United Forum of Bank Unions on agitational path

The Bank Unions under the banner of United Forum of Bank Unions have decided to lauch agitations against the Banking Laws amendment Bill, the objective of which is to amend the Banking Regulation Act and Banking Companies Acquisition Act which is intended to liberalise the banking sector. The agitations include badge-wearing, demonstration, delegations, dharna etc.

Anti-worker Budget of UPA II Government

The Budget presented by the UPA II government is completely anti-worker. I am giving below  a Press Statement issued by CITU in this connection:

New Delhi, March 16: The Centre of Indian Trade Unions(CITU) secretariat has issued the following statement:
The UPA II government’s utter disregard for the workers has once again come out in the open in the Union Budget. Presenting the tax proposals in his Budget speech, the Finance Minister said ‘Various players, including policy makers, politicians, agriculturists and business houses, participate in the making of the economy’. Not a word about the contribution of the workers to the national economy!
The Union Budget 2012 – 13 continued the pattern of providing concessions to the rich while imposing burdens on the poor – Rs 4500 crore relief was extended in direct taxes while a burden of Rs 45000 was imposed on the common people through indirect taxes. The increase in the service tax will lead to further price rise.
Not a paisa has been allocated for the Unorganised Sector Social Security Fund, making the Unorganised Workers’ Social Security Act a mockery. The Finance Minister reiterated the government’s commitment to allow FDI in retail, to the enactment of the PFRDA Act. While the public sector enterprises have a huge surplus of Rs 6 lakhs crores, the government is determined to garner Rs 30000 crores through disinvestment. He has announced income tax concession under the Rajiv Gandhi Equity Savings Scheme to lure people into the share market, even while announcing that expenditure on subsidies to the poor would be brought down.
While increasing the allocation for Integrated Child Development Services (ICDS) and National Rural Health Mission (NRHM), the Finance Minster revealed the attitude of the government to exploit women workers through extraction of unpaid work. The ‘scope of activities’ of the Accredited Social Health Activists (ASHAs) under the NRHM will be increased and they would be required to play a ‘more active role’, but no regular and fixed income is ensured for them. Allocation for ICDS and Mid Day meal programmes have been increased but no provision has been made for ensuring minimum wages, pension and other social security benefits for the anganwadi employees and the mid day meal workers.
Not a single demand of the joint trade union movement raised through the 28th February strike has been addressed in this Budget. It is a clear indication of the determination of the UPA II government to pursue with the neoliberal policies despite the massive and unprecedented united countrywide strike and its dismal performance in the elections to the state assemblies that reflected the serious discontent among the people towards its policies.
CITU calls upon the workers all over the country to intensify the joint struggles in the coming days to ensure the reversal of the anti worker and anti people policies.

Wage of Contract labour equal to the regular worker under Govt. consideration

The 28th February Strike is having its impact on the Government. The Prime Minister who advised his government to file appeal against the decision of the Karnataka High Court which ordered that the state minimum wage should be paid to the NREGA workers in Karnataka, has been now compelled to change his views as can be seen from the following report. In this connection, I am reproducing a report in the press:

“The Union Government is expected to announce a policy decision soon on the vexed issue of employment of contract labour.

Mr G. Sanjeeva Reddy, the President of INTUC, told Business Line here on Friday that the Government might declare norms for ensuring equality in terms of payment to contract workers in the Budget announcement. He said currently the Cabinet Secretariat is looking into it.

“The Government has in principle accepted that when a contract labour does the same job as a permanent worker does in an establishment, the former cannot be discriminated against in terms of financial compensation,” Mr Reddy, who is also a Rajya Sabha member, said.

The apex court also expressed a similar view, he pointed out.

The Government has already prepared a study on contract labour – engaged both in private and public sector organisations.

“The Government is figuring out the cost to the economy if such pay parity is introduced across the country. I have reasons to believe that certain positive steps towards the contract labour issue are in the offing,” he affirmed.

The labour unions continue to view the system of contract labour as exploitative.

“We want a gradual abolition of this system. As a first step we want parity on financial compensation. We also feel the need for a joint negotiating forum of the employers and the workers. The Government also should fix ceiling in percentage terms of employment of contract labour in an organisation,” Mr Reddy said.

For providing legislative protection to this category of workers, whose conditions were found to be abysmal, the Contract Labour (Regulation and Abolition) Act was enacted in 1970.

Consequently, the Contract Labour (Regulation and Abolition) Central Rules, 1971 came into force.

However, the constitutional validity of the Act and the rules were challenged before the Supreme Court in the Gammon India Ltd. Vs. Union of India case. But the Supreme Court upheld the validity of the Act and the Rules in 1974.”

Strike in W.Bengal big success despite attack by Mamata Govt.

The Left-backed Centre of Indian Trade Unions (CITU) has claimed that today’s nationwide strike  was a success in West Bengal despite “attacks” on Left workers, leaders and journalists. Rejecting Chief Minister Mamata Banerjee’s claim that the strike had failed, CITU state President Shyamal Chakraborty said despite “state-sponsored threats”, people responded to the strike call. “Several Left workers were attacked and injured, while former minister Srikumar Mukherjee was heckled by the Trinamool Congressmen,” Chakraborty told reporters at Shramik Bhavan. The arrested included CPI(M) leader Narayan Biswas, Manik Sanyal and others, he said. “The success of the strike points to the eroding popularity of the Mamata Banerjee government, which rode to power with an overwhelming majority,” he said. “We fail to understand why the administration was so scared of the strike that it had to issue a threat notice to its employees. “We condemn the oppressive measures of the state machinery and authoritarian attitude of the chief minister to foil the strike,” Chakraborty said. Claiming that the Chief Minister had given out wrong information, the CITU leader held that 85 per cent of jute mill workers joined the strike, followed by 82 per cent in coal mines, 65 per cent in steel plants, total strike in hosiery mills and 90 per cent in the IT industry, while tea gardens in North Bengal observed total strike. According to him, workers in some power generating plants did not report for duty causing lesser generation of 650 MW. He said five Jet Airways, 8 Air-India, 6 Spicejet flights were cancelled, while only 20 per cent of taxis and autorickshaws were on the roads. “Due to threats, some state-run buses plied, but there were less private buses which were later withdrawn,” he said. CPI(M) Greets the workers for the magnifient strike

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:
The Polit Bureau of the Communist Party of India (Marxist) congratulates the millions of workers and employees throughout the country who have struck work and registered a strong protest against the neo-liberal economic policies being pursued by the UPA government.
The call for the strike was given by the united platform of all Central trade unions. This is the first joint strike call by all the Central trade unions and the all India Federations of employees in various sectors. Reports indicate that over ten crore workers and employees participated in the strike.
The general strike was a huge success in the banking, telecom, defence, insurance, mining, transport, insurance, various public sector units, central and state government offices and departments. Shops and markets remained closed in various places. In many places in West Bengal, Jammu and Kashmir and Assam, the striking workers had to brave brutal attacks by the police and also large scale arrests. Besides police attacks, the striking workers in West Bengal had to face severe physical attacks by hoodlums let loose by the ruling TMC.
The strike call was given to demand among other things concrete measures to contain price rise; strict enforcement of labour laws; universal social security cover for the unorganized sector workers; against disinvestment of PSUs etc.
The massive response to the strike should serve as a warning to the government that the working people and their unions would not accept such indifference and neglect lying down and they will further intensify their struggle if their basic demands are not addressed. The unity and militancy displayed during this strike should be carried forward for bringing in alternative policies.

Central TUs Congratulate workers – 10 Crore workers participated

All the Central Trade Unions ( BMS, INTUC, AITUC, HMS, CITU, AIUTUC, UTUC, TUCC, LPF, SEWA )congratulate the mass of the working people of the country for their overwhelming response to the united call of countrywide general Strike today the 28th February 2012 to press for their burning  demands. The call was given by all the Central Trade Unions in the country and was endorsed by almost all the major independent national federations of employees and workers.  Reports received from all over the country, reveal that around 10 crore workers took part in this strike across the industries and occupations, both in organized and unorganized sector. The demands before the Striking workers and their trade unions were 1) concrete measures to contain price rise 2) concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs, 3) Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violations, 4) universal social security cover for the unorganized sector workers without any restriction and creation of a National Social Security Fund with adequate resources in line with the recommendation of NCEUS and Parliamentary Standing Committee on Labour and 5) Stoppage of disinvestment in central and state profit-making PSUs, 6) No Contractorisation of work of permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry/establishment, 7) Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and  fixation of statutory minimum wage at not less than Rs 10,000/-, 8) Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity, 9)Assured Pension for all, 10) Compulsory registration of trade unions within a period of 45 days and immediate ratification of the ILO Conventions nos 87 and 98. All the Central Trade Unions in the country are agitating for the last nearly three years but it is deplorable that the Govt of India could find no time to talk to the Central Trade Unions during the intervening period to discuss and address the most burning problems facing the working people of the country. The notice for today’s strike was given on 2nd December 2011 but the Govt did not care to call the Central Trade Unions for discussion. Massive response to the call of General Strike by the workers enmasse visibly impacting almost all the sectors of the economy, viz., Coal, steel, petroleum, telecom, defence, banks, insurance, electricity, transport, port & dock, anganwadis, construction, brick-kilns, beedi etc both in organized and unorganized sector is a fitting reply to the utter neglect and insensitivity of the Governments towards the problems and miseries of  crores of the working masses who are keeping the country’s economy running. This is also a signal that the working people and their unions would no way accept such indifference and neglect lying down and carry forward their struggle to a higher pitch if their basic demands are not addressed by the Govt through concrete remedial action.

The One Day Strike a full success. Congratulations!

According to the reports already received, the one day strike of today, 28th February, is a complete success all over India, including in BSNL. Most of the offices are closed in BSNL, Posts, Banks, Insurance and other central and State establishments. Public and private sector workers are also in full strike.

In Kerala and W.Bengal it is almost a complete Bandh. Despite strong attack on the strike by the Mamata Government, the W.Bengal workers have made the strike a complete success. In BSNL also it is the same case.

The last-minute appeal for withdrawing the strike by the Prime Minister has been rejected by the central Trade Unions. What can be the belief in the Prime Minister who has asked his government to file appeal against the High Court Karnataka decision on minimum wage?

In the NTR Circle, the entire striking workers organised a big demonstrations which was addressed by Com. Tapan Sen, General Secretary, CITU, V.A.N.Namboodiri, President BSNLEU, Islam Ahmed, President, NFTE,  Thomas John, President, FNTO, R.S.Chouhan, Circle Secretary, BSNLEU and others.

Revolutionary Greetings to all comrades! The one day nation-wide strike started at midnight.

History was created in the midnight of 14-15 August 1947, when the tricolour flag was hoisted on the ramparts of the Red Fort by Jawaharlal Nehru indicating the declaration of Freedom of our nation, India, from the clutches of British Imperialism.

History is again created in the midnight of 27-28 February 2012 when the entire working class in India has started the historic one day strike to defend the rights of the common people and the toiling masses and to march ahead for advancing the rights of the workers against the neo-liberal policies of the government which has only made the life miserable to crores of common people.

My Hearty Greetings and Congratulations to all on this historic moment!

An Appeal to the Executives in BSNL

Dear Comrades,

I appreciate and thank you for the solidarity and support given to the one day nation-wide strike on 28th February called by the 11 Central trade Unions and also all the Non-Executive Unions in BSNL. More than 5000 unions in the country have given call for strike in addition to the 11 Central Trade Unions and hundreds of All India Federations of Central, State and Public Sector organisations.

The demands are well-known to you. They include the demands of the common people of this country in addition to that of the workers. The strike against the neo-liberalisation policy of the central government which has mad life of the people and the  workers miserable. The struggle to save BSNL and on other common issues we have fought together and have settled many issues.

In this great struggle of crores of workers we feel that we should be together, shoulder to shoulder, to fight for the rights of the workers. While we are thankful for your support and solidarity, I would once again request you  if possible to join the strike or at least co-operate with the striking workers in the most effective way.

Strike will be complete – A.K.Padmanabhan, President, CITU

Banking, insurance, telecom, transport, Defence, mining, postal, and other Central and State Government services will be hit on Tuesday owing to the country-wide strike call by central trade unions.

This is for the first time that trade unions of all hues, the Left, Congress, BJP, Shiv Sena, Muslim League etc. have joined hands to voice their protest against violation of trade union rights, growing contracterisation, disinvestment, privatisation and growing price rise.

“Apart from the 11 central trade unions, 40 federations and about 5,000 other unions will be participating in the action,’ said Mr A.K Padmanabhan, President, Centre of Indian Trade Unions.

On Sunday, the Prime Minister is reported to have got in touch with the Congress-backed INTUC leader, Mr G. Sanjeeva Reddy, appealing that the strike be called off.

Asked why the unions were not heeding to appeals by the Prime Minister and the Labour Minister, Mr Padmanabhan said, “They have still not called us for talks. We were forced to give the strike notice only after repeated attempts to reach out failed. This Government does not care for workers.”

Workers from both organised and organised sectors are expected to participate in the “mega’ strike, he said.

In Delhi and the National Capital Region, the areas that are likely to be affected are Gurgaon, Manesar Industrial area, Gurgaon city, Udyog Vihar Industrial area, Daruhera etc, where a large number of multinational companies and industries are present.

In Delhi, industrial areas in Mayapuri, Patparganj, Okhla, Kirtinagar, Naraina, Bavana etc may also be hit.

Meanwhile, the World Federation of Trade Unions has extended support to the strike and has appealed to the Prime Minister, Dr Manmohan Singh, to discontinue policies that affect the living conditions of workers. ( Courtsey : Business Line )
