EPF under attack by Government

Employees Provident Fund is under attack.Government is trying to take away the  hard earned money of the employees put in the EPF. This year’s Budget has proposed  to tax 60% of the EPF at the time of withdrawal after retirement. The right to withdraw the EPF fully, if you leave the job at any time, is also taken away. The EPF can be fully withdrawn only after you reach 60 years. The government has also been compelling the EPFO to put the savings in private mutual funds etc. to help the corporate  on the plea of getting more dividend.

It seems that the government want to hand over the huge funds at the disposal of the EPF to the private corporates for their benefit. This will be disastrous. Strong protest should erupt from the workers and their organisations. Government should be compelled to withdraw the enethical move to tax the EPF money.

It is also necessary that similar tax imposed on the NPS should be withdrawn.

EPFO market investment has no government guarantee – Labour Minister

Labour Minister Bandaru Dattathreya stated in a written reply to the Rajya Sabha yesterday, 9th December 2015, that there is no government guarantee for the stock investments being made by the EPFO. The reply stated that ” The government has not provided any guarantee for such investments in the stock market as investment in such instruments are subject to market movements”.

This makes clear what the employees were telling all along. There is no guarantee for the hard earned Provident Funds of the workers that is put in the stock market by the EPFO. The unions are completely opposed to put the Provident Fund amounts in the stock market. The Central Trade Unions should compel the EPFO  to drop its decision to invest in stock markets.

There is every justification for increasing the interest rate of EPF since the earnings have increased. Last year, the interest was 8.75%. The unions have demanded for higher interest and according to the Labour minister, there is chance for an increase. The EPFO should announce the increase.

EPF and Gratuity for contract workers

Now that the EPF w.e.f. 01-10-2000 has been implemented and Gratuity is being finalised in the next BSNL Board Meeting, BSNLCCWF has taken up the issue of EPF and gratuity for contract workers to be implemented and from the same date. Com.V.A.N.Namboodiri, President, BSNLCCWF discussed the matter with the BSNL Management.

EPF contributions to be pledged for home loans.

It is reported that EPFO is favourably considering a proposal to allow its subscribers to pledge their EPF contributions to buy low cost houses. The installments will be paid from  future EPF contributions. The proposal will be  discussed in the meeting of the EPFO to be held on 16th September 2015.

BSNL Bank Account frozen for not remitting EPF in Ranchi, Jharkhand

The EPF authorities has frozen the Bank Account of BSNL in Ranchi, Jharkhand, for not remitting the EPF dues of Rs. 3,47,43,928 (3.47 crore) to the contract workers. This is not the first time such thing has happened in Jharkhand. Despite clear instructions from the BSNL Corporate Office, many SSAs are ignoring the same, thus violating the EPF Act, passed by the Parliament. This is not only a violation of the labour law of the country, but such officers are bringing shame to the BSNL itself.

BSNLCCWF has taken such cases  with the the Parliamentary Standing Committee on Labour as also the  Central EPF Commissioner. Both have criticised the BSNL management. Consequently BSNL Management has given clear instructions to field officers. Still the violation continues and BSNL accounts are frozen.

BSNLCCWF units are requested to complain to the EPF authorities, wherever, the EPF is not implemented or the dues are not paid.

We congratulate the Jharkhand Circle leaders of both BSNLCCWF and BSNLEU  for their active interest and intervention in the matter.

BSNLCCWF expresses its thanks to the Central EPF Commissioner, who took initiative in directing BSNL Management to implement the EPF to the casual workers from 01-10-2000  retrospectively, on the request of BSNLCCWF. It should be made applicable to the contract workers also.

Ensure that EPF is implemented for Casual Contract workers

The recent orders issued by the BSNL Management on implementation of EPF clearly states that  EPF should be implemented with retrospective effect from 01-10-2000 and the EPF should be started for contract workers, wherever it has not implemented so far. The parliamentary Standing Committee on Labour and the Central EPF Commissioner have given clear direction to the BSNL Management on this issue.

The casual and contract workers and their union BSNLCCWF should immediately discuss the same with BSNLEU leaders in their place and take up the issue with the GM / field management. BSNLEU leaders are requested to take up the case with management and ensure that EPF is implemented to all employees.

The Management was compelled to issue strict orders because of the BSNLCCWF and BSNLEU  taking up the matter with Standing Committee and EPF Commissioner. Kindly ensure that it is implemented with out delay. Any difficulty may be intimated to BSNLCCWF CHQ.

12,100 firms not paying EPF Contribution -Minister. BSNL is also one of them

NEW DELHI: Over 12,100 establishments have been found defaulting on their PF contribution till December this fiscal and action is being initiated against them, Parliament was informed today.

Kerala, Tamil Nadu, Karnataka, Gujarat, West Bengal, Punjab, Madhya Pradesh, Maharashtra and Andhra Pradesh are among the states with highest number of such instances in the last four years up to December 2014-15.

“Instances of non-deposit of contribution by some establishments, covered under Employees’ Provident Funds and Miscellaneous Provisions have come to the notice of EPFO as they have violated the provisions of the Act and schemes framed thereunder,” Labour Minister Bandaru Dattatreya said in a written reply to Lok Sabha.(Courtesy : TOI)

BSNL is one  of these firms. The EPF for the contract workers are not being paid in many places by the Contractor/BSNL. This is most shameful for a PSU like BSNL. The BSNL Management should take immediate action to ensure contribution to the EPF.

Making EPF optional is opposed.

As per the Budget Speech of the Finance Minister, it is proposed to make EPF optional for those getting wages up to Rs. 15,000. This is neither good for the worker nor to the any government which is welfare oriented.

This anti-worker move has to be opposed and defeated.

BSNLCCWF Demands EPF, Gratuity, Govt. daily wages for Casual labour

The issue of regularisation of casual and contract labour, wages of both casual and contract worker, EPF, ESI, Gratuity etc. have been taken by BSNLCCWF in the Parliamentary Standing Committee on Labour for the last few years. Now BSNL Board has decided to start EPF facilityto be implemented  for casual labours from 01-10-2000 (the date of formation of BSNL), but the orders are yet to be issued, since CMD BSNL has written to the Central EPF Commissioner requesting waival of penalty.

Com. V.A.N.Namboodiri, President, BSNLCCWF, today met Shri R.K.Goyal, GM (Estt.) and discussed all these issues and demanded issue of early orders. He stated that once the reply from Central EPF Commissioner is received orders on EPF will be issued. Regarding Gratuity and revised govt. wages, these are being examined.
