The Board for Reconstruction of Public Sector Enterprises(BRPSE) has recommended implementation of VRS in BSNL, reduction of retirement age from 60 to 58 years , reduction of allowances to employees, outsourcing and reduction of manpower etc. for improvement of the performance of BSNL. They have also recommended for efficient management etc. ( A copy of the order is put in the BSNLEU website http://www.bsnleuchq.com).
BRPSE’s main recommendations are to reduce the staff and retirement age. BSNLEU Central Executive Committee held at Chennai from 22nd to 24th March has discussed the issue in detail and has decided to oppose and defeat these anti-worker proposals. The Joint Action Committee which is scheduled to meet on 29th March 2011 at New Delhi will take suitable decisions to face this attack. A call has already been given to organise lunch hour demonstrations on 5th April against VRS. Let us be prepared for further struggles to protect the interests of the workers.
IT IS NOT APPROPRIATE TO OPPOSE VRS WHEN THE SITUATION IS BAD. THERE IS 3 LAKH EMPLOYEE’S IN BSNL .IF AN AVERAGE SALARY OF RS.35000/= PER EMPLOYEE IS TAKEN THEN SALARY EXPENSE FOR ONE MONTH WILL BE RS.350 CRORES. ANNUAL SALARY EXPENSE WILL BE RS 4200 CRORES. OTHER STAFF EXPENSES LIKE WELFARE AND MEDICAL WILL BE RS.800 CRORES SO TOTAL STAFF EXPENSES WILL BE RS.5000 CRORES. PENSION CONTRIBUTION WILL BE ANOTHER RS. 1000/- CROSES. APPROXIMATELY RS. 6000 CRORES IS REQUIRED PER YEAR. BSNL’S TURNOVER PER YEAR IS APPROXIMATELY 35000 CRORES. IF 15% IS THE PROFIT THEN PROFIT AMOUNT IS RS.5250/- CRORES . WITH THIS PROFIT BSNL IS ACCURING A LOSS OF RS.750/- CRORES EVERY YEAR. WHERE IS THE MONEY FOR BUYING NEW EQUIPEMENTS AND EXPANSION. WHEN THE SITUATION IS LIKE THIS WE SHOULD COMPARE OURSELVES WITH PRIVATE OPERATORS. AIRTEL IS THE LEADING PLAYER THEIR EMPLOYEE TO NUMMBER OF LINES RATIO IS ONE EMPLOYEE TO 25000 LINES(INCLUDING LAND LINE AND MOBILE) WHERE AS BSNL’S RATIO IS ONE EMPLOY TO 350 LINES. WHEN EXPERTS IN TELECOM FIELD LIKE SIR, C.M.PITRODA TELLS SOMETHING ABOUT MEASURES FOR REVIVAL OF BSNL IT CANNOT BE VIEWED AS JOKE . IT IS REAL FACT VERY SERIOUS AND IMPORTANT. 60 TO 70 % EMPLOYEES OF BSNL HAVE COMPLETED MORE THEN 20 YEARS OF SERVICE. IF THEY OPT VRS THEY ARE GOING TO GET FULL PENSION AND A GOOD LUMP SUM AMOUNT TO CLEAR THEIR DEBTS IF ANY. PLEASE DON’T FURTHER HARM BSNL INSTEAD GIVE SOME GOOD SUGESTIONS AND BARGAIN WITH THE MANAGEMENT TO GET VERY ATTRACTIVE BENIFITS FOR THOSE TAKING VRS. ONE MORE POINT TO BE NOTED IS NO BODY IS COMPELLING ANYBODY TO TAKE VRS. IT IS INDIVIDUALS OWN CHOICE LET THIS FREEDOM NOT BE BLOCKED AND HELP THOSE WHO ARE INTERESTED TO TAKE VRS. IT IS ALSO TO BE NOTED THAT THEY ARE ALSO MEMBERS OF THE SAME UNION.

Not accepted yet. It is now only a recommendation but if we dont oppose and defeat it, it may be implemented.

You donot know the truth that the behaviour of your employees still like a government babu(Rasi jal gayi aithan nahi gayi). BSNL losses is due to huge number of incapable officers and engineers (10th fail). So, VRS and age of retirement slashed to 58 years must be there immediately.

We have a different opinion. The main reason for the inefficiency and non-achievement is due to the wrong policy of the government. Of course, there may be some lapse on the part of the employees also. But VRS and retrenchment is not the panacea.

VRS in bsnl is must . it is not compulsary , one can take vrs as per his wish
I have got a different view. The VRS is a ploy to retrench workers and engage casual/contract labour by paying very less wages compared to the regular worker. By VRS, no company has saved itself. Just see the case of MTNL.

Is it mandatory to take permission from recognised union to implement VRS
in BSNL ?
The recognised union has the right to take up with the administration all issues connected with the interests of the staff. Twice earlier, the Government and the BSNL managment announced VRS but could not implement due to the strong protest of the recognised and other unions. At that time it was assured by the government that VRS will not be implemented without consulting the unions. The govenment/management is bound to honour the assurance.

that pension+pensionery benefits will be paid to DOT/BSNL pensioners.DOT
pensioners are paid Medical allowances (without voucher) per month.DOT/BSNL pensioners are deprived of this facility.Kindly solve the
issue of pensioners at earliest.

BSNL Managment has approved VRS scheme and forwarded it to DOT and sought funds for implementing the same. In the MOU between DOT and BSNL also the VRS is mentioned. But no funds are allotted for this so far. As you are aware, all the unions/associations are against it, since it is neither in the inerest of the workers, nor the people, nor the BSNL itself. VRS is a step towards privatisation, reducing the staff to suit the requirement of the private companies. From the experiences it has shown that PSUs have gone down after VRs, just like in the case of MTNL.So far no decison on reduction of retirement age to 58 years, which also the unions are opposing.

The main reasons for the present situation of BSNL is due to the anti-PSU and anti-worker policies of the Government and the lack of management on the part of the BSNL top Management. Of course, the workers have also a responsibility to ensure to improve the services. Their mindset needs to be changed. That is what the Joint Forum and the Unions are doing to improve the work culture of employees for a better service to the people. The ‘Customer Delight Yar’ programme is part of that.

To avail benefit of 6th CPC 15 allowances,BSNL make aggrement @ 78.2% fitment pay fixation,is it right ?
The VI CPC Allowances were granted to non-absorbed ITS officers a few weeks back. But the demand for 78.2% IDA merger is pending since 2009. When the management offered to suspend the VI CPC allowances to non-absorbed ITS instead of granting 78.2%, the unions clearly told that the demand of the workers was for 78.2% and not cancellation of what is given to ITS. And because of the struggle / preparedness of the strike the management was compelled to concede the demand. It is a great achievement having many consequential and future benefits.Congratulation to the workers.
Sir, BSNL did not find any financial problem in granting benefits worth of Rs 1300 crore to ITS officers for allowances.Why it is denied to pensioners to
restore BSNLMRS ( Without vouchers ) for nominal expenditure.Please take
issue with BSNL.

The restoration of medical allowance without voucher has been taken by the Union as well as the JAC and it was one of the demands of the JUne 13 strike. The matter is being pursued.

Kindly go through the many postings I have put in the blog as also the union journals which explains why we oppose VRS. In fact wherever VRS has been implemented viz. in MTNL, Banks etc., it has weakened the organisation and the workers who took the VRS have heavily lost. We do’nt want neither the BSNL nor the workers to lose; hence our strong opposition to VRS.
