The Forum of BSNL Unions/Associations has served notice for Indefinite Strike with effect from 12th June 2013 demanding implementation of the Strike Agreement of 12th June 2012 on grant of 78.2% IDA fixation to employees. Copies of the Notice signed by the unions/associations were also submitted to the Secretary, DOT, Chief Labour Commissioner, Director (HR) BSNL and GM(SR) BSNL.

Census Report on Tripura – 4th place in Literacy, 87.22%

Agartala, May 17 : Literacy rate in Tripura has risen to 87.22 per cent from the previous 73.3 per cent, ranking the state fourth in the country, according to the preliminary census report of 2011.
The state’s population also rose to 36,73,917 from 31,99,203, the census report said.
This population increase marked a 14.8 per cent rise than the previous decade, the report said.
Of the total population, tribals constitute 31.8 per cent and Scheduled Caste constitute 17.8 per cent. The female-male ratio has increased from 948 to 960 per one thousand in Tripura, the report said.
Against the national male-female ratio of 1000:943, in Tripura it is 960, according to the report which was published here yesterday

45th ILC – Prime Minister’s speech

New Delhi, May 17 : Prime Minister Manmohan Singh today said the government was serious about the issues raised by trade unions during the recent general strike as there could be “no disagreement” on some of them and that it was willing to engage “constructively” with the workers’ bodies.
He said that while some demands such as containing inflation and generation of employment opportunities were “unexceptionable”, the government was already at an advanced stage for considering an universal social security cover for workers in both organised and unorganised sectors.
“Our government has paid very serious attention to the issues that trade unions have raised from time to time. The recent two-day strike by trade unions focused on a number of issues relating to the welfare not only of the working classes but also the people at large,” Singh said inaugurating the 45th session of Indian Labour Conference here.
These include demands on which there could be no disagreement such as demands for concrete measures for containing inflation, for generation of employment opportunities, for strict implementation of labour laws were unexceptionable, he said.
“There can, however, be differences on the best ways of fulfilling these demands and we are willing to engage constructively with the trade unions in this regard,” the Prime Minister said.
He said the government was also considering fixing a national floor-level minimum wage and provision of minimum pension of Rs. 1000 per month under the Employees’ Pension Scheme.
The Prime Minister was confident that “soon we will see some forward movement” on some other issues which require further dialogue, for which the government has set up a Group of Ministers under the Finance Minister.
Noting that the economy was going through difficult circumstances and “our growth is not what we would like it to be”, he sought enhanced partnership among the industry, trade unions and state governments to strengthen the economy and the society.
“Even as the government works for reversing this situation (the economic slowdown) and I am confident we can do so and we will do it, we need the cooperation of both captains of industry and our trade unions,” he said.The Prime Minister said the demands of the trade unions, during their two-day general strike in February this year, reflected the concern that growth and progress should be inclusive and should particularly benefit the under-privileged sections of the society.
“This is a concern that has been very dear to our government. We believe that providing our people with productive employment opportunities is the best way of achieving this objective,” he said.
Singh said ever since the UPA government came to power in 2004, it has endeavoured to work for the welfare of workers and has delivered on the promises, even though much more needs to be done.
“When I look back at what I had said when I addressed the 40th Session of this Conference in 2005, I feel a sense of satisfaction that we have delivered substantially on the promises we had made at that time.
“I am happy that we have achieved good results in these areas, though I would be the first one to recognise that there is much that still needs to be done,” he said.
The Prime Minister said that despite the global meltdown, the government created 20 million additional job opportunities during the period between 2004-05 and 2009-10, leading to a drop in the employment rate from 8.3 per cent to 6.6 per cent.
Employment in the organised sector also registered a growth of more than 9 per cent from 26.5 million in 2005 to 29 million in 2011.
“It is heartening to note that women employment in the organised sector has also registered a growth of about 19 per cent during the same period,” he said.
Singh also focused on the government’s move to skill 5 crore people by the end of the 12th Five Year Plan, stating that this will not only help in generating good quality employment but will also provide industry with the skilled workforce they need to expand and modernise their operations.
Talking about the government’s recent decision to set up the National Skill Development Agency (NSDA), he said it would anchor and operationalise the national skills qualification framework thereby playing a vital role in the quality of the training in the country. (PTI)

The Prime Minister was inaugurating the  45th Indian Labour Conference which is being participated by the Government, Employers’ and Employees’ organisations. Further details follow.

BSNL Strike Notice

The Forum of BSNL Unions / Associations will be serving the notice for strike w.e.f. 12th June 2013 demanding immediate implementation of the Strike Agreement on 78.2% IDA fixation tomorrow, 17th May. In preparation for the strike Demonstrations will be held on 22nd May and Dharnas on 5th June  at C.O/Circle/SSA levels.

The inordinate delay of about one year after the agreement is intolerable and untenable. Workers have to express their strong protest through complete participation in all the agitational programmes and indefinite strike.

Finance Ministry orders 8.5 % interest on EPF

Finance Ministry has notified 8.5% interest for EPF subscribers for the year 2012-13. It was 8.25% in 2011-12. The Unions have been in continuous demand for increasing the interest rate to 9.5%. But only 8.5% has been announced.

5.9 crore Newspapers, Magazines in India – ABC

According to the Audit Bureau of Circulations (ABC), there are more than 5.9 crore circulation of newspapers and magazines in India during the period July to December 2012.

The Hindi News papers was having the maximum circulation of 1.5 crore with the English in second with 90 lakhs. They are followed by Marathi with 54 lakhs and Malayalam with 40 lakhs. They are followed by Tamil(39 lakhs), Telugu (36 lakhs), Bengali (27 lakhs) Kannada (20 lakhs) Punjabi (8 lakhs) and Oriya (4.7 lakhs).

The maximum % of circulation per population will be for Malayalam.

As per the call of the All India Conference of AIBDPA, demonstrations were held in all SSAs focussing the 22 point demands decided by the AIC. Pensioners as also regular employees participated in large numbers in many places. The 22 point Charter of Demands are being sent to the Secretary, DOT as also the CMD BSNL for early settlement.

National Security Council supports local telecom manufacturing

What the unions and sensible persons have been telling all along, the National Security Council have also taken the same stand now. It has supported the position taken by the DOT, that local manufacturing of telecom equipment should be given priority compared to im[port of the same.

Lakhs of crores of rupees had already gone to the foreign companies towards import of telecom gear. But it is not the reason for the present sand of the NSC and DOT. It is the security concern. They are worried about the equipments imported by Chinese companies, Huawei and ZTE. Since the Chinese equipments are cheap, most of the private companies have been importing the same. But it was when BSNL planned to purchase equipment from these Chines companies that the security alert became stronger.

Any way, the decision to focus on local manufacturing is a wise decision. We have got C-DOT, ITI, Telecom Factories etc. which can a play a big role in R&D and also manufacturing. Whether DOT and BSNL will utilise the opportunity and start manufacturing in a sizable way? It has got to be seen.

Who is responsible for the delay for Defence networks?

For releasing the precious spectrum with the Defence services, the Govt. entrusted DOT to make alternate communication net works for the armed forces. DoT has entrusted the task with the BSNL and MTNL. Accordingly the Defence has vacated 40Mhz spectrum in 2009 with the condition that the new network will be ready within 3 years. Although that period is over in 2012 itself, the defence net work still not ready. Naturally the Defence Department has protested strongly against the delay.

What the DOT and BSNL say? According to media reports, the main reason is the lack of funds. While the DOT has demanded Rs. 6,767 crore for the project, the Planning Commission has allotted only Rs. 800 crore so far. Then how the work can be completed?

This is a good project for BSNL to execute. Much pressure is required to be put on the government to allocate sufficient funds for the same.
