More than one thousand casual and contract workers started Hunger Strike on 22nd April in front of CGM Office, W.Bengal Circle, demanding regularisation of casual labours, IDA wages instead of CDA wages to casual labour, payment of arrears of wages to contract workers etc. The Hunger Strike was led by Com. Tapas Ghosh, General Secretary, BSNLCCWF and others. Com. Animesh Mitra, Dy.GS, BSNLEU and Vice-President BSNLCCWF addressed.
In the evening I met Shri R.N.Rai, Director (HR) BSNL and informed about the critical situation and asked for intervention and settlement of the issues which are fully justified. He assured that he will contact with CGM and find some solution. The leaders at Kolkatta discussed with the CGM WB and on the basis of the assurances given by him deferred the hunger strike. Myself met the Dir(HR) again on 23rd and demanded settlement with out any further delay. My Congratulations for the W.Bengal Comrades for the massive hunger strike that has been organised.
The various issues of the Casual/Contractual Workers are as follows:
(i) Regularization of Left out listed Casual workers,
(ii) Timely payment of monthly wages to Casual/Contractual Workers,
(iii) Timely payment of VDA,
(iv) Retirement benefits after 60 years,
(v) Death benefit from Circle welfare Fund on the event of death of a Causal/Contractual Worker,
(vi) Payment of wage to Casual/Contractual Workers as per IDA Pay scale.

First of all I world like to congratulate with a red salute for the land mark victory of VI Member verification and i hope in the next verification we will reach all over the India as we have won 5 more states then previous verification. I am happy that the struggles are been supported by BSNLEU and we are getting our basic demands/justice on time, but comrade it is our foremost duty to save BSNL so its my request to do something to abolish the anti BSNL/PSU policies by the government, in this struggle we the BSNLCCWF will fully support.

At the inauguration, I, on behalf of the Tezpur TSMs convey out heartiest congratulation for prevailing over the election with majority votes.
Sir, I would like to place some of the points for your kind attanetion and necessary measures in this regard.
That Sir, we had been conferred TSM Status on 27-05-1996 and due to some allegation in the process of conferring TSM Status, the case was handed over to CBI for investigation.
That Sir, on the plea of CBI case, we have not been extended yearly increment as entitled for and besides this, we were receiving all the allowances like HRA, DA, CCA, TA etc including arrear of pay for Fifth & Sixth Pay commission. Even we have been allowed to appear in the Phone Mechanic Exam in two occasions in 1999 and 2000 but the result of the exam is still withheld due to CBI/ Court Case.
In 2007, we altogether 68 TSMs were acquitted from Hon’ble High Court, Guwahati against the charges framed against us by CBI.
After that, GM(Admn), O/o the CGMT/Guwahati and also CGMT, Assam Circle forwarded a letter to Corporate Office, New Delhi for regularization of these 68 Nos. of TSM but the case is still hanging in the balance.
In the meantime, GMTD, Tezpur Telecom District, Assam Circle had forcefully enforced our status to Casual Labour and cut all the allowances except Basic & DA without any intimation to the concerned TSM.
Now, the prime point is this, as we had already been acquitted from all the allegations by Hon’ble High Court, Guwahati and even GM(Admn), O/o the CGMT/Guwahati also pointed out that no case is pending against these 68 Nos. of TSM and thus they are entitled for regularization but no action has yet been taken resolve the issue by the management. It is very embarrassing to quote that despite of rendering service to this department almost twenty years, the management have not shown any sympathy to reward the due entitled for.
Therefore, it is earnestly requested kindly to look into the matter thoroughly so that we may receive justice in no time as it is already delayed.
