BSNL has decided to waived installation charges for the following categorie:

‘BSNL offers this new promotional offer for waival of installation charges only to the prospective customers registering for Landline and Broadband connections who opt for Annual Payment Option as follows
BSNL Waived off Broadband installation charges of Rs.250/- for customers opting for Annual Payment Option.
BSNL Waived off Combo Plan installation charges of Rs.500/300 for the customers of Urban & Rural areas who opts for Annual Payment Option.
BSNL Waived Landline installation charges of Rs.750/550 (urban/rural) for the customers opting for Annual Payment Option.
This newly announced promotional scheme for waival of Landline/Broadband installation charges shall be available in all the BSNL circles on PAN India basis with effect from 9th January 2014 to 31st March 2014.’

GoM decides Refund of Spectrum Charges to BSNL, MTNL

The Group of Ministers(GoM) on Revival of BSNL which met yesterday, 9th January 2014, presided by Finance Minister P.Chidambaram, decided to refund the Spectrum Charges to BSNL and MTNL. BSNL will get a refund of Rs. 6,724.51 crore and MTNL Rs. 4,533.97 crore.
The charges are being refunded for the surrender of spectrum by BSNL for Gujarat, Maharashtra, Andhra Pradesh, Karnataka, Tamil Nadu and Kolkata and both Delhi and Mumbai for MTNL.
This has been one of the long pending demand of both the PSUs since the spectrum allotted to them was not technically and financially viable in the above areas.
“The refund will be made to ensure support for the revival and revitalisation of BSNL and MTNL in the competitive telecom sector. It shall also help these PSUs to arrange finances to meet basic financial commitments such as operation and maintenance of their telecom network,” the GoM stated.
The Joint Forum of BSNL/MTNL Unions/Associations has been continuously pressurising the DOT and the Government to refund these charges, which will help the PSUs to reduce their loss and utilise the funds for development. It had also submitted detailed memorandum to the GoM on this subject.
This is not charity, but only refund of the money for the surrender of the airwaves, which the government can again auction for mopping up funds.
The GoM has to take decisions still on the demand of the Joint Forum to mandate all the Central and state Governments and their PSUs that they should use BSNL/MTNL services. The proposal is already with the Government. Another major demand is to waive the Licence Fee for these government companies.
Our pressure should continue in these matters.

Are the telecom scraps still unsold in your SSA?

Telecom is a fast growing industry, with technological changes taking place continuously. Within about seven-eight decades, the telephone technology has changed from magneto to CB, auto, electronic and so on. The telephone and telegraph posts which one could see through out the city/town and on the roads to villages standing like sentinels are no more there. The large auto exchanges which can cover space of for more than two badminton courts, with continuous noise of the rotating switches have vanished. The foundry items for the fixing of posts are no more required. These are all dumped somewhere in the stores rooms or in the compound. Pieces of the copper/iron wires which are unusable are also there. Telephone posts of all varieties, old generators, batteries, faulty telephone equipments and such other unusable equipment are all dumped in the large store-rooms or are sprawled over the vacant spots in the exchange/office compound.
In the case of the Telecom Factories and Telecom Stores, the situation is much more worse. The compounds of the TFs, having space of thirty- forty acres, even up to more than hundred, are all full of the scrap materials, which are no more useful. Zinc ash and other such chemical waste are also hazards of health to the workers.
These scraps are to be sold. Not only the company will get a good amount, but the exchange/office and premises will become clean and neat. Each and every SSA may get lakhs or even crores of rupees from the sale of these scraps. The Forum of BSNL Unions/Associations has been demanding he management to sell these scraps at the earliest and get good money. In those SSAs, where it was sold, lakhs and crores have been received according to the stock and condition of the stores. But in the majority SSAs, TFs and Stores, these are yet to be sold. Of course, the usual process of tender etc. will have to be processed. But sufficient time is already passed.
Let the Forum/BSNLEU take the lead in discussing the matter with the local management and ensure that the scraps are sold without any further delay, so that good money is received for the financially troubled company.

The Pension Contribution from BSNL to DOT should be on the actual salary

It has been the continuous demand of the BSNL employees that the pension contribution being paid by the BSNL to DOT in lieu of the Pension being paid by DOT to BSNL absorbed employees should be based on the actual pay and not the maximum of the pay scale which BSNL is compelled to pay now. The Forum of BSNL Unions/Associations has represented to the DOT, CommunicationS Minister, Finance Minister, Group of Ministers for Revival of BSNL and also to the Prime Minister on this matter, but so far the issue was not settled.
Now the Cabinet has decided that the pension of the MTNL employees will be paid by the Government as in the case of BSNL employees. Along with that it is also reported that the pension contribution to be paid by MTNL to DOT will be on the actual pay of the employee. This is good news.
Now the BSNL Management as also the Forum of BSNL Unions/Associations should immediately take with the DOT to change the pension contribution to be paid by BSNL to DOT in the same way. This will save a good amount to BSNL and it is also the correct way.

Complete the process of sale of scraps in all SSAs

According to the financial statements of BSNL it is seen that the income from miscellaneous receipts which may include the selling of scraps is about Rs.70 crores. This is far less than what should be, if all the SSAs have done the job fully with regard to selling of scraps.
As per the reports received by us, there are many SSAs where the scraps are heaped in the store or compounds for years together and has not been disposed off. There are much scraps in the various telecom factories/telecom stores also. By selling the scraps, there are two benefits. One, the company will get some revenue and secondly, the space where the scraps are dumbed will be free for other use. In the factories, the zinc ash etc. keeping will adversely affect the health of the workers also.
The BSNL management should take speedy action for selling of the scraps and getting revenue out of it. BSNL Unions at the SSA level should also take up the issue with the GMs and ensure that selling of scraps is done at the earliest.

Arbitrary Action of Management in restricting items in National Council unwarranted

The first meeting of the National Council, the negotiating machinery in BSNL, is scheduled to be held on 23rd December 2013. The Staff Side ha given 17 important items for discussion after consultation within the recognised unions.
Now, the Management has circulated the first ten items only as the items for discussion in the NC meeting, dropping the other 7 items.No discussion was held with the Staff Side, either Leader or Secretary. This arbitrary action of the management is unwarranted and is against the convention for the last 12 years since the NC has started.The management did not even discuss the issue with the staff side, which they could have done, if there was some difficulty for them.
The Secretary Staff Side, Com.P.Abhimanyu, has strongly protested against this arbitrary action.
The least the management can do is to immediately correct the indiscretion it has done, by including the dropped items in the agenda of the NC and intimate the same to the staff side members, which will avoid a confrontation, created by the management.

BSNL pays Rs. 320 crores Rent – to whom and for what ?

According to the unaudited accounts of BSNL for the year 2012-13 an amount of Rs.323 crore is shown as rent. In 2011-12 this was Rs. 321 crore.
The Forum of BSNL Unions/Associations has been continuously demanding that all the rented offices should be vacated and the offices to be shifted to BSNL buildings. Of course there may be some places where BSNL may not be having buildings. But that alone can not come to such a big amount.
The BSNL Management should take immediate action in the matter so that the amount of rent being paid can be reduced to the minimum.

Coms. VAN Namboodiri, President BSNLEU along with Com. Animesh mitra, Dy. GS, BSNLEU and Com. K.G. Jayaraj GS AIBDPA met Shr A.N.Rai, Director (HRD) today, 12th December and discussed the issues of non-payment of minimum wages to the contract workers, the unjustified transfer of Dist. Secretary of ETR, Odisha, victimisation of union leaders by GM Jamshedpur, amendment to Welfare Committee bye-law to enable retired employees to become eligible for membership in the committee, holding of the Sports Committee and Welfare Committee, anomaly in the pension of officials retired between October 2000 and July 2001, suggestions for improvement of BSNL services etc. He assured suitable action in these matters.

National Council Meeting further delayed ?

It is now understood that that tentative date fixed for the National Council meeting is again postponed. The meeting was fixed for 9th December after continued demand from the Staff Side. Now the Management has postponed the date to 23rd December 2013. It is disturbing to note that the last meeting of the National council was held on 30th January 2013, almost 10 months back.
After the VI Membership Verification in April 2013 and grant of recognition to 2 unions, on this or that reason, the National Council had not met even once during the last 10 months. No Standing Committee meeting has also not been held for long time, even before the verification.This is intolerable delay.
The BSNL Management should understand that the negotiating machinery can not be kept non-working like this.
