National Councils (2003 -2013) – A Review of the Meetings (4)
The IV Membership Verification was held on 21st January 2009 in which BSNLEU again won with 49.97% votes and NFTE got second position with 38.35%. BSNLEU was recognized. The National Council was formed with Com.R.Venkatraman as Leader and Com.V.A.N.Namboodiri as Secretary, Staff Side. The first meeting after IV Membership Verification was held on 21st June 2009.
XXI Meeting of the National Council – 21st June 2009
The Management agreed for six months interest free salary advance to the employees.
Instructions issued that the revised rules for pension calculation as per VI CPC with regard to limit of DCRG, commutation table, emoluments, qualifying service etc. for IDA pensioners.
With regard to mobile connections and free calls to non-executives it was agreed to more number of non-executives under the coverage of operational requirement.
Management agreed that Works Committees will be reactivated.
Separate meeting will be held to sort out the issue of pay anomaly of 2000 wage revision.
JTO/TTA examinations, TM examinations will be conducted early.
Reduction of service condition to 7 years for JTO LICE – case will be put up again before the Management Committee.
Allotment of 10% posts of JAOs to Senior Accountants on seniority basis – Relaxation not agreed to by management.
Acute delay in implementation of NEPP – management agreed to expedite the implementation.
Declaration of Holiday on 14th April on account of Ambedkar Jayanthi – Management states that Holidays are declared according to DOP&T.
XXII Meeting of NC – 5th November 2009
Reimbursement of expenditure on out-door treatment to post- 2007 retirees increased.
Management agreed to provide lift to all G+3 floors in BSNL buildings.
Inclusion of LDC TA service for appearing in TTA examination – Agreed to examine.
Draughtsman issues were discussed in detail.
Pay fixation on promotion from RM to TM after getting Lineman Scale – Management agreed to examine.
XXIII Meeting of NC – 16th March 2010
Management agreed to issue NEPP orders without delay.
Wage Revision agreement approved by the BSNL Board and sent to DOT for approval.
Maternity Leave increased from 135 days to 180 days.
Orders issued for Special Allowance of Rs. 1000 to women employees for child care for a maximum of two children.
3 G service started by BSNL in some circles.
Internal Competitive examination date finalized for Rajbhasha Adhikari.
Child Care Leave for women employees rejected by the Management.
Problems of pre- 01-01-2006 retired employees will be discussed separately.
Staff suggestions to reduce wasteful expenditure agreed to by the management.
Personal Upgradation of qualified and officiating JTOs will be further discussed.
Relaxation of educational qualification for appearing for RM to appear in TM examination will be examined.
Staff Side strongly protested against denial of Child care Leave and the cancellation of 95 million GSM tender.
XXIV Meeting of NC – 31st August 2010
( After Thiruvananthapuram All India Conference of BSNLEU in May 2010, the newly elected General Secretary Com. P.Abhimanyu, was nominated as Secretary Staff Side in place of Com.V.A.N.Namboodiri).
Holiday Homes will be opened at Rameswaram(T.N) and Maheswar(MP).
Orders issued for encashment of HPL against shortfall in 300 EL, in respect of executives and non-executives.
Orders issued to fill backlog vacancies in TTA cadre.
LICE to fill up posts of Junior Hindi Translators issued.
Grant of Grace marks for JAO Part II examination was not agreed to by the management. Instead, it agreed to conduct examination regularly.
Reduction of emoluments of post-2007 recruited employees – The demand of the staff side to compensate the same through higher fitment- Discussion will continue.
A Review Committee will review the BSNL Medical Policy to eliminate the hardships experienced by the staff side.
Grant of 78.2% w.e.f. 01-01-2007 – The issue is pending with the BSNL Board.
Grant of JTO scale to Officiating JTOs – the issue will be examined after the court case is over.
Implementation of Anomaly Committee Report on the anomaly/aberration in wage revision from CDA to IDA scales w.e.f. 01-01-2000 – Orders issued for certain cadres – Staff side wanted for all cadres.
Review of Recruitment Rules – Cases mentioned by staff side will be examined.
Modifications to NEPP raised by the Staff Side will be examined.
Option for pay fixation on promotion – Management has agreed and referred to DOT
Holding of Screening Test to the cadre of Sr. TOA is being considered.
Procurement policy suggested by the staff side will be considered.
Reservation for SC/ST employees in NEPP – government orders will be implemented.
