter. The United Forum of Bank Unions(UFBU), the umbrella organisations of the Bank Unions, has given notice for one day strike on 7th January, 4 days strike from 21 January and for Indefinite Strike from 16 March 2015 demanding immediate wage revision. The talks had failed earlier since the Bank management refused the demand of 23 % pay increase which the unions demanded. They were prepared only for 11% increase.

We fully support the demand of the UFBU and demand the Bank managements to discuss and agree to the reasonable demand. We give all support and solidarity to the strike of the Bank Employees.
