Validity of Self Attested Documents 

It is a constant endeavour of the Government to simplify procedures by introduction of self certification. For this, all Central Ministries / Departments as well as State Government / UTs have been requested to review the existing requirement in this regard and make provision for self certification, wherever possible. Response from 25 States / UTs has been received indicating action taken by them.

Different organizations prescribe different criteria for attestation, subject to statutory and legal provisions. As per its mandate, Department of Administrative Reforms & Public Grievances has been requesting them to adopt self-certification, wherever possible, as a measure of administrative reform.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Narendra Kumar Kashyap in the Rajya Sabha today.

The Budget Session of Parliament starts tomorrow, 23 February. This important session will adopt the Railway and also General Budget.

The session is expected to be stormy with the opposition united against the ordinances issued by the Government on FDI increase in Insurance sector, Amendment to Land Acquisition Act etc. The announcement by Anna Hazare that he will start fast in Delhi against anti-farmer Land Acquisition Act will be another crisis the Modi Government will have to face.

In between, the Bank Unions are going on strike on the demand of wage revision. BSNL employees are organising a Parliament March on 25th February demanding Revival of BSNL, with the SAVE BSNL Campaign.

Let us wait how the NDA government is tackling these issues.

NDA Government opt for Ordinances instead of passing bills in Parliament

The pressure from the corporate and the India Inc is working like magic on the NDA government. The business tycoons did not had such a good opportunity any time earlier. The government is in a hurry to implement its assurances to them made at the time of general elections for getting huge donations for election. Further, it wants many clearance to satisfy US, before President Barack Obama reach India for attending the Republic Day  celebrations.

The government is proposing of issuing ordinances for the Insurance Amendment, Amendment to the Land Act, GST etc. The wash out of the Parliament is only due to the adamant attitude of the government and not due to the opposition. The huge majority in the election does not mean that instead of discussing and passing the bills in the Parliament, the ordinance route is to be taken.

There should be strong condemnation of this procedure instead of democratic process.

35 PSUs working without CMD/MD/Chairman

There are 35 PSUs including BSNL, MTNL,NHPC,Coal India which are having no CMD/MD/Chairman at present. This was stated in the Parliament on 7th July by Minister of State for Heavy Industries and Public Enterprises Shri P.Radhakrishnan. In some cases the posts are vacant for months together. IN BSNL and MTNL after the retirement of the CMDs, no body has been posted and it is additional charge for the Directors. Either these delays are purposeful to deny governance of the PSUs or to appoint officers of the choice of the political parties.
We demand that these posts be filled up without any further delay for effective functioning of the PSUs.

Why Delay in forming Parliamentary Standing committees?

It is the practice to form the various Parliamentary Standing Committees after the General Elections without delay. Now one parliament session is over after the elections and the budget session is going to start from 7th July 2014. But still the standing Committees are not formed.
Com.Sitaram Yechury, M.P. and Leader of CPI(M) in Rajya Sabha has criticised the government for not forming the standing Committees which is must for the democratic functioning of the Parliament.

The CPI(M) Parliamentary Party Group, consisting of 9 members of the Rajya Sabha, 9 members of the Lok Sabha and 2 CPI(M) supported independents of the Left and Democratic front elected in Kerala met and decided on the following office-bearers in both the Houses.

India ranks far behind in women representatives in Parliament.

It is a shame to India! As per the report of the Inter Parliamentary Union (IPU), an international organisation, India ranks 111 th position out of 189 countries with regard to the women representatives in Parliament.There are only 60 women members out of 544 in Lok Sabha and and only 26 out of 241 in Rajya Sabha. It comes to a meagre 11.4% only.

Even many African countries and Asian countries except Sri Lanka are having more women representation. Nepal has got 30%, Bangladesh 20% and China 25%. Pakistan has 21% in upper House and 17% in lower house. 

The list is led by Rwanda (Africa – 63.8%), Andorra (Europe) and Cuba (Latin America) , the last of which is a socialist country.

Political parties in India have to think about this shame on India. This is the time when the candidates are selected for election to Parliament. Though the Women’s Reservation Bill (Constitution 108 Amendment Bill), which stipulates 33% reservation for women in Parliament is yet to be passed, the political parties on their own can decide at least to put 25% of women for the Parliament. Will they do it? It is doubtful seeing their  track record.

Undemocratic Scene in Parliament on Telengana Bill – CPI(M)

New Delhi, Feb 19 : CPI(M) today attacked BJP for”colluding” with Congress in getting the controversial Telangana bill passed in Lok Sabha by “violating all norms and procedures.”

“The way the UPA government has conducted itself in the matter poses a threat to democracy and the federal principle,” the party Politburo said in a statement.

Maintaining that the Andhra Pradesh Reorganisation Bill was adopted by Lok Sabha in “an undemocratic way violating all
norms and procedures,” it said no debate took place on the bill which sought to divide “the first linguistically reorganised state in India” and was thus a vitally important issue.

“No debate took place on the bill and it was adopted in the din by a voice vote. The demand for a discussion made by some opposition parties was denied. All this was done in
collusion between the Congress and the BJP,” it said.

“As the major opposition party, even though it is in favour of bifurcation, it was the BJP’s elementary responsibility to demand that a proper debate takes place on the bill. However, it chose to go along with the Congress party’s violation of all parliamentary norms,” it said.

On the blackout of the live telecast of Lok Sabha
proceedings, the Left party said it was “a surreptitious move
to prevent the people from seeing the undemocratic spectacle”.

Left Moves Privilege Motion in Parliament on “Attacks on NE Students”

NEW DELHI, FEB 15:
Protesting against the lathicharge against students from North Eastern States here on Friday, CPI(M) MP MB Rajesh has decided to move a privilege motion against the Central Reserve Police Force and the Delhi Police in Parliament on Monday.

Rajesh and CPI MP in Rajya Sabha M.P. Achuthan were taken into custody by the Police for protesting the lathicharge.

Rajesh said the police action was against the unanimous resolution in Parliament. “Parliament had unanimously resolved against the attacks on North Eastern students in Delhi. A day after, we witnessed a brutal attack against them in front of Parliament House,” Rajesh said.

He said came out of his flat at the Vittal Bhai Patel House in Rafi Marg here after seeing the students, including girls, were being beaten up by the Police. “We were told by the students that Police sexually assaulted the girl students. We have demanded strict action against erring officers. Cases registered against the students, who were protesting peacefully, should be immediately withdrawn,” Rajesh told.(Courtesy : Business Line.)

Left will raise crucial issues in the winter session of Parliament

Left parties would try to corner
the government by raising issues like price rise, growing
unemployment and corruption scandals in the winter session of
Parliament.

Left sources said their leaders have already submitted an
adjournment motion in the Lok Sabha to raise a discussion on
price rise to attack the government.

Exuding confidence that other opposition parties would
also join them in raising the demand for discussion on rising
inflationary graph, they said CPI(M), CPI, Forward Bloc and
RSP planned to corner the Congress-led coalition by raking up
the issue of hike in prices of essential commodities – ranging from onions to salt, besides petroleum products.

Another crucial item on the Left agenda is the report of
the Joint Parliamentary Committee on 2G spectrum scam, which,
these parties claim, was incomplete. By refusing to call Prime Minister Manmohan Singh and Finance Minister P Chidambaram for questioning in connection with the probe, JPC chairman P C Chacko had omitted a crucial aspect of the inquiry into the 2G scam, the Left parties have maintained.

They are also likely to join other opposition parties in
raising corruption scandals like the CWG and coal scams, the
sources said.

The Left parties would also seek a discussion on the
ongoing Bali meeting of the WTO on food security issue, saying the interests of Indian farmers should not be compromised to benefit developed countries under any circumstances.
