BSNL C.O. Issues Strict Reminders for Implementation of Minimum Wage, EPF, ESI etc. for Casual/Contract Workers.

The BSNL Management has issued stern reminder orders dated 08-07-2014,to all the CGMs directing them for payment of Minimum Wage, implementation of Social Security measures like EPF, ESI etc. to the Casual and Contract Workers. The CGMs have been asked to bestow personal attention and file returns that the effect the orders have been strictly implemented. This follows the meeting of the BSNLCCWF President Com. V.A.N.Namboodiri with the CMD BSNL, GM(Admn), GM(Estt.) and other concerned officers and discussion on the issue. The order is put in the BSNLCCWF Website bsnlccwf.com

Leaders of BSNLEU and BSNLCCWF are requested to utilise this opportunity to meet the GM and other local officers and pressurise them to pay minimum wage and implement the social security measures in their particular SSA. They are also requested to verify whether any wrong report is being sent from the SSA to higher authorities on this count. Such information may be immediately sent to BSNLEU and BSNLCCWF CHQs to pursue the case at C.O.level.

BSNL Casual and Contract Workers Federation (BSNLCCWF) has written to the new Labour Minister Shri Narendra Singh Tomar on the issues of the TSM/Casual/Contract Workers in BSNL demanding early settlement of the issues like Regularisation, payment of minimum wage, implementation of EPF, ESI etc.

Com.V.A.N.Namboodiri, President, BSNLCCWF, met Shri A.K.Singhal, GM (Admn), BSNL and discussed about the issues of the contract workers and non-implementation of orders at the field level. He pointed out that despite clear orders on the part of the Corporate Office, these are not being implemented by the field offices. many instances were brought to the notice of the GM. GM(Admn) assured that all these cases will be enquired into.

Why BSNL Management is reluctant to implement Government Orders on Minimum Wage, EPF, ESI etc. for contract labours?

Almost every day, the BSNL Casual and Contract Workers Federation as well as BSNLEU are getting complaints from their units that the contract workers are not being paid the Minimum Wage as per the government orders, EPF and ESI are not implemented, wages are not paid through cheques or to the SB accounts of the worker etc.

The BSNL C.O. has issued clear orders on 5th november 2008 itself regarding payment of minimum wages and on EPF, ESI etc.after the issue was taken up by BSNLEU. Even after five years of the issue of the order and regular reminders by the C.O., the field units are not implementing the same. It seems that the CMD and other Directors and top management have no control over their GMs.Otherwise why they are blatantly violating the orders of the C.O.?

Or is there a secret understanding between the top management and SSA heads that though orders are issued by C.O., the field level officers need not implement them? Or is it an understanding between the field level officers and the contractors ?

The brutal exploitation of the tens of thousands of contract workers by the BSNL Management-Contractor nexus has resulted in loss of more than Rs. 50 crores to the contract workers. The BSNL Management should be ashamed that such exploitation is continuing in BSNL, a Public Sector Unit, with out any change.

The only way seems to be to organise mighty struggles to put an end to this exploitation and get justice to the toiling contract workers. Their due wages can not be allowed to be cheated by the nexus of some corrupt officers and the contractors.

Let us prepare for a serious struggle for getting justice to the contract workers engaged in BSNL.

Meeting of Casual and Contract workers at Jaipur

A meeting of the casual and contract workers engaged in BSNL was held at Jaipur on 25th April 2014. Com. V.A.N.Namboodiri, President BSNLCCWF, Vijay Singh, All India Organising Secretary, BSNLEU, Ashok Pareek, Circle Secretary BSNLEU and other leaders addressed. The issues of the casual and contract workers were explained in detail by Com. Namboodiri.
After detailed discussion, it was decided to organise BSNL Casual and Contract Workers Federation in Rajasthan Circle and Jaipur District. Com. Vijay Singh CHQ Org. secretary was entrusted with the task.

Com.V.A.N.Namboodiri, President, BSNLCCWF, had a detailed discussion with Shri A.K.Sanghal,GM(Admn), BSNL on the issues of the contract labour engaged in BSNL and the brutal exploitation of these toiling workers.

Com. Namboodiri explained in detail about the non-implementation of Govt./BSNL orders on minimum wage, EPF, ESI etc. by the contractor / local officers. In many places, even half of the minimum wage is not paid. EPF and ESI are also not implemented.Orders of the government as well as that of CMD BSNL are completely violated and put in to the dustbin. He demanded that serious and thorough action is to be taken to ensure justice to the contract workers engaged in BSNL.

The GM (Admn) assured that necessary action will be taken to get the orders implemented and minimum wages and social security measures ensured.

BSNLCCWF Kerala Convention

A Circle Convention of BSNL Casual Contract Labour Union, Kerala Circle was held today, 19 March 2014, at Bankmen’s Hall, Thiruvananthapuram. More than 500 workers from all parts of Kerala participated. Com. K.Mohan, Circle President BSNL CCLU and Circle Secretary BSNLEU presided over the Convention. Com. Somasekharan Nair, Circle secretary BSNL CCLU welcomed all the participants and the invitees.
Comrade K.N. Balagopalan, MP and President of the CCLU inaugurated the convention. He congratulated the CCLU Kerala for organising the 16 days strike through which many achievements could be made. He analysed the election situation and called upon the workers to support those who support them. Com.V.A.N.Namboodiri, All India President BSNLCCWF and BSNLEU explained in detail about the issues of the casual and contract workers and the struggles organised to achieve them. Coms. P.V.Chandrasekharan, Circle President AIBDPA and senior leader of P and T workers, R.Muralidharan Nair, AGS BSNLEU, A.V.Kuriakose, Circle President, BSNLEU, Suresh, AGS, BSNLCCWF , V.Bhagyalakshmi, Mahila Committee Convener, Ashok Kumar, Convener, Confederation, Trivandrum and other leaders addressed.
In response to the appeal of the CHQ BSNLCCWF for donations to help Com. S.P.Tiwari, Circle Secretary of BSNL CCWF, UP East who is victimised and retrenched for the last few years and who is in serious condition in hospital due to cancer, a generous donation of Rs.9,100 was received from the house. Another Rs.5,000 was donated by the BSNL CCLU Circle Union. The total amount of Rs. 14,100 was handed over to Com. V.A.N.Namboodiri to be given to Com. Tiwari. Com. Namboodiri thanked the Kerala Circle and the comrades for the spontaneous and generous response to this noble cause.
The  meeting came to an end with vote of thanks by Com. C. Vamadevan, District Secretary BSNLCCLU.

AIBDPA Convention at Thiruvananthapuram

The massive convention of the AIBDPA held at Thiruvananthapuram on 18th March has called upon the BSNL_DOT Pensioners to prepare for a serious and sustained struggle for settlement of the long pending issues of the Pensioners.

The Convention was held at P and T House premises. Com.K.Arjunan, SSA President presided. The Convention was inaugurated by Com. V.A.N.Namboodiri, Advisor, AIBDPA who explained the demands of the Pensioners in General and that of BSNL-DOT Pensioners in particulars.
The struggles organised by BSNLEU and AIBDPA on the demands were explained, with specific reference to Pension Revisions. He strongly protested against the undue delay in settlement of 78.2% IDA fixation for BSNL pensioners. The efforts made by CHQ were also briefed.Comrades M.Krishnan, SG Confederation, R.Muralidharan Nair, AGS, BSNLEU, K.Mohan, Circle secretary, BSNLEU, P.V.Chandrasekharan, President, AIBDPA Kerala Circle, N.Ramesh, Circle secretary, AIBDPA, V.Kesavan, Circle Vice-President, M.C.Nair, Vice-President, Kerala CGPA and other leaders addressed. Com. Padmanabha Pillai, District Secretary AIBDPA Trivandrum welcomed all comrades.
The Circle Executive Committee of AIBDPA was held in the evening of the same day presided over by Com. P.V.Chandrasekharan. The CEC discussed the report presented by Circle Secretary Com.N.Ramesh and discussed about organisational matters and pensioners issues.

Casual/Contract Workers’ Demonstration today

As per the call of the BSNLCCWF and BSNLEU, massive demonstrations will be held in all SSAs of BSNL on the demands of the casual and contract workers, including regularisation, minimum wage, social security measures etc.

All circle/SSA secretaries are requested to intimate CHQ about the implementation of te programme after the same is conducted.

Planning Commission considering Regularisation of Contract Workers?

It is reported in the Economic Times dated 26 February that the Planning Commission is in discussion with companies to frame guidelines for regularisation of contract workers. It is stated that this move is being initiated due to the reduction in the number of regular workers and increase of the contract workers who are engaged to do the work of regular employees.
The Trade Unions in the country have been continuously demanding for the regularisation of the large number of contract workers. In BSNL, there are about 3350 casual and about one lakh contract workers. BSNL Casual and Contract Workers Federation is on agitation for the regularisation of these workers.

As the first phase of the action, massive demonstrations will be organised today, 26 February, in all SSAs as per the call of the federation.
