Com.V.A.N.Namboodiri, Convener, Forum of BSNL Unions/Associations met Sri A.N.Rai, CMD BSNL today, 22nd September, and discussed the following:
1. Though the Forum has given letter for deduction of one day salary towards J and K Relief Fund, so far no order has been issued by the BSNL C.O. Any delay will result in not deducting the amount from the salary of September. Since the relief is urgently required for the people of J and K, Com.Namboodiri asked the management to issue the orders immediately. CMD BSNL agreed and gave oral instructions for the same then and there.
2. The Minister Communications had issued statement that the Rs. 7,000 of Income Tax paid by the BSNL will be refunded and that Rs. 6794 crore will also be refunded towards the spectrum surrendered by BSNL. The Forum wanted that BSNL should take initiative to get these amounts early. The forum also demanded that the Rs.1250 crores allotted by the USOF for BSNL also should be got at the earliest.
CMD BSNL appreciated the efforts being made by the Forum and also said that BSNL Management is making all efforts for getting the refunds from Government. But he also pointed out that since there is dearth of funds for the government, it may adjust the refund towards the licence fee to be paid by the BSNL to the government.
The Forum is of the strong opinion that there should be no adjustment, but the refund should be made in cash so that BSNL can utilise the same for development and expansion.

Comrade Namboodriji, it is good to hear that there will be money back in BSNL, But does the amount given back by Government in true spirit be utilized for expansion and development of BSNL. BSNL has got telecom factories which are sitting idle and no business at all. We can utilize and take help from our technocrats and experts and get handsets manufactured in telecom factories which are of course Smartphones with Bundled 3G SIM. Now we are going to some of the companies namely Penta etc who are giving defective handsets and spoiling the brand image of the company. Micromax and other companies are also offering bundling but outdated handsets which are not sold in the market. BSNL under its brand image if manufactures good and reliable smartphones which will sell like hot cakes just like MI3 (Chinese Brand) and Moto Series in online sales. Though BSNL is out sourcing but does not have a good business tactics which will ruin the brand image of the company. There are so many proposals which will bring in company makeover but the ITS and our own absorbed officers dont implement it. I had joined the department in the year 1995 (erstwhile DOT) and am worried about my future and work in Marketing unit of Karnataka Circle office and am also ADS of BSNLEU in Circle Office District. We could have got some nearly 1500 Broadband and Landline connections (Tenants are fed up with Airtel which is providing service at present ) which was approached to me by some of our employees residing in Peenya which I took with GM
BGTD but still six months passed no connections is provided. No doubt GM 
took special interest and deputed so many persons to get the deal but I couldn’t understand what went wrong. Now the situation is alarming with all the cable operators and company named ACT giving higher BB Speed at cheap rates Bangalore telecom is seeing aggressive competition which our company will not be able to stand. Request you to kindly see that the money given by Government is utilised in only development and expansion of our company rather than spending luxuriously in useless things.
Dear Comrade, All these and other suggestions we have made to the management. In fact, it is on our strong protest and agitation that the telecom factories are still continuing. The Towers ordered by the SSAs are piled up at TFs, since the GMs who ordered the towers have purchased them from private companies. no action is taken against them. BSNL management refused to make telephones at TFs stating that it will be costlier.However, we are putting pressure on the management and the government to take necessary action for the revival of BSNL and for better service. Comrades like you can do a lot of things for the improvement.
