CITU has issued the following Press Release against Disinvestment / Privatisation of BHEL, HAL and ETL. The same is reproduced below:

As per media reports, the Union Finance Ministry have decided to sell shares of Bharat Heavy Electricals Limited (BHEL), Hindustan Aeronautics Limited (HAL) and Engineers India Limited (EIL) through block deal route.
This decision is being taken despite vehement opposition from various departments including the Department of Heavy Industries, which is the administrative ministry of many PSUs. BHEL is a Maharatna Public Sector Undertaking and these strategic PSUs have a huge cash reserve which could have been used for its expansion and diversification plans – instead resorting to sell out. However, the UPA Govt. wanted to shore up finances to contain the fiscal deficit.

The Centre of Indian Trade Unions (CITU) denounces the decision of the UPA Government to sell shares of these premier Public Sector Undertakings and calls upon the trade union movement and the workers and employees in the country to unitedly protest and resist such anti-people moves of the government to the detriment of national interest.

Bank Employees to strike on 10-11 February 2014

New Delhi, Feb 6 : Employees of public sector banks will go on a two-day nation-wide strike from February 10 as unions and management have failed to reach a consensus on wage revision.

“The conciliation meeting before the Chief Labour Commissioner between the unions and Indian Banks Association (IBA) failed to find an amicable solution,” United Forum of Bank Unions (UFBU) Convener M V Murali told PTI.

So, UFBU has decided to go on two day nation-wide from February 10 to press for higher wage revision, he said.

General Secretary of National Organisation of Bank Workers, Ashwini Rana, said as the offer made by bank management is not in line with the rising inflation, the unions are compelled to stage protest. (PTI)

Government to give loan to BSNL and MTNL to pay salary

The Empowered Group of Ministers (EGoM) on Revival of BSNL and MTNL has decided that in case required, government will give loans to BSNL and MTNL to pay salaries to the BSNL/MTNL absorbed DOT employees. This was decided on the basis of the suggestions by the DOT in this respect.
The government is fully responsible to pay the salary of the BSNL absorbed employees, since had they been in DOT itself, without considering the profit or loss, they would have been paid salary by the Government itself. Take the case of Department of Posts or any other department. Salary is paid irrespective of profit or loss. The BSNL or MTNL employees are not the responsible persons for the profit and loss and they should not be penalised.
The decision of the EGoM is only common sense. But our demand is that the Government, instead of giving loan, should provide the required amount for paying salary as assistance. This will be justice only.

CITU Condemns UPA decision to sell shares of BALCO and HZL

The CITU through a Press Release has strongly condemned the government move to sell the residual shares of BALCO and HZL, which will convert these PSUs in to private companies.
The Government has 29.5% share in HZL and 49% in BALCO. They are also cash rich PSUs. By privatising these PSUs, the government is handing over these profitable companies completely to the private.
We also strongly protest this action of the government and support the agitation of the workers in these PSUs.

TRAI Clears Spectrum Trading Guidelines

The TRAI has issued the guidelines on 28th January for trading of spectrum, which the private companies have been demanding for a long time. According to these guidelines the telecom companies can buy and sell spectrum which they have bought from the government through auction or by paying market prize. It is feared that this decision may adversely affect BSNL and MTNL, the telecom PSUs.

EGoM decides for 5% fee as spectrum charges

The Empowered Group of Ministers(EGoM) headed by Finance Minister,which met on 27-01-2014 decided to charge 5% fee as spectrum charges. Earlier it was from 3% to 8% according to the usage. The Broadband Spectrum charges will continue 1%, who have already got the same.
While the Reliance Jio has welcomed the decision, the COAI which includes Reliance, Vodafone etc. has protested against the same depending upon their own interests.
However, it is a fact that the present decision of the government favours the private companies more or less. How it will affect BSNL and MTNL has to be examined.

TRAI Recommends Spectrum Trading

The recommendation of the TRAI to allow the private companies to trade and sell the spectrum will be considered by Empowered Group of Ministers(EGoM) on Telecom headed by Finance minister P.Chidambaram. This has been the demand of the private telecom companies, which was accepted by the TRAI and forwarded to DoT. TRAI Chairman Rahul Kullar had met the telecom corporates on this issue and accepted their demand. This recommendation will now be considered by the EGoM, which is meeting on 27th January.
It is significant that the issue is being finalised on the eve of the spectrum action. If it is allowed there will be a lot of adjustments and formation of cartels to take undue benefit out of the decision.
It should be remembered that even when there was no provision for spectrum sharing,the private companies have indulged in the same. But no serious action wa taken against the culprits. On the contrary, the private companies are going to be allowed the spectrum trading.
All these have serious consequences for the PSUs BSNL and MTNL.

Congratulations for Haryana State Employees for successful strike – CITU

New Delhi, January 22: The Centre of Indian Trade Unions congratulates the state government employees of Haryana for their historic and massive three days’ strike, which commenced on 21st January 2014. The Haryana Road Transport workers started the strike on 20th January opposing privatisation of the public transport and demanding filling up of vacant posts. Through this joint strike the state government employees have not only raised the demands of the different segments of state government employees but also of the common people and the youth.

CITU strongly condemns the lathi charge and the arrest of thousands of the striking employees and warns the Haryana state government the struggle of the workers and employees on their genuine demands cannot be suppressed through such high handed and repressive measures.

CITU expresses its solidarity to the demands and the struggle of the state government employees of Haryana and demands the state government to immediately discuss with the organisations of the state government employees and resolve their demands amicably.

Bank Unions on increasing of ATMs

While the Bank Managements are trying to increase the ATMs in a large way, the unions have their reservations. I am giving below a report in this connection:

Bank trade unions want banks to go slow on ATM network expansion and encourage customers to return to bank branches for transactions and use the ATM sparingly. This, according to them, is good for the customers, employees and banks’ bottomlines.

“The current furious expansion of the ATM network is not good for the banking industry’s health,” says M.V. Murali, convenor of the United Forum of Bank Unions, which is a collective of nine major all-India bank trade unions. “ATMs enormously increase the cost of operation of banks, particularly in view of the demand for mandatory 24-hour security at ATMs following the attack on a woman at a Bangalore ATM a few months ago.”

Murali’s comments come in the wake of Indian Banks’ Association suggesting banks charge customer for using ATMs beyond a certain number of free transactions. Murali said the banks were indiscriminately opening ATMs even where people were mostly illiterate. Outsourcing of ATM services, through the ‘white-label ATMs’, was a wrong step as it would lead to exploiting illiterate customers and breed corruption and malpractices. He said managements were dumping quotas on bank branches to increase mobile and Internet banking accounts.

FAIR MIX NEEDED

“Banking has lost the human touch,” Murali added. Customers no longer felt a sense of belonging to their banks and the employees were also losing touch with their customers as interactions were shrinking. (Courtesy: Business Line)

Govt. on the move to disinvest 10% stake in IOC

If there is any Department of the Central government which is working 24 hours, it is the disinvestment Department. Their duty is to sell stakes in PSUs one after another and if possible privatise the same at the earliest.
Tomorrow, 16th January, the Empowered Group of Ministers(EGoM) headed by Finance minister P.Chidambaram is expected to take a decision on selling 10% stakes of Indian Oil company (IOC). 24.27 crore shares are expected to fetch around Rs. 4,800 crores. The government at present holds 78.92 % shares and after the present disinvestment, it will be reduced to 68.92%.
The Central Trade Unions have to strongly protest and put a halt to these PSU stake sales.
