I received a copy of the souvenir issued by the Reception Committee of the Triennial Conference of All India BSNL – DOT Pensioners Association (AIBDPA) held at Kannur on 6-7 February 2013, send by the Reception Committee.
I went through the articles, photos and other matters. It is worth reading and is full of helpful information.

I am a journalist with Business Standard and am doing a story on the penalty for delayed pension being fixed at 8%. Earlier it was Bank Rate plus 2%. Given that Bank Rate is now 8.5% is it not a disadvantage for pensioners? Can you share some thoughts?

Thank you for bringing the issue. I will discuss the matter with others and intimate our viewpoints, whether this issue has been taken with the government etc. However, there is no doubt that the penalty should not be less than the Bank Rates. I will mail you further details shortly.
