Coms. VAN Namboodiri, President, BSNLCCWF and KG Jayaraj, GS, AIBDPA met Shri Gupta, GM(Restructuring) today, 20th October 2015 and discussed about pending issues of the contract workers. GM(Restg) assured that immediately after the meeting of the Parliamentary Standing Committee held on 12th instant, strict instructions have been issued to all the CGMs to ensure that the Minimum wages are paid and EPF, ESI etc. implemented. The evidences for having implemented is also called for. He also said that if the places are pointed out where these are not implemented, he will pursue the matter. He also stated that the management is particular that orders are implemented.

Meeting with Director (HR)

Com.V.A.N. Namboodiri, President, BSNLCCWF, today, 19.10.2015, met Smt. Sujata Ray, Director (HR) and discussed the following issues.

(1)     Regularisation of casual labourers.

The Federation asked for preparing a scheme for regularisation of the casual labour as was agreed to earlier. Director (HR) stated the Management is examining the case.

(2)     Committee for fixing wages, Kerala circle.

The official committee will fix the next date for the meeting in which the Federation representatives will be called.

(3)     Implementation of Minimum wage, EPF, ESI etc.

Director (HR) stated that strict instructions have been issued to ensure that the above are fully implemented. Com. Namboodiri pointed out many places where they are not implemented. Director (HR) told the Federation to give the list where the rules are not implemented.

 

(4)     Gratuity for casual labour.

Director (HR) assured that the issue is in the agenda of the next meeting of the BSNL Board.

Resolutions Adopted in the BSNLCCWF All India Conference

In addition to the Resolution on Policy and Programme, some other resolutions also have been adopted by the AIC of BSNLCCWF held at nagercoil on 3-4 October 2015. Some of them are given below:

Resolution on struggle against anti-worker polices of Central Government.

The 2nd September 2015 General Strike has come out as a historic one. It is the biggest strike since the introduction of the new liberal economic policy in India. Ten Central Trade Unions and Bank , Insurance , Railways, Defiance, Confederation of Central Govt. employees, All India State Govt. Employee federation and BSNL unions took part in the strike . Though the BMS withdraw from the strike in the last moment on pressure from the RSS, it did not make much difference. CITU played a leading role . More then 15 Cores workers directly participated in the strike and raised their voice against anti-people, anti- worker new liberal policies incorporated by the ruling BJP Govt. As per the call of BSNLCCWF, the BSNL Casual and contract workers   fully participated in the strike as they have participated on earlier strikes called by the CTUs.

Strike notice was served  on the 12 point charter of demands,  to contain price rise, to stop disinvestment of PSUs, opposing  amendment of labour laws which are against the interest of  workers, demanding Rs.15,000  as minimum wage,  implementation of existing labour laws, extension of social security benefits to all workers , Universal public distribution etc. Since the Govt. rejected workers’ demands,  the nationwide 16th General strike was successfully held.

The Central Trade Unions have again discussed on the demands raised and decided to go on further struggle.

This 3rd AIC  of BSNLCCWF held at Nagercoil, Tamil Nadu  on 3-4 October 2015 congratulates the casual contract workers for their full participation  and resolves to continue the struggle on the demands raised in the strike.

 Resolution on Implementation of Calls from WFTU

The 3rd All India Conference of BSNLCCWF held at Nagercoil, Tamilnadu  on 3-4 October 2015 resolves  to be fully involved with the activities of the World Federation of Trade Unions (WFTU) and as are integral part of WFTU proclaims that against the imperialist dominance and onslaughts upon the working class of the world the resistance raised by the WFTU by worldwide protest programs strengthening   international solidarity of workers.  BSNLCCWF will fully co-operate in implementing the same.

The newly adopted technique by the Capitalist forces in the name of LPG has opened the field of enormous exploitation  and sufferings of workers in the different countries of the world. Neo-Liberal economic policy with all its evil means has imposed ruthless attack on the workers. Undeveloped and Under developed countries have become a hunting place of big corporates with the support of the pro-private Governments of these states. The same situation prevails in developed countries also. In this scenario, WFTU is plying a vital role to unite the workers of the world. Every year, 3rd October is being observed as International Day of Action  by the workers of the world under the leadership of WFTU. BSNLCCWF  can never be a mute spectator when the attack on the Casual & Contract workers of our country is increasing day by day.

So, as a part of the international working class and to extend solidarity, BSNLCCWF resolves to take decision from this conference to operate as an integral part of the world Federation of Trade Unions and sustained struggle for the cause of the BSNL Casual Contract workers and for the workers of the world.

Resolution on Regularization of Casual /Contract Labour.

The Casual / Contract workers engaged in BSNL are carrying out the jobs being done by the regular workers for several years. There is no recruitament especially is RM/Telecom Mechanic/ Sr,. TOA etc. The service of casual / contract workers are utilized to perform the duties of all these cadres. The Contract workers are  qualified and skilled.

This Conference of CCWF being held at  Nagercoil  on 3-4 October 2015 demands the management to take immediate steps to regularize the casual and contract workers in BSNL.

Resolution against victimization of workers in Kerala Circle.

 

The Casual / Contract workers of Kerala has conducted a series of struggles in  June, July and August 2015 for realisation of their 18 point charter of demands.  BSNLEU and SNEA  supported the agitation by conducting Dharnas and Day night sathyagraha in addition to other forms of organizational activities. The BSNL circle management has taken vindictive actions against the workers and leaders who have even visited  the agitation spot of CCLU. The Circle leaders of BSNLEU and SNEA were issued with show case notices, dies non etc. A joint action Committee comprising BSNLEU, SNEA and CCLU has been formed and conducted joint agitation including indefinite hunger strike and non Co-operation . The management has suspended 15 BSNLEU and SNEA leaders and charge sheet has been issued. A number of false FIR  has been filed. The working atmosphere of Kerala has been spoiled by the CGM with these brutal victimizations.

This AIC of BSNLCCWF expresses its  solidarity to the suspended Kerala comrades and  also strong protest against the vindictive action and demands the management to withdraw all vindictive actions including suspension and charge sheets.

Resolution

This All India conference of BSNLCCWF held at Nagercoil on 3-4 October 2015 expresses its heartfelt thanks to the Reception Committee for the excellent arrangements made for  holding this conference in a  very effective manner . This AIC also thanks this various organizations which  helped in holding this conference.

The Parliamentary Standing Committee on Labour will meet at Mumbai on 12th October 2015 to take evidence on the Casual contract labour in BSNL. Five-Six meetings have already been held and BSNLCCWF had given evidence every time. Com.VAN Namboodiri, President, Com. Animesh Mitra Secretary General and other BSNLCCWF leaders are expected to attend the sitting of the meeting.

BSNLCCWF calls for strengthening Organisation

The Third all India Conference of the BSNL Casual and Contract Workers Federation (BSNLCCWF) held at Nagercoil on 3-4 October 2015 has called upon the workers to strengthen the organisation to enable it to continue its struggles for achievement of the long pending demands. Without a strong organisation, it is most difficult to compel the management to accede to our demands.

What is to be done?

While BSNLCCWF is very strong in a few circles, it is functioning well in many circles, there are still circles where either it is to be formed or is in the initial stage of forming. Workers are afraid of joining the association in some other places. the message of the union and our efforts for settling the issues also have not reached in some other places. Hence it is necessary that the first step is to ensure that each and every SSA in the country should have the units of the BSNLCCWF. All India and Circle leaders should identify these SSAs and start meeting the workers in these places for formation of BSNLCCWF. Branches should be formed, subscription should be collected, issues should be taken with the BSNL Management and regular functioning should start.

In this effort, maximum help is required from the regular workers and their organisations. BSNL Employees Union, who has taken initiative for forming BSNLCCWF, is fully in support and its General Secretary Com.P.Abhimanyu, is the Vice-President of BSNLCCWF. In  most of the circles the circle secretary of BSNLEU is the Circle president of BSNLCCWF. It should be in the same way in the SSAs also.

This process should start immediately. Within two months, by December 2015, we should be able to form the union in most of the places, it not every where. This is the first target and mission  the All India Conference has given to us. Let us fulfill it. The mission has to be completed.

Nagercoil fully prepared to host he AIC BSNLCCWF

Nagercoil is fully ready to receive the 500 and odd delegates that are expected to attend the All India Conference of BSNL Casual and Contract Workers Federation. Though Nagercoil is not a big city, the BSNL workers there are making all out efforts to make good arrangements for the conduct of the conference.

The AIC starts from 3rd October 2015 and will be inaugurated by Com. A.K.Padmanabhan, President, CITU and one of the top leaders of the trade union movement in the country. BSNLEU, AIBDPA and BSNLCCWF leaders will address the Inaugural Session.

The Joint Action Committee of BSNLEU, SNEA(I) and CCLU (BSNLCCWF) Kerala Circle is organising a Convention at Thiruvananthapuram on 5th October 2015 which will be addressed by Com.P.Abhimanyu, General Secretary, BSNLEU, Com.K.Sebastin, General Secretary, SNEA(I) and  Com.V.A.N.Namboodiri, President, BSNLCCWF.

The Kerala BSNL workers under the leadership of the three unions are conducting  sustained militant struggles  on the demands of the Contract workers and also against suspension and other victimisation of the leaders and workers of BSNLEU and SNEA.

Revolutionary greetings to the heroic comrades of Kerala BSNL circle, who will continue the struggle till victory!

Now that the EPF w.e.f. 01-10-2000 has been implemented and Gratuity is being finalised in the next BSNL Board Meeting, BSNLCCWF has taken up the issue of EPF and gratuity for contract workers to be implemented and from the same date. Com.V.A.N.Namboodiri, President, BSNLCCWF discussed the matter with the BSNL Management.

On the major issues of the BSNL Casual and Contract workers, demonstrations are being held today at SSA levels demanding settlement of the demands raised in the Charter of Demands submitted to the BSNL Management. The decision was taken by the CEC of the BSNLCCWF.

BSNLCCWF All India Conference being held at Nagercoil on 3-4 October 2015 will discuss all these issues and chalk out Programmes of Action for the settlement of the same.
