WFTU Bangladesh Committee Meets.

A meeting of the Bangladesh Committee of the WFTU was held in the capital’s Purana Paltan on Thursday.
Member of the Presidential Council of the WFTU and convener of Bangladesh Committee Dr Wazedul Islam Khan moderated the meeting.
Two deputy General Secretaries of the WFTU H. Mahadevan and Swadesh Dev Roy spoke at the meeting.
The leaders of World Trade Union Federation said that there is no alternative to democratic labour law, trade union rights, fair wages and labour security.
They alleged that the developed countries are earning a huge amount of money by exploiting the labourers of the underdeveloped and developing countries.
Because of their exploitation, some employment opportunities have been created, but in fact it is destroying the poor countries economically.
Among others, President of Bangladesh Trade Union Centre Shohidullah Chowdhury, President of Jatiya Sramik Jote Mesbah Uddin Ahmed and General Secretary of Samajtantrik Sramik Front Rashekujjaman Rokon were present at the programme. (WFTU)

BSNL -MTNL Merger. Forum requests for a meeting with the Communications Minister

The Forum of BSNL Unions/Associations of Non-Executives and Executives has addressed a letter to Shri Ravi Shankar Prasad, Communications Minister seeking a meeting with the minister to present our views on the proposal of the Ministry to merge BSNL and MTNL.
The Forum has taken a stand even earlier that the merger of BSNL and MTNL is to be considered only after the issues including the HR are settled in discussion with the Unions/Associations.

Communications Ministry prepares draft on BSNL-MTNL Merger

A report published on the merger of BSNL and MTNL is reproduced below.This deserves serious attention of the Forum of BSNL Unions and Associations and its affiliates:

“The communications ministry has prepared the draft for a note seeking the merger of ailing public sector telecom companies — Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL), sources in the department of telecommunications said. The draft has been sent to communications minister Ravi Shankar Prasad for his approval.

The draft was prepared in the light of weak finances in the two fallen monopolies, sources added. Unaudited financial results for the financial year 2013-2014 indicate that BSNL and MTNL are estimated to report a net loss of ` 7,084 crore and ` 1,908 crore, respectively.

Different groups have already been formed to study various aspects such as human resources, technological systems, financial and corporate integration between both firms. “A steering committee has also been constituted for the coordination of these groups,” a DoT source said.

The draft also mentions the operational level synergy between MTNL and BSNL. It suggests the creation of a separate company for the telecommunications infrastructure and has strongly suggested monetisation of the land assets possessed by both the public sector telecom companies.

“We have proposed hiving of mobile tower assets of BSNL into a separate company…a 100% subsidiary with outsourcing of operation and maintenance sales and marketing functions,” the source added.

Once the draft is examined by the communications minister, the proposal is likely to be forwarded to the law ministry, before being sent to the Cabinet for final approval.(Courtesy: Hindustan Times)

Pensioners’ Memorandum finalised by BCPC.

The Bharat Central Pensioners’ Confederation (BCPC), the umbrella organisation of the Pensioners of Central Government Employees and Workers, finalised its Memorandum to be submitted to the VII Central Pay Commission (VII CPC) on the issues of Pensioners. Coms.Maheshwari, President and S.K.Vyas, Secretary General explained the major points. Com. V.A.N.Namboodiri, Advisor, AIBDPA and Dy. SG BCPC also participated in the discussion. The various amendments received from Pensioners’ Associations and individuals were discussed. Issues of BSNL Pensioners are also included.
The finalised Memorandum will be submitted to the VII CPC with a request to give a meeting to the BCPC to explain the same.

This will be treated as the II Part of the Memorandum being submitted by the organisation of the central government employees.

PEOPLE’S DEMOCRACY Reaches 50th Year.

‘People’s Democracy’, the organ of the CPI(M), is reaching the 50th year of its publication. It was started in 1965 and the first editor was Comrade Jyoti Basu, followed by Coms. M.Basavapunnaiah and Sunil Maitra. The present editor is Com. Sitaram Yechury. It has got editions in Delhi, Kolkata, Chennai, Hyderabad, Kochi and Agartala.

During the last 5 decades, it has served the common people and the working class in the country. It has fought for the toiling masses and propagated for the correct policy for advancing to socialism in the country.
On this 50th foundation date of People’s Democracy, it is hoped that it will continue to serve the people still better.

BCPC meets on 28th June to finalise the Pensioners Memorandum to VII CPC

The Bharat Central Pensioners Confederation (BCPC) will be meeting on 28th June 2014 to finalise the Memorandum on Pension and other Retirement Benefits to the VII Central pay Commission. The Memorandum is to be submitted to the CPC before 30th June.
The Draft Memorandum was prepared on the basis of the discussions in the Chennai meeting of the BCPC and has been circulated to Pensioners Associations. Suitable modifications received will also be included.

Com. V.A.N.Namboodiri, Dy. General Secretary (HQ) of BCPC and Advisor AIBDPA will participate in the 28th June meeting. Veteran leader Com. S.K.Vyas is the Secretary General of BCPC.

78.2% IDA Fixation for BSNL Pensioners

The DOT has not so far replied to the queries raised by the Department of Expenditure, in connection with the grant of 78.2% IDA fixation for the BSNL Pensioners similar to the case of the BSNL employees. Despite many meetings with the DOT officers, including Secretary, the file has not moved. The AIBDPA and BSNLEU is pursuing the matter vigorously.
In the discussion with the Director (HR)BSNL today,27th June, the Joint Action Committee of the BSNL Non-Executive Unions demanded that the BSNL Management should strongly pursue the case with DOT for implementation of the agreement between the BSNL and Unions, so that the issue is settled early.

TSM, Casual, Contract Labours issues discussed with Director (HR) BSNL

Major issues of the casual and contract workers in BSNL were discussed between the Joint Action Committee of BSNL Non-Executive unions with Director (HR) BSNL today, 27th June. Coms. V.A.N.Namboodiri, President and P.Abhimanyu, General Secretary represented BSNLEU. The following issues were discussed:

1.Regularisation of TSMs/Casual labour: The JAC demanded that all the left out TSMs/Casual labour be regularised at an early date, as was done in Income tax, Customs etc. on a one time basis. In this connection, the DOP and T orders can be followed. There are about 3,350 TSM/CL, most of them in W.Bengal. The Management continued their position that since the Supreme Court orders against regularisation is there, they can not be regularised.

2.Payment of minimum Wage and implementation of ESI, EPF etc. for contract workers: The JAC pointed out that the Govt. as well as BSNL orders are not being implemented at field level. They cited many examples. The management stated that they will issue again directives to the CGMs/GMs in this matter.

3. Revision of wages of the casual labour and TSM based on the IDA pay scale : JAC leaders pointed out that the TSM/Casual labour are at present paid only the minimum of the CDA scales and it should be revised to IDA scale. The management did not agree. The JAC also pointed out that even the revised minimum of the CDA is not being paid. This will be examined.

Discussion between Director (HR) and JAC

Detailed discussion took place in the meeting between the Director(HR) BSNL and Joint Action Committee of the Non-Executive Unions today, 27th June. All the 30 items were discussed. The discussion was cordial and effective but there is not much of a concrete decision.
It was stated by the management that the Rs. 200 SIM Card will be provided to all Non-Executives. It was also agreed that the various committees like Change of designation Committee, PLI committee etc. will be held at an early date. It was also assured that all CGMs will be once again reminded regarding implementation of labour laws, minimum wage etc. for casual/contract workers. Works Committee will be held as per earlier decision.
A brief report will be put in the BSNLEU website.

More disinvestment of PSUs in the pipeline

The Modi Government has started it disinvestment spree. It is going to start disinvestment of shares of at least 8-9 PSUs in the near future. The proposal is to increase the sale of shares in the PSUs which are already disinvested up to 10%. This will be increased to 25%. Disinvestment of other PSUs also will be considered.
