A lot of comrades have been asking what is the latest position of the ITS absorption. As per the orders of the DOT, those officers who are not opting for BSNL has been asked to report to Delhi after the last date of absorption ie. 8th November. A case was filed against this order in the Hyderabad court, but so far no stay has been given. BSNL has endorsed the order of the DOT on absorption of ITS officers.
We have to see what happens tomorrow, 9th November.

Dear Sir, Probably you may have to re-write this message as there are instructions from the management under the direction of DOT to ITS to continue discharging their duties until formally relieved by BSNL. So, there would not be vaccuum for the time being. We will have to wait and watch how the things will unfold from here.

Three years juniors to me of the same cadre(Sr.TOA) are getting more salary than me at present. This type of anomaly did not appear earlier. It is not the case of one or two or some employees. In this wage revision, such cases are huge in number. Most of the seniors are getting less salary than that of Juniors. For example: Appointed in the year 1983 now Basic Pay is Rs.22740/-.increment month is JUNE appointed in the year (myself) 1980 now my BP is Rs.22610/-. My increment month is DECEMBER. In every wage revision, junior gets more arrears, that is quite natural. But most of the seniors getting less pay than juniors is unusual thing. That is why all seniors are blaming you. This case should be taken in the national level to set right the things. It happened in every cadre. If senior’s pay is fixed ‘at par with junior’ on the date when junior gets higher salary and also increment is given on usual increment date to the senior , then only this ‘senior getting less pay than junior’ will be rectified. This type of things never happened earlier and this is unusual also .Why such a small anomaly is not yet rectified by CHQ?. That is why all seniors are blaming you.

This has happened as part of the wage revision from CDA to IDA pattern. The Government and NFTE only wanted to give an additional an amount of Rs. 1500 only to all employees. But all other unions demanded point-to-point fixation so that everybody would get more than Rs.1500. And everybody got Rs. 2000 to Rs. 4000 or more. Nobody got less than Rs. 2000. So point-to-point fixation benefitted everybody.
But the same point-to-point fixation has got another problem. It is dependent upon the number of increments one is having in the present pay scale. So, some of the employees who did not get promotion was having more increments in the lower cadre than their seniors who have been promoted and who were having less increments in the higher cadre. It is because of this problem that some of the seniors who were promoted one or two years earlier got less than than juniors in the lower cadre. It was agrred in the agreement itself that this aberration ( it is not not the usual anomaly where the seniors in the same cadre were getting less than their seniors in the same cadre which was settled at that time itself for which there is provision as per rules) will be sympathetically considered and settled. In the wage revision order itself this was mentioned.
Accordingly a Joint Committee was formed with the management and the Union which recommended that the seniors should be upgrraded to the pay of the junior in the junior grade who was getting more than the senior. This was approved by the BSNL Management Committee and the BSNL Board and was sent for approval to the DOT, since pension is involved. Dot, after some time returned the file stating that this can not be done since Revised Pay Rules are applicable to Central Govt. Employees only and not to BSNL employees.
Hence another committee was formed to sort out the issue. This committee recommended for payment of the difference in the pay as special allowance to the senior officials. This is already iomplemented in the case of RM to TM. It was to be implemented in the case of all cadres. In the meanwhile a case was filed in the Ernakulam HIgh Court by some comrades and the High Court has ordered that the pay of seniors should be brought to the pay of uniors which is higher. The latest committee formed as per last National Council has demanded that the judgment be implemented not only in the case of the officials who have filed the case but to all similarly placed officials. This is under consideration. If this is implemented all officials concerned will get the benefit. BSNLEU is putting all pressure for this.
