Congratulations to W.Bengal Circle – telephones, revenue increased in the last quarter

“Income of BSNL West Bengal Circle has increased: “We could render our Service to the subscribers in spite of many odds”—our employees have materialized this slogan of Circle Conference, Krishnagar in reality . During last financial year it was observed that our employees have able to add 16000 New BSNL Customers in our Circle. In the last financial  year We have made a Revenue Growth of 8.34% in WBT Circle. it is learnt that we could earn Rs. 50 Crore more than the last year. We had performed significantly in EB, Marketing etc. It is also learnt that the Revenue earned from L/L almost remained same that of last year but we could not performed up to the mark in GSM segment. Comrades, we should not be complacent, we have to perform better this year.”

My Hearty Congratulations to the workers and leaders of W.Bengal Circle for the improvement. Try more and you will gain more!

Yesterday night and today, I have been getting a lot of SMSs, telephone calls and  e-mails with regard to my decision to step down from the post of Convener of the Forum of BSNL Unions and Associations. Many comrades conveyed their disapproval stating that I should have continued, since the present situation require the leadership. Some others have asked why a personal  decision has been taken without wider discussion in the organisation. Some comrades have appreciated the work done by the Forum for the last many years and also congratulated for having taken a decision for a generation change. Some comrades who contacted were emotional and very unhappy at my decision.

I express my sincere thanks to all these comrades who appreciated and wanted me to continue. Such opinions and pleading are all natural. Change is also natural and is necessary for the progress and advancement. This basic understanding is most important.

Why I wanted to be relieved from the post of Convener, Forum? First of all, I have been the Convener of the Joint Forum/JAC/Forum of BSNL Unions and Associations from its formation in 2004. Name of the organisation  has changed, but I continued. It is more than 10 years and that is an adequate time to be in a post. Secondly and generally I have not continued in the important posts more than 4 terms, whether it was Branch Secretary, District Secretary, Circle Secretary, Asst. General Secretary or General Secretary. Every time, it has been on my insistence that a change has taken place, despite the fact that most comrades did not want a change. Then why a different criteria for this post?

Further, during this period almost all unions and associations have become part of the Forum and it has strengthened. The smooth functioning of the Forum is expected to continue. This is the time when there should be a change.

A very successful strike has taken place on 21-22 April 2015 on the demand of revival of BSNL and Better Service to the people. Though the demands are yet to be achieved, this is a special occasion after a good strike and naturally the time for a change.

The last 10 years have been a period of struggle and agitations of all sorts by the BSNL Employees,which was heralded by the JF/JAC/Forum. Ten strike calls were given out  of which five fruitifed in to complete successful strike, while the others were deferred after successful agreement. 5 Parliament Marches were organised with thousands of participants. Three All India Conventions were held in Delhi which were addressed by the veteran trade union leaders and Parliament members who supported our programme and agitations. Savingram, Telegram, Signature, Black Badge and  Post Card campaigns were conducted effectively. During this period of 10 years about 80 dharnas,  protest demonstrations were organised. Almost all these were for the cause of the telecom PSU, BSNL. For some period, joint programmes were organised with MTNL also. The JF/JAC/Forum met the Prime Minister, Communications Minister, Secretary DOT etc. several times to ensure that the workers demands are settled.

Because of the unity of the workers and united struggles, we were able to stop disinvestment, VRS, Unbundlement of cables and privatisation. We have also been able to stop further attacks on the workers.

These 10 years was a period of continued struggle with the full support of the workers and leaders alike. All the unions/associations stood together to defend the workers and the company. I am really proud that we all together could do all these, which was an impossible task. Yes Comrades, we have done the impossible for the workers and the company.

Hence it is with full satisfaction that I  have stepped down from the post of Convener. During this joint functioning many veteran leaders like Comrade O.P.Gupta were part of this joint movement. All the leaders of the various unions/associations have jointly built this umbrella organisation and the credit for the same goes to every body, not to the Convener or Chairman alone. If, during these activities or discussions, I have  caused any displeasure or harm to any body, it may kindly be excused. I thank all of our comrades for the support and solidarity given to me in running the organisation.

The coming days are  more difficult. There are many challenges which we have to face. Though I may not be Convener or office-bearer, I am always with all of you and any task allotted to me will be sincerely attended to.

I once again thank all of you for your appreciation and kind works. We shall march ahead with dedication and determination.

Com.P.Abhimanyu, GS, BSNLEU is the new Convener, Forum.

Com.P.Abhimanyu, General Secretary, BSNLEU, has been unanimously elected as the new Convener of the Forum of BSNL Unions/Associations in its meeting held today, 13-05-2015.

After the start of the meeting of the Forum today, Com. V.A.N.Namboodiri, Convener, Forum reported about the developments after the strike. The strike has been very successful. The meeting with the DOT is also positive. We have to think about our future action plans.

Further he pointed out that he has been continuing as the Convener of the Joint Forum/JAC/Forum of BSNL Unions/Associations since its inception in 2004 and wanted to be relieved. He briefly mentioned about the strikes organised, the All India Conventions, Parliament Marches, discussion held with Prime Minister and Ministers,other programmes etc. It has been a continued period of agitations and actions without any break on the demands of the workers and the company. He thanked all the comrades for the co-operation extended and proposed that Com.P.Abhimanyu, GS, BSNLEU be elected as Convener.

Almost all the comrades wanted Com.Namboodiri to continue, but the latter was firm in handing over. At last decision was unanimously taken electing Com. P.Abhimanyu as the Convener, Forum.

Best Wishes to Com.P.Abhimanyu in the new responsibility!

Market Share, Profit/Loss of BSNL Circles – Review Necessary

The loss/profit and marker share of  each circle of BSNL have been published in this blog and also are well known to the leaders of the Forum at Circle/SSA levels. In some circles, the market share is even low up to 5 to 3%. This means that out of 100 telephones provided in the circle only 5 to 3 telephones only are from BSNL. Is it not a pathetic situation? Expenditure has not come down any where. In fact, it might have increased also.

The Forum leaders at Circle level should sit together and discuss why this has happened, and how it can be improved within the limitations the company and workers are in. Even a slight increase in the market share will be a matter of pride. BSNL workers have to show that they are not behind any body in their duties and they are doing everything to improve services to the customer.

Any suggestion from any visitor will be much appreciated.

Discrimination against BSNL Workers by Minister?

We are glad to know that Communications Minister, Shri Ravi Shanker Prasad discussed with the Postal Federations their demands of strike and on the assurances of the Minister the strike from 6th May 2015 has been deferred.

But the same Minister could not find time to discuss the strike issues of the BSNL Employees, which resulted in successful Two Days Strike on 21-22 April 2015.

Is it because Postal is a Government Department and BSNL is a PSU? Or is it because the Secretary Posts took initiative for a meeting and the Secretary DOT did not?

Or is it that the BSNL is not a priority for the government, though the Minister had several times stated  that he will not allow BSNL to die?

Who will answer these questions?

Are you on time, Comrade?

We are very unhappy and angry when our train, bus or flight is late, because it will delay our reaching the destination in time and spoil our plans and programmes. We are angry when the news paper boy does not bring the paper in time. We are also angry if there is delay in breakfast or lunch. We are, in fact, not happy when others are late or delayed.

But what about ourselves? Are we in time to attend office? Are we in time to attend faults? Have we completed our work in time?  The answer is up to you to give.

Revival of BSNL is a ‘Do or Die’ battle for us. We can not be casual in this. Each and every employee, executive and Top Management have to jointly make all out efforts to bring BSNL out of the present crisis and rejuvenate it. Is it possible. IT IS!

Government should come to the assistance of BSNL – Give its due money

BSNL is in dire straits and has been posting loss for the last 5 financial years. It has no funds to purchase equipment, which are urgently required.

Instead of assisting BSNL, the government is even keeping the justified funds of BSNL with it, delaying payment. Rs. 1,250 crores already sanctioned for BSNL for 2012-13 in lieu of ADC for loss making connections is not yet given though two years have passed. Rs. 6,700 crore for the surrendered BWA Spectrum is still not paid to BSNL. DOT has stated that Rs.2,000 is adjusted towards licence fee and only Rs. 4,700 is to be paid.

There is no difficulty for the government to waive the taxes of Vodafone, Nokia etc. coming to thousands of crores. It has no difficulty to reduce the penalties imposed on private telecom companies for violating roaming rules etc. But when it is BSNL, its own company,it has to pay full licence fee without any relaxation, no waival of its dues and  has to pay every thing to the Government. If this Rs. 4,700 crores and Rs.1,250 crores are received immediately, BSNL can purchase equipment which will improve the services.

Central Government should stop this step-motherly treatment to its own company. The Communications Minister should step in and ensure that the the dues of BSNL are immediately paid.

The Communications Minister , Shri Ravi Shankar Prasad has stated that he will not allow BSNL and MTNL to die. Now he has to keep his words.

New Delhi, May 1: The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

The Polit Bureau of the Communist Party of India (Marxist) strongly condemns the massive hike in the prices of petrol and diesel announced by the Modi government.

This will lead to the cascading of the inflationary spiral imposing unprecedented burdens on the working people, once again in a big way.

The Polit Bureau of the CPI(M) calls upon the people to protest against this latest imposition of burdens on their livelihood.

Nepal Bleeding – AIBDPA calls for Donation to Nepal Relief Fund

Nepal is bleeding. More than 6,000 people have died and the death numbers may increase. Tens of thousands are on the roads with nowhere to go with their houses collapsed. Thousands are in hospital, seriously injured. Relief Materials, medicines, clothes all are required, for which money is required.

The CEC Meeting of All India BSNL DOT Pensioners Association(AIBDPA) held at Jamnagar has called upon the Pensioners to donate liberally to the Nepal Relief Fund.

AIBDPA has always been in the forefront of giving a helping hand. AIBDPA collected Rs. 3.64,540 last time for Uttarakhand landslide/flood relief and handed over to the Prime Minister. This time also AIBDPA expects that good number of comrades will donate to this noble cause.

Revival of BSNL – Better Customer Service a MUST

During the discussion with the Secretary, DOT by the Forum of BSNL Unions/Associations representatives, the demand of the Forum that it should be made mandatory for the Central/State governments and PSUs to take service from BSNL was raised. We cited the example of Air India, which has been mandated for Government officers for flight travel.

The Secretary at this stage brought the issue of efficiency, or rather inefficiency of the BSNL services. Unless the service is improved, nobody can be forced to take it, he said. He said that in the meeting of the Communications Minister with the MPs of various states, almost all the MPs raised the issue of inefficient service, non-repair of faults in time, call dropping, insensitive dealing etc. and wanted improvement of services. he also cited many public and government officers raising such complaints.

As stated above, the  complaints are not from M.P.s alone. To be frank, wherever we meet the public, such complaints are raised. This is a real issue with regard to the revival of BSNL. There is much resentment about our services in general. That is known to all of us. This is also one reason why our land-line connections are drastically coming down and one day we may lose the first position in land lines also. Support of the people are very much necessary in our struggle for “Revival of BSNL”. How we can improve the services and how we can get the support of the people are very important points. What can be done in the matter?

1. Cordial, friendly and supporting dealing with the customer/public: As stated by Gandhiji, ‘Customer is the most important person in the premises’. He is a welcome visitor. The customer visits BSNL office or Customer Care Service for his requirements, whether to get a new connection, pay the bills, making enquiries or to make complaints about his faulty equipment, service etc. etc.

The first thing that the employee/worker can do is to greet the customer with Namaste / Good Morning, and a friendly smile and ask politely what is his requirement? This itself will make him feel that the employee is there to help him. Once his requirement is known, the employee has to immediately attend to it if he is the person dealing with it. Otherwise he has to contact the concerned person and inform him. Asking the customer to go from one person to another person will irritate him. Now that ‘One Window System’ is arranged, the same employee can mostly deal with the problemss.

If it is a case of fault/out of order/ cable fault etc. the arrangement should be that it should be immediately attended. A usual fault can be attended in 2-3 hours time at the maximum. The RM/TM/TTA, whoever is the employee, has to be immediately ordered for attending the fault, whether on line, cable,broadband or whatever it is. It should be ensured that such faults are rectified in the day at least. In case of cable fault etc., if some delay is expected, the customer can be informed the reason for the delay.

Convenient arrangements should be made for the customers at the CSC. If more customers are there, the slip system with serial numbers can be arranged as in banks, so that the customer need not stand in the queue. When his slip number is announced or put on the screen for that purpose, he can go to the counter and present his requirements.

The customer may be angry sometimes due to delay on the part of the BSNL to his demands/requirements. In such cases, the employee should be very calm, hear him fully and patiently explain him the reasons for the delay and express ‘sorry’ for the difficulties caused to him and also assure that the needful will be done without any further delay. In case, it is beyond his authority, the customer may be asked to meet his superior for the same. In no case, the employee should become angry and retort. Patience and being cool is a great asset. While speaking over telephones also, you have to be calm and quiet and not irritate the person at the  other end.

Now the customer has several options other than BSNL for getting telecom services. This we must always remember. Our service should be better than the private companies, if we want to get more and more subscribers.

There is a system in some places that the pending fault are closed by the end of the day and reopened next day to show that there is no pending fault. This is completely a wrong process. Till the fault is rectified, it should be pending, compelling the staff for early fault-repair.

A usual reply from the employee for the inefficiency is that there are no equipment. This is partly true. The earlier situation has  changed. Now in almost all SSAs, urgent equipment are available, though less in number compared to the requirement. It is our job to see that the equipments are mad available.

These are only  some  few suggestions which came to my mind immediately. There are so many other things we can do for the revival of BSNL.

Can’t we practice and implement these small niceties and help to the customer in our premises? It will make a whole change in the situation, which will be in our favour.
