Mamata oppose 28th February Strike – wants a ‘Jayalalitha act’?

25 Saturday Feb 2012

As expected, the West Bengal Chief Minister Mamata Banerjee has opposed the 28th February Strike called by the Central trade Unions and All India Federations on the charter of demands of the workers. She has  called upon workers to oppose the nation-wide strike on February 28. As per the W.Bengal chief secretary’s circular, employees staying away from work would face deduction of leave and salary and might also lose seniority or face discontinuation of service!

In  response to Opposition  criticism of her government for opposing the strike, the chief minister said, “I have told (Labour Minister) Purnendu Basu, if anyone does not want to work, relieve him. If someone wants to work, promote him. Enough is enough. I will not allow daltantra (party politics). There will only be democracy.”

Does Mamata wants a ‘Jayalalitha act’ ? (Chief Minister Jayalalitha dismissed, terminated and arrested thousands of workers when the T.Nadu state government employees went on strike a few years back.). The times have changed. The workers are capable of facing the threats and reacting.

Red Salute to the first Martyrs of 28th February 2012 strike !

23 Thursday Feb 2012

In many of the well fought struggles, workers have been killed by bullets, lathis and brutal attacks. In the historic strike of the of the Central Government Employees in 1960, an employee was beaten to death by police in Indraprastha building in New Delhi. Comrade Ekambaram, a telephone operator in Palghat committed suicide unable to face the severe victimisation, termination from service. In the 1968 one day token strike Railway workers were mowed down by Railway engines at Pathankot and Bikaner for blocking the trains. This is some incidents from the past.

But the present situation is also not much differenct. Massive propaganda and programmes are being organised to ensure the success of the 28th February strike called by 11 Central Trade Unions. In addition, the Shiv Sena trade union BKSM has  declared that they will also join the strike. But the Trinamool  in W.Bengal can not tolerate the strike. They are preparing black legs for torpedoing  the strike. Seeing the massive programmes in support of the strike, they are enraged.

Yesterday, the Trinamool goons murdered two trade union leaders belonging to the CPI(M) who were leading procession in support of the 28th February Strike. Many others were wounded in the planned attack with sharp weapons. Comrades Pradeep Ta ( a former MLA from Burdwan) and CPI(M) District leader Kamal Gayen was murdered on the spot. They have become the first martyrs of the 28 February strike.

If anybody thinks that the trade union and progressive forces can be defeated by killing its leaders, they are grossly mistaken. The trade union movement has grown facing such assaults and murders in its progressive march and will continue its march forward.

My Red Salutes to the martyrs who sacrificed their lives for the advancement of the working class in the struggle field !

I am reproducing the CITU press statement issued in this connection:

CITU Press Statement

CITU strongly condemns the cold blooded murder of Comrade Pradip Ta, CITU National General Council Member and a former CPI(M), MLA and Comrade Kamal Gayen, a senior leader of democratic movement when they were leading a rally in Dewandighi area in Burdwan in support of 28th February All India General Strike called by Central Trade Unions and federations. The murderous preplanned brutal attack was made by Trinamool Congress sheltered goons and criminals. Comrade Ta and Gayen were hacked to death and number of rallyists were injured. CITU deeply mourns the death of their martyred comrades and pledges itself to intensify further its fight against the “Jungle Raj” perpetrated by TMC government in West Bengal. Their martyrdom will inspire the working class movement for bigger struggle in days ahead including 28th February strike.
CITU calls upon the working class, the trade unions and other democratic minded people in the country to raise their voice of protest against such violence and terror against trade union and democratic movement

Meeting of CBT of EPFO today – Will minimum pension be decided?

22 Wednesday Feb 2012

Posted by VAN NAMBOODIRI in TU News - India

The meeting of the Central Board of Trustees (CBT) of the Employees Provident Fund Organisation (EPFO) will meet today to discuss the various issues in its agenda.

One issue is the minimum pension under the Employees Pension Scheme (EPS).  At present, there is no rule regarding minimum pension. Many pensioners are getting only Rs. 200 or 300 with less than 10% getting more than Rs, 1,000. The Unions have been demanding that the at least a minimum pension of Rs. 1,000 should be ensured to all. Considering the present high cost of essential commodities, it should be much more. But even the demand for Rs. 1,000 has not been accepted so far. The meeting today should take a favourable decision in the matter.

Another issue is the interest rate for EPF for the year 2012-13. The unions have been demanding that it should be 9.5% as last year. But the employers are prepared only for 8.5%. This cannot be accepted. When the interest rates have been increased by the banks and other financial institutions, how the employees can be denied the same for their Provident Fund Accounts?  The government should come forward to maintain the interest rate as in last year.

The All India BSNL-DOT Pensioners Association (AIBDPA), the biggest union of the DOT and BSNL Pensioners Association, has extended its support and solidarity to the nationwide strike on 28th February 2012. In his circular, the General Secretary of the Association, Comrade, K.G.Jayaraj, has called upon all its members to participate in all the programmes connected with the 28th February strike to extend the solidarity. The Pensioners very well know that it was only through the struggles organised by the BSNLEU and the Joint Action Committee of BSNL Unions/Associations that many of their issues, including Pension Revision, could be achieved.

More and more support for the strike is coming from all sections.

Why the govenment is shying for fixing a minimum wage of Rs. 10,000?

17 Friday Feb 2012

Posted by VAN NAMBOODIRI in TU News - India

Despite the demand of all the unions in the 44th Indian Labour Conference, no decision was taken by the Government to fix the minimum wage at Rs.10,000.The employers of course opposed it. But it is for the government to take the decision.

Look to the following facts. These employers who say that they can’t pay the minimum wage of Rs.10,000 to the workers are paying themselves, to their CEOs, CMDs, MDs and top management personnel, lakhs and in some cases crores of rupees . They are spending crores for their air-travels in first class and executive class. They are living in multi-storeyed bungalows and spending crores for club membership etc. at the company’s expenses. All kinds of fringe benefits are extended to the top personnel.

But when it comes to the bare minimum wages for the ordinary worker, they refuse to pay. It is the inability, or rather the unwillingness,  of the government that is the cause for the denial of minimum wage to the toiling worker. This has to be changed.

44th Session of ILC -Unions demand Minimum Wage of Rs. 10,000, Minimum PF Pension of Rs. 1,000

16 Thursday Feb 2012

The second day of the 44th session of the Indian Labour Conference on 15th February saw the trade union leaders strongly presenting their demands. There was a consensus that the minimum wage should be decided. The unions pointed out that even according to the decisions of the 15th Indian Labour Conference of 1957, the minimum wage will come to Rs. 9730 and the present minimum wage should be fixed at Rs.10,000. DA also should be paid. It was also demanded that the PF Pension should be at least a minimum of Rs.1,000. At present many PF pensioners are getting Rs. 200/ 300 etc.). It was also demanded that the maternity leave should be increased from 12 weeks to 24 weeks.  Provident Fund should be implemented in all organisations where there are a minimum of 10 workers instead of 20. Com. A.K.Padmanabhan, President, CITU spoke on second day on behalf of CITU.

Shri Mallikarjun Kharge, Minister of Labour and Employment in his concluding remarks stated that the demands of the workers will be examined favourably before taking any decision.

It can be stated that the central trade union leaders have emphatically placed their demands. It is for the government now to take the decisions.  The 28th February strike will be a warning to the government.

As per the call of the BSNL Non-executive unions, joint conventions of BSNL unions are being held all over India to prepare for the Nation Wide Strike on 28th February 2012 on the genuine demands of the working class and the common people. A SSA level Convention was held on 15th February at Kozhikode (Calicut) attended by a large number of workers. Com. T.K.Surendran, DS, NFTE presided. In my inaugural speech, I explained the charter of demands of the strike notice and also the background of the united actions by the working class in India against the anti-worker neo-liberal policies being persued by the government. I also impressed upon the workers the need for unitedly fighting against the attacks on the workers. Coms. Jayaraj, DS, BSNLEU, M.K.Beeran, FNTO, Venugopal. BMS, Vijayakumar, BSNLEU and other leaders addressed and assured the All India leadership that there will be full strike in Calicut as usual. A good number of women workers also participated.

Prime Minister speaks at 44th session of Indial Labour Conference

16 Thursday Feb 2012

Posted by VAN NAMBOODIRI in TU News - India, Uncategorized

Prime minister Dr. Manmohan Singh, while inaugurating the 44th Session of the Indian Labour Conference on 15th February focussed mainly on two issues, the need to suitably change the Labour Laws and on the equal provision for women workers.

On the change of labour laws he stated as follows: “The view among investors and industry that the existing policies unduly protected the interests of the currently employed and hindered the creation of the new jobs.”   The  meaning of the above is very clear. The Prime Minister wants to restrict and reduce the rights of the workers won  through sustained struggles should be reduced to suit the interests of the employers and corporates on the number of working days and working hours, social security measures, wages etc. The Prime Minister by new employment is hinding at recruiting more contract workers instead of regular workers. The statement is only the continuation of implementation of the neo-liberal policies of the government. It is completely anti-worker and has to be resisted.

Second point the PM focussed was on women workers. He stated, “We would need to make provision for part-time work (for women) which would have the same characteristics as in full-time employment (for women). If this requires legislative changes, we should be prepared to do so and begin working on a blueprint for making this a reality.” What the PM stated is understandable. But what is happening in the country? Not only it is very difficult for the women to get a job, but even those who got jobs are being denied their genuine rights. Though the government has declared child care leave etc. for women employees, it is mostly not implemented. In BSNL, the management has denied this right to the women workers. Even after taking the issue in the Parliament and to the Communications Minister, nothing is done. In the privatised public sector companies, ladies are being retrenched on the plea that women workers takes more leave etc. Even the basic amenities like rest room, toilets etc. are not separately provided to the women workers in many institutions. It is not the job of the prime minister to preach, but he has to implement the things. He has got the power as Prime Minister. Why he is not doing this responsibility?

Further, the main agenda of the 44th session of ILO were (i) Minimum Wages, (ii) Social Security and (iii) Employability and Employment etc. But the Prme Minister did not give any assurance on these matters. All the representatives of the Central Trade Unions like INTUC, BMS, AITUC, CITU etc. strongly demanded that the minimum wages should be increased to Rs.10,000 but there was no positive response from the government or the employers. In the same way with the social security measures. Comrade Tapan Sen, General Secretary, CITU lambasted the employers and the government for not implementing even the existing minimum wages and also non-implementation of the labour laws.

It is for the working class to struggle and win the demands pending for a very long time. The 28th December Strike is an opportunity to show the government that the workers are determined to get achieved their genuine demands. We shopuld foil the attempts of the government and employers to encroach upon our rights.
