Respected sir can we hope that DRTTA 30% fitment case can be settle down in this Pay Anomaly meeting
Dear Mr. Rana you have to know that this committee is not for 30 % fitment anomaly of post 1.1.07 recruited employee. You have to ask that when the anomaly committee will be formed for post 1.1.07 recruited employee ? and also why the post 1.1.07 recruited are not being allowed to remain in prerevised pay scale in which they are getting many times more payment with respect to revised pay scale ?

This is the pay anomaly connected with the wage revision of 2000, in which many senior officials in the higher cadre are getting less than juniors in the lower cadre.
Comrade, we are waitg for the Anomaly committee report. 60 TMs of our Union got positive verdict from EKM High court on 05/05/2012.

I am pasting here what has been posted earlier:The pre-revised pay is technically for the employees including BSNL recruited TTAs. Sr. TOAs, RMs etc.,who were appointed before 01-01-2007. All those recruited after 01-01-2007, technically can not go to the pre-revised scale. Option is always there for the employees recruited before 01-01-2007 either to opt for the pre-revised scale or the new scale. In the next wage revision, all those employees appointed before that will have the option either to accept the pre-revised or post revised scale, in the same way.
In the same way the fitment is only to the employees working before the wage revision date ie.01-01-2007. T o remove the anomaly we have demanded for 5 additional increments and the case is being pursued.
It is because of this that the union is demanding for 5 increments to the BSNL recruited employees after 01-01-2007 to compensate the loss. We are persuing the case .

I as i know all post 1.1.07 recruited are legally eligible for pre revised pay scale because they are recruited by open advertisement in pre revised pay scale and there is no any information was given in advertisement that this pay scale is changable.

In our confirmation letter it is clearly mentioned that we are recruited and being confirmed in pay scale 7100 which is a pre revised pay scale then why we cant ask for pre revised pay scale?

In the Central government sector, many anomalies of the V Central Pay Commission of 1996 are yet to be settled. In fact most of the anomaly cases are denied by the government. However, we are trying to settle the anomalies of the 2000 wage revision as early as possible. The case of 2007 anomaly is also taken by the union with the management in the Natioanl Council and outside.

Court judgments are based on certain arguments and considerations and not at all based on the managements view alone. But the judgement has been made applicable to those employees alone who have gone to court. We are trying to get it implemented for all. Approaching courts have some time differenct problems also. Now the management is prepared to conduct JTO examinations after our continued efforts and there are a large number of vacancies. After the union has negotiated and reduced the eligibility years for appearing in the examination from 10 to 7 years (though our demand was for five years)a large number of officials in the TTA and Sr. TOAs are eligible also. But the examination is not being conducted due to the pending court cases. We tried our best to get the cases withdrawn by the officials who went to the court, but we could not succeed. Hence thousands of comrades who could have appeared, passed and promoted to JTO are still continuing as TTAs/Sr.TTAs since the examination could not be conducted due to the court cases.

As per the existing system itself, thousands of comrades can be promoted, if the cases are withdrawn. What is the guarantee that there will be no court cases when changing the recruitment rules. With regard to the qualification, generally there is always one step less qualification for the departmental examination than the outside exmination. This is so so that all the direct recruits in the lower cadre are eligible to appear in the examination. Otherwise only few will be able to appear for the examination. For the higher qualified, there is always a chance to appear directly to the cadre, in this case JTO. Many comrades have been selected like that also.
