Postal workers indefinite strike postponed.

The proposed indefinite strike of Postal Workers from 5th July 2011 has been postponed after disccusion and settlement with the Postal Department. My Hearty Congratulations to the leaders and workers of Department of Posts!

Massive strike in UK against reforms

Tens of thousands of public servants including teachers went on oneday strike against the proposed reforms and austerity measures being implemented by the UK government.The government is proposing to curb the public sectior pension also. It is estimated that more than 7,50,000 workers participated in the protest rallies.
UK is going to be a battle ground between the workers and the government.

Bank Unions postpone strike to 5th August 2011

The proposed strike of the 10 lakh bank employees on 7th July has been postponed to 5th August 2011. The postponement is to ensure that the strike is organised during the period when the Parliament is in session so that the issue could be raised in the Parliament. The bank workers are going on strike to protest against the banking reforms, ousourcing etc. and for compassionate appointments, pension scheme etc. If the issues are not settled, the unions may resort to even Indefinite strike

Casual Contract Labour exploitation – Memorandum to Prime Minister, Labour and Communications Minister.

The BSNL Casual and Contract Labour Federation has today submitted a memorandum to Shri Manmohan Singh, Prime Minister, Kapil Sibal, Communications Minister and Mallikarjun Kharge, Labour Minister regarding the non-implementation of social security measures, non-payment of minimum wages etc. The exploitation of casual contract labour is well known to all.

Will the Prime Minister and other ministers ensure the basic rights of the workers in BSNL?

28th June 2000 Strike against corporatisation

BSNL is going to complete 11 years in 1st October 2011. The question of corporatisation of DOT/DTS was taken up seriously by the Government in 2000. Immediately, the National Action Committee of Telecom Unions consisting of All India Telecom Employees Union class III (Namboodiri) All India P&T Industrial Workers Union,All India Telegraph Traffic Employees Union, All India Telecom Administrative Offices Employees Union, Indian Telecom Employees Union, All India Telecom Civil Wing Employees Union and All India Telecom Employees Union LS and Group D ( Mishra ) strongly opposed the same and went on sustained agitation. It was as part of this agitation that a One Day Strike was organised on 28th June 2000.
I was the Convener of the National Action Committee. Our leaders toured the important centres all over the country and organised the strike. Maximum propaganda was given through pamphlets, press statements etc.The recognised Federations, NFTE, FNTO and BTEF did not join. But the strike was a good success with a lot of workers belonging to even the Federations participated.
The agitation did not stop with this.In continuation, the following programmes were organised:
1. 09-08-2000 Serving Strike Notice for 24-25 August 2000
2. 15=-08-2000 ” Save Telecom – Save Nation Day” by organising massive dharna.
3. 21-08-2000 to 23-08-2000 – Lunch Hour Demonstrations
4. 24-25 August 2000 – 2 Days Strike
All the programmes were successfully organised. The agitation against Corporatisation continued. But on 29th September 2000 the major Federations agreed for the corporatisation. We opposed till the last.
And on 01-10-2000, BSNL was formed.
Once it was formed despite our opposition, the task became to save it and improve. The National Action Committee Unions in their All India Convention held at Vishakhapatnam on 22-23 March 2001 formed BSNLEU. BSNLEU became the Recognised Union in December 2004 and till now the position continues. BSNLEU with its alliance in the United Forum as also the Joint Action Committee consisting of all BSNL Unins /Associations are jointly opposing disinvestment and privatisation. To stop disinvestment and privatisation serious struggle will be necessary. Let us be prepared for the same.

Workers have to rise to the occassion to save BSNL

The Joint Action Committee has taken apt decision at the appropriate time to observe “Customer Delight Month” in May, extended to June 2011. Two months are almost over. It is time that we have to examine to what extent the programme has been successful. It is true that within two months any programme in such a big PSU extended all over India can not be correctly evaluated. But we have to see what progress we had made.
The first issue is that how much awareness we could make. In this case it can surely be stated that the message has gone in a big way that BSNL is in real difficulty and that unless something is done, the future will be dim. The experience of the other PSUs like ITI, HMT etc. which has gone loss making and also that the government will not come to the rescue of the workers are well understood.
The second is analysing why the profitable BSNL has gone down in a upbeat market where there is a lot of opportunity for expansion and development, where there are many crores of people who are still not having phone connections. Why private companies are able to utilise the opportunity and why the PSUs BSNL and MTNL are losing the market shares at the same time?
The answer is not difficult to find. In short it is the wrong anti-PSU policies of the government emanated from the neo-liberal policies that have resulted BSNL becoming weak. While all concessions and facilities for growth are granted to private telcos, the PSU telecos are discriminated in every way.
Second is the mismanagement. The ITS officers, who are the top management had technical capability in earlier technologies, but are not uptodate with the present technological development. Transfer of technology has not taken place. Further the present requirement is more on business and marketing than on technology. Unfortunately, not much have been done in this aspect. Inability to procure sufficient equipments and connected materials is another big issue.
There is a slackness all over the work force whether executive or non-executive. This has not been adequately addressed to.
There are many other reasons, but the above in a nut shell covers the main issues.
The observation of Customer Delight Month has made the management and workers aware of these issues to an extent. Results are there in few places. But much more has to be done. The management and the entire workforce have to discuss together and plan our strategy for further improvement.
We need not be panicky. If the 3 lakh workers are determined, no force can stop them. Let us be optimistic.

United Forum Meeting on 25th June

UNITED FORUM OF BSNL UNIONS
Decisions taken in the United Forum meeting held on 25th June 2011
A meeting of the National Steering Committee of the United Forum of BSNL Unions was held on 25th June 2011. Com. Suresh Kumar, Chairman, United Forum, presided. Com. V.A.N.Namboodiri, Convener briefed the committee about the latest developments.
After discussion, the following decisions were taken:
1. The meeting decided that the following issues are very important which requires urgent settlement. :
a. NEPP – Modifications.
b. PLI – Bonus
c. NE – 12 payscale
d. No VRS
e. SC/ST Reservation in NEPP – Special Recruitment Drive for SC/ST

A letter to be sent by the General Secretary, BSNLEU to the CMD BSNL seeking urgent settlement of the demands failing which agitation will be resorted to.
2. The functioning of the United Forum at Circle levels was discussed. It was decided that the Circle Secretaries BSNLEU should take the initiative to form the Steering Committee at their levels. And start co-ordinated functioning.
3. With regard to allotment of seats in Circle/SSA Councils, the alliance unions will discuss the matter with BSNLEU.
4. The next meeting of the United Forum will be held one day after the NC meeting.

United Forum Meets tomorrow, 25th June 2011

The National Steering Committee of United Forum of BSNL Unions will meet tomorrow, 25th June 2011, at the National Council Staff Side Office No.230 in Eastern Court, New Delhi. It will review the results of the National Council Meeting held today, 24th June as also the future programmes of the United Forum.

It is utmost necessary to strengthen and consolidate the UF so that the workers issues can be settled effectively.

The 25th National Council of BSNL met today, 24th June 2011 at the Bharat Sanchar Bhawan presided over by A.K.Garg, Director (HR) BSNL. The meeting continued up to evening and completed all the issues that were to be discussed. R.K.Upadhyay, CMD BSNL attended and addressed. The details of the discussion will be put in CHQ website.

National Council Meets tomorrow , 24th June

The National Council will be meeting tomorrow, 24th June 2011 first time after the V membership verification and fresh grant of recognition to the BSNLEU. The Staff Side met today, 23rd June and discussed all the issues internally and finalised the line to be taken.
Anomaly in the wage revision, Compassionate Ground Appointments, promotion of officiating JTOs, Implementation of NEPP with certain modifications etc. are some of the items to be discussed.
