60: 40 issue connected with Pension payment of BSNL Retirees

As per an RTI received, the pension payment of BSNL retirees was less than 60% of  the various payments like dividend, tax etc.paid by BSNL to DOT till the financial year 2009-2010. From 2010-11 onwards, the pensions payment is more than 60% of the payments made by BSNL.

This is one of the reasons why the DOT was delaying the preparation of the Cabinet note on 78.2% IDA  pension fixation. However, now the cabinet note is prepared and is being forwarded to the nodal departments for approval, after which the same will be submitted to Cabinet.

Rs. 6,000 crore loan for Sugar Mills – Even sanctioned funds not paid to BSNL

It is known to every body that PSUs are not a priority to the central government. It is more worried about the private enterprises than its own companies.

Today’s press reports state that the NDA government is allotting Rs. 6,000 crore loan to Sugar Mills to clear dues to the farmers. We are not against the same, since it may benefit the farmers also in addition to the sugar barons.

But what about the amount of Rs. 1,250 crores already allotted to BSNL from USOF towards losses sustained by providing services in rural areas as per the policy of the government for the year 2012-13. Why not it is being paid, when  BSNL is in difficulty to purchase equipment due to lack of funds?

Why not refund the BWA Spectrum Charges coming to about Rs. 6,000 Crores after surrender of the spectrum to government by BSNL three years back? Even if Rs. 2,000 crore has been adjusted towards payment of licence fee as claimed by the government, why not the balance Rs. 4,000 crore paid?

The central government should immediately act and pay BSNL its due with out any further delay.

“BSNL will offer free national roaming from June 15, Union minister for Communications Ravi Shankar Prasad said today.

Spectrum sharing and trading policy to go to Cabinet this month and full mobile portability will be given from July, he added. The minister was briefing the media today regarding the achievements of his ministry as part of the programmes to mark the Narendra Modi government’s first year in office.” (Courtesy: NDTV)

It is a good news for the customers.

Good News for BSNL! One Gujarat Subscriber has paid Rs. 2.5 lakhs for a BSNL Fancy Number for his mobile! A report in the media is given belwo:

“BSNL has started sale of Fancy Mobile Numbers through eAuction from 2012 with a base value starts from Rs.1000 to 25000 to offer best fancy numbers according with the customers choice available in their hands. From starting date, BSNL eAuction becomes a grand success and creates records day by day, and its once again proved recently in this new eauction schedule.

It’s the number game.. after all.. Anyone who owns a mobile, is by default in favor of fancy number.. While selecting a mobile number, we generally check the number to have any sequence combination, for easy remembrance of the number and also for easy sharing.

The next level of number selection is opting for a fancy number. Numbers having a sequence or any personal lucky number plays a vital role in number selection. BSNL is the only telecom company in India which had given an option to participate in auction to bid for the lucky number. In this line Gujarat people stands for the fancy number. Militants Attack on BSNL Franchise in Kashmir , one killed two injured.

I am herewith reproducing a PTI report on the attack of BSNL franchise office in Kashmir by Militants. I contacted Com. Nisar Ahmed, Circle Secretary, BSNLEU, J and K, who is going to Sopore tomorrow and will inform the details. It can be understood under how much strain and danger BSNL employees are working. My heartfelt condolence to the family of the deceased franchise employee.

“Srinagar, May 25 : One person was killed and two others were injured in a militant attack on a telecom company outlet in Sopore town of north Kashmir’s Baramulla district today, police said.

The militants opened firing on the franchisee of BSNL at Iqbal Market in Sopore, 52 kms from here, which resulted in injuries to three of its workers, a police officer said.

The injured were rushed to a local hospital, where doctors referred them to a hospital here for treatment, the officer said.

He said one among the injured, Mohammad Rafiq (26), a resident of Handwara area of Kupwara district, succumbed to  his injuries at the hospital.

The two injured, Ghulam Mohammad Bhat (40) and Imtiyaz Ahmad Lone (30), both residents of Sopore township, were being treated upon, the officer said.

He said it seemed to be an attack on telecom operators as militants had threatened them in the past. It was second such attack in less than 48 hours in Sopore area.

Suspected ultras had hurled a grenade at a residential compound where a mobile transmission tower was installed on the intervening night of May 23 and 24.

Although officials were tight-lipped as to why the militants were targeting telecom installations, sources said the ultras were upset about “theft” of their communication equipment from mobile transmission towers in Sopore and surrounding areas earlier this month.

The militants had allegedly installed communication equipment atop the towers of private and PSU companies. (PTI)”

DOT should immediately pay USO Fund and reimbursement of Charges for spectrum surrendered

BSNL is in financial difficulty to purchase equipment for providing new connections, for which requests are coming in large numbers all over the country after the scheme for free night calls has been announced by BSNL. But the connections could not be given due to shortage of equipment like cable, drop wires etc.

It is the time for the government to assist BSNL. The refund of spectrum charges for the spectrum surrendered coming to more than Rs. 4,700 crores ( it is stated by the DOT that Rs.2000 crore out of Rs. 6,700 crores have been adjusted in the licence fee to be paid by BSNL) should be paid to BSNL without any adjustment. In the same way Rs. 1,250 crore allotted  from USO Fund for 2012-13 should also be immediately paid so that BSNL can buy necessary equipment. Any adjustment can be made later, but not now, when BSNL is in urgent requirement of funds.

The Communications Minister Shri Ravi Shankar Prasad and the Government are continuously declaring that BSNL will not be allowed to die and that it will be strengthened. This is the time  for the same.

The Forum of BSNL unions/associations should unitedly make the government to pay the above dues immediately, which the DOT has agreed to pay in the strike discussions on 1st May 2015.

Total Broadband connections reach 100 millions – BSNL at third place

The TRAI has released the statistics of the broad band connections as on 31st March 2015. According to the same the broadband connections in India  have crossed 99.20 million. BSNL which was in the first position in broadband for a very long period has now been relegated to the third place with 18.88 million connections. The top five positions in broadband are given below:

1) Bharti Airtel – 22.01 million 2) Vodafone – 19.37 million 3) BSNL – 18.88 million 4) Idea Cellular – 14.52 million 5) Reliance Communications – 7.94 million.

There are many applications pending for broadband connections with BSNL in almost all cities. Why BSNL is not able to give these connections? Forum leaders at field level should take up the issue urgently with the management. If it is due to lack of equipment, the BSNL management should be pressurized to purchase them immediately. Bring these problems to the notice of the All India Unions. We can not allow BSNL position going down and down.

BSNL – Utilise the Works Committees effectively and positively

At last,  the BSNL Management has issued strict instructions to hold the Works Committees in all SSAs without fail. Reports  have been called for about whether such committees have already been formed  and whether such meetings  are taking place etc. The Staff Side, National Council has been demanding the holding of the Works Committees for a very long time. The order has come now, though delayed.

It is for the workers and the management to utilise the Works Committee to maximum benefit of the company and for better service. The Committee is intended to discuss the issues connected with the development, expansion of services, efficiency etc. and not for staff issues. For Staff issues, there is the Local Council. The Unions can bring to the notice of the management, the difficulties being experienced including lack of equipment etc. as also where and how to expand the services, provide new connections etc. Management can utilise the opportunity in explaining the developmental plans etc. , how to provide better service and so on.

If both the management and the unions/staff side plan well, discuss and find out solutions for the problems, it will be a great achievement. It is not a blame game. Our maximum efforts should be to find out ways and means for a better service to the customers, expansion of services and more revenue for the company so that BSNL can come of the present financial crisis.

“Income of BSNL West Bengal Circle has increased: “We could render our Service to the subscribers in spite of many odds”—our employees have materialized this slogan of Circle Conference, Krishnagar in reality . During last financial year it was observed that our employees have able to add 16000 New BSNL Customers in our Circle. In the last financial  year We have made a Revenue Growth of 8.34% in WBT Circle. it is learnt that we could earn Rs. 50 Crore more than the last year. We had performed significantly in EB, Marketing etc. It is also learnt that the Revenue earned from L/L almost remained same that of last year but we could not performed up to the mark in GSM segment. Comrades, we should not be complacent, we have to perform better this year.”

My Hearty Congratulations to the workers and leaders of W.Bengal Circle for the improvement. Try more and you will gain more!

Warning Bells for BSNL Management and Workers – Connections decreased, market share down

While the BSNL Management and workers are unitedly trying to strengthen BSNL and also to provide more connections, the statistics as on 31-03-2015 by the TRAI give a non-positive picture. BSNL has gone down on the number of connections and market share. While other operators have increased their connections and market share, the actual connections of BSNL, both in landlines and wireless have gone down. The total market share has down below 10% and in wireless it is around 8% only and in the sixth position.

It is a real warning bell. The government, BSNL Management and employees have to jointly work with maximum effort and turn the trend and bring back BSNL to better position.

The statistics as on 31-03-2015 for BSNL is given below:

Total Wireless Connections: 970 million     BSNL : 77 millions  Market Share  8%

Total connections (Landline and Wireless) : 996.1 million BSNL : 93.24 million Market Share : 9.4%

Broad band connections : 15.54 Millions BSNL: 9.8 millions Market Share : 65%
