Protest Demonstrations by BSNLEU, SNEA, BSNLCCWF

As per call of BSNLEU, SNEA and BSNLCCWF, protest demonstrations were held in the CGM office premises protesting against the victimisation of union leaders and demanding the immediate transfer of Kerala CGM MSS Rao, against whom corrupt charges are alleged. Kerala Telecom workers in struggle for the last one and half months against the CGM’s wrong actions and on the demand of the casual and contract workers. They are starting Satyagraha and Non-cooperation movement from tomorrow in Kerala Circle.

In Corporate Office, BSNL, New Delhi, also demonstrations were held. Coms. V.A.N.Namboodiri, President, BSNLCCWF, Swapan Chakraborty, Offg. GS BSNLEU, G.L.Jogi, Chairman SNEA, A.A.Khan, President SNEA and K.Sebastin, General Secretary SNEA addressed.

After the demonstration, the union leaders served notice on the BSNL Management intimating their decision to go on Hunger Strike from 17th September on the above issues and demonstration in Circle/SSA Offices.

Kerala Circle BSNLCCWF, BSNLEU, SNEA restarts agitation against violation of agreement

Against the non-implementation and violation of the Strike agreement made between the Circle management and BSNLCCWF, BSNLEU and SNEA, all the three unions have started Non-Cooperation from 12th August 2014.

The violation of the agreement seems to be a deliberate attempt to provoke the workers and make them go on further agitation, so that the charges against the management for  its inefficiency can be shelved and also the private telecom companies can benefit.

Kerala M.P.s meet Communications Minister on Kerala Struggle issues

M.P.s from Kerala, S/Shri K.N.Venugopal, who is also President of CCLU Kerala, C.P.Narayanan, T.N.Seem, K.K.Ragesh and K.V.Thomas met Communications Minister  Shri Ravi Shankar Prasad on 4th August 2015 and informed the grave situation in Kerala Telecom Circle due to the anti-worker actions of the CGM Kerala and demanded immediate intervention. They told the Minister that the 7,000 and odd contract workers are on strike for the last two days and the entire work is paralyzed. Circle Secretaries of BSNLEU and SNEA are on Indefinite hunger Strike against victimisation of union leaders and workers and demonstrations are going on. The action of the CGM is creating a situation, due to which the the services in Kerala, which is the circle which one profit circle in the BSNL, is deteriorating.

Minister stated that immediate action will be taken and directed the CMD BSNL, who was also present to do so.

Despite the assurance, no talks with the unions is held and the strike and the hunger strike is continuing. Large number of workers are conducting dharna. Leaders of many central trade unions and federations are visiting the hunger strike premises and extending solidarity and support. All the news papers in Kerala have given wide publicity for the justified struggle.

BSNLEU and SNEA (I) To launch joint agitational programme in Kerala circle. 
BSNLEU and SNEA (I),  Kerala circle unions have decided to launch joint agitational programme in Kerala circle, demanding immediate settlement of the victimisations imposed by the CGM, Kerala,  as well as the settlement of the demands of the contract workers. The decision has been taken in the joint circle executive committee meeting of both BSNLEU and SNEA (I), held on 28-07-2015. The agitational programme is as follows.
(1)  Demonstrations in all SSAs from 03.08.2015.
(2)  Indefinite Hunger Strike in front of CGM Office from 03.08.2015.
(3)  Non-cooperation from 10.08.2015.

BSNLEU – CCLU Kerala Circle on struggle against victimisation and on demands

The BSNLEU and CCLU workers of Kerala Circle are on agitational path for the last three weeks on the demand of the casual contract workers and against victimisation of the union workers and leaders. Instead of discussing and settling the issues, the CGM Kerala is on a path of confrontation and is harassing and victimising the workers. He is, probably doing this in order to make the Kerala Circle, which is profitable, to loss making and also to harass the customers to favour the private companies. Circle leaders of BSNLEU, including the Circle Secretary, are victimised and their salary cut for many days. Former Convener of the Women’s Committee is transferred. SNEA District Secretary, Thiruvananthapuram is transferred to far away Kannur.

The CCLU leaders are on hunger strike for the last 24 days and many have been taken in to custody and hospitalised by the police. The hunger strike continues. Central Trade union leaders, MPs and MLAs, leaders of service organisations are part of the Struggle Aid Committee and extending all support to the fully justified struggle. CMD BSNL has been asked by the General Secretary BSNLEU and President BSNLCCWF to intervene and direct the CGM to discuss and settle the issue. It seems that the CGM is not even heeding to the advise of the CMD.

In this context it was decided to organise a massive march to the residence of CGM Kerala on 28th July 2015, but i has been deferred, due to the sad demise of former President APJ Abdul Kalam and to pay respects to his memory.

Thousands of workers had reached the CGM Office for the March. A report from the Circle Union BSNLEU is reproduced about the massive meeting held today and the decision taken for strengthening the struggle:

“A large number of  BSNLEU &CCLU comrades from all over Kerala has assembled at CGM office premise as per the decision to march to the residence of CGMT. But because of the unexpected death of Sri.A.P.J.Abdul Kalam, former President of India, we have cancelled the march to the residence of CGMT. However after observing one minute silence in respect of the departure leader, conducted a meeting lasted for 1 hour.
The combined working committee of BSNLEU and SNEA held at P&T House on 28th July and decided following programmes.
   1. Indefinite hunger strike in front of Circle office from 3rd August 2015.
   2. Demonstration in front of offices in SSAs on 3rd August 2015.
   3. Combined working committee and General body meetings.
   4. Non cooperation on 10th August 2015.
The demands are:
   1. ENSURE TRADE UNION FREEDOM
   2. STOP ALL VINDICTIVE ACTIONS
   3. SETTLE LABOUR ISSUES AND IMPROVE SERVICE.”
We fully support the struggle of the Kerala workers . We demand the CMD BSNL to immediately intervene and direct the CGM to discuss with the Unions and settle the issues. Otherwise, the struggle will be intensified further.

After discussion with the Smt. Sujata Ray, Director(HR), BSNL, the hunger strike given notice of for Hunger Strike by CHQ BSNLEU leaders demanding immediate vacation  against victimisation of Jamshedpur comrades have been deferred on the assurance of the Director(HR).

Jamshedpur Victimisation – CMD BSNL has to act

Four all India leaders of BSNL Employees Union, including the President Com. Balbir Singh and General Secretary Com. P.Abhimanyu are going to sit on hunger strike on 22nd July 2015 at the Corporate Office premises demanding vacation of victimisation of the BSNL employees at Jamshedpur by the GM. Many officials, including union office-bearers are transferred and punished at the whims and fancy of the District Administration. Contract labours are retrenched. Several discussions at the District, Circle and Corporate office levels have not brought any result.

It is the continued victimisation of the workers and also the non-intervention by the higher ups that has compelled the CHQ office-bearers to go on hunger strike.

We demand the CMD BSNL to take immediate action against the concerned GM Jamshedpur and also cause vacation of victimisation of union workers there and avoid a direct confrontation with the recognised unions and its leaders, which compelled them to decide for  hunger strike on 22nd July 2015.

BSNLEU and BSNL CCLU continue struggle in Kerala

Due to the adamant and antagonistic attitude of the BSNL Circle Management, both the CCLU and BSNLEU in Kerala is continuing the agitation on the demands of the casual and contract workers for increase in the wages, upgradation of workers from unskilled to skilled etc. Though three times discussion have taken place, settlement could not be reached due to the adamant stand of the management. Further the management is victimising the workers. Circle office bearers of BSNLEU, including Circle Secretary have been issued with show cause notice for supporting the agitation. The Circle office-bearers of the BSNL CCLU are on hunger strike and many of them have been forcefully hospitalised.

It is in this context that the Action Committee has decided to strengthen the agitation. A broad based Solidarity and Aid committee is being formed with political, trade union leaders as also  service organisations. BSNLEU will organise 48 hours continuous dharna on 22, 23 July. A massive March to the CGM Office will be organised on 28th July at Thiruvananthapuram.

BSNLCCWF demands the BSNL Corporate Office to direct the Kerala Circle Management to immediately discuss with the Unions and settle the issues failing which the struggle will be widened and strengthened.

Affiliation of unions to JAC

The meeting of the Joint Action Committee held on 25th April 2012 discussed the requests of NFTBE and FNTOBEA  for affiliation to JAC and the same were accepted.

JAC renamed as Forum of BSNL Unions/Associations

The meeting of the JAC held on 28th May 2012 was attended by NFTE.  In order to include all the new unions and to have no embarrassment to any union, it was decided to re-name the Joint action Committee in to Forum of BSNL Unions/Associations of Non-Executives and Executives. Coms.C.Singh and  V.A.N.Namboodiri were  unanimously elected as President and  Convener of the Forum respectively.

Forum decides agitational programmes

The meeting of the newly constituted Forum met on 29th May 2012 and discussed about the pending issues of the BSNL employees. It was surprised to find that while the Management has denied 78.2% to the executives, it has fully implemented the VI CPC recommendations for the ITS who are on deputation and who have already opted for DOT. This is a stark discrimination towards BSNL absorbed employees.

As such the Forum decided to organize agitational programme immediately. The following programme of action was finalized:

  1. Massive demonstrations at all Circle/SSA HQs and day long dharna at BSNL Corporate office on 31st May 2012
  2. Mass Dharna at BSNL CO/Circle/SSA HQs on 6th June 2012
  3. Indefinite Strike w.e.f. 13th June 2012

The following are the demands:

  • Immediate implementation of DPE OM. No. 2(70)/08-DPE(WC)/09 dated 26th November 2008 and OM No. 2(70)/08-DPE(WC)-GL-VII/09 dated 2nd April 2009 i.e
  • Revision of pay as per fitment benefit @78.2% w.e.f. 01-01-2007.
  • Revision of Perks & Allowances after revision of pay scales.
  • Transport Allowance
  • Children Education Allowance/Tution Fees/Hostel Subsidy etc.
  • Family Planning Allowance
  • Professional Upgradation Allowance
  • Payment of Medical Allowances on quarterly basis as per BSNLMRS
  • Restoration of All india LTC/Leave Encashment
  • Implement Child care leave.
  • Provision of Superannuation benefits to directly recruited employees as per DPE guidelines.

The Strike Notice was issued on 29th May 2012 and was signed by ComradesV.A.N.Namboodiri, Convener, Forum, Prahlad Rai(AIBSNLEA), P.Abhimanyu(BSNLEU), Raj Mouli(NFTE), V.Subburaman(TEPU), S.P.Sharma(BSNLWRU), Hari Singh(BTU BSNL), R.S.Yadav(ATM), R.K.Kohli(NFTBE), Suresh Kumar(BSNLMS), H.P.Singh(BSNLOA), Gajendra Kumar(BTEU BSNL), (AIGETOA), K.Sebastin(SNEA(I) and D.P.Patwa(AIBCTES).

A Circular by Forum signed by the Convener and all the General Secretaries was issued on 7th June 2012 calling upon the employees to fully participate in the ensuing Indefinite Strike from 13th June. Wall Posters designed was put in the website and the Circle Forum Conveners asked to print the same in local languages.  A Press statement was issued by the Convener on the strike. An effort was made to meet the Parliamentary Standing Committee on Communications. Circles were asked to form the Forum so that co-ordinated efforts could be made.

Discussion with CMD BSNL

After receipt of the Strike notice, a meeting was called by the CMD BSNL on 11-06-2012 continued on 12-06-2012. All the General Secretaries were present. After protracted discussion, the following agreement was reached between the Forum and the BSNL Management:

Agreement on 12-06-2012

  1. Revision of pay is agreed as per fitment benefit @ 78.2% w.e.f.01-01-2007 subject to approval by the competent authority. However, actual payment will be made prospectively and the arrears will be deferred for the time being and will be paid only when the financial position of the company improves. This will be applicable for the pensioners also.
  2. Medical reimbursement with voucher for out-door treatment, Professional Upgradation Allowance and HRA will continued to be paid at basic pay with 68.8% fitment. Payment of these allowances will be reviewed on 01-04-2013, subject to the financial position of the company.
  3. All other allowances ie. Children Education Allowance, Tution Fee, Hostel Subsidy, Family Planning Allowance etc. will continue to be paid at the present rates.
  4. The issue of implementation of Child care Leave will be taken up with the BSNL Board for re-consideration
  5. For the purpose of provision of superannuation benefits to directly recruited employees, as per DPE Guide Lines, a committee will be constituted to re-examine the issue and give its recommendations.

With the signing of this agreement, the Forum of BSNL Unions/Associations and the National Unions of BSNL Workers (FNTO) has decided to defer its proposed indefinite strike from 13th June 2012.

The agreement was signed by Shri N.K.Narang, GM(SR) on behalf of BSNL Management. The following signed on behalf of Forum:

Comrades P.Abhimanyu(BSNLEU), Prahlad Rai(AIBSNLEA), Islam Ahmed(NFTE), S.V.S.Subrahmaniam(BTEU BSNL), Suresh Kumar(BSNLMS), N.D.Ram(SEWA BSNL), K.Sebastin(SNEA(I), Zile Singh (NTSU), H.P.Singh(BSNLOA), R.P.Shahu(AIGETOA), K.Jayaprakash (FNTO), S.P.Sharma(WRU), Hari Singh(BTU), D.P.Patwa (AIBCTES).

The agreement was a great success in the situation when the company was in loss. The struggle of the workers was not in vain. The large mobilization of the workers, their preparation for strike to ensure justice – all created a situation, where the management was compelled to discuss and agree to the demands of the workers.

The meeting of the Forum on 4th September 2012 discussed in detail about the pending issues and also the implementation of the agreement signed on 12th June 2012. It was understood that the BSNL Board has approved 78.2% IDA fixation, but the same will have to be approved by the DOT. No decision has been taken about the Child Care Leave. (To be continued)

BSNLEU /AIBDPA Meeting at Bengaluru on 27th June 2015

A well attended meeting of BSNLEU and AIBDPA, Bengaluru District, CGM Office, Civil/Electrical, QA and STR was held at BSNLEU Office, Bengaluru at 14.00 hours on 27th June 2015, presided over by Com. Kempe Gouda, District President. Com. C.K.Gundanna, Circle Secretary, Karnataka spoke about the decisions of the CEC at Dalhousie. The house stood in silence for one minute paying homage to Com. A.M.Patil, Circle secretary, Gujarat, who passed away at the time of CEC. Com. H.V.Sudershan, Dist. Secretary, BGTD, addressed the house and welcomed all. Senior leaders  Muddiah, J.V.Keshav, T.S.Krishna Moorthy, Infran Pasha, Shravan Kumar singh, Farooque, Girish, Krishnan kutty, H.C.Prakash, Bharathi, M.Manchaiah, Shivalinga Prasad and other leaders were in the dais.

Com.V.A.N.Namboodiri, founder General Secretary and Patron BSNLEU and also Founder Convener of Forum of BSNL Unions/Associations addressed the house and briefed about the latest developments after the successful 2 days strike on 21-22 April 2015, the meeting with the Secretary, DOT and the assurances etc. He also spoke about the efforts being made by the Forum and the Management to implement the ‘09.00 PM- 07.00 AM’ campaign for improvement of services and  BSNL expansion.  The present position of 78.2% IDA pension fixation was also stated. Com. Namboodiri answered and explained on the issues raised by the members. He was given a very affectionate reception at the meeting.

The Bengaluru Comrades assured Com. Namboodiri that BGTD and other districts in Bengaluru will ensure the ‘Save BSNL Campaign’ very effectively and ensure profit for the BSNL.  Thanks for the Bengaluru Comrades and Circle Union for the excellent meeting and discussion.
