VII CPC will submit report by end of September 2015 – Chairman

Justice A.K.Mathur, Chairman of the VII Central Pay Commission has stated that the recommendations of the Commission will be submitted to the Government by the end of September 2015. This is one month’s delay from the earlier proposal to submit the report in August 2015.

The CG Employees are due for pay revision w.e.f. 2016. Most of the state governments are revising the pay of their employees based on the recommendations of the Central Pay Commission.

Rs. one lakh crore for CG Employees salary this year – Government

According to the Medium-Term Expenditure Framework Statement tabled in Parliament by the Government, the salary outgo of central government employees will go up by 9.56 per cent to Rs 1,00,619 crore in 2015- 16. It will increase further in the next year.

The Pension amount also is expected to increase, since a large number of employees are retiring every year.

The government seems to be finding out justification for its decisions on VII CPC in advance.

The following cities have been upgraded by the Government of India for grant of HRA to the Central government officials working in those cities as per orders issued on 30th May 2015. Congratulations to CG Employees. Case should be taken for grant of the same to the PSUs, State Government employees etc.

Central Government should declare Merger of DA and Interim Relief for employees

The DA for the Central Government employees has reached 113% of their pay. It has been the practice that, when the DA increases more than 50%, it should be merged with pay so that the workers will not be losing much due to the increase in the cost of living.

Though the VII Central Pay Commission has been appointed, the terms of reference given to CPC do not include DA Merger and hence the CPC is denying to give any recommendation in the matter.

As such, it is incumbent on the government to declare DA merger at least to 100% with out any further delay.

CG Employees Parliament march a big success – Indefinite Strike from 23 November

DSC02678Thousands and thousands of Central Government employees marched to Parliament today, 28th April 2015, demanding the settlement of their demands by the Central Government. Such a big demonstration is rarely seen. The leaders of the Central Got. employees including Coms. Shiv Gopal Mishra(AIRF)M.Krishnan, K.K.N.Kutty(Confederation) and other leaders addressed.

It was declared by the leaders that Indefinite strike will take place from 23 November 2015, if the issues are not settled.

Lakhs of  Central Government Employees will be marching to Parliament on 28th April 2015 focusing their  demands including Merger of DA with Pay, Interim relief, early submission of CPC report etc.

It is time that the government take immediate action on these issues.

A March to Parliament by the Central Government employees, including Railways, Defence and Postal will be held on 28th April 2015 on the demands raised by the Confederation and other Federations. The demands include VII CPC recommendations to be effected from 01-01-2014, Merger of DA with Pay, Interim Relief, Stop FDI in Railways and Defence, No corporatisation of Postal Services etc.

We fully support the struggle of the Central Government employees.

RETIRED EMPLOYEES CAN NOW AVAIL BENEFITS OF

MISSED PROMOTIONS

NEW DELHI: Retired government employees who missed out on their promotions due to late meetings of the committees deciding on such departmental elevations will now be able to avail its post-retirement benefits. 

“Instructions have been issued to all ministries and departments to give benefit of promotion to those employees who missed it due to late meeting of departmental promotion committee (DPC),” an official in the department of personnel and training (DoPT) said. 

It would not be in order if eligible employees, who were within the zone of consideration for the relevant year but are not actually in service when the DPC is being held, are not considered while preparing year-wise zone of consideration or panel, as per the DoPT order. 

Consequently, their juniors are considered (in their place) for promotions, who would not have been in the zone of consideration if the DPC had been held in time, it said. 

“Appointment committee of Cabinet has observed that DPCs often do not consider such eligible officers who are retiring before the occurrence of the vacancy in the panel year,” the order said, adding that this “undesirable trend negate the very purpose” of government’s existing instructions for inclusion of such employees. 

There have been reports that some of the eligible retired employees are not being given the benefit of promotion which they missed due to late DPCs. In fact the DPCs were being held very late, the official said. 

The DoPT has asked all central government ministries and departments under it to ensure “strict compliance” of its instructions to include retiring employees for promotions in case the DPCs are delayed. 

Such retired officials would, however, have no right for actual promotion, the DoPT official said.

No Reduction in Retirement age from 60 to 58 – Central Government

The Central government has cleared the doubt about the reduction of retirement age of the central government employees, which is being rumored for the last few days.

The Minister of state for Personnel, Public Grievances and  Pension Shri Jitendra Singh stated in the Parliament yesterday, 18th December 2014, that there is no proposal to reduce the retirement age of central government employees from the present 60 to 58. He also stated that the retirement age was increased from 58 to 60 in 1997 as per the recommendations of the V Central Pay Commission.

Govt. employees can change their date of birth within 5 years.

The Department of Personnel and Training (DOP&T), Government of India, has issued orders allowing the government employees to correct their date of birth withing 5 years, if the date of birth in their records are wrong. Necessary documents should be submitted for the same. After 5 years of entering the service, the change will not be allowed.
