The Forum of BSNL Unions/Associations have called upon all the unions at Circle and SSA levels to form units of the Forum in preparation for the joint programmes and propaganda for the 6th Dharna and the indefinite Strike with effect from 13th June 2012. While 16 unions along with the Convener of the Forum have signed the strike notice, we are expecting that more unions will join Forum and strike. The struggle is for the immediate economic demands, which the unions have discussed with the management several times. While the management in the name of loss to the company did not agree for the 78.2@ IDA merger and even had curtailed certain allowances like medical, on 25th of last month, without any consideration had granted 15 allowances to the unabsorbed ITS officers. Even the financial implication was not considered.
In such a situation, there is no justification to deny the genuine demands of the executive and non-executive employees. It is for these economic demands that the present agitational programmes are organised. The struggle which the Joint Action Committee has decided on the financial viability of the company etc. is kept pending temporarily due to this agitation imposed upon us by the management.
This is an opportunity to hit and hit strongly. The management has not no excuses to deny the rights of the workers. Meet each and every worker and prepare all for the ensuing struggle.

78.2@ IDA merger is one of the main demand of the proposed strike. Post 2007 employees have a lot of anxiety over its implementation. You have said that 78.2% fixation is beneficial to all employees. Can you explain how it will be beneficial to the Post 2007 employees ? ?

The present 78.2% IDA fixaation will directly benefit the pre-2007 employees since it is a fixation on the earlier pay scale.The principle of the demand is that there should be 100% nuetralisation in all pay fixations. This has been already done in the case of non-optees. Once this 100% neutralisation is ensured, it will benefit in all future fixations with 100% neutralisation and also remove the present discrimination between the optees and non-optees in this particular issue.Due to this all the post-2007 recruitees also will get benefit in the future.
Dear Comrade, if 78.2% IDA fixaation will occur, 10% DA will lost without any change in basic for post 2007 recruitees. Then how it will get benefit in the future ?

I have alredy posted the answer. In short, if the 100% neutralisation is not done now, it will affect all future fixations. If it is fully nuetralised it will benefit everybody in future.

Dear Comrade, if 78.2% DA Fixation occur Post 2007 Employees(Only Non-Executives) will face pay recovery. We cant understand what is the future benefit ???. We cant give moral support to this strike demanding 78.2% Fixation. Already we are suffering from the wage revision and losing the faith on union leaders…Almost two years completed after wage revision, the anomaly is not yet resolved yet.

The strike is decided by the Forum and we have sought the support of most of the unions. It is up to the organisations to decide to join or not. But however, 16 unions have already issued notice for strike under the banner of Forum and one union separately. I am still expecting that the one or two unions which have not joined the strike call will join before the actual strike. As already stated it is not a cadre or class wise issue. It is an issue of the entire BSNL workers against taking away their existing benefits as also for the rightful claims. And by the way, you have not mentioned which union is not joining the strike, as you have stated only that ‘we can not give moral support’.
Dear Comrade, myself a member of BSNLEU from the date of joining in BSNL and actively participating in its activities. Being Post 2007 TTAs, we lost a lot from the pre-revised salary and faced pay recovery after wage revision. Before its implementation we contacted our local leaders and represented the issues. They were not ready even to hear our issues.
The mistake will continue if 78.2% IDA is fixed without solving our pay anomaly. The union also representing me going to conduct strike for IDA fixation that will result in another pay loss and recovery for me and all Post 2007 employees. We the Post 2007 Employees will not get any future benefit for this IDA fixation as our basic will remain same.
How can we(all the Post 2007 Non-Executives) give moral support to such a strike even though we are members of BSNLEU ? ? ? Never…

1.why they are not given the junior engg. telecom designation.to tta’s even it does not make any financial burden on bsnl..
2.why they are not fighting for the 30 % fittment . also bsnleu did not make point of it in national agenda.
3. we are not getting anything in this strike then why we go for strike.even a single rupee is not increasing in salary

As earlier pointed out all the employees including DR TTAs appointed before 01-01-2007 have already got 30% fitment. The fitment is for the earlier period up to 01-01-2007 ie. wage revision. Though the fitment will not be received for the employees appointed after 01-01-2007, to make up for the loss, we had demanded for additional five increments. This is still being discussed.
Regarding the designation, we have demanded the designation of Junior Telecom Engineer for the TTA, but the management has completely refused to accept our demand. The strike is for the common cause. If you don’t get 100% neutralisation now, in future also it may not be received. Then including the DR employees after 01-01-2007 also will lose along with other employees. It is necessary for every employee to participate for their own interest.

At the time of wage/ Pay revision, the entire DA/IDA is merged with the pay so that in the revised wages, 100% nuetralisation takes place. This was given to the non-optees (ITS Officers) as per the VI Central Pay Commission. For the BSNL / PSU workers 68.4% IDA was merged with the wage revision on the assumption that it is full neutralisation. Later the government understood that there was a mistake in calculation and that for full neutralisation, it should merge 78.2% IDA and accordingly orders were issued in 2009 by the government as well as the DPE. But the management refused to implement. As at present the employees are not getting 100% neutralisation and hence this demand.
Sir, please specify is there any change in current DA after 78.2% merging ?
Comrade already labour commisoner suspended order in r/o ITS officers, so if he will give assurance to us also to examine the case & will accept shortly will u withdraw the strike. 2. com by making strike we are loosing revenue crores of rupees per day as already we are in loss, is any other way to finalise the case.

Our demand is that the workers ahould be granted 78.2% IDA merger and fixation from 01-01-2007 for which orders have been issued by DPE in 2009. Our demand is that the curtailed LTC/Encashment of leave/Medical allowance be restored etc. As we have explained to the management as also CLC, withdrawal or not of the 15 allowances to ITS officers is not our issue. The management can decide. But we will stick to our demands. We have demanding the IDA merger fixation for a long period and the issue can not be delayed since it is connected with basic pay and will adveresely affect pensin and all other allowances. THe strike is set to take place if the demands are not settled before that.
com, as per statements about saving BSNL by you you pl instruct in all level, all SSA leaders to conduct meeting with their GMs/DGMs for development and progress of BSNL at least once in a month as same as GM conducts meeting with only executives, so that Non executives can also know the recent developments of our SSA. Because only all unions will meet at the time of strike only. So pl guide all unions to conduct meetings among themselves (of forum) once in a month. Com it is to sorry to inform you that corruption is not in CGM level only but it is in all roots in BSNL as u are also aware of that, so pl implement some ideas about this also. Union people will only meet during transfer/ Dies Non case etc only to DGM/GM but they are not having any care to save BSNL. Now this much is sufficient to understand our problems.
