Rs.10,000 as Minimum Wage is fully Justified

Rs 10,000 as minimum wage, is a major demand for 20-21 February, 2013 nation-wide general strike of the workers. All Central Trade Unions and Industrial Federations, representing the entire working class of the country, raised this demand. It is important to note that the trade unions raised this demand for the first time in the national convention of the workers in New Delhi on 7 September 2011. Working Class Family Income & Expenditure Survey, 1999-2000, conducted by Labour Bureau, shows that on an average more than 4 persons in a family depend on income of 1 (one) worker. Therefore, the minimum wage of the worker shall take into consideration the expenses incurred by 4 members’ family unit of a worker. The Planning Commission itself had adopted an average of 2100 calorie in urban areas per person per day as minimum nutritional norms or the poverty line. Based on NSS Reports No.538 on Consumer Expenditure and No.540 on Nutritional Intake in 2009-2010 in urban areas, to meet the requirement of this 2100 calorie intake per person per day bench mark of Planning Commission itself would require Rs.2125 in 2009-2010. And for a family of four (4) would require Rs.8500 per month just to be on poverty line. With 12.5% inflation rate in next two years, based on the consumers price index for the working class, this amount of Rs.8,500 comes to Rs.10,758 per month in 2011-2012 and higher in the current 2012-2013 financial year.
But, Minimum Wage has to be higher than the poverty line expenditure. It is important to note the latest 66th round of National Sample Survey (NSS) report, which shows that health care and other minimum necessities gobble up major portion of the income of the workers. Such expenses combined with high rate of food inflation and spiralling price rise, forced the workers to cut their food expenses resulting in sharp drop in calorie intake of entire worker’s family. NSS report also shows that on the basis of Planning Commission’s 2100 calorie intake norms itself, 74% of urban people were living below it and almost all of them are unorganized labour to whom Minimum Wages Act applies. A state-wise study will show that in the current financial year, the maximum amount as minimum wage is fixed as Rs.6000. Whatever the minimum wages are fixed, those are also not being paid, under some pretext, pushing the vast majority of workers much below the poverty line struggling for survival and suffering from malnutrition. Therefore, working class is justified in urgently demanding Rs.10000 as Minimum Wage which needs to be adjusted with price rise and inflation. The Planning Commission was established for planned development for the people of the country. However, same Planning Commission, which fixed 2100 calories per day per person in urban areas as minimum nutritional norms; spent 30 lakhs for renovation of Yojna Bhavan toilets and CCTV for surveillance; and arbitrarily and ridiculously announces Rs.32 per day per person as poverty line in urban areas. Empanelment of hospitals for BSNL employees

Myself and Com.K.G.Jayaraj, General Seretary met Shri A.K.Sanghi GM (Admn) BSNL on 1st January 2013 and discussed about the need to empanel more hospitals where only one hospital is empanelled. GM(Admn) was favourable to the suggestion and stated that necessary action will be taken in the matter if such cases are intimated to him. The difficulty being experienced by the employees due to the charging of more than the CGHS rates by empanelled hospitals as also the different CGHS rates in different cities were brought to his notice. GM(Admn) stated that the rates are fixed by the Govt./CGHS and BSNL can not change the same.

Chief Labour Commissioner has fixed meeting at 11.00 AM on 9th January 2013 on the notice issued by the Joint Forum of BSNL/MTNL Unions/Associations demanding settlement of the major issues of BSNL and MTNL. The meeting fixed earlier for 3rd January has now been postponed to 9th January 2013. Information has been passed to all the concerned unions/Associations

DOT approves Rs. 1,500 crore to BSNL from USO Fund

DOT has approved Rs. 1,500 crores from the USO Fund for BSNL in lieu of the stopping of ADC amount being paid to BSNL as assured by the Government at the time of its formation. Myself and Com.K.G.Jayaraj General Seretary AIBDPA met Shri Malay Shivstava, Joint Secretary (T), DOT and pursued the matter for early release of the amount. He assured that the amount will be released without further delay and the process has already started.
We also demanded that the amount of BWA spectrum paid by the BSNL be refunded at the earliest. Joint Secretary(T) stated that the process is on for the refund.

All arrangements are being made by the Reception Committee at Kannur for holding of the Triennial Conference of the AIBDPA.
The Conference will be inaugurated by Com. Basudeb Acharya, Member of Parliament and the same will be addressed by S/Shri S.C.Misra, Member(Services) DOT, A.N.Rai Director (HR) BSNL and KCGK Pillai, Director (Finanace) BSNL. Coms. S.K.Vyas, Secretary General NCCPA and Chairman Confederation of CG Employees, V.A.N.Namboodiri, President BSNLEU and Advisor, AIBDPA, P.Abhimanyu, General secretary, BSNLEU, M.Krishnan, Secretary General, NFPE and other leaders will also address. The Conference will be presided over by Com. A.K.Bhattacharjee, President AIBDPPA and the Report will be presented by Com.K.G.Jayaraj, General Secretary.
More than 500 delegates from all the circles are expected to attend.
THE AIBDPA Conference will discuss about the issues of the DOT and BSNL Pensioners and chalk out suitable programmes of action.

Let us dedicate the New Year 2013 to a Better Telecom Service to the Nation. For more than one century, the P andT Department was hailed and appreciated as one department which gave the finest service to the people, whether telecom or postal. We have to acknowledge that the service has deteriorated after formation of BSNLMTNL, reasons for which are well known to all. 14/12 years are over after formation of MTNL/ BSNL and the PSUs have posted losses for the last three years. Service is also wanting.
The 3,00,000 workers, both executives and nonexecutives have to unitedly ensure that a better service is rendered to the people as before. The anti-PSU policy of the government has to be changed, the managements should function effectively and the workers have to put maximum efforts. The Joint Forum of BSNL/MTNL Unions/Associations has a great responsibility in compelling the government and the management to change their policies and decisions and also inspire the workers for maximum productivity and better interaction with the public.
We shall win! We shall give a better service to the Nation! We shall save BSNL and MTNL!

Exempt BSNL/MTNL from one-time payment for extra Spectrum

Yesterday, DOT has asked all the telecom companies who have got extra spectrum allotted earlier to pay a one-time fee for the same. According to this order Bharti Airtel will have to pay Rs. 4,281 crore, Vodafone 2,969 crore, Idea 2,115 crore, Aircel 483 crore, Reliance 285 crore and BSNL/MTNL Rs9,983 crore coming to a total of Rs. 20,115 crore.

We welcome this decision, since the spectrum should not be given free to private companies who are interested in only making profits. But at the same time, BSNL and MTNL should be exempted from paying this one-time charge considering their weak financial position as also the fact that they are government companies implementing the social committment of the government to spread connectivity through out India, including the rural areas and lakhs of villages, which are loss making to the PSUs. We demand the government to issue necessary directions for exempting BSNL and MTNL from this payment.

Cuban anniversary

Today is the 54th anniversary of the great revolution by the people of Cuba and declaration of the Republic of Cuba under the leadership of Fidel Castro,Che Guivera and other guerilla leaders.
During these five decades, despite the attacks and blocades by the imperialists led by US, this tiny socialist country has developed as the topmost healthcare country in the world. The love and affection for the people of India by the Cuban people has been experienced by me while I visited Cuba to attend the WTO Conference in 2005.
Today morning I called the Cuban Consulate and conveyed the Greetings of BSNL Employees Union and mine for the Cuban Revolution anniversary as also New Year Greetings!
Greetings to the people of Cuba on the Anniversary of Cuban Revolution!
