At last the NE-12 pay scale has been approved by the BSNL Board. In fact, it would have been approved very much earlier, but the bureaucratic system of functioning makes every decision delayed much more than necessary. Once an agreement is made with the Union on the NEPP, the management would have taken immediate measures to get it implemented. At least, it seems that there are more than 6 to 7 seven stages for any decision to be taken. Then most of the issues are sent to the DOT on various pleas. Naturally there is avoidable delay.
In a PSU like BSNL, this delay has to be curtailed and some method to be adopted for the same. Once a decision or agreement is made, there should be implementation without any delay.
We expect the management to issue immediate orders with effect from February when the same was approved by the DOT. With this a long demand of the employees is going to be fulfilled.
BSNL Board did discuss the issue, but couldn’t approve it due to paucity of time and the same is to be approved in the next meeting.
This shows what is the position of recognized union in BSNL.
Sarcastic comments don’t help anyone. Anybody connected with the trade union movement knows that it is only through serious and sustained struggles that even the small issues are settled some time. The comments should be on the insensitive administration and not on the union. Thousands of workers who have gone on struggle for the four promotions and suffered dies-non etc understand that how the management was compelled to agree to the NEPP although it is less than what is demanded by the union. Putting the demand of 5 promotions itself was a first in the past many decades and the union has achieved a great success. There may be some delay but the NE-12 is sure to be approved. The management has assured that it will be with retrospective effect from February 2012 even if ordrs are issued later.
