Soon after grant of recognition in 2005. BSNL Employees Union has taken up the issue of change of designations of the non-executive cadres. While the management took a negative stand first, they were convinced that it is of utmost importance to give better designations in the present competitive situation. A joint committee with representatives from management as also from the staff side was formed. A lot of discussions took place on the basis of the demand of the staff side. But at a certain stage, the management took the stand that it is going for a change of designation for the executive cadres and hence it is possible to finalize the change of designation of non-executives only afterwards. Since there was acute delay, this was included as an issue in the dharna and hunger strike in November 2011. The case was again taken up in the National Council held on 27th February 2012. Before the meeting BSNLEU called upon the employees to suggest suitable proposals which can be present to the committee. Many suggestions came and the issues were discussed in detail in the Joint Committee. The official side was very reluctant on many designations suggested by the staff side. After protracted discussions and hard bargaining certain designations came to the fore for further discussion.
The following are the proposals for the designations of TTA with the upgradation posts:
I. TTA : (1) Telecom Associate Engineer (2) Senior Telecom Associate Engineer (3) Senior Telecom Associate Engineer Grade I and (4) Chief Telecom Associate Engineer.
It was once again called by BSNLEU to all unions and workers to indicate their opinions. This was mostly agreed as per the comments and opinions received.
We have again asked for an early meeting of the Joint Committee so that the issue can be finalised. But it seems to be that certain sections in the management are having reservation in giving the name of Engineer to non-executive cadres. But we have taken a very strong position in the matter that the Engineer name should be there. We are pressurizing for an early meeting to finalize the issues.

why don’t you propose JUNIOR ENGINEER TELECOM for TTA. whats the problem in getting it. Till today you have not solved any of the issuses of the TTAs and I request you to consider the designation as JUNIOR ENGINEER TELECOM.
The Junior Engineer Telecom was suggested even earlier. But the management completely opposed it and di not agree at all.

Many govt. departments i.e railway, electricity boards has given junior engineer cadre name for qualifications of diploma.so wts prob. in BSNL to give them Junior engineer cadre, if any prob.from management side that can be sortout by conviencing them, if union accepts so many decisions of management its not big issue for union to fix junior engineer inspite of TTA.

(1) Associate Engineer (Telecom) or Assistant Engineer(Telecom)
(2) Senior Associate Engineer(Telecom),or Senior Engineer(Telecom)
(3) Senior Associate Engineer grade I(Telecom ) or Senior Engineer (Telecom) Grate -I
(4) Chief Associate Engineer (Telecom ) or Chief Engineer Telecom
and for Civil and electrical wing we can replace telecom by civil or electrical
sir, mangaements always opposing for the genuine rights of an employee but BSNLEU fight for the issues very clearly and pressurize the management for the right cause. so its a not a big deal to change the designation of TTA to Junior Engineer Telecom. so favour this designation vigoriusly
sir, Junior Engineer Telecom is best abbrivation for TTA. For any organisation, UNION is very important medium for conversation betwen management and staff side.so, request to you,give your 100% for full fill this requirement and really, you can do it.

Any designation other than above for TTAs will be treated as insult to TTAs. As TTAs association has finalized the above designation after much brainstorming within our Tribe. Individuals have always different opinions but we need to respect the decision of the representatives.
Kindly treat the above message as very very important.
Its a high time for BSNLEU to earn some respect from the young brigade of BSNL- TTAs. I hope and pray that you can understand our viewpoint and realise our problems. Do not treat our proposal with an eye of an politician. Relate with it as an Elder colleague and mentor.
Note:- I have a bet with my BSNLEU friend, he told me that this time again you (BSNLEU) would not do anything as you (BSNLEU) have not done anything in past for TTAs. But i bet against it.
Pls let me win this time (for god sake) because i know every human being has a kind heart and i am trying to touch the emotions sincerely & with complete dedication.

All departments in India either central or state govt. give designation of Junior engineer on Diploma level,then what is the problem in BSNL. If management don’t agree with the junior engineer telecom then what management want.you suggest the management .
