MTNL Pension – News report

NEW DELHI: The Cabinet on Thursday approved a pension proposal for 43,000 MTNL employees, who joined the public sector company from Department of Telecom, that would cost the government an estimated Rs 500 crore annually.

The decision is likely to bring additional amount of about Rs 1,500 crore (including interest) in the books of MTNL as refund from government for the pension that the PSU paid to its employees. “The Union Cabinet today approved that the erstwhile all categories of employees of the government absorbed in MTNL and who have opted for combined service may be given similar treatment in the matter of payment of pensionary benefits as available to the absorbed employees of BSNL,” an official statement said.

This would means pension benefits would be available for their service term at DoT as well as their rest of the period at MTNL. The total number of such employees is estimated to be 43,000 which including 16,000 retired and about 27,000 existing employees of the PSU. “The proposal entails an estimated recurring expenditure of approximately Rs 500 crore per annum besides adjustments in respect of Government pension liability previously discharged by MTNL,” the statement said.

The pay scale at MTNL is comparatively higher to that of BSNL and the government will bear the cost of pension similar to the amount paid to the latter.

The difference in the pension amount will be borne by MTNL till the time of next pay revision when salaries at both the PSU will come at par. The next pay revision is expected to take place in 2017.(Courtesy: TOI)

Good News! Cabinet approves MTNL Pension

Good News are there for the MTNL Employees! The Cabinet has approved government pension for the MTNL absorbed DOT employees as in the case of BSNL employees.
The case was taken by the MTNL Unions/ Associations as also the Joint Forum of the BSNL/MTNL Unions/Associations with the DOT and the Government. The Group of Ministers appointed for the Revival of BSNL and MTNL had recommended that MTNL employees be granted government pension as in the case of BSNL absorbed employees by the government, but with the condition that the pension will be limited to the corresponding pay scales of BSNL. (The pay scales of MTNL are higher than that of BSNL). The GoM also recommended that the pay scales of BSNL should be brought on par with that of MTNL in the 2017 wage revision.
We congratulate the MTNL employees and their unions/associations in this great achievement.

Vodafone issued with tax demand of Rs. 3,700 crores

The Income Tax Department has issued a fresh demand notice for Rs. 3,700 crores on Vodafone, the British Telco. And as usual, the latter has denied that it has any tax due and to be paid.
Earlier, the Vodafone was issued with a notice for Rs.20,000 crore which is also contested and not paid.
Tax notices are regularly sent, but the MNCs are capable of manipulating the government machinery and avoiding paying tax or at least getting it reduced or delayed for years together and compromised later.
The MNCs based in UK, US etc. still feels that Indian government can be made compromising with regard to their issues utilising their governments. It has happened many time earlier. This unethical situation has got to be put an end to.

BSNL Towers to be made a separate company – DOT moves Cabinet Note

The Department of Telecom has moved a Cabinet note seeking permission to hive off the tower assets of Bharat Sanchar Nigam Ltd into a new company.

BSNL has 61,622 towers, which is the second largest tower portfolio among all telecom companies. Indus Towers, a joint venture between Airtel, Vodafone and Idea Cellular, is the largest player with 1.2 lakh towers.

“Establishment of a separate company for holding and managing the tower infrastructure assets of BSNL will enable the new company to unlock the true potential of the tower business and leverage it for expansion and spread of infrastructure,” the DoT note said.

According to DoT calculations, if the tower assets were considered as a separate entity it would have earned Rs 964 crore in 2012-13. Based on certain assumptions, DoT expects the EBITDA of the proposed tower company to touch Rs 2,357 crore by 2023.

Total asset base

The total asset base of the proposed company is estimated at Rs 7,226 crore with fixed assets of Rs 6,517 crore and net working capital of Rs 708 crore. Since the hiving off will impact BSNL’s top line, it has been proposed to incorporate Rs 2,500 crore as loans from BSNL at an interest rate of 12 per cent. The earnings by way of interest would neutralise the negative cash impact on BSNL, the note stated.

The transfer of assets to the new company would be liable to levy of Rs 475 crore worth of stamp duty. DoT has proposed to seek a waiver from the Delhi Government. The new tower company is expected to have a workforce of around 3,000 people.

Though BSNL had opened up its tower infrastructure for sharing in 2010, it did not get many tenants. On the other hand, private tower players, such as Bharti Infratel, have been able to unlock value by listing its shares on the stock exchanges.

Private companies have also been able to get into infra sharing agreements, which have helped reduce their costs.

In contrast, BSNL has only one per cent of the market for tower tenancies.

“There are several reasons for the low market share, which include lack of focussed marketing mechanism for customer acquisition, the perception that BSNL towers have a lower site uptime, pricing of infrastructure being more expensive than prevailing market rate, the perception of conflict of interest between BSNL and non-BSNL tenancies and perception of poor response to tenant complaints,” the DoT note said.

Hiving the assets into a separate company could bring in the required focus. Nearly 50,000 towers of BSNL are connected by optical fibre cable, which is useful for transmitting data services.

External tenancies

The following report in Business Line today indicates the government’s intention to separate the tower business of BSNL in to a separate company to make more profit. But essentially, what BSNL now gets from the tower business ie. about Rs.1,000 crores will be lost. However, in the note it is stated that compensation will be paid to BSNL through interest for which the loan given to the new company on behalf of BSNL. We have to getmore details in the matter:
According to DoT’s estimates, the market for external tenancies is expected to be in the region of 80,000-100,000 towers in the next five years. The proposed company could garner 16-18 per cent of the total market share.

The DoT has proposed to hive off the assets in phases. Under the proposed plan, the tower assets will be moved into an independent business unit within BSNL and operational activities, such as marketing, would be outsourced to private partners.

In the second phase, the unit will be converted into a wholly-owned subsidiary.

The entire process is expected to be completed in 12-18 months after the Union Cabinet approves the proposal.

Airtel and Reliance Jio pact will change situation

The Airtel and Reliance Jio (of Mukesh Ambani) have announced an agreement between them for sharing of infrastructure. These will include optical fibre network, sub-marine cables, towers, internet broadband services etc.
What is the implications of this agreement? Reliance Jio has got 4G Spectrum. Airtel has got 1.75 lakh route KM of optical fibre and 1.35 lakh towers as also submarine cable. This agreement will naturally help both the companies to go ahead in a big way.
How it will affect BSNL and other companies? Let us see.

Spectrum Prices approved by Cabinet.

The uncertainty over the auction price of the spectrum,airwaves, is over. The Cabinet yesterday approved the recommendations of the GoM, headed by Finance minister P.Chidambaram to fix the auction price.

Now the government will start the process of auction. It expects to get about Rs. 48,000 crores.

Rs. 600 crore penalty on Idea for illegal merger

DOT has imposed a penalty of Rs. 600 crore on telecom service provider idea for violating the licence conditions while acquiring Spice Communications, another telecom company.

Penalties are slammed for violations like this, but with their influence and money, later most of the Indian and MNC companies are able to get out of the charge and go scot free. Let us wait for what happens in the case of idea.

TRAI Reduces Penalty to Telcos for Pesky calls.

TRAI is being more and more liberal to the telecom companies.
TRAI had earlier issued orders giving strong penalty against the pesky calls.
Now on the basis of the petitions received from the private companies, it has relaxed its orders by making the penalty on slab basis, instead of Rs.5,000 at the first instance itself.
The present order stipulates that beyond 50 complaints and up to 300, TRAI will impose Rs. 1,000 fine on every complaint. A fine of Rs. 2,000 per complaint will be levied if the total number of pesky call ranges between 301 to 700 and Rs. 5,000 on every complaint beyond 700.
Though relaxed, it is the duty of the regulator to ensure that the penalty should be imposed without any leniency, because the people/subscribers are compelled to suffer this unnecessary attack on their privacy.

Group of Ministers on Telecom will finalise M&A Norms

The meeting of the Group of Ministers (GoM) on Telecom, which is scheduled to meet on 3rd December 2013 is expected to finalise the norms for Mergers & Acquisitions for the telecom industry. Now that the telecom situation in the country, the spectrum auction etc. is almost normalised, the chance for M&A have increased.
The Telecom Commission may put certain conditions for the M&A in connection with the % of assets of the merging company, the charges for the spectrum allocation etc. so that there is no discrimination between the single technology operator and the double technology operator. The former company may have only GSM or CDMA, while the latter will have both GSM and CDMA.

Dial 1037 for Telecom Complaints – DOT

DOT has issued a circular stating that a short code ‘1037’ has been allotted to the Public Grievances Cell in DOT as a telecom consumer helpline.
Subscribers of any telecom service provider can complaint to this number about the services and other complaints.
