An All India Convention of the All India Co-Ordination Committee of PSU Trade Unions was held today, 18th August 2013, at Ranchi, the capital of Jharkhand. The convention was held at HRDC premises.

Com. Swadesh Dev Roy, Secretary CITU presided. Com. Tapan Sen, General secretary, CITU presented the Back Ground Note for discussion. He narrated the latest developments in the Trade Union Front, the decisions of the National Convention of Workers held at New Delhi on 6th August which decided for massive propaganda on the 10 points demands raised in the 48 hours strike on 20-21 February 2013, and state level conventions to be organised. Com. Tapan Sen focussed on the demands of the casual, contract workers and the need of the regular workers to give full support to their struggle. He also focussed on the attack on the PSUs by the government and its complete support to the private sector.
The delegates spoke based on the Back Ground Note. On behalf of BSNLEU and BSNLCCWF, Coms. P.Abhimanyu and V.A.N.Namboodiri spoke respectively. The issues of BSNL and the contract workers were focussed by the two speakers.

The Convention ended with a clarion call to effectively implement the decisions of National Convention and the present convention.

Casual / Contract workers in Jharkhand strengthen their organisation

A meeting of the BSNLCCWF, Ranchi was held at Ranchi on 17th August at the Union office, which was attended by delegates from Hazaribagh, Jamshedpur, Dhanbad etc. Coms. V.A.N.Namboodiri, National President BSNLCCWF and Naresh Lal, Circle secretary, Sudama Pal, Circle Secretary BSNLCCWF as also V.Narayan, Circle President, BSNLEU attended. The serious situation due to non-payment of full wages, retrenchment of workers for demanding minimum wages, non-floating of tender etc. were discussed. More than 40 comrades participated. Com. Namboodiri spoke about the efforts being made by the union to settle the issues. It was decided to hold meetings in all SSAs and to strengthen the organisation so that further agitational programmes could be organised effectively to settle the demands.

Settle the justified demands of BSNL casual / contract labour

In many circles and SSAs the casual and contract workers are compelled to go on struggles to get the orders of the government and BSNL Corporate office implemented with regard to the payment of minimum wage, implementation of social security measures like EPF and ESI etc. They are also demanding the reinstatement of workers who have been retrenched due to participation in strikes and other agitations.
While the BSNL corporate office states that they have got reports from the circles that all orders have been implemented all over India, the facts are otherwise. These violations of the orders have been brought to the notice of the corporate office several times with the name of circle, SSAs, names of the workers, what they are being paid, what they should be paid, whether EPF, ESI are implemented or not and the name of contractors etc. But the corporate office is also maintaining a stoic silence. This make it clear that the corporate office does not want to interfere and make the field level officers implement the orders.
It is a shame that these well educated and highly paid officers do not feel it their duty to ensure that these low paid and hard working labour who contribute much to the maintenance of the telephone system are meted out justice and the exploitation of these workers are put an end to. It is a shame that in some places they are collaborating with the contractors whose interest is only to maximise their profit through whatever means.
The BSNL Management should once again think over and decide whether it wants to continue the corruptive practices and exploitation or become a pro-worker management implementing the law of the land and government instructions as well as its own orders.

Observe 3rd October as International Day of Action

World Federation of Trade Unions (WFTU) has called upon the working people in all the continents to observe 3rd October as International Day of Action.

For the last few years, WFTU has been organising International Day of Action.

In 2009, the Day was observed on 1st April, with slogans on Rights of Workers and against Exploitation.

In 2010, this day was observed on 7th September. With the deepening crisis in the capitalist world, the 2010 slogan was ‘we will not pay for their crisis’, raising demands for safeguarding the hard earned rights of workers.

In India, it was a coincidence that the Joint Platform of Central Trade Unions and National Federations observed countrywide General strike; on that day, demanding changes in policies of the Govt. and also pressing urgent demands of toiling masses in the country.

The 16th Congress of WFTU was held in Athens, Greece, in April 2011. It was this Congress, which decided to observe the International Day, on 3rd October, the Foundation Day of WFTU.

Meeting of GoM on Revival of BSNL and MTNL

It is reported that the meeting of the GoM on Revival of BSNL and MTNL has discussed the following and consensus reached:
1. The pay scales of BSNL may be brought to the level of MTNL pay scale by the next wage revision of 2017.
2. The pension for MTNL absorbed staff will be paid by the Government on the basis of X + 1, in which the pension equivalent to the pay scale of BSNL will be paid by government and the pension for the balance will be paid by MTNL.
3. The opinion/suggestion of the MTNL Unions/associations will be sought and taken in to consideration.

The details of the proposals/ decisions are yet to be confirmed.

The IV Volumes of Capital, written by Karl Marx and Frederic Angels written one and half centuries back are still authority on a critical assessment of the economy of the capitalist system and connected matters.
It was on 16th August 1867, that the I Volume of the Capital was completed. It was published during the life of Marx. The later volumes were published after the death of Marx by his close associate and comrade Engels.

Govt. approves support to sick PSUs for payment of wages – A Report

Employees of 10 ailing central public sector enterprises (CPSEs), including Hindustan Cables and HMT Ltd, will get outstanding salaries and other statutory dues like PF and gratuity for six months till March 2013.

“The Cabinet Committee on Economic Affairs (CCEA) today approved the proposal for providing non-plan budgetary support of Rs 128.26 crore for liquidation of statutory dues (provident fund, gratuity, pension, employees state insurance and bonus) and salary and wages from 1 October 2012 to 31 March 2013 in respect of 10 CPSEs, under the Department of Heavy Industry,” an official statement said.

The CPSEs are Hindustan Cables Ltd, HMT Ltd., HMT (Watches), HMT (Chinar Watches), Nagaland Pulp & Paper, Triveni Structurals, Tungbhadra Steel Products, Nepa, HMT Bearings and Hindustan Photo Films, it added.

The revival/closure plans of Hindustan Cables Limited, Triveni Structurals, HMT (Watches), HMT (Chinar Watches) and Hindustan Photo Films Limited are yet to be finalised, it said.

The revival plans of Nepa and HMT Ltd have recently been approved, while revival plans of HMT Bearings, Nagaland Pulp and Paper Company and Tungbhadra Steel Products are yet to materialise, the statement said.

“It was, therefore, considered essential that the interim financial support from the government be provided so that the operation of the companies may not be affected. Non-settlement of these liabilities has been causing serious hardship not only to employees of the companies but also adversely affecting the day-to-day operation of the companies resulting in further deterioration of their performance,” it said.

78.2% Pay Fixation – Withdraw this unwarranted clarification – Do justice to BSNL Pensioners

The reply given by BSNL vide its No. 1-9/2012-PAT (BSNL) dated 08-08-2013 to DOT stating that since 78.2% pay fixation orders are only “effective from this date (10-06-2013), the issue of pay revision, notional or otherwise, of those employees, who retired between 01-01-2007 and 09-06-2013 does not arise” is completely atrocious,unwarranted and in violation of the agreement reached between the BSNL Management and the Forum of BSNL Unions/Associations. We strongly oppose this clarification of BSNL denying the right for 78.2% pay fixation for those retired between 01-01-2007 and 09-06-2013 and demand the management to withdraw its clarification and issue revised clarification granting the pay fixation to those employees, who retired before 10-06-2013 als.

We demand the DOT to reject the clarification of the BSNL and issue orders for payment of pension to post-2007 retirees granting the 78.2% pay fixation.

Recover the dues of Rs. 40,000 crore from Private telcos.

Shri Milind Deora, Minister of State for Communications and IT, has stated in Lok Sabha that the private telecom companies are in arrears to the government a sum of more than Rs. 39,000 towards Spectrum Usage Charges, One-time Charges for holding air waves above the licence limit, Licence Fee, Penalties and Interest etc.
The arrears on additional spectrum charges are as follows: Bharti Airtel Rs. 5,201 crore, Vodafone Rs. 3,599 crore, Ida Cellular rs. 1,882 crore, GSM Operators (Reliance and Tata Teleservices) Rs. 2,970 crores.

In addition, these private companies are to pay around Rs. 4,000 croe for Spectrum usage charges, Rs. 4,187 towards penalties and interest.

The government should take strict action to collect these arrears at the earliest. It should not vacillate and surrender in the way it was doing earlier.

Withdrawal from NPS may be allowed.

The Pension Fund Regulatory and Development Authority (PFRDA) is thinking in terms of allowing partial withdrawal to the subscriber from the National Pension Scheme (NPS), even before maturity. At present as per the PFRDA Ordinance, no withdrawal is allowed before maturity ie. before reaching the age of 60 years. The Parliamentary Standing Committee had earlier recommended that withdrawal should be allowed even before maturity. The NPS is reported to have about 53 lakh subscribers and a corpus of about Rs. 35,000 crore.

While the PFRDA under the Ministry of Finance is for shifting the subscribers of EPFO to the NPS, the Labour Ministry which operates the EPF is against the same. However, the Finance Ministry headed by P.Chidambaram is putting pressure, so that EPF corpus of lakhs of crores of rupees can be made available to the Fund Managers of NPS to be utilised for business purposes. The argument of the PFRDA is that while there is assured returns for EPF subscribers, the returns from the NPS is more. This is only a fallacy. The returns from NPS is volatile and it can be reduced also. It depends upon the market. The hard earned savings of the workers can not be put at the mercy of the corporates and the business sharks. Though the present Fund Managers are mainly PSUs like LIC and SBI, there is every chance that the private insurers, Mutual Funds etc. may gain access in future to the Fund. Then it will, no doubt be, a disaster. Hence the workers are completely against putting the Funds of EPF at NPS. This proposal is not acceptable to the workers. It has got to be resisted and defeated.
