Despite his failing health, Fidel Castro addressed the newly formed National Assembly of People’s Power of cuba which was greeted warmly by the people. A brief report published in the media is given below:
HAVANA, Cuba, Feb 25 (ACN) “We do not struggle for our own glory or or honors; we fight for ideas we consider fair and to which millions of Cubans have dedicated their youth and their lives,” said Fidel Castro in his address to the Eight Legislature of the National Assembly of People’s Power, which was set up on Sunday.
Fidel said he deeply appreciated the noble gesture by the people to have elected him a Parliament deputy. He said he never thought he would live that long and that his enemies would be that clumsy in their hateful practice of eliminating their adversaries, who are determined to fight.
“In such an unequal battle, our people proved their astonishing capacity to resist and overcome,” he pointed out, and stressed that some eight hundred thousand Cubans have met internationalist missions.

The Cuban Revolution leader recalled important moments of recent Cuban history, like the 1962 missile crisis, where the island was about to turn into a nuclear battlefield; the 1961 Bay of Pigs mercenary invasion backed by Washington; the participation of Cuban internationalist troops in the victory of Cuito Cuanavale, which led to the end of the former Apartheid System.
Fidel Castro said that after the 1959 Revolution triumph, the domestic battle targeted political ignorance and anti-socialist ideas instilled by the bourgeoisie and US imperialism. The fight of social classes unleashed just few miles from the United States was the most efficient political school for the country.

However, he said, the big battle now focuses the need to deal with bad habits and mistakes that are being committed by many citizens, including Communist Party members in different social areas.
Fidel said that humanity is now experiencing a unique stage, which is quite different from centuries ago. The world population increased to 7 billion people, an alarming figure expressing a demand for vitalfoodstuffs that science, technology and the natural resources of the planet are quite far from meeting.

Fidel also referred to current natural threats on humanity, such as During his speech to legislators, the statesman recalled the pro tempore presidency recently assumed by Cuba at the Community of Latin American and Caribbean States (CELAC), something he described as having “particular relevance for its vindication of the Cuban people’s struggle for sovereignty and self-determination.”

Raul Castro also congratulated the President of Ecuador, Rafael Correa, for his February 17 election victory, and wished a speedy recovery to Venezuelan president Hugo Chavez.

In statements to Prensa Latina, several parliamentarians confirmed in their posts considered the contribution to the socio-economic updating of the country to be among the greatest challenges before them, through a process where the Government aims to achieve greater efficiency and

BSNL – DOT Pensioners an asset to the Organisation

Yesterday, 15th February, Dharna as per the call of the Forum of BSNL Unions/Associations was held in all SSAs in a massive way. Since I am at Calicut, the comrades here invited me to inaugurate the same. The dharna was organised at the GM office premises. A large number of participants were there. After shouting of slogans by comrades on the demands raised, I started my address. I spoke in detail about the main issue of grant of 78.2% IDA fixation as also on the necessity of improvement of BSNL Services, about the 20-21 February strike etc. The comrades were very attentive. As usual such programmes are always successfully organised here. Leaders of the Forum of Unions/Associations also addressed.

Before returning to my home, I met old friends and comrades and discussed general matters for some time. Interestingly I found out that a good number of pensioners also have attended the dharna. After the AIBDPA has been formed, the leaders and members are fully co-ordinating their activities with that of the regular employees. Now AIBDPA comrades are working to make the 20-21 February strike a big success. It is the same way with regular employees also. They are fully co-ordinating their activities with the pensioners.
Our decision to form AIBDPA – the united organisation of the DOT and BSNL Pensioners – has been proved correct once again.

Towards 20-21 February Strike – A.K.Padmanabhan

Indian working class is all set for the historic 48 hours General Strike on 20th and 21st February 2013. The call by the Eleven Central T.Us and various National Federations have found more support from various other regional level organizations and also a number of independent plant level trade unions and other organizations.

The reports from all over the country show that this phase of the United Trade Union movement will be the largest ever working class action in the country which will be protesting against the antiworker – antipeople policies of the government and also putting forward alternative policy line.

The struggle against the neo-liberal policies by the trade unions had begun in 1991 itself, the year in which these policy declarations were made by the Central Govt. by led by P.V. Narasimha Rao.

In fact Trade Unions had begun to raise policy alternatives by early 1980s, when the IMF dictated policies were thrust upon the people by the then Govt. led by Indira Gandhi. The country wide General Strike and Hartal on 19th January 1982 was a great success, when the demands of Workers, Peasants, Agricultural Workers and Unemployed Youth were raised by the National Campaign Committee of Trade Unions.

It was the Second phase of United Trade Union movement that began in 1991. The struggles from 1991 were at the call of joint platforms like Sponsoring Committee of Indian Trade Unions and National Platform of Mass Organizations. There were twelve countrywide one day General Strikes till 2008, demanding justice to the workers and toiling masses.

The year 2009 saw a new upsurge for more united struggles and with the National Convention in September 2009, the third phase of struggles against the Neo-liberal policies took shape.

The General Strike on 7th September 2010 and the massive campaigns and court arrest programmes preceding the strike saw mobilization of more and more workers. The massive, unprecedented march to Parliament on 23rd February 2011 and other campaigns resulted in further strengthening the joint platform with the participation of all the Eleven Central Trade Unions and also almost all the National Federations. This resulted in another General Strike on 28th February 2012, in which more than 10 crores of workers had participated involving all sectors. Many sections of workers, who had never participated in any such struggle came forward to participate this massive action of working people.

Now, again, within a year of that strike, the workers are well prepared for a 48 hour general strike.

The charter of demands which includes the demands of the vast majority of Indian people like the price control of essential commodities, ensuring universal Public Distribution System to ensure food security also have immediate demands of minimum wages of at least Rs.10,000 per month, equal wage for equal work and end to the highly exploitative contract systems. More than that, workers are demanding the right to form a union and to ensure collective bargaining rights.

After the Convention in September 2012, where the call for the 48 strike was given, hectic preparations had begun.

All the states have organized joint state level Conventions and in many states, district and area level conventions were also organized. These conventions at state level were attended by senior leaders of Central unions, calling upon the cadres to reach out to the workers at the grass root level.

Sectoral Unity

This time, sectoral level united conventions and campaign programmes have reached a new high. The National Convention of Central Public Sector Unions on 15the December in Chennai, had participants from all the central undertakings belonging to BMS, INTUC, CITU, AITUC, HMS and LPF along with independent unions and their Joint Action Committees from Bangalore and Hyderabad.

Joint Conventions were then held at Sectoral level – Steel, Coal, Petroleum, NTPC, Power Grid and also State Electricity Boards, Public and Private Transports. In all these conventions and joint meetings we could see unprecedented unity and also energetic participation of many new organizations even from the North-Eastern States. In the central PSUs, all the participative unions are conducting joint campaigns and have served strike notices jointly.

In the Banking Sector, which had seen a countrywide strike on 20th December against the Banking Law Amendment Bill, all in Unity for the 48 hours strike is ensured by the call given by United Forum of Bank Unions (UFBU) which has all unions of employees and officers as its constituents.

Telecom Sector also will see a complete strike with 13 unions of workers coming together to participate in the strike.

Insurance Sector, will, as usual, have full participation in the strike.

All the major Ports in the county will come to a grinding halt on these two days, with all the National Federations giving a joint call. Various organizations of State and Central Govt. Employees and also Teachers have come forward to participate in the struggle and has taken lead in the campaign in many states.

In the Defence Sector, Civilian employees in all production centres and offices will join the 2 day strike. All the three federations, AIDEF, BPMS and INDWF have jointly decided to go on strike.

Millions of scheme workers like Anganwadi, Asha, Mid Day Meal Workers will participate in the strike. In Anganwadi, National level organizations affiliated to CITU, AITUC, INTUC, HMS and BMS has served the strike notice on Central Government jointly.

In all the major industrial centres in the country, Private Sector industries will see complete participation in strike. Even in centres like Gurgaon, Manesar, Ghaziabad and also in Sriperumpudur in Tamilnadu, Bangalore and surrounding areas in Karnataka and in Greater Hyderabad area, full scale preparations have been done.

Unorganized Sector Workers like Construction, Beedi, Handloom-Powerloom, Head load workers in the forefront of campaigns.

In addition to the conventions, largely attended public meetings are being held in various states in which top level leaders are addressing the workers.

Various regional trade unions organizations in Maharashtra, Orissa, Andhra Pradesh, Assam, Kerala and Tamilnadu and Traders Organizations in different parts of the country have decided to support the struggle and make the general strike a success.

The positive impact of the campaign and the increased support was reflected in the country wide Rasta-Roko and Court Arrest programmes of 18th/19th December 2012 and the March to Parliament on 20th December, with massive participation of men and women from nearby states.

CITU’s iniative

Along with the active participation in the joint activities and campaigns, CITU has conducted campaigns and preparations independently in all states and sectors.

A booklet published by the Central Secretariat of CITU in English and Hindi has been reprinted and also translated in different languages by the State Committees. Andhra Pradesh State Committee of CITU sold more than 4.5 lakhs of the booklet reaching a new height in the educative campaign. Many other State Committees and also National Federations affiliated to CITU has brought out lakhs of copies of booklet and also millions of handbills and posters.

District and State Conferences of CITU, now being held all over the country, in preparation for the 14th All India Conference in April, saw separate discussions and decisions on making the 48 hour strike a great success.

The last lap of the campaign is going ahead, reaching out to every section of workers in all the sectors.

In another major development this time, Peasants and Agriculture workers organizations like All India Kisan Sabha and All India Agricultural Workers Union have also called for country wide struggles on 20th and 21st February on their demands and in solidarity with the T.U. struggle.

Those 2 days of General Strike will witness massive rallies, demonstrations, Dharnas, Rasta Rokos and Rail Rokos by striking workers, Peasants and Agricultural Workers.

In sum, the 48 hours general strike, an unprecedented action of Indian working class at the National level will also be the largest strike action at the International level also.

Even after 14 one day strikes and innumerable sectoral strikes and struggles, the Government at the centre, has not found it necessary to talk to the unions or listen to their demands but wants to speed up the reforms with a declaration “to fight even if they go down”. In these circumstances, this General Strike, will be a patriotic action to save the country from the anti-people polices and move ahead towards an alternative set of polices. It will also be a powerful warning to the ruling classes to desist from anti people policies.

With the deepening crisis of capitalism and also the economic situation in the country causing concern to everybody, the struggle for alternative polices are crucial. The United struggle of the working class will surely rouse all other deprived sections to come out and join the struggles in the future.

World Federation of Trade Unions (WFTU), the militant international trade union organisation of workers is strengthening year after year. During the last 7-8 years, especially after the WFTU Conference in Cuba in 2005 and Brazil in 2009, it has regained its strong position all over the world. Great Success
With the participation of 60 trade union leaders from 37 countries, the 2nd PAN-AFRICAN WFTU Affiliates and Friends Meeting was held on February 4-6 2013, in Khartoum, capital of Sudan.
The large attendance, the open, democratic dialogue, the criticism and self-criticism, the quality of the debates and the resolutions confirm the rising course of the WFTU and its dynamic presence in Africa.
The prestige of the WFTU, the proper arrangements made by SWTUF and the militancy of the class oriented trade unions from the African continent provides with a new optimism our coming struggles.
The family of the WFTU is constantly growing and constantly getting stronger; constantly, new affiliates are joining us.
The documents, the resolutions and the Action Plan for Africa 2013-2014 that were voted are rich and will defend the rights of the ordinary people of Africa against the exploitation and the plundering of the wealth-producing resources by the capitalists and the capital.
The WFTU thanks all those who took part in this important meeting and pledges that it will continue the joint efforts and will stay firm on the side of the Working Class of Africa until the final victory.

AIBDPA Conference started

The First Triennial All India Conferene of AIBDPA has started at Kannur on 6th February in a big way. The Navaneetham Auditorium where about 750 persons can be accommodated was full and overflowing with delegates who have come from all parts of India.
The Union Flag was hoisted by Com.P.V.Chandrasekharan,Patron of AIBDPA, amidst shouting of slogans. Homage to the Martyrs were paid by all the comrades one after another, the first one paid by Com. V.A.N.Namboodiri, Advisor AIBDPA and President BSNLEU.
Com. Prakashan Master, Chairman of the Reception Committee welcomed the invitees, the delegates and all the comrades who are present. He also informed the delegates about the cultural and political background of Kannur District and city.
The Inaugural Session was presided over by Com. A.K.Bhattacharjee, President of the Association. Com. Basudeb Acharya, Member of Parliament, CITU Leader and the leader of the CPI(M) group in Lok Sabha inaugurated the AIC.In his speech in detail he spoke about the issue of the pensioners, the fight against PFRDA, the two days strike on 20-21 February called for by the 11 Central Trade Unions, to strengthen the working class unity etc.

Meeting with a senior comrade

Remembering old days

After reaching Kannur to attend the AIBDPA meeting today, I thought that I will visit a senior comrade of Postal Union, who in fact advised me to enter P and T Department.
Along with Coms. Ananta Kumar Bhattacharjee, President, AIBDPA, P.V.Chandrasekharan and my wife, I went to the house of Com. Narayanan, retired Postmaster, which is in the centre of the Kannur town itself. He was very happy to meet all of us. He is 91 now and still keeps good health for that age. His wife, daughter and son-in-law, all of them welcomed us warmly.We had good coffee and tasty biscuits also. We talked about the old days.
Com.Narayanan Master was the Post Master of Mattanur at that time when I was working as a teacher in a nearby school. One day he told me that applications have been called for jobs in P and T by the Postmaster General and advised me to apply. I applied for all the four arms, viz. Postal, RMS, Telephones and also Telegraph. I got intimation having been selected for all, since marks alone was the criteria for selection. When I asked Narayanan Master to advise me which post to select, he said that the best selection will be telephones since it is the fast growing sector. Accordingly I selected the same. Within a few days I got the telegram to join the training class and joined duty after training. And the advice given to me was the best, as I experienced later.
When we were returning Master came till the road. He waved his hands in farewell when the car started moving.
Thank YOU Comrade! We will meet next time again when I visit Kannur.

Cannanore (Kannur) – City of my initiative in TU

I have reached Kannur to attend the All India Conference of AIBDPA to be held on 6-7 February 2013. To-day, the working committee will held by evening.
It is after some time that I am visiting Kannur. Kannur ( the British called it Cannanore and the name continued till a few years back) is the northern most district of Kerala except Kasargod, bordering Karnataka.
I was initiated in to the P and T Trade Union movement from Kannur. I joined in the P and T Department in 1958 at Kottayam in the southern part of Kerala, but got transferred to Kannur in 1959. The telephone exchange was accommodated in a small building on the side of the Fort Maidan, near he District Hospital at that time. The Telecommunications were developing only at that period. It was CB mutiple exchange with about 300 – 400 numbers. The NFPTE, the only union at that time, was strong in Kannur as in the nearby Calicut etc.
The NFPTE leaders at Cannanore at that time was Coms. T.M.Janardanan ( Janu Master),N.P.Padmanabhan (Tellicherry) N.O.Ananadan Master, P.Narayanan(at Payyanur) and others. While the first three were in Postal, Com.P.Narayanan was in Telephones, and was Branch Secretary. He was an ex-service official and was very stict disciplined both in the work and in the union.
The first time I met Com.O.P.Gupta, then General Secretry, E-III Union was at Kannur. Com. OPG came along with Com. Narayanan to Kannur, probably in 1959 itself. It was very contrasting to see the tall and hefty OPG with Narayanettan who was rather small in height. Both are not with us now. OPG passed away recently and PN much earlier.
The 1960 strike and the suppression of the same by the government and the hard experiences during the period made me devote my full time to the union activities. I was kept out of work for some period, disciplinary action taken and reduced to minimum of the scale for leading the strike in Cannanore.
I worked at cannanore and nearby places like Kanhangad, Payyanur, Baliapattam etc. on deputation also. I was elected as Branch Secretary of Cannanore and continued as such till I was transferred to Calicut in 1964 as part of victimisation for organising a local strike.
There are a lot of incidents and union agitations which comes to my mind when I recollect the period. About that later.
I will be at Kannur today, tomorrow and day after. I hope to see many comrades, who worked with me and local leaders. It will be a pleasure to meet them all.

Two Days Strike on 20-21 February and our task

15 Unions/Associations in BSNL have served notice to the BSNL management declaring their decision to go on two-days strike on 20-21 February 2013. The call given by the 11 Central Trade Unions include a Charter of Demands which high lights the major demands of the workers and common people. There are two – three important demands which are directly connected with the PSU workers including BSNL workers. No Disinvestment of PSUs, issues of casual and Contract workerws, minimum wage of Rs.10,000 for unorganised workers etc. are focussed in the Charter.
Probably except the associations of the executives in BSNL, almost all others have already issued notice for strike. Executive Associations have decided to give full support and solidarity to the strike. But that is not sufficient. In the last oneday strike called by the Central Trade Unions on 28th February 2012, more than 10 crore workers participated in the strike. This time it will be more. Participation in the strike is the responsibility of all organisations since it is not only focussing our demands but also telling the govenment that the workers as a whole are behind the demands.
I request the Executive Associations to discuss the matter once again and ensure that they also participate in the strike as they have participated in the11th 2007 July strike. I hope that a positive decision will be taken by them.

Joint Forum exposes statement by private telecom companies

In many news papers of yesterday, statements of both the CDMA as well as GSM private companies were published demanding the government not to grant any bail-out support to BSNL and MTNL, the telecom PSUs, stating that ‘it would be in contravention of all tenets of policy, fair competition and level playing field’. This is the pressure tactics of the private lobby and corporates to stop the proposed assistance of Rs. 20,000 crore being recommended by the DOT towards refund of the spectrum surrendered by BSNL and MTNL and towards adjusting the one time charges for the excess spectrum etc.
The Joint Forum has immediately reacted and issued the following Press Release exposing the hypocrisy of the private companies and the real position and also demanding the government to give immediate financial assistance to BSNL and MTNL.

BSNL and MTNL should be given Assistance
– Private Telcos’ opposition unjustified

The private telecom companies’ organisations, both of CDMA and GSM operators have opposed any financial assistance by the government to the telecom PSUs, BSNL and MTNL, which have posted loss for the last three years, stating that ‘ such proposal was not permissible as it would be in contravention of all tenets of policy, fair competition and level playing field.’

It is interesting that the private players have now come with the argument of level-playing field. In fact, these private companies have been continuously getting all benefits and undue favours from the government most of which are denied to the telecom PSUs. While, the mobile licences were issued in the 1990s, only the private companies were given the licences and DOT (BSNL was not formed) and MTNL were denied the same for about 6 years, in a move to help the private companies. In the auctions for spectrum, while the private players could bid for their choice circle, BSNL and MTNL were denied the right to bid, but were compelled to pay the charges for the highest bid in all circle, resulting in almost double the amount that the private telcos paid. In the allotment of high quality spectrum, again the private players were favoured. While the private telcos could purchase equipment without any restrictions, the purchase by BSNL was restricted by government and also by continued legal cases by the private manufacturers. BSNL was restrained from purchasing equipment from Chinese companies, which are comparatively of low cost, in the name of security risk, while private companies purchased from the same companies without any objection. These are only a few examples, how the private companies have managed to continuously get maximum favours through continued pressure on the government. Being a government company, BSNL and MTNL could not put such pressures and have been side-lined causing much loss and disadvantage.

Further, as government companies, implementation of the social commitment of the universal service of the government is incumbent on BSNL and MTNL and they are fulfilling the same providing connections and service in the lakhs of villages and remote areas, which are loss-making, causing huge losses to the PSUs. The assistance being given from the USO Fund is nominal and completely insufficient. The private telecom companies are also liable to provide connections in the remote and rural areas, but they have managed to evade the responsibility.

BSNL was assured by the government at the time its formation that it will be assisted through payment of Access Deficit Charges (which will come to about Rs.3,000 to Rs. 4,000 crore), Reimbursement of Licence Fee paid by it to the government and also liberal assistance from the USO Fund. These are all arbitrarily withdrawn by the government within a few years. Instead only Rs.1,500 crore for the current year and Rs.1,250 crore for next year is proposed to be provided to BSNL as assistance.

Out of the Rs. 40,000 crore surplus cash with the company at the time of the formation, almost all of it has been taken by the government in the name of spectrum charges, repayment of notional loan of Rs.7,500 crore (no loan was given to BSNL and there was no necessity at that time) with unusually high interest etc. In addition, these PSUs have a large and senior work force inherited from the government (DOT) and their salaries come to around 40% of the expenditure.

All the above factors have resulted in these PSUs posting loss for the last three years. While many of the private companies have been charged for violation of the licence conditions and rules in providing connections, no such violations have been charged against the PSUs. While the private companies are profit-motivated, the PSUs have the social commitment of the government to implement.

In such a situation, it is of utmost necessity to ensure the financial viability of BSNL and MTNL to ensure universal service in the country, checking the telecom price level etc. It may be remembered that till BSNL and MTNL entered the mobile services, the private companies have been charging exorbitantly and it was only after their entry that the mobile charges came down. If the PSUs are not there, the telecom companies will once again raise the charges very high.

The Forum of BSNL/MTNL Unions/Associations therefore, demands the Central government to provide maximum assistance to BSNL and MTNL to tide over the present financial crisis and expand and improve their services.

Taxing the Super Rich

In many countries, the governments have started increasing the tax on the super rich. The Government of India has also proposed the same.
The reaction from the media, mostly controlled by the big corporates, was on the expected line. They have opposed the proposal stating that it is not necessary. The corporates have reacted sharply. They have, in fact, threatened that the MNCs will leave India, the FDI will shift away and that the GDP will come down drastically if the super rich are taxed more.
It seems that the threat from the corporates and the media is having its effect. There is not much talk about taxing the super rich now.
Workers reasonable and justified demands are denied forthwith; but when the corporates demand, it is seriously considered by the government and necessary decision taken to satisfy them.
The government by the Corporates and for the Corporates!
