Meeting with the CMD BSNL

Com. V.A.N.Namboodiri, President Casual and Contract Workers Federation met Shri Anupam Shrivastava, and discussed about the issues of the casual and contract workers. He gave a letter on the revised rates of the contract workers by CLC and wanted that the same be forwarded to the field officers. He also brought to the notice of the CMD the unjustified retrenchment of the entire 287 workers in Hazaribagh,37 workers of Jamshedpur and 58 workers of Dhanbad and requested for their reinstatement. The brutal victimisation in Jamshedpur was also brought to the notice of the CMD with examples and demanded for the vacation of the same.

The CMD assured favourable consideration and necessary action.

Circle Convention of Casual Contract Workers at Lucknow

A Circle level Convention of BSNL Casual and Contract Workers will be held at Lucknow on 31st March 2015, Which will be addressed by Coms. VAN Namboodiri, President, BSNLCCWF, Com.K.R.Yadav,Vice-President, Com.R.K.Mishra, Circle Secretary BSNLCCWF and Jeet Lal Maurya, CS BSNLCCWF and other leaders. Casual contract workers from all parts of the Circle are expected to attend. The Circle conference held a few months back has decided the programme.

Com.VAN Namboodiri, President, BSNLCCWF, met Ms. Annie Moraes, Member  (Finance), DOT and discussed about the retrenchment of contract workers in CCA, Kolkata. Com.Namboodiri demanded that the retrenched workers be reinstated. The entire background was explained to the Member (Service), who agreed to look in to the matter.

The BSNL Casual and Contract Workers Federation (BSNLCCWF) has served notice for Two Days Strike on 21-22 April 2015 on the 12 point Charter of Demands raised by the Federation including Revival of BSNL. The Forum  of BSNL Unions and Associations has also given for strike on the same days.  The Strike Notice is put in the website of BSNLCCWF bsnlccwf.com

Com. V.A.N.Namboodiri, President, BSNLCCWF, today met Shri Anupam Shrivastava, CMD BSNL, and discussed in detail the issues of the casual and contract workers. A letter briefing the same was given to him. Com. Namboodiri pointed out the brutal exploitation of the workers and non-implementation of labour laws. Specifically he gave the details of the UP(E) and (West) circles.

CMD assured that he will urgently look in to the matter.

Com. V.A.N.Namboodiri, President, BSNLCCWF met Shri A,N,Rai, Director (HR), BSNL and discussed about the implementation of EPF for casual labours from 2000,  BSNL wages for the casual labours instead of CG wages, Gratuity etc. Director (HR) stated that the EPF orders from 01-10-2000 will be issued shortly, which has been approved by the BSNL Board. Other issues are being seriously considered.

BSNL Casual Contract Workers’ Massive Dharna in UP(East)

The casual and contract workers in UP(East) Circle, as per the call of BSNLCCWF organised massive demonstrations  in front of SSA offices  demanding payment of minimum wages, implementation of social security measures like EPF, ESI etc.  UP (East) is one circle where the BSNL Management and the contractors are violating all the labour rules and making payment far below the minimum wage. There are some places where only Rs. 500 or Rs. 1,000 is being paid for working for a month. Can you believe it. it is brutal exploitation.

The Casual and Contract Workers Federation, at SSA, Circle and all India level has demanded to ensure payment of minimum wage to these exploited workers, but the brutal exploitation continues. That is why the Circle Union of BSNL CCWF has decided to organise Dharna at SSA offices today, 23rd December.

The Dharna was organised at Pratapgharh, Varanasi, Mirzapur, Lucknow, Jaunpur, Allahabad, Sultanpur, Banda, Sheetapur, Lakhimpur, Bahraich, Basti, Ballia, Shajahanpur, Mau and other SSAs. The workers participated in large numbers. The BSNLEU leadership at all places gave maximum support and participated in the programmes.

We congratulate the workers and their leadership for the excellent conduct of the dharna. BSNLCCWF demands the BSNL Management to implement the labour laws including the Minimum Wage, EPF, ESI etc.

If the issues are not settled, then a March to CGM Office, Lucknow will be organised on 3rd March 2015.

Meeting with CMD BSNL on Casual and Contract Workers’ issues

Com.VAN Namboodiri, President, BSNL Casual and Contract Workers Federation (BSNLCCWF) met Shri A.N.Rai, CMD BSNL on 4th December 2014 and discussed the following issues:

  1. Implementation of EPF for Casual labour from 2000: At present the EPF is implemented for the casual labours w.e.f. 2011. The Federation had represented to the BSNL Management as also the Chief EPF Commissioner for getting it implemented from 2000. CMD stated that the same has been approved by the Managing Committee and will be placed before the BSNL Board which is meeting on 9th December 2014.
  2. BSNL wages for TSM/Casual labour: CMD stated that the demand of the Federation for the BSNL wages, instead of the government wages, is under consideration. But he stated that it will incur much expenditure.Com. Namboodiri insisted that justice be done to these low paid workers.
  3. Implementation of Minimum Wage, EPF and ESI: Com. Namboodiri pointed out the all India situation about the non-payment of minimum wage, EPF and ESI and demanded implementation of the same urgently. With particular reference to UP (East Circle), he furnished the documents regarding the payments, which are not even one third of the minimum wage and no EPF/ESI. He requested urgent remedial action. Workers are paid only about Rs.1000-2000, whereas they are eligible for about Rs.6,600. CMD looked into the details and assured that instruction will be given for correct payment. The Federation also requested the CMD to blacklist those contractors who are not implementing the labour laws.
  4. Reinstatement of retrenched contract workers in UP, Jharkhand etc.: The victimisation of leaders and workers of BSNLCCWF in Jamshedpur, Hazaribag etc. in Jharkhand and other places were brought to the notice of the CMD and requested for their re-engagement. He stated that these will be looked into.

Meeting with GM (Estt.)

Com. VAN Namboodiri, President, BSNLCCWF, met  Shri  R.K.Goyal, GM(Estt.) and discussed about the regularisation of the left out TSM/casual workers. He stated in view of the matter being discussed in the Parliamentary Standing Committee, the matter has again been referred to the Attorney General for his advice with reference to the Supreme Court Judgment in the Umadevi case. The advice is expected shortly.

Casual Contract Labour – Letter to Parliamentary Standing Committee

BSNL CCWF has given another letter to the Parliamentary Standing Committee on Labour, countering the statement of BSNL Management that in all the circles, the labour laws, minimum wage, EPF etc have been implemented. The hollowness and falseness of the management statement has been exposed with concrete evidences and figures.

BSNLCCWF requested the Standing Committee to direct the BSNL Management to ensure implementation of minimum wage etc.

BSNL Management asks for details of casual Labour

BSNL Corporate Office has asked all the CGMs to immediately intimate the details of the casual labour working in their circles, in connection with the meeting of the Parliamentary Standing Committee, which require the information.

BSNLCCWF also may be intimated by the circle secretaries about the details of the casual labour at he earliest.
